Abstract

The idea of a smart city and a new capital city in Indonesia is complex, so planning and the government's role are crucial. The purpose of this research is based on two big questions about the government's plan for preparing for development and the potential for smart city development in the new capital city. This study was done based on the results of a direct examination of official government documents using a thematic analysis approach and an analytical tool called Nvivo 12 Plus. This research was able to show what the Indonesian government's plans are and what they could do to build smart cities in the new capital city (IKN/Nusantara). The findings of this study map out six smart city support systems, which are the government's priority plans, including urban systems, safety and security, livability and urban life, government services, the environment and sustainability, and access and mobility. They all focus on technology adaptation, digitization, renewable energy, and sustainability. Despite these priority plans, there are still significant challenges to rethinking the prospects and potential for developing smart cities in the new capital city, especially the issues of human resources, budget capacity, infrastructure, and government bureaucratic adaptation patterns. This study proposes to set up a smart governance system to adapt to the new system, primarily to accommodate those problems and challenges. It can contribute to unravelling smart cities' complexities, challenges, and future development potential.

Abstract

This article examines recovery strategies in post-COVID-19 tourism villages in Bantul, Yogyakarta, Indonesia, utilising a rural tourism resilience approach involving multi-stakeholder participation. This qualitative study collected data through interviews, literature, social media, and local news online observations. The data obtained were then analysed with the help of a code from NVivo 12 Plus to visualise the multi-stakeholder network in the five tourism village recovery strategies through the sociogram network, group queries, and concept mapping queries. The results of this study reveal the following: First, the five tourist villages have different ways of getting back on their feet and getting more substantial for a massive recovery. Second, all government levels strongly support accelerating the five tourist villages' recovery via various media promotions of the four (Tembi, Kakilangit, Kebonagung, and Kampung Santan), except for Lopati's tourism village destinations. In addition, the two villages, in terms of the resilience of social networks, mostly need support in increasing institutional capacity (Kampung Santan and Lopati), fostering collaboration, and requiring creativity. Therefore, post-COVID, mechanisms for development and new ideas in two tourist villages (Lopati and Kampung Santan) were relatively noticeable. Some tourism villages still need leaders for programmes and activities. Further, the government's persistence in popularising tourist villages requires further improvement through media promotion, tourism awareness groups, and participation in the tertiary sector.

Abstract

This article explores stakeholders influence in the policy formulation of anti-violence against women and children by using the stakeholder salience model as a conceptual framework. Stakeholder engagement in policy formulation is essential to achieving optimal policy practise and performance. However, the contestation of interests and imbalance of power between stakeholders in the policy formulation of anti-violence against women and children inhibit the development of policy alternatives based on problem solving, resulting in low policy performance. The research method used is qualitative research with a case study approach, and the stakeholder analysis method is applied to the data analysis. The research findings demonstrate that the policy formulation of anti-violence against women and children is dominated by dependent stakeholders with only power and legitimacy attributes, while the attributes of urgency are not available, reflected in their inattentiveness in providing a quick response to the rising cases of violence and their lack of knowledge on the issue of violence. This study concludes that stakeholders' influence in the policy process is limited. Stakeholders are only involved during public hearings, and the policy is only drafted and discussed by the policy elite, specifically Commission VI of the Aceh Legislative Council, an expert’s team, and the Aceh Women's Empowerment and Child Protection Unit. It indicates that stakeholder engagement is only to gain legitimacy for policy decisions. This research contributes to providing knowledge about stakeholder dynamics in policy formulation contexts and theoretical knowledge about the creation of the most powerful and influential stakeholders for maximising policy formulation and policy performance.

Abstract

The Coronavirus Disease-19 (COVID-19) has become a centre of attention for several countries, including Indonesia and Malaysia. The two countries are trying to maintain the stability and security of each country from the impact that will be caused. The Indonesian and Malaysian governments decided to import vaccines from several countries to reduce the spread of the disease in the global community. However, to deal with the limitations of imported vaccines, Malaysia and Indonesia are conducting various studies related to COVID-19 vaccine research. This study will observe how Indonesia and Malaysia respond to vaccine research trends related to COVID-19 from 2020 to 2022. This study uses a qualitative descriptive method that is produced through bibliometric analysis to analyse data collected from Scopus. In addition, the authors also use several kinds of literature from reputable journals to add references and information related to the research. The results of the bibliometric analysis show that Malaysia has paid more attention to research publications related to COVID-19 than Indonesia. However, Indonesia has received official approval for its first vaccine since September 2021, while Malaysia is in the process of developing its own vaccine. The authors assume this is because Malaysia manages its own local vaccines, while Indonesia does the opposite.

Abstract

Corruption is a bureaucratic disease that has become as entrenched as the common cold, undermining governments globally. Proactive government policies can reduce corruption crimes through prosecution, prevention and education. The Indonesian government has implemented a ‘trident’ corruption eradication policy in educational institutions aiming to shape the attitudes, norms and behaviour of the nation’s younger generation. Unfortunately, the existing literature is limited in assessing the policy output of preventing and eradicating corruption, particularly the effectiveness of anti-corruption education among university students. A policy output evaluation perspective is offered to fill this research gap. This study aims to evaluate the policy output of anti-corruption education in shaping attitudes, norms and behaviour using the theory of planned behaviour. A quantitative approach and survey method were chosen, and a total of 125 respondents participated. The partial least squares algorithm and bootstrapping methods were used to analyse the data. The study’s results reveal that perceived behaviour control, attitude, subjective norm have significant influences on students’ intention. Perceived behaviour control has significant influences on students’ anti-corruption behaviour, though attitudes do not affect students’ anti-corruption behaviour. The findings also show that it has a good level of effectiveness in anti-corruption education policy outputs in achieving policy goals. Our policy recommendations include socialisation about anti-corruption to the community, implementing ideology education and upholding the law on corruption to increase the success of corruption prevention and eradication policies.

Abstract

This article discusses the management of the Riau Provincial Grand Forest Park from the perspective of collaborative governance. With its rich flora and fauna, Forest Park must be sustainably maintained and preserved as the ‘lungs’ of Pekanbaru City. However, limited human resources, regional financial capacity and the large area of land that must be managed are obstacles for local governments. It is therefore necessary to collaborate with various parties to set the initial conditions, institutional design, facilitation of leadership and processes for collaboration. This study employs a qualitative method with a phenomenological approach and describes collaboration events. The data collection techniques include observations, interviews and documentation. The study results show that the initial conditions are an obstacle for the government, requiring cooperation with other parties. Each party blindly covers the standards and provisions outlined in a joint agreement on the efforts and resources for the management of Forest Park facilitated by the Riau Provincial Forestry Service. The goals set for cooperation include the commitment of all parties to be transparent, mutually trusting and sustainable. This cooperation process was carried out in several stages, starting from the initial communication assessment, discussing existing problems and unifying the common perceptions outlined in the memorandum of understanding. Goals were established, action plans were formulated, and monitoring and evaluation were conducted on the results of the cooperation by each party. Collaboration was carried out in the form of the participation of all parties in preserving nature, including community involvement.
