Abstract

AbstrakPenelitian ini didasarkan pada fenomena adanya kendala dalam impelementasi kebijakan Jampersal di Kecamatan Dawuan Kabupaten Majalengka. Penelitian ini di laksanakan di Puskesmas Balida Kecamatan Dawuan Kabupaten Majalengka, dimana Puskesmas Balida merupakan Puskesmas yang mengepalai 11 (sebelas) Desa di Kecamatan Dawuan Kabupaten Majalengka dengan dilengkapi fasilitas ruang rawat inap bersalin. Tujuan dari penelitian ini untuk mengetahui implementasi kebijakan Jaminan Persalinan (JAMPERSAL) pada Puskesmas Balida Kecamatan  Dawuan Kabupaten Majalengka.Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Teori yang digunakan adalah EDWARD III dimana terdapat beberapa faktor yang mempengaruhi implementasi kebijakan publik yaitu Komunikasi, Sumber Daya, Disposisi/Sikap, dan Struktur Birokrasi.Teknik pengambilan sampel dilakukan dengan menggunakan pusposive sampling. Teknik pengumpulan data dilakukan dengan cara observasi, wawancara dan menganalisa data pada arsip dan dokumentasi foto kegiatan pelayanan Jaminan Persalinan di Puskesmas Balida Kecamatan Dawuan Kabupaten Manjalengka.Hasil dari pengamatan ini, pelaksanaan program Jampersal di Puskesmas Balida sesuai tujuan yaitu cakupan pelayanan terhadap masyarakat khususnya ibu hamil, kendala dalam program Jampersal yaitu tidak adanya sosialisasi secara khusus terhadap masyarakat terutama ibu hamil.Kesimpulan hasil penelitian ini secara keseluruhan adalah pelaksanaan program Jaminan Persalinan (JAMPERSAL) di Puskesmas Balida Kecamatan Dawuan Kabupaten Majalengka belum tercapai secara optimal. Hal ini dapat dilihat dari masih banyaknya masyarakat di Kecamatan Dawuan Kabupaten Majalengka yang tidak menggunakan jaminan persalinan karena ketidaktahuan adanya program jaminan persalinan.

Abstract

Thesis title is : "The Effect of Coordination on the Effectiveness of Development Services Building Permit ( IMB ) at the Integrated Licensing Service Agency ( BPPT ) Cirebon " . The problem that the authors make is less optimal effectiveness of service in the manufacture of building permit ( IMB ) , the above problem arises because allegedly caused by not optimal implementation of coordination between the Integrated Licensing Service Agency ( BPPT ) with the Department of Human Settlements and Spatial Cirebon , which look at the things that , because of the completion of the work Integrated Personnel Licensing Service Agency ( BPPT ) Cirebon was not in accordance with a predetermined time in providing services manufacture Building Permit ( IMB ) so that the emergence of public dissatisfaction . Achievement goals Integrated Licensing Service Agency ( BPPT ) Cirebon less well run and has not been fully achieved in providing services manufacture Building Permit ( IMB ) that there had been complaints that come from the community . Employees Integrated Licensing Service Agency ( BPPT ) Cirebon often make mistakes on the job of providing services manufacture building permit ( IMB ) . Statistical hypothesis that the authors propose is as follows : " There is a positive and significant influence on the effectiveness of service coordination manufacture of building permit ( IMB ) at the Integrated Licensing Service Agency ( BPPT ) Cirebon " . The research method that I use is the census and survey methods with quantitative analysis techniques , which analyzes the effect of variable to variable effectiveness of service coordination , supported by quantitative data through statistical data processing . The research proves that the coordination between the Integrated Licensing Service Agency ( BPPT ) with the Department of Human Settlements and Spatial Planning Cirebon in the manufacture of building permit ( IMB ) is not optimal , which only reached the level of success is quite good with a total score of 6157 or 56.3 % . Variable effectiveness of services also less achieved , still in the category of good enough or not optimal with a total score of 2458 or 55.17 % . There is a positive and significant effect among variables of the effectiveness of coordination of services , namely the strong category with a score of 0.774 and a count rs rs value table for the respondents were 81 people with a 95% confidence2level and 5 % error level of 0.220 with coefficient or coefficient determinant diterminan amounted to 59.9 % , it can be concluded that the results received .

Abstract

ABSTRACT The title of this study is "The Effect of Motivation and Discipline Working on Employee Performance in Government Assisted Environment and Social Welfare Secretariat in Cirebon. Study aims to analyze (1) the effect of work motivation and discipline on employee performance and Welfare Administration Assistant in the Regional Secretariat Cirebon, (2) the effect of motivation on employee performance and Welfare Administration Assistant at Regional Secretariat Cirebon, and (3) the effect of labor discipline on employee performance and Welfare Administration Assistant at Regional Secretariat Cirebon.The research method used is descriptive explanative (explanatory descriptive) and that the sample in this study is the staff of the Assistant Government and Social Welfare Regional Secretariat Cirebon. The collection of primary data obtained through interviews and questionnaires using questionnaires, and secondary data obtained from the agency that has to do with the study. The resulting data were analyzed by descriptive statistics and, using path analysis (Path analysis).The results showed that: (1) motivation and discipline together significantly affect employee performance and Welfare Administration Assistant Regional Secretariat Cirebon. The results obtained hypothesized path coefficients motivation affects employee performance by 13,00%, the coefficient of labor discipline pathways affect the performance of employees at 34,10%, or the influence of motivation and work discipline cumulative effect on employee performance by 47,10%. That is the kind of motivation and discipline of work, the better the performance of employees in performing their duties and functions, (2) significant motivation on employee performance and Welfare Administration Assistant Regional Secretariat Cirebon.The results obtained path coefficients motivation hypothesis directly affect the performance of employees by 6.30% and an indirect relationship of 6,70%, thus determining the total motivation employee performance by 13,00%. This means that the better the motivation, the better the performance of employees in performing their duties and functions, and (3) labor discipline significantly affect employee performance and Welfare Administration Assistant Regional Secretariat Cirebon. The results obtained path coefficients discipline hypothesis directly affect the work performance of employees amounted to 27.40% and indirect relationships by 6.70%, so the total variable labor discipline determines employee performance by 34,10%. That is the kind of employee discipline, the better the performance of the employee in carrying out its duties and functions.

Abstract

Penelitian ini mengenai Pengaruh Fungsi Pembagian Kerja Terhadap Efektivitas Kerja Pegawai Pada Badan Kepegawaian Dan Pengembangan Sumber Daya Manusia Kabupaten Cirebon, yaitu bermula dari hambatan belum tercapainya efektivitas kerja pegawai secara optimal. Hal tersebut diduga dikarenakan masih belum optimalnya dalam pelaksanaan pembagian kerja. Hipotesis yang penulis gunakan yaitu sebagai berikut. terdapat pengaruh yang signifikan dari pembagian kerja terhadap efektivitas kerja pada Badan Kepegawaian Dan Pengembangan Sumber Daya Manusia Kabupaten Cirebon. Hipotesis statistiknya yaitu: Ha= rshitung >rstabel, terdapat pengaruh yang positif dan signifikan antara variabel pembagian kerja dengan variabel efektivitas kerja. H0= rshitung < rstabel, tidak terdapat pengaruh yang positif dan signifikan antara variabel pembagian kerja dengan variabel efektivitas kerja. Berdasarkan hasil penelitian, bahwa dalam Pelaksanaan Pembagian Kerja pada Badan Kepegawaian Dan Pengembangan Sumber Daya Manusia Kabupaten Cirebon masih belum optimal. Sebagaimana terlihat dalam keberhasilan pada pelaksanaan baru mencapai pada tingkatan Cukup Baik yaitu dengan nilai sebesar 873 atau 54,90. Sehingga berpengaruh terhadap efektivitas kerja pada Badan Kepegawaian Dan Pengembangan Sumber Daya Manusia Kabupaten Cirebon masih belum tercapai secara optimal. Pembagian kerja dan efektivitas kerja adanya hubungan yang signifikan atau valid dengan nilai rshitung dari kedua variabel yaitu sebesar 0,729 jika di bandingkan terhadap nilai rstabel untuk responden sebanyak 53 dan di dapat nilai rstabel sebesar 0,266. Sehingga dengan demikian kriteria korelasinya berada pada tingkatan kuat.Kata Kunci: Pembagian Kerja Dan Efektivitas Kerja

Abstract

ABSTRACT Problems experienced by the community towards the services provided by the government often make people disappointed. So that people often feel lazy in dealing with service personnel. So it has become a habit of the people not to take care of their service needs directly. Communities often tell others to take care of their needs with government agencies both in the District and other technical services. Of course, this makes a common concern and must be able to tap the awareness of the trustees who work in public service agencies to improve the service to the community as well as possible.The identification of the problems raised in this study are as follows: What is the quality of service for making birth certificates at the Indramayu Regency Population and Civil Registration Service, what obstacles are faced in providing services for the birth certificate at the Indramayu Regency Population and Civil Registration Service? what efforts have been made in overcoming barriers to service in making birth certificates at the Indramayu Regency Population and Civil Registration Service?Based on the background and identification of the problem above, the writer takes the title in this study, namely the Quality of Service for Making Birth Certificate in Realizing Excellent Service in the Department of Population and Civil Registration, Indramayu Regency. The research method that I use is a qualitative method with a descriptive approach in analyzing the data can obtain real information and be able to study the research more deeply so that the data and information obtained are expected to be accurate.The quality of service for making birth certificates at the Department of Population and Civil Registry is still not maximal. This is because there are still many problems in the service process as well as the time in completing the creation of a birth certificate and limited human resources (HR), this limited human resource causes less than optimal service. Technical and non-technical problems faced in providing services for making birth certificates to the community such as the number of applicants for birth certificates that will make birth certificates but employees who do them or handle them inadequately, often jammed computers that are used for typing and operating data such as viruses or other things that inevitably have to be serviced first before being reused. Efforts are made in an effort to improve the quality of service for making birth certificates such as adding the number of computer units, conducting socializations to communities in the regions (Village and District) both directly and indirectly.

Abstract

ABSTRACT This research is motived by implentation of program Rehabilitasi Sosial Keluarga Berumah Tidak Layak Huni (RS-KBLTH) which less in accordance with the technical guidelines implementation. Sosialization of the program RS-KBTLH has not run optimally. Also not and all parties related to the RS-KBTLH program like Subdistrict and Vilage is involved in the implementation.The purpose of this study is to investigate the coordinaton divison Penanganan Fakir Miskin with TKSK and Vilage in the program RS-KBLTH in regency Cirebon. The theory used is the theory of elements coordination according to Sulistyowati that consist of the communication, integration, synchronization, and mechanism. The methode used is descpirtive qualitative method approch. Analysis techniques of data reaserch is using data description analysis cossisting of reduction data, display data, and verification data.The results showed that the coordination divison Penanganan Fakir Miskin with TKSK and Vilage in the program RS-KBLTH in regency Cirebon is not running optimaly. This is evident from the involvement of party associated with RS-KBTLH programs that have not fully become executor, there is still the executing who do not undestanding the implementation of the RS-KBTLH program. Socialitation of program RS-KBTLH has not been fully touches people. Researchhers give suggestion on this research to improve coornination and cooperation among the parties involved in the RS-KBTLH program, Dinas Sosial regency Cirebon needs to socialize directly in each village, and need for increase the executor insight.

Abstract

ABSTRACT The national movement of the mental revolution proclaimed by Jokowi is a very appropriate bureaucratic reform policy. However, this mental revolution will certainly face a very tough challenge because the priyayi mentality has been a bureaucratic culture in Indonesia for a long time. The greatest challenge will come from internal bureaucracy itself because the mental revolution will surely disturb the comfort zone of many priyayi officials and bureaucratic apparatus. Therefore, reform or mental change is not possible in a short time or in a revolution, but needs to be planned, programmed, staged, continuous, consistent, and consistent. To realize the mental revolution, commitment and political will is not enough, but must be followed by political action in the form of exemplary leaders, assertiveness and courage of leaders, programs of mental revolution, and law enforcement that is not indiscriminate. The condition is of course very apprehensive to all parties. Therefore, while attending the 43rd Korpri Anniversary ceremony at Silang Monas Jakarta on December 1, 2014, President Jokowi launched the National Movement of the Mental Revolution which included three targets: 1. The change of mindset and paradigm of the government apparatus from the priyayi bureaucracy to the bureaucracy serving the people. 2. The organizational structure of the government should be lean, efficient, and not duplication of functions. 3. Cultural changes in the form of a work culture that is more disciplined, responsible, and put forward togetherness and mutual cooperation. Bureaucratic reforms that have been done are still pseudo that is limited to face and skin changes bureaucracy but has not touched its contents that is change mindset, paradigm, moral, and mental human being bureaucratic apparatus. As a result, bureaucratic reforms have only produced bureaucracies with new faces and modern skins but whose contents are the traditional, patrimonialistic and feudal mentality. Officials and bureaucratic apparatus in today's reform era still position themselves as prijaji who prioritizes power and demands respect and service of the people.

Abstract

ABSTRAK Penelitian yang penulis lakukan yaitu tentang Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes. Berdasarkan pengamatan yang penulis lakukan terdapat gejala-gejala permasalahan dalam Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes yaitu belum optimalnya Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes, kurangnya petugas Penyuluh Keluarga Berencana dan kurangnya sarana dan prasarana. Berdasarkan permasalahan tersebut terdapat identifikasi masalah yaitu Bagaimana Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes, hambatan-hambatan apa saja dalam Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes dan upaya-upaya apa saja untuk mengatasi hambatan dalam Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes.Tujuan penelitian yang penulis lakukan yaitu untuk mengetahui bagaimana Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes serta faktor-faktor apa saja yang mempengaruhi dalam Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes.Metode penelitian yang digunakan yaitu metode kualitatif yang bersifat deskriptif. Edward III yang terdapat empat variabel yang sangat menentukan keberhasilan implementasi suatu kebijakan yaitu komunikasi, sumberdaya, disposisi dan struktur birokrasi.Hasil dari penelitian Implementasi Kebijakan Program Bina Keluarga Balita di Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupeten Brebes yaitu belum optimalnya komunikasi dalam Program Bina Keluarga Balita, kurangnya sumber daya manusia, kurangnya sarana dan prasarana serta kurangnya dana dalam Program Bina Keluarga Balita di Kecamatan Banjarharjo Kabupaten Brebes.    ABSTRACK Research that the authors do is about the implementation of the policy of under five family development program in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes. Based on observations that the authors do there are symptoms of symptoms of problems in the implementation of the policy of under five family development program in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes that is not optimally the program of developing family of children under five in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes, the lack of family planning extension officers and the lack of facilities and infrastructure. Based on the problems there is the identification of the problems that is how the implementation of the policy of the development of children under five years in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes, barriers to any abstacles in the implementation of the policy of the program development of children under five in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes and any effort to overcome obstacles in the implementation of the policy of the program development of children under five in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes.The purpose of research that the authors do is to find out how the implementation of the policy of the development of children under five years in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes as well as factors of any factors that influence in the implementation of the policy of the program development of children under five in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes.Research method used is descriptive qualitative method. Research that the authors do is to explore, find and explain about the implementation of the policy of the development of children under five years in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes.The theory used in the implementation of the policy of the development program of toddlers in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes using the theory of George C. Edward III there are four variables that determine the successful implementation of a policy of communication, resources, disposition and bureaucratic structure.The result of the research implementation of the policy of the development of chidren under five in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes is not yet optimal communication in the program of developing family of children under five, lack of human resources, the lack of facilities and infrastructure and rhe lack of funding in the program of developing children under five in Balai Penyuluhan DP3KB Kecamatan Banjarharjo Kabupaten Brebes.
