The research results show that an empowerment approach that is oriented towards Education/Training (skills development), Economics, Social Culture and Policies and Regulations to strengthen local capacity has a significant impact in improving welfare and reducing poverty levels. Successful empowerment programs focus on development local potential, including sustainable use of natural resources, increasing access to education and health. In addition, the integration of culture and local wisdom in programs is key in ensuring sustainability and acceptance by local communities. Where geographic and socio-economic factors often become obstacles to development, collaboration between government, non-governmental organizations, the private sector and local communities is essential in ensuring the success of empowerment programs. Abstract

This research departs from the development of the Likupang Super Priority Tourism Destination (DPSP) and the actions taken towards this through collaboration between stakeholders. This research uses the collaborative governance theory from Ansel and Gash (2007). The method in this research uses an exploratory qualitative approach, with the researcher as the research instrument, data collection techniques using interviews, documentation and observation, purposive sampling and snowball sampling techniques for selecting informants, data analysis is carried out by processing and preparing data, reading all the data, coding all data, apply the coding process, present it in the form of a narrative/qualitative report and interpret the data. The research results show that Collaborative Governance in the Development of Super Priority Tourism Destinations (DPSP) Likupang, North Minahasa Regency has not gone well based on the research approach carried out through Collaborative Governance theory Ansell & Gash (2008) this can be seen in the Strarting Condition in the dimension of resource imbalance, be it human resources, availability of financial resources or supporting infrastructure. Furthermore, seen from the Institutional Design dimension, all collaborating actors carry out their respective functions in accordance with their functions without any guidelines or specified time periods, all of which run conditionally. In the Collaborative Process Dimension, namely Face to Face, there is still a weakening of mutual understanding between collaborative actors due to the lack of space and time, implementation is not routine and adapts to the situation and conditions that occur and has an impact on differences in interests that are difficult to reconcile. Analyzing the inhibiting factors and efforts to overcome collaborative governance obstacles in the development of the Likupang Super Priority Tourism Destination (DPSP).

Inhibiting factors are differences in language, work culture and bureaucracy, the Covid-19 pandemic, limited budget and human resources. Supporting factors include trust and good relations between both parties, as well as work motivation. Efforts are made to provide foreign language translation services and the use of information and communication technology.

Abstract

The oil and gas industry in offshore areas in Indonesia has developed since the 1970s. Based on information from SKK Migas, there are 634 platforms in Indonesian territory spread from Sumatra to Eastern Indonesia, and approximately 100 of them are no longer in production (Speight 2015; Utomo 2012; Wiratno 2021). The existence of offshore platforms that are not utilized creates problems for KKKS both in terms of operations and the environment. Therefore, it is necessary to use a further management related to the existing platforms in the Indonesian sea. This research is descriptive - analytic in a case study at the company PT EMGL using qualitative and quantitative approaches to obtain the optimal scenario in planning the further development of offshore platforms in the Offshore A field. Data collection methods are interviews and literature studies. After obtaining data related to the condition of Offshore A Field, the cost range for reactivation and demolishing costs for each platform is calculated and the potential hydrocarbon resources in it are calculated. This model is then simulated in the calculation of net cash flow in the Monte Carlo simulation. The results of the Monte Carlo simulation regarding the possible scenarios that occur in 10,000 iterations show a convergent range of results in terms of 3 central tendency parameters, which are mean, median and mode (Holt and Scariano 2009). In this study, the Monte Carlo Simulation gives a convergent NPV value. This parameter is used as an economic evaluation of the project which can be used as an initial method for determining further development strategies. This value can be regarded as a quantification of opportunities or risks as a basis for decision making.

Abstract

So far, Muslims have often been confronted in the name of religion in the struggle for market share. In the banking world, Muslims have indirectly been taught that transaction agreements between customers and conventional banks contain usury which is prohibited by religion. The prohibition of usury is agreed upon by consensus of the ulama, but the ulama differ in determining the illat that makes usury haram, resulting in differences in providing definitions, determining the types of usury and determining the elements of usury from each type, let alone assessing the practice of bank interest as usury, therefore This research is needed to find out what transactions contain usury and which do not contain usury, the researcher chose the Shafi'i school of thought in studying the concept of usury because the majority of Muslims in Indonesia are Shafi'iyah and the Shafi'iyah explanation is more detailed in discussing usury, the results of the research found that group of textual and contextual views regarding the conventional bank interest system is haram and classified as usury qordhun provided there is a benefit for the debtor or the amount of interest required in the transaction, but not all transactions in conventional banking are haram usury, because there are many other transactions such as savings, transfers money and so on which are not included in the concept of usury. The researcher's suggestion is that a revision of the Compilation of Sharia Economic Law (KHES) is needed. So far, KHES has explicitly mentioned twice in Articles 576 and 585 paragraph 2 that conventional banking institutions are ribawi institutions, while usury is not an institution but a debt or buying and selling transaction that contains illat. and elements of usury, so that not all transactions in conventional banking have illat and elements of usury.
