Abstract

The role of the TNI has received quite a sharp spotlight, the demand for the abolition of dual function is the main issue due to too strong a position so that the position of community participation becomes very weak. As in Law Number 32 of 2004 concerning Governance, it is stated that the decentralization policy limits the fields of foreign policy, monetary and fiscal, judiciary, defense and security, and religion are sectors that have not experienced decentralization. To support the main tasks of the Army, which has a vision of a TNI that is professional, transparent, honest and fair and accountable based on good morals in the development of TNI AD personnel. This vision is very noble, so it is hoped that it can be guided and implemented in personnel development activities by all ranks of TNI AD personnel. In order to provide an understanding of the development of TNI AD personnel to all Army Soldiers, the political and legal reforms that are currently taking place in Indonesia, the TNI is also making improvements. The most important decisions that have been taken include the neutralization of the TNI from practical politics, and the abandonment of the wealth doctrine. At the same time, the legal aspect of carrying out its functions and roles is also very important, so that whatever the TNI does must be measured by accountability measures. So, if we want to examine the repositioning of ABRI/TNI, the first thing to mention is the change in authority that is increasingly limited and measurable. TNI cannot be separated from the continuity process; what is now, cannot be separated from the past. The TNI must always evaluate, make changes for the better, and for that it does not only depend on the TNI itself, because politicians also have to understand and contribute, apart from continuing to improve themselves as well.

Abstract

Today, violence against women is becoming a globally important issue. This is inseparable from the record of cases that continue to increase every year, not least in Indonesia. The recorded numbers are like an iceberg phenomenon that only some victims dare to report. There are still many cases that have not been revealed. Violence against women also varies in types, not only limited to physical violence but also verbal to sexual violence. As one part of the mass media, film is a powerful mass communication media in conveying judgments or general images of many things. . Films are considered to have the ability to shape public opinion including people's perception of male dominance in the social order. One of the films that represents this is Marlina: The Murderer in Four Acts. Marlina: The Murderer in Four Acts has a uniqueness in the delivery of messages that are rarely found in films made by domestic filmmakers. Taking place in Sumba Regency, East Nusa Tenggara, the film depicts how Marlina was sexually, physically and verbally assaulted. The severity of this violence was done while she was grieving the death of her husband. This film reaffirms to all of us that women are the liyans of male oppression. Even as women defended the violence that befell them, women were again discredited for the existing system.

Abstract

This study aims to determine the classification of student graduation timeliness by using the Decision Tree and Naïve Bayes methods. This study uses a quantitative method, where the approach used is the classification of various attributes that affect the timeliness of student graduation. The independent variables in the classification are mostly called attributes; In this study, the attributes of school of origin, gender, area of origin, profession of parents, study program and Grade Point Average (GPA) were used. While the dependent variable or in the classification is usually called a label, in this study the label used as a decision attribute is the timeliness of student graduation. In this study, two methods were used, namely using the nave Bayes method and a decision tree (decision tree) to determine the classification of the timeliness of student graduation and to determine the level of classification accuracy. Based on the results of the analysis, it can be concluded that the classification using the nave Bayes method obtained 36 predicted data according to the actual data and 7 different predicted data from the actual data. Meanwhile, in the 42 decision tree method, the predicted data is in accordance with the actual data and there is only 1 predicted data that is different from the actual data. Decision Tree method has a lower classification error rate than the Naïve Bayes method. The level of accuracy of prediction results using the Decision Tree method is higher than the Naïve Bayes method.

Abstract

This study aims to determine the effectiveness of the implementation of the State Property management policy at the Ministry of State Secretariat in 2019 using the George Edwards III policy implementation model. This qualitative research shows that the utilization of state assets managed by the Public Service Agency for the Center for Regional Management (BLU PPK) Gelora Bung Karno and Kemayoran has been effective from the communication that the leadership at BLU PPK actively coordinates in strategic policies. The development of the cooperation division has been effective in encouraging mutually beneficial cooperation with the private sector. The attitude of the implementers has been effective in increasing non-tax state revenue. The bureaucratic structure is still weak due to ineffective aspects of supervision and internal control of commercial cooperation agreements that do not meet the criteria for the 2017 Minister of Finance regulation. The four dimensions must be strengthened by the dimensions of internal supervision and control in order to achieve success in policy implementation.

Abstract

Indonesian waqf has enormous potential for national economic development. However, the use of waqf land is still limited to the construction of worship facilities. In October 2020 the government issued Cash Waqf Linked Sukuk Retail (CWLS Retail) to finance social programs and economic empowerment of the ummah. The Sukuk Waqf scheme was prepared by the waqf authority with the Government in order to support the development of Islamic finance and social investment in Indonesia. PT Bank Syariah Indonesia, Tbk acts as a Sharia Financial Institution Recipient of Cash Waqf (LKSPWU), in collecting Cash Waqf Linked Sukuk PT Bank Syariah Indonesia, Tbk in cooperation with Nadzir with certain terms and conditions. Retail CWLS is implemented through Islamic financial institutions through two mechanisms, namely offline and digital. The practice of collecting digital waqf that is not accommodated in the Waqf Law, so that legal changes are needed to compensate for market changes and social encouragement from the community on an investment instrument that does not only consider returns for individuals but the launch of CWLS Retail should have a bigger goal, namely maintaining sharia maqasid.

Abstract

The study employs a multi case study analyses from the three mining communities. Proportionate sampling and purposive sampling techniques were applied in selecting the number of participants used in this study. The chiefdoms were grouped into two neighborhoods (Management staff and community stakeholders). The study found out at communities’ levels that companies have been responsive to their host communities to some extent, by contributing to socioeconomic development at certain level through the use of CSR policies. Their contributions included jobs creation and employees’ upgrading and; infrastructural development such as, constructions of housing, schools, clinics, feeder roads and; offer scholarships to school going youths, and support agribusiness in the various communities from the mineral proceeds. There are also indications that developmental projects across the three mining communities are in some way benefiting some stakeholders or locals as part of the mining companies’ contributions towards attaining sustainable development in the affected communities. On the environmental, the study revealed that organisations were set up to handle environmental issues in the three communities. And, there have been some amount of compensation given for resettlements and crops reparations. Nevertheless, communities were not total involved on decisions affecting major environmental issues.
