Abstract

Abstract: This research investigates the relationship between self-control and emotional maturity with consumptive behavior among women in Sumorame Village, Indonesia. General Background: Globalization has increased consumptive behavior, particularly among women reliant on branded goods and online shopping. Specific Background: Previous studies show significant levels of consumptive behavior among women, but few focus on rural communities like Sumorame. Knowledge Gap: This study addresses this gap by analyzing the impact of self-control and emotional maturity on consumptive behavior. Aims: The objective is to determine how these psychological factors influence purchasing tendencies. Results: A sample of 301 women revealed a significant negative correlation (rx1y = -0.368, p < 0.05; rx2y = -0.527, p < 0.05), indicating that higher self-control and emotional maturity lead to reduced consumptive behavior. Novelty: This research enhances understanding of economic behavior in rural contexts. Implications: Findings highlight the need for educational programs to improve self-control and emotional maturity, promoting better financial practices among women in Sumorame Village. Highlights: Higher self-control correlates with lower consumptive behavior in women. Emotional maturity significantly influences purchasing tendencies among women. Abstract

Background: Stunting is a significant global health issue, with Indonesia's prevalence reaching 21.6% in 2022, particularly alarming in Keboguyang Village, Jabon District, where the stunting rate stands at 10%. Specific Background: Despite allocating 10% of village funds for stunting prevention, the persistence of high rates necessitates a critical evaluation of current interventions. Knowledge Gap: Limited research exists on the implementation effectiveness of stunting prevention programs at the village level in Indonesia, particularly regarding communication, resource allocation, and bureaucratic structure. Aims: This study aims to evaluate the implementation of stunting prevention programs in Keboguyang Village using Edward III's (1980) theory of policy implementation, focusing on the factors influencing success or failure. Results: Utilizing qualitative descriptive methods, data were collected through field observations, interviews with key informants—including the village head, midwife, health cadres, and mothers—and documentation analysis. The findings reveal effective communication strategies through door-to-door outreach and child data collection, alongside strong commitment from local leadership. However, challenges arise from insufficient incentive regulations, limited human resources, and infrastructural deficiencies. Novelty: This research contributes new insights into the multifaceted nature of stunting prevention efforts at the community level, highlighting specific barriers that need addressing. Implications: The study underscores the need for enhanced human resources and infrastructural support to bolster the effectiveness of stunting prevention initiatives, providing valuable recommendations for policymakers and community health programs aimed at reducing stunting rates in Indonesia. Abstract

General background: Public service is an essential function of government, aimed at fulfilling citizen needs through the provision of goods, services, and administrative support in accordance with regulations. Effective public service requires continuous bureaucratic reforms. Specific background: Lemujut Village, in collaboration with the Population and Civil Registration Service of Sidoarjo Regency, introduced the Online Service (Plavon) application to improve population administration and civil registration services. However, the effectiveness of the Plavon application remains underexplored. Knowledge gap: There is limited research on the effectiveness of digital public service platforms like Plavon in rural Indonesian settings, particularly in terms of productivity, efficiency, satisfaction, and adaptability. Aims: This study aims to evaluate the effectiveness of the Plavon application in improving public service quality in Lemujut Village by analyzing five key elements: productivity, efficiency, satisfaction, adaptation, and development. Results: Findings indicate that productivity is high, with Plavon operators following procedures and maintaining public trust. However, efficiency is lacking, as some administrative processes fail to meet service time standards. Community satisfaction is notably high at 98.98%, but adaptation to digital services remains suboptimal due to inadequate socialization. Development efforts, such as coordinating via WhatsApp and establishing a call center, show significant progress. Novelty: This study provides a detailed evaluation of the Plavon application’s impact on village-level public services, highlighting the role of digitalization in improving service delivery while identifying challenges in community adaptation and efficiency. Implications: The findings suggest the need for enhanced socialization of digital services and continued development of digital infrastructure to ensure equitable access and efficiency in rural public services. Abstract

General Background: Indonesia faces a significant public health issue with fifth-highest stunting prevalence among toddlers, especially in East Java, and local efforts are being implemented to reduce rates. Specific Background: Klurak village government's stunting prevention programs, involving Posyandu cadres and midwives, face challenges due to communication, resources, disposition, and bureaucratic structure, as per Edward III's implementation theory. Knowledge Gap: While stunting programs are in place, the extent to which these programs effectively address local needs and barriers, particularly through an administrative lens, remains underexplored. Aims: This study aims to analyze the implementation of stunting prevention programs in Klurak Village using Edward III’s four-indicator framework and identify the key sectors hindering or supporting effective implementation. Results: Findings suggest that the stunting prevention program is moderately effective. Communication among village stakeholders is integrated but limited by budget constraints, while resources, particularly in human capacity and infrastructure, are inadequate. Despite positive dispositions among health workers, bureaucratic inefficiencies hinder maximum implementation. Novelty: The study provides a rare, localized analysis of stunting prevention through a public administration framework, offering practical insights into grassroots-level health governance in Indonesia. Implications: The research highlights the need for better resource allocation, continuous socialization efforts, and enhanced inter-agency collaboration to improve stunting prevention outcomes in rural settings. Abstract

General Background: The advent of electronic document management systems has revolutionized administrative processes in local governance, emphasizing the need for effective implementation strategies. Specific Background: In Indonesia, the Electronic Official Document Arrangement through the E Buddy application has been introduced to enhance the efficiency of village governance, particularly in Panggreh Village, Jabon Sub-district, Sidoarjo Regency. Knowledge Gap: However, challenges remain regarding the consistency and effectiveness of E Buddy's usage among village officials, particularly concerning communication, resource allocation, and bureaucratic structures. Aims: This study aims to analyze and describe the implementation of the E Buddy application in Panggreh Village using a qualitative descriptive method, focusing on the indicators proposed by George Edward III: communication, resources, disposition, and bureaucratic structure. Results: The findings indicate that while E Buddy has been implemented, issues persist, such as inconsistent usage of the application for official document transmission and inadequate technical guidance. Furthermore, some officials struggle with the application’s functionalities, and insufficient resources hinder optimal performance. The study also highlights the need for dedicated personnel, improved evaluation methods, and the establishment of incentives to motivate village officials in utilizing E Buddy effectively. Novelty: This research contributes to the understanding of the practical implications of electronic document management systems in local governance, offering insights into the barriers faced by village officials in Indonesia. Implications: The results underscore the necessity for continuous training, resource upgrades, and structural reforms to enhance the efficacy of the E Buddy application and improve service delivery in rural governance. Abstract

General Background: The quality of public services, particularly in population administration, is crucial for effective governance and community satisfaction. Specific Background: This research investigates the quality of Population Administration Services using the Plavon Dukcapil Application in Dukuhsari Village, Jabon Sub-district, Sidoarjo Regency, highlighting the importance of technology in enhancing administrative efficiency. Knowledge Gap: Despite the implementation of digital solutions like Dukcapil Plavon, there is limited understanding of how these applications affect service quality from the perspective of both government officials and the community. Aims: This study employs a descriptive qualitative method, utilizing observation and interviews to analyze service quality based on five dimensions: tangibles, reliability, responsiveness, assurance, and empathy. Results: Findings reveal that the Dukuhsari Village government has established adequate physical infrastructure and consistently meets residents' needs through timely and polite services. The village employees demonstrate responsiveness by providing clear information regarding service processes, while empathy is evident in their attentive approach to residents’ administrative needs. The study indicates that, although services are generally satisfactory, there is room for improvement in ensuring that all staff members are consistently trained in using the Plavon Dukcapil Application. Novelty: This research contributes to the existing literature by examining the interplay between digital applications and service quality in local governance, offering empirical insights into the effectiveness of the Dukcapil Plavon system. Implications: The study underscores the necessity for ongoing training and support for village officials to enhance service delivery further and ensure equitable access to population administration services for all residents. Abstract

The general background implementation of village-owned enterprises (BUMDes) is essential for promoting village prosperity through sustainable business development. The specific background this study specifically examines the operational effectiveness of BUMDes Sinar Mitra Gemilang within a local context. The knowledge gap despite the establishment of various business units, limited research evaluates the implementation strategies and outcomes of BUMDes programs, particularly regarding the challenges encountered during execution. The aims the aim of this study is to analyze the implementation of the BUMDes business development program, focusing on the factors influencing its success and the obstacles that hinder optimal performance. The results findings reveal that communication between BUMDes and the community is inadequate, human resources lack quantity despite being qualified, and community participation requires improvement. Additionally, the organizational structure is ineffective due to insufficient human resources. The novelty this study contributes to existing literature by applying Edward III's policy implementation theory and utilizing qualitative methods to provide insights into the practical aspects of BUMDes operations. Abstract

Background: Effective communication is vital for group dynamics within communities, particularly in business networks. Specific Background: This study focuses on the communication practices of the Micro, Small, and Medium Enterprises (MSMEs) community. Knowledge Gap: While prior research exists, the dynamics of information sharing in such informal settings have not been thoroughly examined. Aims: The research aimed to analyze communication dynamics within an MSME community and identify factors affecting interaction. Results: Findings indicate that informal interactions strengthen relationships and enhance partnership potential, yet information sharing remains limited, with only a few members actively disseminating business-related news. Abstract

Background: Increasing interactions between local communities and newcomers highlight the importance of understanding intercultural communication and its societal impacts. Specific Background: This study examines intercultural communication between local residents and migrants, focusing on how these interactions facilitate cultural acculturation. Knowledge Gap: Despite existing literature, research on specific ethnic interactions and their social integration remains limited. Aims: The research aims to explore the dynamics of intercultural communication and acculturation processes within a particular community through qualitative analysis. Results: Findings reveal that both local residents and migrants demonstrate openness, fostering trust and social cohesion through shared experiences. Local residents adapt to migrant customs, particularly in cuisine, while migrants engage with local traditions. Novelty: This study highlights the role of interpersonal relationships in fostering acceptance and cultural blending. Abstract

The general background food security is a critical global challenge that influences community well-being and development. The specific background in rural contexts, community empowerment is vital for addressing food security issues; however, the mechanisms and dynamics of such empowerment are often underexplored. The knowledge gap while existing literature emphasizes the importance of empowerment, there is a lack of detailed studies focusing on specific strategies that effectively enhance community resilience in food security. The aims this research aims to describe and analyze the empowerment of community groups in achieving food security, using a case study approach in a specific rural area. Results the study reveals that key indicators—authority, confidence and competence, trust, opportunities, responsibilities, and support—play significant roles in empowering community groups, leading to improved food security outcomes. The novelty this research introduces a comprehensive framework that interlinks these indicators, providing new insights into their collective impact on community food security initiatives. The implications emphasize the necessity for sustained support from local governments and active community participation, advocating for collaborative efforts to enhance the effectiveness and sustainability of food security programs in rural communities.
