Abstract

One of the goals of the state is to provide welfare for the people through the administration of a state that is free from corruption, collusion and nepotism. Corruption is a crime with a crime rate classified as serious crime because this action is detrimental to the state, corruption itself is an activity where the perpetrator takes state funds for personal gain. To run a government that is clean from KKN at the village government level, it is necessary to pay attention to Law no. 28 of 1999 concerning the Implementation of a Clean and Free State from Corruption, Collusion and Nepotism and also Law no. 6 of 2014 concerning Village Government. The village government as the part that is most closely related to the community, the village government has an important role in aspects of national development in order to create a prosperous, just and prosperous society in accordance with the constitution of the Republic of Indonesia. Regarding the concept of clean government in Garanta Village, Kec. Ujungloe Kab. Bulukumba, the village government in this case as the village head of Garanta explained that the concept of clean government is to prioritize the principles of transparency and accountability in order to inform the public of the activities and developments that are planned. To encourage good government implementation, the village government also seeks to develop its village community to be more advanced and increase human resources in the Garanta village. The intended guidance is community development in the health sector and in other fields there is also youth development. Regarding the Garanta Village development plan that has been discussed with the village community, namely by building in each hamlet a Qur'an Education Park, building a Tugu or Village Triangle Park, as well as improving drainage and irrigation. The researcher was involved in assisting the process of implementing the selection of new village officials, taking into account the entire selection process. It can be concluded that the entire flow of government in Garanta Village has been free from Corruption, Collusion and Nepotism, this is based on the government that prioritizes transparency in carrying out all activities and development, as well as involving the community to actively participate in overseeing village government activities. Seen from the perspective of Siyasah Syar'iyyah, the government of Garanta Village has carried out the mandate well which refers to the Qur'an and Hadis.

Abstract

This article aims to find out how the management of traditional markets and the role of the Gowa Regency Government in the empowerment of sungguminasa traditional markets. This research is qualitative research with a syar'i approach, normative and sociological juridical. The results showed that the management of traditional markets by the Gowa Regency Government has been carried out in accordance with the provisions stipulated in the Perda, such as kiosk and los licensing, SIML ownership, SIMK and merchant cards. The role of the government in the empowerment of sungguminasa traditional markets is quite maximal, including coaching to traders, providing subsidies, market development and business actors. Basically, traders appreciate the management that has been done by the government, it's just that there are things that need to be improved including the maintenance of public facilities. In the Islamic constitutional system, every citizen is obliged to obey every rule issued by authoritative institutions for the sake of mutual benefit, but the facts on the ground show that there are still traders who are ignorant of the applicable provisions.

Abstract

The current minimum wage determination policy still has obstacles as a result of the unmet uniformity of wages, so the wage mechanism always causes pros and cons between workers and employers / employers. This article seeks to answer the wage mechanism in accordance with the provisions of laws and regulations, especially wages in UD. Bumi Rahayu Polewali Mandar Regency. This type of research uses qualitative research with juridical, sociological and syar'i approaches. Data sources are primary data and secondary data. The results showed that wage provisions have been carried out in accordance with applicable rules, such as a decent income, minimum wage, and things that can be taken into account with wages. As for the implementation of the wage system in UD. Bumi Rahayu uses a wage system based on units of results. The wage mechanism carried out by UD. Bumi Rahayu has been in accordance with the wage system in the concept of siyasah syar'iyyah.

Abstract

Village Owned Enterprises (BUMDes) are business entities whose management is managed directly by the government and village communities, which aims to improve the welfare of the people, in order to improve the economy and the original income of the village (PAD). This study aims to determine the extent of the role of BUMDes Assingkerukengnge Mallari Village, Bone Regency in improving the village economy based on the perspective of siyasah syar'iyyah. The research methods used are field research with syar'i, juridical, and sociological approaches. The results showed that BUMDes Assingkerukengnge Mallari Village has played a very good role in order to increase the Village's Original Income and has contributed to the economic improvement of the people of Mallari Village. The existence of BUMDes is considered very helpful, especially capital loan facilities prepared with relatively easy conditions, so the role of BUMDes Assingkerukengnge is very helpful in efforts to improve the economy of rural communities.

Abstract

Cultural heritage is the cultural heritage of the nation that should be preserved its existence. Makassar City Government has issued a policy as an effort to preserve cultural heritage as stated in Regional Regulation No. 2 of 2013 concerning Preservation of Cultural Heritage. The purpose of this study is to find out the effectiveness of the role of the Makassar City Government in preserving cultural heritage by using siyasah syar'iyyah analysis knives. This research is field research with data sources in the form of primary and secondary data. The results showed that the preservation of cultural heritage carried out by the Makassar City Government through the Makassar City Cultural Office was quite effective by looking at several indicators of performance effectiveness in Islam known as al-Fauz. The effectiveness of the role of the government is one of the elements of the principle of good governance or good governance that is in line with the principles of siyasah syar'iyyah.

Abstract

The position of the minister as an aide to the president sometimes experiences obstacles that require the president to appoint an acting minister or an interim ad minister. This article aims to examine the position of the interim ad minister in the system of government with the siyasah syar'iyyah approach, focusing on the issue of how the authority of the minister ad interim, urgency and opinion of the siyasi towards the position of minister ad interim. This research is qualitative research using a statutory approach and a syar'i approach. The results showed that the authority of the interim ad minister is more administrative and limited to issuing policies that are strategic in nature, and in terms of time and nature, the position of the interim ad minister is only temporary or implementing. The existence of an interim ad minister is important enough to fill the vacancy, so that the process of organizing government does not stagnate. Imam al-Mawardi divided the two ministerial positions, namely vizier tanfidzi and wazir tafwidhi and in terms of function, the vizier tafwidhi can be matched with the interim minister.

Abstract

This article aims to provide an overview of the effectiveness of zakat management by the National Amil Zakat Agency of Wajo Regency, the National Amil Zakat Agency (BAZNAS) of Wajo Regency, by using field research methods. Zakat management carried out by BAZNAS Wajo Regency, especially in collecting zakat has not shown maximum performance, it is marked by low community participation in distributing zakat through BAZNAS. Although there are supporting factors such as strengthening the legal basis of institutions through regional regulations, expediency, digitalization management, and transparency, the many obstacles faced such as the existence of BAZNAS that are not yet known by the public, budget and human resource limitations, community traditions or habits, and the lack of Zakat Collection Units (UPZ) and the large number of Amil Zakat Institutions (LAZ) formed by several Islamic Mass Organizations are the main causes of the ineffective performance of baznas of Wajo Regency, coupled with the level of public knowledge about the obligation to zakat, especially zakat maal which is still low.

Abstract

This study aims to determine the role of the village government in the preparation and realization of the use of the Village Revenue and Expenditure Budget in Tellulimpoe Village, Tellulimpoe District, Sinjai Regency. This research is a qualitative field research. The preparation of the Village Revenue and Expenditure Budget is carried out through juridical instruments in the form of village regulations, so that the mechanism and flow of its preparation have been clearly regulated through permendagri Number 20 of 2018. However, in substance, the preparation of the Village Revenue and Expenditure Budget in Tellulimpoe Village, Sinjai Regency has not fully implemented several basic principles, including the principles of need, transparency and participation. This problem also occurred at the realization stage, some programs with large enough budgets were delayed, making it quite detrimental because they could not be utilized optimally by the villagers.

Abstract

This study aims to determine the application of the principles of good governance, especially the principles of legal certainty and accountability in Segeri District, Pangkajene Regency and Islands during the Covid-19 pandemic. This research is a field research with normative theological and empirical juridical theological approaches. Based on the results of the study, it was found that the principle of legal certainty and the principle of accountability as part of the basic principles of good governance have been well applied, synergy between the government and the community is a fairly influential factor. While the Covid-19 pandemic did not have a significant impact, because the Segeri District Government continued to provide services even by making adjustments to implement health protocols, this did not reduce the quality of services to the community.

Abstract

This study aims to find out how the leadership strategy of the Head of Lempangang Village in empowering the community during the Covid-19 pandemic. This research is a qualitative research with a syar'i, normative juridical, and sociological approach. The results showed that during the Covid-19 Pandemic, the Head of Lempangang Village launched several programs as a form of empowerment in dealing with the impact of Covid-19, including making pastries, making handicrafts and sewing courses as soft skills for economically affected residents. In addition to ensuring the safety of the lives (hifdz nafs) of each of its citizens from the Covid-19 virus, the village head is also responsible for the resilience of his residents economically to survive during and after the pandemic.
