Abstract

Abstract In international relation, a nation constantly needs help from other countries. A country that wants to support other nation must have a strength of nation’s institution and enormous resources. This study recovers the conditions and the opportunities of Indonesia tourism. In order to develop Indonesia tourism sector, Indonesia has strategic partnership with France. An analysis of developing Indonesia tourism, the Indonesian government not only uses government-to-government relations, but also by evaluating non-government organisations, multi-track diplomacy by cooperating with private actors, and using public diplomacy to understand culture and behavior from each nation. Through this Joint Working Group on Tourism, hopefully this project will contribute to expand Indonesia particularly on tourism sector. Hal ini didasarkan karena negara pemberi bantuan memiliki keunggulan dalam sumber daya, dan kekuatan negaranya Tulisan ini akan memaparkan mengenai bagaimana kondisi dan peluang yang dimiliki pariwisata Indonesia. Untuk membangun sektor pariwisatanya, Indonesia melalui kemitraan strategis dengan Perancis melakukan beberapa strategi. Dalam prakteknya, Indonesia tidak selalu melakukan hubungan pemerintah ke pemerintah, Indonesia menggunakan multi track diplomasi dengan menggandeng aktor swasta, dan menggunakan diplomasi publik untuk memahami budaya, perilaku, dan mengatur hubungannya dengan negara lain dalam rangka meningkatkan serta perluasan pasar bagi pariwisata Indonesia. Melalui Joint Working Group On Tourism ini diharapkan menghasilkan peningkatan pariwisata bagi Indonesia. Abstract

ABSTRACT In 2019, Ghana was projected as the fastest growing economy in the world. Since 2017, Ghana has been consistently placed among top 10 of the fastest growing economies in Africa. However, the arrival of COVID-19 pandemic since December 2019 from Wuhan, China, made 2020 as difficult period not only for Ghana’s economy, but also worldwide. Impact to global economy caused by COVID-19 was regarded as the largest economic shock since last decades. Since the arrival of the virus in Ghana in March 2020, Ghana’s government has swiftly and responsively prepared and implemented strategic moves in order to respond against COVID-19 as well as recovering the country’s economy. The purpose of this paper is to describe in detail about Ghana’s economic recovery in post covid-19 era. Theory used in this paper is the theory of self-reliance. The writer argues that the important key in Ghana’s economic recovery policy in post covid era is the President of Ghana’s principle that the country must be able to fulfil its own needs while minimizing international aid dependency. It is done by strengthening domestic capabilities and resources, as well as fulfilling basic human needs for its citizen. Sejak tahun 2017, Ghana telah konsisten berada pada 10 besar negara dengan pertumbuhan ekonomi tercepat di Afrika. Namun kedatangan pandemi COVID-19 sejak Desember 2019 dari Wuhan, China, mengakibatkan periode 2020 sebagai masa sulit, tidak hanya bagi perekonomian Ghana, namun juga seluruh dunia. Hantaman terhadap ekonomi dunia akibat COVID-19 dikatakan sebagai largest economic shock sejak beberapa dekade terakhir. Sejak masuknya virus tersebut di Ghana pada Maret 2020, pemerintah Ghana telah secara cepat dan tanggap menyiapkan dan mengimplementasikan langkah-langkah strategis guna merespon COVID-19 serta memulihkan perekonomian negara. Tulisan ini bertujuan mendeskripsikan secara mendetail strategi pemulihan ekonomi Ghana dalam post covid-19 era. Teori yang digunakan pada tulisan ini adalah teori selfreliance. Penulis berargumen bahwa kunci penting dalam kebijakan pemulihan ekonomi Ghana dalam post covid era terletak pada prinsip Presiden Ghana, Nana Addo Dankwa Akufo Addo, bahwa negara harus mampu memenuhi kebutuhannya sendiri dengan meminimalisir ketergantungan bantuan internasional. Hal ini dilakukan melalui penguatan kapabilitas dan sumber daya domestik, serta pemenuhan basic human needs bagi masyarakat. Abstract

Abstract Globalization encourages every country to move to develop innovation. The emergence of globalization certainly has an impact on the life of a country, including Indonesia. Diversification and expansion of exports to non-traditional countries in accordance with the policy direction of Indonesia's international trade cooperation. The expansion of exports to non-traditional markets is one of the strategies undertaken by the Government to anticipate the current global trade conditions, this condition provides an opportunity for Indonesia to open up greater market access and rise faster during this pandemic. This analysis aims to see the effectiveness of international trade cooperation during the COVID-19 pandemic. The research method used are desk research and comparison study, by comparing Indonesia's trade with partner countries that have and have not conducted trade cooperation. Use secondary trade data from the Central Bureau of Statistics before and during the pandemic. Based on this analysis, there are indications that the cooperation carried out by partner countries that have been explored cannot run optimally by looking at the structure of trade value as well as the growth of exports and imports of Indonesia with partner countries. Munculnya globalisasi tentunya membawa dampak bagi kehidupan suatu negara termasuk Indonesia. Diversifikasi dan perluasan ekspor ke negara non tradisional sesuai dengan arah kebijakan kerjasama perdagangan internasional Indonesia. Perluasan ekspor ke pasar non tradisional tersebut merupakan salah satu strategi yang dilakukan Pemerintah guna mengantisipasi kondisi perdagangan global saat ini, kondisi ini memberikan kesempatan Indonesia untuk membuka akses pasar yang lebih besar serta bangkit lebih cepat di masa pandemi ini. Analisis ini bertujuan untuk melihat efektivitas kerjasama perdagangan internasional dimasa pandemi covid 19. Metode penelitian yang akan digunakan adalah comparison studydan desk research, dengan membandingkan kerjasama Inonesia dengan negara lain tanpa adanya perjanjian perdagangan. Data perdagangan menggunakan sekunder dari Badan Pusat Statistik sebelum dan saat pandemi. Berdasarkan analisis ini terdapat indikasi bahwa kerjasama yang dilakukan oleh negara mitra yang sudah dijajaki tidak dapat berjalan optimal dengan dengan melihat struktur nilai perdagangan serta pertumbuhan ekspor dan impor Indonesia dengan negara mitra. Abstract

AbstractIn the Timika area, Papua, Indonesia has a Freeport mine which is one of the largest mines in the world. Freeport is managed by PT Freeport Indonesia, a mineral mining company which is an affiliate of Freeport-McMoRan and Mining Industry Indonesia (MIND ID). This mining company, which became the beginning of foreign investment in Indonesia, at the end of 2019, a 51.23% stake has officially become the owner of the Indonesian government. The acquisition of these shares is expected to be a new beginning for Indonesia to regain the 'rights' that should have been obtained long ago. In the acquisition of shares of 51%, observers have seen indications of losses in the success, so the authors are interested in examining how much the comparison of the profits obtained with the threat of future losses is. In this research method, the author uses a descriptive research method by analyzing the profit and loss of the acquisition of Freeport shares. The conclusion of the analysis states that Indonesia gains greater benefits from the threat of losses obtained after the acquisition of shares. Freeport dikelola oleh PT Freeport Indonesia, perusahaan tambang mineral yang merupakan hasil afiliasi dari Freeport-McMoRan dan Mining Industry Indonesia (MIND ID). Perusahaan tambang yang menjadi awal mula adanya investasi asing di Indonesia ini pada akhir tahun 2019, saham sebesar 51,23% telah resmi menjadi pemilik pemerintah Indonesia. Akuisisi saham ini diharapkan dapat menjadi awal baru bagi Indonesia untuk mendapatkan kembali ‘hak-hak’ yang semestinya bisa didapatkan sejak dulu. Dalam akuisisi saham sebesar 51%, para pengamat telah melihat adanya indikasi kerugian dalam keberhasilan tersebut, sehingga penulis tertarik untuk meneliti seberapa besar perbandingan keuntungan yang diperoleh dengan ancaman kerugian di masa depan. Dalam metode penelitian ini, penulis menggunakan metode penelitian deskriptif dengan menganalisis mengenai untung rugi akuisisi saham Freeport. Kesimpulan analisis tersebut menyatakan bahwa Indonesia mendapatkan keuntungan yang lebih besar dari ancaman kerugian yang didapat pasca akuisisi saham. AbstrakJepang memiliki sejarah yang Panjang dalam posisi geopolitik di Kawasan Asia Timur, baik dari sudut pandang ekonomi maupun keamanan. Berdasarkan aspek historis Jepang sudah menjadi kekuatan unggul di Asia Timur, namun pada perkembangan politik kontemporer saat ini posisi Jepang mendapatkan tantangan dari negara kompetitornya, termasuk Tiongkok. Perubahan okonstelasi politik luar negeri di Kawasan Asia Timur mendorong Jepang untuk lebih adaptif, termasuk menjajakikerjasama dengan organisasi regiona di Kawasan sekitarnya terasuk ASEAN. Platform kerjasama ASEAN+3 mewadahi Kerjasama ASEAN dengan beberapa negara strategis di Kawasan Asia Timur. Artikel ini berfokus untuk mendeskripsikan kepetingan nasional Jepang yang mendasari negara tersebut untuk bergabung dalam ASEAN+3, termasuk kemungkinan untuk meningkatkan posisi tawar geopolitik dari Tiongkok, sekaligus memperkuat pasar domestic yang mengalami stagnansi ekonom sejak krisis 1997. Abstract

AbstractThis article discusses United States’ intervention in the Syrian civil war during 2011-2017 period. It asks a question of why the United States employs covert non-military regime change instead of overt military regime change as in the other previous cases of United States’ intervention. An offensive regime change, as in the case of Syria, according to theory, has a lower probability of success in comparison to other types of regime change. It argues that the decision taken by the United States government is due to the high cost and lower possibility of success for overt military intervention that United States would have to bear. However, pressures from ideological allies and the quest to gain strategic benefits have led to United States’ decision to intervene in Syrian civil war. Pada awal perang sipil, Amerika Serikat lebih memilih intervensi secara tertutup dalam mendorong perubahan rezim di Suriah. Namun, di pertengan perang sipil Amerika Serikat mengubah intervensinya dengan menggunakan intrumen militer. Pertanyaan yang diajukan dalam tulisan ini adalah mengapa Amerika Serikat memilih opsi intervensi non-militer di awal-awal perang sipil dan tidak langsung melakukan intervensi militer seperti yang dilakukan dalam kasus-kasus upaya paksa perubahan rezim sebelumnya. Secara teoritik, upaya paksa perubahan rezim non-militer secara tertutup yang berkarakter ofensif memiliki probabilitas keberhasilan yang rendah sehingga pilihan Amerika Serikat di Suriah tersebut menarik untuk dibahas. Argumen utama tulisan ini adalah bahwa opsi intervensi non-militer tertutup dipilih karena pertimbangan biaya dan kalkulasi keberhasilan sedangkan intervensi itu sendiri dilakukan karena tekanan aliansi ideologis dan pertimbangan keuntungan stratejik. Abstract

AbstractThailand is the largest destination country for migrant workers from Myanmar. Migration is carried out because of the necessities of living, work and natural disasters. However, the life of Myanmar migrant workers in Thailand is vulnerable and does not rid of problems as exploitation, violence, discrimination, HIV AIDS, abortion. Moreover, they commonly also work in unskilled sector due to the low level of education and the quality of human resources. FED, an NGO, as a non-state actor comes to assist in solving these problems. FED seeks to support the needs of migrant workers, especially in improving education and human resources. This paper will explain the role of the FED towards Myanmar migrant workers in Thailand in 2015-2018. To analyze it, the writer used the role of NGO theory which consists of participation, empowerment and mediator. The results in the study show that the FED has met three roles as an NGO. The role of participation is manifested in activities that require the activeness of migrant workers through educational programs, especially for children. Second, the concept of empowerment is realized through training programs in an effort to develop the capacity of migrant workers. Lastly is the role as a mediator, namely FED's efforts to bridge the migrant worker with the global community through its programs both through digital and non-digital mediation.Keywords : Migran workers, FED’s roles, Participation, Empowerment, MediatorAbstrakThailand menjadi negara destinasi terbesar pekerja migran asal Myanmar. Migrasi dilakukan karena faktor kebutuhan hidup, pekerjaan dan bencana alam. Namun kehidupan pekerja migran Myanmar di Thailand rentan dan tidak luput dari permasalahan-permasalahan seperti eksploitasi, kekerasan, diskriminasi, penyakit HIV AIDS, aborsi. Selain itu, mereka umumnya juga bekerja di sektor yang masuk kualifikasi unskilled. Hal ini dikarenakan rendahnya pendidikan dan kualitas sumber daya manusia. FED, sebuah NGO, sebagai aktor non negara hadir untuk membantu dalam penyelesaian masalah tersebut. FED berusaha untuk menyokong kebutuhan pekerja migran khususnya dalam peningkatan pendidikan dan sumber daya manusia. Tulisan ini akan menjelaskan peran FED terhadap pekerja migran Myanmar di Thailand tahun 2015-2018. Untuk menganalisisnya, penulis menggunakan teori peran NGO yang terdiri dari participation, empowerment dan mediator. Hasil dalam penelitian menunjukkan bahwa FED telah menjadi tiga peran sebagai NGO. Peran participation diwujudkan dengan kegiatan-kegiatan yang menuntut keaktifan pekerja migran melalui program-program pendidikan khususnya untuk anak-anak. Kedua, konsep peran empowerment diwujudkan melalui program- program pelatihan dalam upaya pengembangan kemampuan para pekerja migran. Terakhir adalah peran sebagai mediator yaitu upaya FED menjembatani pekerja migran Thailand dengan masyarakat global melalui program-programnya baik melalui mediasi digital maupun non digital.Kata Kunci : Pekerja Migran, Peran FED, Participation, Empowerment, Mediator

Abstract

This study aims to understand the social interactions and health services of transwomen HIV/AIDS survivors in Surabaya which are associated with the role of the United State Agency for International Development (USAID) in the Global Health Initiative discourse. This study uses a qualitative approach using interview guidelines and case study methods specifically to answer the research objectives. The information collected is information about the role of the Surabaya City Waria Association (Perwakos) in tackling HIV/AIDS in relations with USAID partners as International Donor Institutions, Program Implementation, Policy Development, Advocacy Assistance and Provision of Health Services. Taking into account the conditions, data was taken from five transwomen who were selected as informants who joined Perwakos using purposive and snowball sampling. Abstract

The sister city cooperation between Denpasar City and Mossel Bay City cannot be separated from the important role of cooperation that was carried out first between Indonesia and South Africa. The Government of Denpasar and the government of Mossel Bay have several things in extraordinary which have made them linked, particularly in the fields of tourism and trade. After one year of the inauguration of para-diplomacy activities between the two cities, the COVID-19 pandemic has hit the entire world, causing all activities and fields to be paralyzed. Para-diplomacy activities that should be actively met must be postponed and must be altered online. This study aims to determine the implementation of sister city cooperation activities between Denpasar and Mossel Bay and the virtual waivered of paradiplomacy. The method used is descriptive qualitative with data collection through the official website of the Ministry of Foreign Affairs, official website of Denpasar City Government, official website of Mossel Bay City Government. Abstract

Every child around the world has the right to obtain their rights which have been stated in theConvention on the Rights of the Child in 1989. The Convention on the Rights of the Child in 1989categorizes the age limit for children as all human beings under 18 years old. Every country isobliged to provide children's rights to all children without exception. In addition, InternationalOrganizations also play as a role in helping to provide children's rights as stated in the Conventionon the Rights of the Child (1989). UNICEF is one of an international organization under the auspicesof the United Nations, created to help children around the world to get their rights. One of UNICEF'sprograms in implementing children's rights is the Humanitarian Action for Children program whichwas formed in 2011 to help vulnerable children, such as victims of natural disasters, conflict victims,refugees, and victims of disease outbreaks, in obtaining their rights.
