Abstract

The efficiency of services has been established as the foundation for imaging for persons in need of services. The purpose of this study was to determine the efficiency of employees' performance in surprising the service of issuing land certificates at the Ministry of Affairs and Spatial Planning / National Land Agency in Biak Numfor Regency, based on factors that could affect the quality of Regional Taxpayer Identification Number services, as well as their inhibitory factors. The findings of this study reveal that employee performance has not been effective in increasing the service of issuing land certificates in this office, as evidenced by a shortage of human resources and a low degree of employee knowledge of work discipline. Additionally, the prostemy's means are kept to a minimum at the office, which is geographically located near the communities. As a result, different repair operations must be carried out by the Ministry of Affairs and Spatial Planning/National Land Agency's headquarters, as well as by heads and staff at the Ministry of Affairs and Spatial Planning/National Land Agency of Biak Numfor Regency office. Additionally, the findings of this study support the need for additional research to demonstrate efforts to supervise and evaluate human resources, service management, and infrastructure facilities in order to increase employee efficiency in generating land certificates quickly, evenly, and effectively, which impacts employee satisfaction and equitable service at The Ministry of Land. The solution to the constraints encountered during the efficiency process at the Supiori Regency Bapenda office is as follows: (a) increase the number of employees and improve employee education with a high school diploma or equivalent to a Bachelor's degree (S1) to increase competence; (b) prioritize fast service by increasing network connection access to the server; and (c) service procurement.

Abstract

Egyptology is a collection of many disciplines including history, arts, mathematics and sciences. While some scholars argued that the formal study of Egypt can be dated back to the pre-Greco Roman period, others objected to this notion and they proposed that Egyptology officially started from the 18th century after Napoleon’s invasion of Egypt. Not all people applauded Napoleon as the father of Egyptology after his exploitation and exploration of Egypt. Many Afrocentric scholars blamed Napoleon for dissociating the Egyptian civilization from other Africans while a number of Eurocentric scholars emphasized only the legendaries or positive contribution of Napoleon. This paper is limited to not making conclusions about the position of both Afrocentric and Eurocentric scholars on Napoleon. The paper is an emphasis on Napoleon’s contribution to Egyptology and to scientific studies. Using the background of his biographical engagements with other scientists, I argued that there are certain administrative skills endowed upon Napoleon that worth commendation for both Africans and non-Africans.

Abstract

The Covid-19 pandemic has become a multidimensional problem, no longer a health problem. The increase in residents exposed to COVID-19 in the working area of the Tanah Baru Health Center UPTD continues to increase and efforts to prevent and handle COVID-19 cannot only be handled by the Puskesmas, but require collaboration between stakeholders from elements of the community, business actors and the government. The method used is a qualitative approach with an analytical knife is Collaborative Governance. Sources of data obtained through primary data and secondary data, while data collection techniques were carried out through in-depth interviews, literature review, and observation. The results showed that the collaborative governance approach was effective in preventing and handling COVID-19 as long as the resources owned by the stakeholders involved were still able to contribute and provide services in handling COVID-19. However, the implementation of collaborative governance began to face various obstacles when there was a radical surge in residents exposed to COVID-19 which resulted in health facilities being unable to carry out treatment, referral hospitals were full, many health workers were exposed to COVID-19, and the ambulance fleet was limited. This condition resulted in various complaints from the public. To overcome these problems, it is necessary to optimize the participation of 3 elements, namely the government, society and the business world. Forms of optimizing these roles include increasing capacity, resources and health infrastructure, complying with 5M, reducing mobilization, and carrying out vaccinations.
