Abstract

Distribution and transportation costs are key components of operational expenses that significantly affect business efficiency and competitiveness, particularly for small and medium enterprises (SMEs) in the food sector. This study aims to analyze and optimize distribution costs at DL Cake and Bakery using a transportation model. The methods employed include the North West Corner (NWC), Least Cost (LC), and Vogel’s Approximation Method (VAM) as initial solutions, as well as the Stepping Stone method for optimality testing. Research data were obtained through interviews and direct observations related to shipping costs, inventory capacity, and demand at distribution branches. The results indicate that the distribution problem at DL Cake and Bakery is a balanced transportation problem, with total supply and demand each amounting to 600 units. The NWC and VAM methods produce a total distribution cost of IDR 18,800,000, while the LC method results in a higher cost of IDR 19,650,000. Optimality testing using the Stepping Stone method shows that all opportunity cost values are positive, indicating that the obtained solution is optimal. Therefore, the minimum distribution cost for DL Cake and Bakery is IDR 18,800,000. The findings of this study are expected to serve as a reference for SMEs in implementing transportation methods to improve distribution cost efficiency.

Abstract

The regulation of the retirement age for workers constitutes a strategic component of labor policy and social protection systems, as it directly affects workers’ economic security, the distribution of welfare, and social justice within industrial relations. In Indonesia, retirement age regulations remain fragmented and have not yet been consolidated into a unified legal framework, potentially resulting in unequal treatment among workers and uncertainty in social protection during the transition to retirement. This study aims to examine the regulation of workers’ retirement age in Indonesia from the perspective of John Rawls’ theory of justice, while also formulating normative implications for the development of socially equitable labor policies, particularly in ensuring equal opportunity and protection for workers from the most vulnerable groups. The study employs a normative legal approach, combining conceptual analysis with a review of statutory regulations. The conceptual approach is applied to investigate Rawls’ theory of justice, particularly the principles of justice as fairness, fair equality of opportunity, and the difference principle, while the statutory analysis examines retirement age regulation within the framework of labor law and the national social security system. The findings indicate that the current regulation of workers’ retirement age in Indonesia does not fully align with Rawlsian principles of justice. Regulatory fragmentation creates disparities in opportunities and social protection among workers, which cannot be morally justified within the framework of justice as fairness. The novelty of this study lies in its normative approach, which positions retirement age regulation as an integral element of the basic structure of society, while emphasizing the urgency of reconstructing retirement age policies based on the principles of fair equality of opportunity and the difference principle, so that the distribution of benefits for the least advantaged groups of workers becomes more equitable.

Abstract

Family resilience is a strategic issue in agricultural and rural development in Indonesia, particularly amidst economic vulnerability, livelihood uncertainty, and limited access to resources. The family serves as the basic social unit that supports the sustainable well-being and adaptation of rural communities. However, development communication studies still show theoretical fragmentation and minimal attention to communication as a core mechanism of resilience. This paper aims to critically review the Family Resilience Framework (Walsh) and Communicative Resilience (Buzzanell), and compare them with Sensemaking Theory (Weick), to assess their relevance and limitations in the Indonesian development context. The review was conducted through a systematic narrative approach to Scopus-indexed journal articles that empirically apply resilience theory. The results of the study indicate that Walsh's theory effectively explains the internal adaptive capacity of families, while Buzzanell emphasizes communication as a process of negotiating meaning and identity in crisis situations. However, both theories remain inadequate in explaining power relations, structural barriers, and the institutional context of rural development. This paper offers a theoretical synthesis that integrates systemic, communicative, and sensemaking approaches to understand family resilience contextually. The research implications emphasize the importance of empirical studies based in rural communities and the design of culturally sensitive, participatory, and ethical development communication interventions.

This research aims to determine the influence of knowledge sharing and organizational culture on teacher performance with job satisfaction as an intervening variable.the object of this research is the senior high school 2 sungai penuh.the respondents in this study are teacher at the seniot high school 2 sungai penuh city with a total of 30 people. based on the results of the previous analysis and discussion,the following can be concluded as follows:knowledge sharing,organizational culture has an influence on the large hall of the senior high school 2 Sungai penuh city, because T count>T table (4,16>0,05).job satisfaction influences the performance of teacher at the senior high school 2,Sungai penuh city because T count>T table (0,40>0,05).knowledge sharing influences job satisfaction.this is proven by T count >T table (0,44>0,05).organizational culture has an effect on job satisfaction.this is proven by T count>T table (0.26>0,05) job satisfaction has an effect as an intervening variable between knowledge sharing on the performance of teachers at the senior high school 2,Sungai penuh city.this is proven by T count<T table (0.83>0,05)

Abstract

This research aims to examine whether the use of biological weapons constitutes a violation of the fundamental principles of International Humanitarian Law (IHL), specifically the principles of distinction, proportionality, unnecessary suffering, and precaution. This study employs a normative juridical method by analyzing international legal instruments such as the Biological Weapons Convention (BWC), the Geneva Conventions and their Additional Protocols, as well as historical precedents and documented uses of biological agents in armed conflicts. The analysis is conducted through systematic and historical interpretation, connecting the evolution of biological weapons with the contemporary framework of IHL. The findings indicate that biological weapons inherently contradict the core principles of IHL due to their indiscriminate nature, uncontrollable spread, prolonged suffering, and large-scale impact on civilian populations. These characteristics render biological weapons incapable of distinguishing between legitimate military targets and civilians, resulting in unavoidable and disproportionate harm. Moreover, their pathogenic properties produce excessive suffering and create significant risks beyond the battlefield, thereby violating the principles of unnecessary suffering and precaution. Consequently, the use of biological weapons in any armed conflict qualifies as a serious breach of IHL and may constitute a war crime under international legal regimes.

Abstract

This article examines Indonesia's Global Citizenship (GCI) as a new policy that offers permanent residence permits to foreign nationals with strong ties to Indonesia in response to the polemic surrounding dual citizenship and diaspora issues. Using document analysis and conceptual analysis, this study places GCI within the framework of citizenship philosophy: citizenship as legal status, political membership, and participatory practices. Conceptual findings show that GCI reconstructs membership through the recognition of blood ties, kinship, and history without changing the principle of single citizenship sovereignty. The article then interprets the GCI as a form of public citizenship education, namely the way the state shapes a collective understanding of who is included in “us,” how loyalty is interpreted, and how the contributions of the diaspora are legitimized in the policy space. The implications discussed include the limits of citizen and state obligations, the risk of exclusion based on kinship categories, and the need for public ethical principles so that diaspora policies are not merely economistic, but oriented towards justice and accountability.

Abstract

The development of digital technology has shaped new lifestyles among the millennial generation, which directly affect the dynamics of regional economic development. Digital lifestyles not only influence consumption patterns but also encourage the emergence of productive economic activities based on technology. This study aims to analyze the interaction between digital lifestyles and the economic development of the millennial generation in Lima Puluh Kota Regency. The research adopts a descriptive qualitative approach using a literature review method. Data were obtained from national scientific journals, conference proceedings, and academic books relevant to the digital economy, digital lifestyles, and the millennial generation. The results indicate that the digital lifestyle of the millennial generation contributes positively to regional economic development through the growth of digital entrepreneurship, the utilization of e-commerce, and the strengthening of locally based creative economies. However, challenges such as limited digital infrastructure and low levels of digital literacy remain major obstacles.

Abstract

This study examines the returns to investment in education in Indonesia within the Becker–Mincer human capital framework. Using cross-sectional data from the 2024 Indonesian Labor Force Survey, this research aims to estimate wage premiums associated with different levels of completed education while accounting for work experience, age, gender, employment status, and job location. The analysis employs an extended Mincerian earnings function, where the dependent variable is the logarithm of monthly wages. The results consistently show that education has a positive and statistically significant effect on earnings across all educational levels, with monotonically increasing wage premiums from primary education to postgraduate degrees. Work experience exhibits a positive effect on wages, while its quadratic term is negative, confirming diminishing returns over the life cycle, in line with standard human capital theory predictions. Further disaggregation reveals that although average female wages remain lower than male wages, women experience higher marginal returns to education, particularly at diploma, undergraduate, and postgraduate levels. Additionally, returns to education are higher in urban areas and among salaried employees compared to rural areas and the self-employed. Overall, the findings provide strong empirical evidence that education functions as a productive investment in Indonesia, contributing to income differentials shaped by gender, job characteristics, and labor market structure.

Abstract

Indonesia is highly vulnerable to natural disasters, which affect banking sector stability through increased credit risk, reflected in rising Non-Performing Loans (NPLs). Natural disasters disrupt borrowers’ cash flows, damage productive assets and loan collateral, and heighten default risk, particularly among micro, small, and medium enterprises and in disaster-prone regions. This study aims to analyze the role of disaster insurance in mitigating NPL dan NPF risk in Indonesia’s banking sector. Using a qualitative descriptive-analytical approach, the study relies on documentary analysis of reports from financial authorities, disaster management agencies, banking institutions, and relevant literature from 2017–2025. Content analysis is applied to examine disaster risk transmission and the effectiveness of disaster insurance as a risk transfer mechanism. The findings indicate that disaster insurance helps reduce NPL and NPF volatility by protecting collateral values and supporting post disaster cash flow recovery, although its effectiveness remains constrained by low insurance penetration. The study highlights the importance of strengthening disaster insurance to enhance financial system resilience.

Abstract

The enactment of Law Number 6 of 2023 concerning the Stipulation of Government Regulation in Lieu of Law Number 2 of 2022 concerning Job Creation into Law (Job Creation Law) has brought fundamental changes to the concept of the Limited Liability Company (PT) legal entity in Indonesia. Significant changes occurred in Article 1 number 1 and Article 7 of Law Number 40 of 2007 concerning Limited Liability Companies (UUPT), which now introduces the concept of a Sole Proprietorship (Private Liability Company) for Micro and Small Enterprises (MSEs). Unlike the classic principle of a PT, which is a capital association and must be established by at least two individuals based on an agreement, a Sole Proprietorship allows for the establishment of a single individual through a deed of establishment. However, the Job Creation Law does not change the provisions regarding the Company's Organs, which consist of the General Meeting of Shareholders (GMS), the Board of Directors, and the Board of Commissioners, which are generally assumed to be held by different individuals. This study aims to examine and analyze the status and mechanisms of Limited Liability Company Organs in Sole Proprietorships categorized as micro and small enterprises, considering the combination of the functions of capital owner and manager within a single legal entity.
