Abstract

Penelitian ini bertujuan untuk mengetahui kebijakan yang dilakukan oleh pemerintah Kota Palu dalam penanganan pandemi Covid-19. Penelitian ini menggunakan metode penelitian kualitatif. Dengan mengacu pada teori efektivitas yang dikemukakan oleh Richard M. Steers dengan indikator pencapain tujuan, integrasi, dan adaptasi. Pengumpulan data yang digunakan dalam penelitan ini yaitu pengamatan, wawancara, dan dokumentasi. Dengan jenis data primer dan sekunder. Dengan informan yang berjumlah tujuh orang. Hasil penelitian menunjukkan bahwa jika melihat tingkat keefektifitasannya, kebijakan yang dibuat sudah cukup efektif. Karena dengan diberlakukanya kebijakan–kebijakan tersebut bisa menekan korban jiwa akibat virus corona. Meskipun dalam langkah sosialisasinya pemerintah belum bisa beinteraksi dengan baik. Mengenai penyesuaian pada masa pandemi, pemerintah dan masyarakat telah menerapkan protokol kesehatan. Namun ada sebagian masyarakat yang masih lalai dalam mengikuti protokol kesehatan tersebut. This study aims to determine the policies carried out by the Palu City government in handling the Covid-19 pandemic. This study used qualitative research methods. With reference to the theory of effectiveness put forward by Richard M. Steers with indicators of goal achievement, integration, and adaptation. Data collection used in this research is observation, interview, and documentation. With primary and secondary data types. With seven informants. The results show that if you look at the level of effectiveness, the policies made are quite effective. Because with the implementation of these policies can reduce the death toll due to the corona virus. Even though in its socialization steps, the government has not been able to interact well. Regarding adjustment during a pandemic, the government and society have implemented health protocols. However, there are some people who are still negligent in following these health protocols.

Abstract

Keterbukaan informasi publik sudah bukan barang mewah setelah reformasi. Pemerintah wajib membuka akses publik terhadap informasi yang dimiliki. Namun dalam pelaksanaannya tentu tidak mudah. Komisi Informasi hadir untuk mendorong implementasi keterbukaan informasi publik. Dengan menggunakan pendekatan kualitatif, penelitian ini mencoba melihat sejauh mana kapabilitas Komisi Informasi dapat mewujudkan keterbukaan informasi publik. Data yang digunakan di dalam artikel ini berasal dari wawancara dengan komisioner serta staf Komisi Informasi Provinsi Jawa Tengah. Untuk mendukung data hasil wawancara, artikel ini menggunakan arsip yang relevan dengan topik penelitian yang bersumber dari Komisi Informasi Provinsi Jawa Tengah baik cetak maupun digital. Sumber kepustakaan yang berupa Buku dan Jurnal digunakan untuk melihat relevansi data di lapangan dengan teori. Sumber kepustakaan berupa jurnal diperoleh melalui Google Scholar dengan menggunakan kata kunci keterbukaan informasi publik, komisi informasi, dan Komisi Informasi Provinsi Jawa Tengah. Berbagai program tentu dilaksanakan dalam mendukung optimasi akses publik terhadap informasi. Namun, ketegasan Komisi Informasi selaku pengawas kerja keterbukaan informasi bagi pemerintah masih diragukan. Public information disclosure is no longer a luxury after reform. The government is obliged to open public access to the information it has. However, the implementation is certainly not easy. The Information Commission is here to encourage the implementation of public information disclosure. By using a qualitative approach, this research tries to see the extent to which the capabilities of the Information Commission can achieve public information disclosure. The data used in this article comes from interviews with commissioners and staff of the Central Java Provincial Information Commission. To support interview data, this article uses archives relevant to research topics sourced from the Central Java Provincial Information Commission, both printed and digital. Library sources in the form of books and journals are used to see the relevance of data in the field with theory. Sources of literature in the form of journals are obtained through Google Scholar using the keywords public information disclosure, the information commission, and the Central Java Provincial Information Commission. Various programs are of course implemented to support the optimization of public access to information. However, the firmness of the Information Commission as the supervisor of information disclosure for the government is still in doubt.

Abstract

Reklame hadir ditengah-tengah kehidupan masyarakat yang semakin massif, baik melalui media elektronik, media cetak maupun secara fisik terpampang dalam ruang gerak sehari hari. Kehadirannya , tanpa disadari oleh publik seolah-olah sebagi pelengkap tataruang saja, namum, dibalik itu tersimpan potensi pajak sebagai salah satu tulang-punggung otonomi daerah dalam bidang pendapatan asli daerah. Salah satu ruang di wilayah Kabupaten Bandung Barat di Kecamatan Padalarang banyak terhampar secara fisik kehadiran reklame, mulai dari kebutuhan primer dan sekunder, disisi lain terlihat pengeloaannya terutama pemasukan pajaknya belum optimal (BAPENDA KBB, 2019). Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis bagaimana proses implementasi kebijakan pajak reklame yang membahas bagaimana proses implementasi kebijakan pajak reklame yang dilaksanakan oleh BPKD Kabupaten Bandung Barat. Metode penelitian menggunakan pendekatan analisis kualitatif dengan menggunakan metode penelitian deskriptif survey. Teknik pengumpulan data melalui penelitian kepustakaan, wawancara dan observasi. Informan penelitian ini adalah Kepala Bidang Pajak Daerah I, juga beberapa staff dan instansi yang terkait. Teknis analisis data menggunakan reduksi, sajian data, dan verifikasi. Hasil penelitian, terdapat faktor penghambat dalam implementasi kebijakan penerapan pajak reklame yakni pada indicator penyampaian dan kejelasan komunikasi, keterbatasan jumlah sumberdaya yang dimiliki dan kurangnya sosialisasi. Adapun upaya yang dilakukan diantaranya melakukan koordinasi antar instansi terkait sehingga dapat mendukung dan memaksimalkan upaya pelaksanaan kebijakan serta meningkatkan sosialisasi kepada elemen-elemen yang berkepetingan. Billboards are present in the midst of increasingly massive people's lives, either through electronic media, printed media or physically displayed in their daily movement. Its presence, without realizing it by the public, is as if it were a spatial complement, however, behind it is the potential for taxes as one of the backbones of regional autonomy in the area of ​​regional original income. One of the spaces in the West Bandung Regency area in Padalarang District is the physical presence of billboards, ranging from primary and secondary needs, on the other hand, it can be seen that the management, especially the tax revenue, has not been optimal (BAPENDA KBB, 2019). This study aims to describe and analyze how the advertisement tax policy implementation process that discusses how the advertisement tax policy implementation process carried out by BPKD West Bandung Regency. The research method used a qualitative analysis approach using a descriptive survey research method. Data collection techniques through library research, interviews and observations. The informants of this research are the Head of Regional Tax I, as well as several related staff and agencies. The data analysis technique uses reduction, data presentation, and verification. The results of the study, there are inhibiting factors in the implementation of the advertisement tax implementation policy, namely the indicators of delivery and clarity of communication, limited number of resources owned and lack of socialization. The efforts made include coordination between related agencies so that they can support and maximize efforts to implement policies and increase socialization to interested elements.

Abstract

Pandemi yang masih melanda berbagai wilayah di dunia, termasuk Indonesia mendorong pemerintah untuk segera melakukan inovasi dan perubahan kebijakan serta pelayanan publik yang lebih baik demi kepentingan masyarakat secara luas. Selain itu, karena pada dua dekade terkahir zaman telah memasuki era Revolusi Industri 4.0 yang menuntut kemajuan sistem data serta informasi termasuk pada sektor publik. Masa ini memberikan pemerintah sebuah momentum untuk memperbanyak inovasi untuk perbaikan sektor ini. Hal ini sangat kompleks sehingga dan melingkupi aspek yang sangat luas, proses ini mengalami hberbagai hambatan dan di dorong untuk melalui hal tersebut pada era New Normal. Penelitian ini menggunakan metode kuantitatif dengan metode analisa-deskriptif. Penelitian ini menunjukan bahwa pemerintah telah melakukan berbagai inovasi dalam manajemen sumber daya serta pelayanan sektor publik, namun masih mengalami kendala ketika bermitra dengan sektor privat. The pandemic that is still hitting various regions of the world, including Indonesia, encourages the government to immediately innovate and change policies and better public services for the benefit of society at large. In addition, because in the last two decades the era has entered the era of the Industrial Revolution 4.0 which demands the advancement of data and information systems, including in the public sector. This period provides the government with a momentum to increase innovation for the improvement of this sector. It is very complex so that and covers a very broad aspect, this process experienced various obstacles and was pushed to go through it in the New Normal era. This research uses quantitative methods with descriptive analysis method. This study shows that the government has made various innovations in resource management and public sector services, but still experiences problems when partnering with the private sector.

Abstract

Direktoral Jenderal pendidikan Tinggi Kementrian Pendidikan dan Kebudayaan mendorong pelaksanaan kuliah berbasis teknologi daring selama pandemik covid-19 guna menghindari penyebaran virus. Penelitian ini bertujuan mendeskripsikan penerapan kuliah daring dimasa pandemik Covid-19 pada IISIP YAPIS BIAK melalui analisis SWOT. Metode penelitian yang digunakan adalah pendekatan kualitatif melalui observasi, wawancara dan telaah dokumen, Hasil penelitian menunjukkan bahwa dalam penerapannya, kuliah daring berbasis IT pada IISIP YAPIS BIAK masih mengalami kendala, analisis matriks SWOT menunjukkan kekuatan dan sumber daya yang dimilki oleh kampus serta kemungkinan peluang yang mendukung pelaksanaan kuliah daring belum mampu meminimalisir ancaman dan kerugian yang timbul akibat ketidak siapan mahasiswa mengikuti kuliah daring. Keterbatasan ekonomi, kurangnya akses komunikasi dan informasi serta tidak meratanya jaringan internet menjadi kendala utama yang mesti kaji secara dalam melalui formulasi strategi lanjutan yakni strategi TOWS atau SWOT-UP sehingga dengan adanya penelitian ini kampus akan mengambil langkah-langkah stratejik dalam mengantisispasi resiko kerugian lanjutan yang diakibatkan oleh sistem manajemen akademik yang masih awam dengan pelaksanaan kuliah daring. The Directorate General of Higher Education, Ministry of Education and Culture, encouraged the implementation of online technology-based lectures during the Covid-19 pandemic to prevent the spread of the virus. This study aims to describe the application of online lectures during the Covid-19 pandemic at IISIP YAPIS BIAK through a SWOT analysis. The research method used is a qualitative approach through observation, interviews and document review. The results show that in its application, IT-based online lectures at IISIP YAPIS BIAK are still experiencing problems, SWOT matrix analysis shows the strengths and resources owned by the campus as well as the possible opportunities. Supporting the implementation of online lectures has not been able to minimize the threats and losses arising from students' unpreparedness to attend online lectures. Economic limitations, lack of communication and information access and unequal internet networks are the main obstacles that must be examined in depth through the formulation of advanced strategies, namely the TOWS or SWOT-UP strategy so that with this research the campus will take strategic steps in anticipating the risk of further losses caused by the academic management system that is still unfamiliar with the implementation of online lectures.

Abstract

Technology is a two-edged sword. It is at once negative and positive in its constitution. It could be used for good; it could also be used for evil. It use therefore, is dependent on the morality of the mind that employs it. In the past and sadly, presently it has been used to foster slavery in Africa. I however believe that technology could be made to make a positive turn to aid the total abolishment of all forms of slavery in postcolonial Africa. Slavery rides on factors like poverty, illiteracy, insecurity, lack of infrastructures etc, which abound in Africa. Slavery would end if these factors are removed. Thus, if conditions are made possible for comfortable living, then slave masters would run short of slaves and would be forced to look for alternative to slaves. However, the best way to improve the living conditions of a people is through technology. The work therefore, urges the developed world to be generous to Africa by way of technology transfer. One way to do this is through biffing up its indigenous technologies with foreign technologies through technology transfer. Another way to do this, which is the proper responsibility of African government themselves, is to stop the brain-drain wave which is presently moving with a very strong current towards the West and the South. When the best brains are retained in the continent, there is a likelihood that technology would grow in Africa and consequently Africa would know development. When this is so, slavery would lose its roots and would therefore wither off.

Abstract

Since the discovery of oil in Nigeria, it has been woes due to the pollution of the environment caused by the exploration and exploitation of the products. This pollution has caused a lot of untold hardship on the people and the environment of the oil producing area of the country. This ranges from, sickness, such as common cold to very devastating and chronic diseases to the pollution of the farmlands, fish ponds, and general environmental degradation caused by the activities in the oil industry. Unfortunately, not much has been done by both the government and the oil companies to alleviate the sufferings of the people. Although there are laws put in place to address this ugly situation by way of compensation such as the Oil Pipelines Act, the Oil in Navigable Waters Act, Petroleum (Drilling and Production) Regulation among others. Also, there are common law principles such as, Nuisance, Trespass, Negligence etc. which are put in place as spring board for the redress of victims of oil pollution. The snag here is, how effective are these statutory and common laws principles in tackling this problem? Are the victims of oil pollution well compensated? Unfortunately, these laws have not done much hence, the victims are left either not compensated or not adequately compensated because of one technicality or other, which throws a burden on the plaintiff to prove his case. This work therefore, examined the various laws in place providing compensation to the victims of oil pollution and suggested that a strong enforcement of the laws will be a panacea for victims’ redress.

Abstract

The main aim of this research is to study how our interpersonal relationships are affected by social media. The main objective of this research is to find out whether there is an effect of social media on our education. The type of research we have chosen is a descriptive and mixed method of research. Our variables are family, friends, fellow colleagues, and fitness (mental/physical). The sample size we chose was 100, using convenience sampling and questionnaires. We used SPSS to analyze our data, hypotheses testing method. In our findings, we find out that 60% of our respondents used social media for 3-5hrs and 46% of our respondents disagreed that social media has worsened their personal relationships which means that social media has a much more positive effect on relationships than is popularly believed.

Abstract

Penelitian ini bertujuan untuk mengetahui Perilaku Birokrasi Dalam Pelayanan Surat Izin Usaha Pada Kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Palu. Teori yang digunakan dalam penelitian ini adalah teori Sondang P. Siagian (1994:102-112), dimana ada empat dimensi yang digunakan untuk mengukur perilaku birokrasi yang diberikan oleh pegawai di Kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Palu. Keempat dimensi tersebut yaitu Peduli, Disiplin, Peka dan Tanggung Jawab. Metode penelitian yang digunakan Deskriptif Kualitatif. Berdasarkan hasil penelitian yang diperoleh dapat disimpulkan bahwa Perilaku Birokrasi Dalam Pelayanan Surat Izin Usaha perdagangan Pada Kantor Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Palu cukup baik. Karena dari empat dimensi, ada dua dimensi dalam perilaku birokrasi yang cukup baik yaitu dimensi Disiplin dimana masih sering terjadi keterlambatan tim teknis dalam melakukan peninjauan lapangan sehingga mengakibatkan pelayanan menjadi tertunda, tidak adanya kepastian waktu yang konsisten dari pegawai dan dalam penyelesaiannya di luar dari Standar Operasional Prosedur Surat Izin Usaha Perdagangan. Tanggung Jawab dimana petugas dalam memberikan pelayanan belum begitu cepat dan tepat dalam penyelesaian surat izin perdagangan dikarenakan masih sering terjadi keterlambatan dalam memproses berkas dan juga pada waktu-waktu tertentu gangguan jaringan yang terkadang bermasalah sehingga mengakibatkan sistem tidak berjalan dengan baik.

Abstract

Untuk mewujudkan peningkatan angka konsumsi ikan nasional, pemerintah menyuarakan agar masyarakat untuk terus meningkatkan pola konsumsi ikan dengan dengan meluncurkan Program Gerakan Memasyarakatkan Makan Ikan (Gemarikan). Program Gemarikan ditujukan guna mendongkrak tingkat konsumsi ikan di masyarakat melalui kegiatan yang dilaksanakan secara masif dan berkelanjutan, hal ini karena ikan memiliki banyak manfaat terhadap kesehatan dan kecerdasan manusia. Pendekatan yang digunakan adalah pendekatan kualitatif dengan tipe penelitian deskriptif, Kabupaten Sijunjung merupakan salah satu daerah yang melaksanakan Program ini dengan melakukan berbagai kegiatan dan bekerjasama antar pihak. Namun, dalam pelaksanaanya masih terdapat kurangnya anggaran dan kurangnya sumber daya manusia.
