Abstract

Penelitian ini mengkaji dan menjawab permasalahan mengenai pelaksanaan pencegahan penyalahgunaan Narkoba di Kota Cirebon. Faktor-Fktor yang menghambat pelaksanaan kinerja Badan Narkotika Nasional dalam progam pencegahan penyalhgunaan Narkoba di Kota Cirebon. Penelitian ini termasuk jenis penelitian kualitatif dengan wawancara mendalam, observasi langsung, dan studi kepustakaan. Studi lapangan dilakukan melalui wawancara dengan pegawai Badan Narkotika Nasional khususnya pegawai Seksi Pencegahan dan Pemberdayaan Masyarakat Kota Cirebon. Hasil yang diperoleh dari penelitian ini yaitu bahwa Badan Narkotika Nasional Kota Cirebon merupakan institusi yang berwenang dalam hal mengedukasi tentang bahaya Narkoba yang berkaitan dengan masyarakat, termasuk salah satunya adalah program pencegahan. Bentuk program pencegahan penyalahgunaan Narkoba adalah melakukan diseminasi informasi dan advokasi Pencegahan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN) dan Peningkatan peran serta masyarakat dibidang P4GN di wilayah Kota Cirebon. Dalam rangka menangani masalah- masalah, seperti waktu, masyarakat, jarak, alat dan prasarana dalam pelaksanaan program pencegahan penyalahgunaan Narkoba.Kata Kunci: Kinerja, Badan Narkotika Nasional, Program Pencegahan Penyalahgunaan Narkoba

Abstract

The problem of this research are formulated in problem statement that effectiveness of beach demarcation conservation at Cirebon Municipality has low. That problem presumed caused by implementing policy of protection area management has not effective yet.According to the problem statement mentioned above, the problem in this research identified in problem questions that :a. How much influence of implementing of protection area management against effectiveness of beach demarcation conservation at Cirebon Municipality ?b. How much influence of implementing policy of protection area management through implementing activity and organization communications, implementer agent characteristic, economic, social and politic conditions, and implementer dispositions against effectiveness of beach demarcation conservation at Cirebon Municipality ?This research done by using survey method and quantitative analysis (Path Analysis). Data collected by using interview, observation, distributing questioner to the 93 respondents, and library study.The conclusion of this research are :1. Implementing policy of protection area management has big influence against effectiveness of beach demarcation conservation at Cirebon Municipality.2. Implementing policy of protection area management through implementing activity and organization communications has small influence against effectiveness of beach demarcation conservation at Cirebon Municipality. Some weakness in implementing activity and organization communications are the less of apartus understanding, the less in communication and coordination, specific Team unavailable, and less in socialization.3. Implementing policy of protection area management through implementer agent characteristic has small influence against effectiveness of beach demarcation conservation at Cirebon Municipality. Some weaknesses in implementer agent characteristic are not at all apparatus involve in policy implementation and npt at all apparatus got a relevant training.4. Implementing policy of protection area management through economic, social and politic conditions has small influence against effectiveness of beach demarcation conservation at Cirebon Municipality. Some weakness in economic, social and politic conditions are beach society poverty, less in social culture wisdom, and less in firm against transgressor.5. Implementing policy of protection area management through implementer dispositions has small influence against effectiveness of beach demarcation conservation at Cirebon Municipality. Some weaknesses in implementer dispositions are no specific intensive, less in apparatus discipline, and less in law enforcement.

Abstract

AbstrakPenelitian ini dilatar belakangi oleh tunjangan yang diberikan kepada pegawai berdasarkan pencapaian standar kerja yang dicapai, hal itu merupakan pendapatan diluar gaji pokok, agar meningkatkan efektivitas kinerja pegawai maka tunjangan yang diterapkan di dalam suatu organisasi harus diberikan secara efektiv. Penelitian ini bertujuan untuk mengetahui dan menganalisis efektivitas kerja pegawai pada Kantor Badan Pemberdayaan Masyarakat Dan Pemerintahan Desa Kabupaten Cirebon sehubungan dengan hal tersebut bagaimana pegawai dapat bekerja dengan sebaik mungkin dan memotivasi pegawai dalam meningkatkan efektivitas kerja pegawai dalam menyelesaiakan pekerjaan dengan adanya pemberian tunjangan terhadap kinerja pegawai.Dalam penelitian ini penulis menggunakan metode kuantitatif. Jenis sampel yang digunakan adalah jenis Stratified Random Sampling, karena suatu karakteristik tertentu terlebih dahulu dikelompokkan dalam beberapa sub populasi, sehingga setiap sub populasi memiliki anggota sampel, dari setiap sub populasi ini kemudian ditentukan stratanya mulai dari level atas, tengah hingga terendah. Pengukuran terhadap variabel digunakan instrumen berupa angket, dapat ditarik kesimpulan sebagai berikut kompensasi berupa tunjangan mempunyai pengaruh yang signifikan terhadap variabel efektivitas kerja pegawai pada Kantor Badan Pemberdayaan Masyarakat dan Pemerintahan Desa Kabupaten Cirebon.

Abstract

Pelaksanaan kinerja Dinas Kelautan dan Perikanan dalam pemberdayaan petani garam di Kabupaten Cirebon masih belum optimal. Peneliti menganalisis dan menjawab mengenai permasalahan Kinerja Dinas Kelautan dan Perikanan dalam pemberdayaan petani garam untuk meningkatkan kualitas garam di Kabupaten Cirebon, faktor-faktor yang mendukung dan menghambat kinerja Dinas Kelautan dan Perikanan dalam pemberdayaan petani garam untuk meningkatkan kualitas garam dan upaya-upaya yang dilakukan oleh Dinas Kelautan dan Perikanan dalam pemberdayaan petani garam untuk meningkatkan kualitas garam di Kabupaten Cirebon. Metode penelitian yang digunakan adalah penelitian kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan studi kepustakaan. Data diperoleh kemudian dianalisis secara kualitatif sesuai dengan indikator dalam penelitian. Hasil penelitian tentang kinerja Dinas Kelautan dan Perikanan dalam pemberdayaan petani garam di Kabupaten Cirebon dilihat berdasarkan indikator kinerja dari Agus Dwiyanto (2012:50) yaitu Produktivitas, Kualitas Layanan, Responsivitas, Responsibilitas, Akuntabilitas. Dari kelima indikator kinerja seharusnya berjalan optimal tetapi faktanya dilapangan belum optimal hanya beberapa saja yang dikatakan optimal. Adapun faktor-faktor yang mendukung dan menghambat kinerja Dinas Kelautan dan Perikanan dalam pemberdayaan petani garam di Kabupaten Cirebon, faktor pendukung: minat petani garam untuk mengikuti pembinaan dari dinas serta adanya dukungan dari pemerintah Kabupaten Cirebon untuk memberdayakan petani garam meningkatkan kualitas garam, faktor penghambat: cuaca, kurangnya lahan integrasi garam, kurangnya sarana prasarana dan teknologi modern serta anggaran yang terbatas.Kata Kunci: Kinerja, Pemberdayaan, Petani Garam

Abstract

Masalah dalam penelitian ini dirumuskan dalam bentuk pernyataan masalah (problem statement) yaitu Efektivitas pembuatan KTP di Kecamatan Kesambi Kota Cirebon belum efektif, hal ini diduga berkaitan erat  dengan faktor-faktor : komunikasi, sumberdaya, disposisi dan struktur birokrasi dalam implementasi kebijakan SIAK yang tidak optimal.            Berdasarkan hal tersebut di atas, maka identifikasi masalah dalam bentuk pertanyaan yaitu (1) Seberapa besar pengaruh komunikasi terhadap efektivitas pembuatan KTP di ? (2) Seberapa besar pengaruh sumber daya terhadap efektivitas pembuatan KTP ? (3) Seberapa besar pengaruh disposisi terhadap efektivitas pembuatan KTP ? (4) Seberapa besar pengaruh struktur birokrasi terhadap efektivitas pembuatan KTP ? (5) Seberapa besar pengaruh komunikasi, sumber daya, disposisi dan struktur birokrasi dalam kebijakan SIAK terhadap efektivitas pembuatan KTP?            Hipotesis penelitian ini yaitu (1) Komunikasi kebijakan berpengaruh besar terhadap efektivitas pembuatan KTP (2) Sumberdaya kebijakan berpengaruh besar terhadap efektivitas pembuatan KTP. (3) Disposisi kebijakan berpengaruh besar terhadap efektivitas pembuatan KTP. (4) Struktur birokrasi kebijakan berpengaruh besar terhadap efektivitas pembuatan KTP. (5) Komunikasi, sumberdaya, disposisi, dan struktur birokrasi dalam kebijakan SIAK berpengaruh besar terhadap efektivitas pembuatan KTP.Pengumpulan data dalam Penelitian ini dengan teknik studi literatur, dan studi lapangan, yaitu untuk mengumpulkan data dengan cara observasi, wawancara dan angket.Metode penelitian yang digunakan dalam penelitian ini adalah metode survey dengan tipa deskriptif, dan sampel yang diambil dari seluruh anggota populasi dengan menggunakan teknik sensus. Metode dianalisis dengan menggunakan analisis statistik seperti ; uji validitas dan reliabilitas, dan analisis regresi linear berganda dengan bantuan SPSS versi 16,0 for windows.Hasil penelitian menunjukkan bahwa efektivitas pembuatan KTP dipengaruhi oleh (1) faktor komunikasi secara langsung sebesar 10,76 % dan tidak langsung sebesar 7,13 % dan untuk regresi berganda menggunakan koefisien determinasi yang disesuaikan (Adjusted R-Square) pengaruh positif antara faktor komunikasi sebesar 29,7 % terhadap efektivitas pembuatan KTP. (2) faktor sumberdaya secara langsung sebesar 9,06 % dan tidak langsung sebesar 8,74 % dan untuk regresi berganda menggunakan koefisien determinasi yang disesuaikan (Adjusted R-Square) pengaruh positif antara faktor sumberdaya sebesar 35 % terhadap efektivitas pembuatan KTP. (3) faktor disposisi secara langsung sebesar 7,51 % dan tidak langsung sebesar 6,82 % dan untuk regresi berganda menggunakan koefisien determinasi yang disesuaikan (Adjusted R-Square) pengaruh positif antara faktor disposisi sebesar 27,4 % terhadap efektivitas pembuatan KTP. (4) faktor struktur birokrasi secara langsung sebesar 4,57 % dan tidak langsung sebesar 5,41 % dan untuk regresi berganda menggunakan koefisien determinasi yang disesuaikan (Adjusted R-Square) pengaruh positif antara faktor struktur birokrasi sebesar 21,7 % terhadap efektivitas pembuatan KTP. (5) faktor komunikasi, sumberdaya, disposisi, dan struktur birokrasi secara langsung sebesar 31,9 % dan tidak langsung sebesar 28,1 % dan untuk regresi berganda menggunakan koefisien determinasi yang disesuaikan (Adjusted R-Square) pengaruh positif antara faktor komunikasi, sumberdaya, disposisi, dan struktur birokrasi sebesar 60 % terhadap efektivitas pembuatan KTP.Berdasarkan temuan dalam penelitian, dapat disimpulkan bahwa hipotesis yang mengatakan bahwa faktor komunikasi, sumberdaya, disposisi dan struktur birokrasi berpengaruh besar terhadap efektivitas pembuatan KTP di Kecamatan Kesambi Kota Cirebon, teruji.   ABSTRACT The problem in this study is formulated in the form of a statement that the issue Effectiveness of making KTP in the District Kesambi Cirebon not effective, it is believed to be related closely to the factors: communication, resources, disposition and bureaucratic structure in which policy implementation is not optimal SIAK.Based on the above, then the identification problem in the form of questions: (1) How big is the influence of communication on the effectiveness of the KTP? (2) How much influence on the effectiveness of resource KTP? (3) How much influence the disposition of the effectiveness of KTP? (4) How big is the influence of bureaucratic structure on the effectiveness of KTP? (5) How big is the influence of communication, resources, disposition and bureaucratic structure in SIAK of the effectiveness of policy making KTP?The hypothesis of this study are (1) Communication major effect on the effectiveness of policy making KTP (2) Resources policies greatly affect the effectiveness of the KTP. (3) The disposition policies greatly affect the effectiveness of the KTP. (4) The structure of bureaucratic policy-making influence on the effectiveness of KTP. (5) Communication, resources, disposition, and the structure of the bureaucracy in policy SIAK major effect on the effectiveness of making KTP.Collecting data in this study with the technique literature, and field studies, is to gather data by observation, interviews and questionnaires.The research method used in this research is method survey with descriptive TIPA, and samples taken from all members of the population using census techniques. Methods were analyzed using statistical analysis such as validity and reliability, and multiple linear regression analysis with SPSS version 16.0 for windows.The results showed that the effectiveness of the KTP is affected by (1) factors of communication directly and indirectly 10.76% of 7.13% and for multiple regression using the adjusted coefficient of determination (Adjusted R-Square) between the positive effects of communication factors 29.7% of the effectiveness of making KTP. (2) resource factor of 9.06% directly and indirectly, by 8.74% and for multiple regression using the adjusted coefficient of determination (Adjusted R-Square) between the positive influence of resource factors of 35% of the effectiveness of making KTP. (3) direct the disposition of a factor of 7.51% and 6.82% for indirect and for multiple regression using the adjusted coefficient of determination (Adjusted R-Square) between the positive influence of disposition factors of 27.4% on the effectiveness of making KTP. (4) bureaucratic structure factor of 4.57% directly and indirectly, by 5.41% and for multiple regression using the adjusted coefficient of determination (Adjusted R-Square) between the positive influence of the bureaucratic structure factor of 21.7% on the effectiveness of making KTP. (5) factors of communication, resources, disposition, and the bureaucratic structure of 31.9% directly and indirectly, by 28.1% and for multiple regression using the adjusted coefficient of determination (Adjusted R-Square) between the positive effects of communication factors, resource , disposition, and the structure of the bureaucracy by 60% of the effectiveness of making KTP.Based on the findings in the study, it can be concluded that the hypothesis that the factors of communication, resources, disposition and bureaucratic structure greatly affect the effectiveness of the KTP in the District Kesambi Cirebon, tested..

Abstract

ABSTRACT This Research about Competency Differences between male employees and female employees (Study Productivity of Gender).The problem is the competence of employees in Regional Secretariat of Cirebon city is not optimal, male employee competence expected to be lower than the competence of female employees.The hypothesis of the study is: "Are there differences in male employees and female employees in the Regional Secretariat of Cirebon City?"Descriptive hypothesis in the study are:H0    : there is no significant difference between male employees and female employee competence at the Regional Secretariat of Cirebon city.Ha    : there is significant difference between male employees and female employee competence at the Regional Secretariat of Cirebon city.This study uses a mixed methods research. The mixed methods research is a research that combine quantitative and qualitative research methods by mixing the methods.Results of this study was obtained from the score of respondents to variable employee competence. Male employee competencies gained percentage of 79.13%, thus the male employee competencies included in the category quite well. While the female employee competencies gained percentage of 82.13%, thus the female employee competence included in either category.The result of Independent Samples T Test using SPSS 21, obtained an average scores of male employee competence is 67.26 and an average scores of female employee competence is 69.82. It can be concluded that although the average score of competence female employees is higher than the male employees but there no significant difference because t-value of 0.175 is greater than critical t-value of 0.05 then H0 is accepted. In other words, gender did not significantly influence employee competence.

Abstract

The establishment of the Information Commission is based on Law number 14 of 2008 on Public Information Disclosure which mandates the establishment of the Central Information Commission and Provincial Information Commission as well as the Municipal or District Information Commission if necessary. This research was conducted at the Cirebon District Information Commission. The purpose of this research is to know how the performance of information commission of Cirebon district in encouraging public information disclosure and what factors that can push and hinder the performance of information commission in encouraging public information disclosure and efforts what have been done. This research uses descriptive qualitative research method. Data collection procedures used with interviews, observation, documentation. Data analysis is done by data reduction, data presentation, and conclusion. Data validity is done with a degree of trust (triangulation). The results of research and analysis on the Performance of Cirebon District Information Commission using some indicators of research focus that researchers use, the conclusion that researchers pull is the performance performed by Cirebon District Information Commission is still not well proven from the public there are still many who do not know the existence of Information Commission and in the settlement, information disputes are still not optimal. as well as the factors that can push and obstruct the information disclosure arises from the internal itself is the scope of the secretariat of information commissions that must be improved so that the expected performance can be maximal again. Suggestions that can be given authors that until now there are many people who do not know the existence of information commissions, with conditions like this should be more informed commission information in conveying the purpose of information disclosure by conducting socialization activities to the community directly. The process of dispute resolution of information also needs to be improved by providing more maximal service again and improve existing resources, such as complementing facilities that can support the activities of the Cirebon District Information Commission.Keywords: Performance and Public Information Disclosure

Abstract

ABSTRAKJudul dari penelitian ini adalah “Hubungan Kualitas Pelayanan Publik Dengan Tingkat Kepuasan Pasien BPJS Kesehatan Di UPT Puskesmas Sumber Kabupaten Cirebon”. Masalah dalam penelitian ini kurang tercapainya kepuasan pasien BPJS Kesehatan di Puskesmas Sumber Kabupaten Cirebon, yang disebabkan oleh pelayanan kurang berkualitas contoh: petugas kurang ramah dalam melayani pasien BPJS dan terbatasnya fasilitas.Tujuan penelitian ini adalah untuk mengetahui kualitas pelayanan publik di UPT Puskesmas Sumber Kabupaten Cirebon, untuk mengetahui kepuasan pasien BPJS Kesehatan di UPT Puskesmas Sumber Kabupaten Cirebon, untuk mengetahui hubungan kualitas pelayanan publik dengan kepuasan pasien BPJS Kesehatan di UPT Puskesmas Sumber Kabupaten Cirebon, dan untuk mengetahui hambatan-hambatan dalam memberikan kualitas pelayanan publik pada pasien BPJS Kesehatan yang ditemui oleh pegawai UPT Puskesmas Sumber Kabupaten Cirebon.Metode yang digunakan adalah metode survey. Untuk memperoleh data peneliti menggunakan peneliti menggunakan Studi Pustaka dan Studi Lapangan yang terdiri dari Observasi, Wawancara, dan Angket. Untuk sumber informan peneliti menggunakan Probability Sampling metode Cluster Sampling di dapat dari keseluruhan 289 populasi dengan 74 sampel. Dengan menggunakan rumus Rank Spearman. Hasil pembahasan diketahui ada hubungan yang positif dan signifikan antara Variabel X dan Variabel Y yaitu (0,508>0,190) Hambatan yang ditemukan adalah luas ruangan yang kurang dapat menampung jumlah pasien pada saat berobat, fasilitas kurang memadai. Untuk UPT Puskesmas Sumber agar dapat meningkatkan Kualitas Pelayanan Publik sesuai indikator kualitas pelayanan publik agar pasien BPJS Kesehatan merasa puas dengan pelayanan puskesmas.  Kata kunci: Kualitas Pelayanan Publik dan Kepuasan Pasien BPJS Kesehatan  ABSTRACT The title of this research is “public service quality relationship with patient satisfaction level BPJS at UPT Puskesmas Sumber Kabupaten Cirebon. Problem in this study lack of satisfaction of patient BPJS at UPT Puskesmas Sumber Kabupaten Cirebon, caused by poor quality service. For example: officers are less friendly in serving BPJS patient and in fact facilities.The purpose of this study is to know the quality of public services at Puskesmas Sumber Kabupaten Cirebon, to know patient satisfaction BPJS at Puskesmas Sumber Kabupaten Cirebon, and find out the barriers in providing quality public services to BPJS patient encountered by employess at UPT Puskesmas Sumber Kabupaten Cirebon.The method used is survey method. To obtain research  data using literature study and field study consisting of obervasi, interview, and questionnaire. For the source of the informant the research used Probability Sampling method Cluster Sampling was obtained from the whole 289 population with 74 samples. Using the formula Rank Spearman.The result of the discussion is known there is a positive and significant relationship between Variables X and Variables Y (0,508>0,190) found barriers are the area of the room less able to accommodate the number of patients when treatment facilities less adequate. For UPT Puskesmas Sumber order to improve the quality of public services according to public service quality indicators so that BPJS patients feel fasting with puskesmas services.  Keywords: public service quality and patient satisfaction BPJS

Abstract

ABSTRACTResearch by the author is Camat Communicatian influence on employee performance at the district office Pabuaran Cirebon Regency.Methods of research by the author is quantitative research methods, here the start of data collection, data interpretation, until the results of research using number..Issues the author is employee performance at the district office Pabuaran Cirebon Regency is not maximized, the problem allegedly caused by non-optimal implementation of communication Camat Pabuaran county districts Cirebon.The research question posed is as follos “allegedly contained a positive and significan influence beteen communication Camat to employee performance at the district office Pabuaran Cirebon district”.Of these hypotheses can be formulated statistical hypothesis is : Ho (the null hypothesi) : rxy is calculated ≤ from rxy table, then the formulation of the problem is “there is no positive and significant influence beteen communication Camat to emplotee performance at the district office Pabuaran Cirebon regency”.And Ha (Alternative Hypothesis) : Rxy is calculated > from the rxy table, then he formulation of the problem is “there is a positive and significant influence beteen communication Cama to employee performance at the district office Pabuaran Cirebon regency.”The results shoed that the communication made by Camat districts Pabuaran Cirebon district has been quite good, but not optimal, as seen from the success of communication that reaches 65% ith a total score of 1403, and the employee’s performance is quite good but not optimal as it reaches 67,5% ith a total score of 1459.Implementation of commnication sub-district head has strong influence on the performance of employees at the district office Pabuaran district of Cirebon to the value of 0,679 and rxy is calculated ith a precision of 5% at 0,381. Because rxy count is greater then rxy table, then there is a positive and significant influence beteen communication Camat to employee performance at the district office Pabuaran Cirebon regency. Ths Ho (the null hypothesis) refused and Ha (alternative hypothesis) is accepted

Abstract

This thesis entitled "Relationship Quality Services with Customer Satisfaction in the PT.Pawnshop Branch Services Unit Sindanglaut Cirebon regency ". The problem in this study isless customer satisfaction, the problem is caused by the lack of optimal quality of service. Thepurpose of this study was to determine how the relationship of service quality with customersatisfaction at PT. Sindanglaut Pawnshop Branch Services Unit. The research hypothesis isthat the authors propose "There is a positive and significant relationship between quality ofservice and customer satisfaction in the PT. Pawnshop Branch Services Unit SindanglautCirebon regency ". Hypothesis statistics ie, Ho (null hypothesis) = rs count ≤ r ¬ s table (nopositive and significant relationship between quality of service and customer satisfaction) andHa (Alternative Hypothesis) = rs count ≥ rs table (there is a positive and significantrelationship between quality of service and customer satisfaction). The method that I use inthis paper is a survey method, survey method is research on small and large populations, butthe data is studied data from samples taken from the population, while according to the levelof explanation that the authors use in research is associative (relationship) , correlationalmethod to find the relationship between the variables x (quality of service) with variable y(customer satisfaction). Data analysis technique used is quantitative analysis (data in the formof numbers or a formula statstik as data processing), and hypothesis testing using theSpearman rank correlation coefficient formula. The population in this research were 124respondents sampling using the formula according to Burhan Bungin with precision of 10%,so the obtained samples totaling 55 respondents. Sampling techniques using simple randomsampling, simple random sampling is a technique by random sampling without regard to theexisting strata in the population is homogeneous in certain respects. Based on the resultsobtained that, the variable quality of service PT. Pawnshop Branch Services Unit Sindanglautgood enough, but not optimal. As can be seen from the success of its implementation whichachieved 58% with a total score of 3867. Customer satisfaction variables in PT. PawnshopBranch Services Unit Sindanglaut Cirebon regency was pretty good at the interval level. Thisis evident from the total score of 1951 or 59%. The relationship between quality of serviceand customer satisfaction in the PT. Pawnshop Branch Services Unit Sindanglaut CirebonDistrict is significant, because the value of rs rs count greater than 0.743 ≥ 0.265 the table.Thus, the authors propose the hypothesis thoroughly tested and accepted (Ha) and Ho(rejected).
