Abstract

The sub-district head has a strategic role in improving the performance of employees at the sub-district level to support the effectiveness of government administration and public services. This study aims to analyze the role of the sub-district head in improving employee performance at the Percut Sei Tuan Sub-district Office, Deli Serdang Regency, as well as identify the inhibiting factors in the implementation of the policy. The research method used is a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and documentation. The research informants consisted of the sub-district head, the secretary of the sub-district, the head of the general and personnel subdivision, as well as employees and the community as additional informants. The results of the study show that the sub-district has implemented various strategies to improve employee performance, including performance supervision, motivation, improvement of work discipline, and training and skill development of employees. However, several obstacles hinder the effectiveness of the role of the sub-district, such as low employee discipline, lack of work facilities, lack of training programs, weak communication and coordination systems, and budget limitations. This obstacle affects the efficiency of employee work and the quality of public services.

Abstract

This article aims to find out how the Implementation and Obstacles are in Medan Mayor Regulation Number 10 of 2021 Concerning Public Peace and Order at Street Vendors using George Edward III's theory with the variables Communication, Resources, Disposition, and Bureaucratic Structure. The method used in this study is a descriptive qualitative research method using observation, interview and documentation data collection techniques. From the results of the study it can be concluded using variables in Policy Implementation according to George Edward III namely, Communication has been carried out quite well by the PD Pasar by giving warnings in the form of letters but not getting a response from the PKL and still selling on the roadside, Resources that there are still inadequate ones such as a lack of budgetary funds for policing and a lack of land for parking causing traffic jams. The disposition in this study is maximal enough to give a warning letter in the form of an SP to all who violate the regulations but traders still violate it for economic reasons, bureaucratic structure can be said to be quite good because the officers carry out their duties according to the applicable SOP. The obstacle is that there is still a lack of awareness from traders of the existence of rules that should not be violated, but traders still insist on opening stalls on the shoulder of the road and do not accept it when disciplined by officers, but traders who have been disciplined continue to violate existing regulations by never being afraid if someday there will be more control by the existing officers.

Abstract

This study aims to evaluate the effectiveness of the Village Fund policy in improving community welfare in Bangun Rejo Village, Tanjung Morawa District, Deli Serdang Regency. The Village Fund is a government program that aims to support infrastructure development, economic empowerment, and the improvement of public services at the village level. This study uses a qualitative method with a descriptive approach, where data is collected through observation, in-depth interviews, and documentation. The informants consist of village officials and the community who have experience in managing the Village Fund. The results of the study show that the Village Fund policy has had a positive impact on infrastructure development, such as the improvement of village roads and public facilities, as well as in economic empowerment through business capital assistance and skills training. However, the effectiveness of this policy still faces obstacles, such as limited capacity of village officials, lack of transparency in budget management, and low community participation in supervision. Therefore, it is necessary to increase the capacity of the apparatus, technology-based transparency, and community involvement so that the management of the Village Fund is more optimal and sustainable.

Abstract

This study aims to analyze the application of the smart economy concept in MSMEs of the Indonesian Oyster Mushroom Farm (Jatiramdo) located in Block 10 Village, Dolok Masihul District, Serdang Bedagai Regency. Through a qualitative approach with a case study method, this study explores the forms of technology adoption, digitalization challenges, and village institutional support in the digital transformation process of rural MSMEs. The results of the study show that Jatiramdo has carried out a gradual digital transformation through the use of social media for marketing, the use of semi-modern production tools, and application-based financial recording. However, a number of challenges such as low digital literacy, limited internet infrastructure, and suboptimal institutional support hinder the expansion of technology adoption. The role of the village government as a facilitator is quite significant, although it has not been followed by sustainable strategic policies. Overall, the implementation of the smart economy in Jatiramdo not only increases income and business competitiveness, but also strengthens the social and institutional structure of the village. These findings indicate that a community-based digitalization model can be an important pillar in inclusive and sustainable village economic development.

Abstract

This research aims to explore and develop a collaborative governance model in the management of Corporate Social Responsibility (CSR) oriented towards empowering Micro, Small, and Medium Enterprises (MSMEs) in Muara Enim Regency. Using a qualitative approach with case studies, this study analyzes the practice of collaboration between actors—local governments, companies, and MSME actors—and identifies supporting and inhibiting factors in the implementation of participatory and sustainable CSR. The findings show that the existing conditions of CSR management are still in the early stages with limited structures, regulations, and participation of MSMEs. Based on these findings, this study proposes the SIGER-MU (Responsive Governance Synergy for MSME Management) model as an integrative solution that emphasizes equal involvement between parties, participatory planning, inclusive institutions, and impact-based evaluation. This model is expected to strengthen the effectiveness of CSR programs and increase the independence of MSMEs as actors of local economic development.

Abstract

This study aims to analyze the synergy among Regional Apparatus Organizations (OPDs) in the implementation of Medan Mayor Regulation No. 13 of 2012 and to identify the obstacles faced in developing the Kesawan historical tourism area. Using a descriptive qualitative approach, data were collected through in-depth interviews, participatory observation, and document analysis involving stakeholders from various agencies and local communities. The findings reveal that although there is a division of roles among the Tourism Office, Education Office, and Spatial Planning and Building Office, implementation remains sectoral and lacks systematic integration. Structural and cultural barriers, along with limited human resources and infrastructure, are the main challenges. This study recommends strengthening inter-agency synergy through the establishment of cross-sectoral collaborative forums, community participation, and adaptive and inclusive policy reform. These findings highlight the importance of collaborative governance as a strategic approach for the sustainable preservation of heritage areas.

Abstract

This study aims to evaluate the effectiveness of the program for structuring and fostering Micro, Small, and Medium Enterprises (MSMEs) in Firdaus Village, Serdang Bedagai Regency, as well as to analyze the response and strategies of MSME actors in dealing with the program. Using a descriptive qualitative approach, data was obtained through in-depth interviews, observations, and documentation. The results of the study show that although local governments have implemented various training programs, legality assistance, and capital facilitation, the effectiveness of implementation is still limited due to structural obstacles such as budget limitations, lack of participation of business actors, and weak synergy between stakeholders. The response of MSME actors varies widely, ranging from enthusiastic to skeptical, depending on their background and experience. The strategies developed by business actors include adaptation to policies, community collaboration, product innovation, operational efficiency, and strengthening social relations with the government. These findings emphasize the importance of a more participatory coaching approach, based on local needs, and supported by consistent policies and a sustainable mentoring system to encourage inclusive and competitive growth of MSMEs.

Abstract

Pengangguran merupakan persoalan multidimensi yang masih menjadi tantangan serius di Kabupaten Musi Banyuasin (Muba), khususnya dalam sektor minyak dan gas (migas) yang padat modal namun rendah serapan tenaga kerja lokal. Meskipun pemerintah daerah telah menetapkan kebijakan pemberdayaan dan penempatan tenaga kerja melalui Peraturan Daerah Nomor 2 Tahun 2020, implementasi di lapangan masih menghadapi kendala berupa kesenjangan keterampilan, lemahnya koordinasi lintas sektor, dan terbatasnya akses masyarakat terhadap informasi ketenagakerjaan. Penelitian ini bertujuan mengembangkan model sinergitas kebijakan yang dapat memperkuat kapasitas tenaga kerja lokal agar mampu bersaing di sektor migas. Metode penelitian yang digunakan adalah pendekatan kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara mendalam, observasi partisipatif, dan studi dokumentasi. Informan penelitian mencakup pemerintah daerah, perusahaan migas, serta masyarakat lokal. Hasil penelitian menunjukkan bahwa program sinergitas telah berkontribusi terhadap penurunan angka pengangguran secara statistik, namun belum menyentuh aspek kesejahteraan pekerja secara berkelanjutan. Kesimpulannya, reformulasi kebijakan diperlukan dengan memperkuat database ketenagakerjaan, meningkatkan relevansi pelatihan, serta memperluas kolaborasi lintas sektor agar manfaat sektor migas benar-benar dirasakan oleh masyarakat lokal.

Abstract

The public education system faces several challenges in providing quality literacy education. The work focuses on the role of adult leadership literacy education in achieving sustainable socioeconomic development, exploring how it can be utilized to promote sustainable development. The human condition can be described in terms of the threats to sustainable socioeconomic development, as shaped by the literacy level of Nigerian adult leaders. Like most of the African States, Nigeria is still "backward." The quest for gratuitous needs and greed is peerless. Many common practices can be implemented to encourage literacy and numeracy learning. Adequate and relevant literacy will produce "People’s Leaders.” It would not be out of place for communities, social organizations, the military, and the para-military to embark on appropriate literacy and numeracy programmes.

Abstract

This study examines the downstreaming strategies of capture fisheries products and their contribution to sustainable coastal economic development in Bone Regency, central Indonesia. Downstreaming is recognized as a critical approach to increasing value addition, diversifying income sources, and strengthening coastal communities’ welfare. A qualitative case study design was employed, involving 20 informants comprising fishermen, fish processing MSMEs, cooperatives, and local government officials. Data were collected through in-depth interviews, participatory observation, and policy documents review, and analyzed thematically using Miles and Huberman’s framework. The findings reveal six key aspects of downstreaming. First, post-harvest processing practices such as salted fish, fish flakes, crackers, and seaweed-based nuggets have significantly enhanced product value and reduced waste. Second, cooperatives and village-owned enterprises (BUMDes) act as aggregators and provide inclusive access to capital and markets. Third, infrastructure limitations, regulatory barriers, and low business literacy constrain market expansion. Fourth, downstreaming generates new opportunities for women and youth to engage in value chain and digital promotion. Fifth, multi-stakeholder synergy collaboration remains partial but has potential for formal institutionalization. Overall, the study underscores the need for integrated policies, institutional strengthening, and sustainable assistance to achieve inclusive, competitive, and environmentally friendly downstreaming of capture fisheries.
