Abstract

ABSTRACT Tanzanian society faces cases related to human security, especially against the albinism group. The existence of supersititious beliefs that are still developing, especially those spread by witch doctors, causes albinism to become victims of exploitation ranging from human trafficking, violence, to discrimination which ends up threatening the safety and welfare of Tanzanian albinism. This growing shamanic practice contributes to the high number of cases of assault, kidnapping, and even murder of albinism, both by the general public and their own families. In response, the Tanzanian government ratified the the Convention on the Rights of Persons with Disabilities (CRPD) in 2009 as an effort to legally protect and sanction perpetrators of discrimination against albinism. This research aims to analyse the Tanzanian govermment’s implementation of the CRPD in addressing cases of violence against albinism in 2009-2024 using compliance theory with three indicators: outputs, outcomes, and impacts. The method used is qualitative with data collection techniques from books, official reports, journal articles, and media publications. The result showed that despite a decrease in cases in some years, attack on albinism still fluctuate until 2024. Adanya kepercayaan terhadap tahayul yang masih berkembang, terutama yang disebarkan oleh para dukun, menyebabkan albinisme menjadi korban dari tindakan eksploitasi mulai dari perdagangan manusia, kekerasan, hingga diskriminasi yang berakhir pada ancaman keselamatan dan kesejahteraan dari albinisme Tanzania. Praktik perdukunan yang berkembang ini berkontribusi pada tingginya kasus penyerangan, penculikan, bahkan pembunuhan terhadap albinisme, baik yang dilakukan oleh masyarakat umum maupun keluarga sendiri. Sebagai tanggapan, pemerintah Tanzania meratifikasi Convention on the Rights of Persons with Disabilities (CRPD) pada tahun 2009 sebagai upaya perlindungan hukum dan pemberian sanksi bagi pelaku diskriminasi kepada albinisme. Penelitian ini bertujuan untuk menganalisis implementasi CRPD oleh pemerintah Tanzania dalam menangani kasus kekerasan terhadap albinisme pada tahun 2009-2024 dengan menggunakan teori kepatuhan dengan tiga indikator: outputs, outcomes, dan impacts. Metode yang digunakan adalah kualitatif dengan teknik pengumpulan data dari buku, laporan resmi, artikel jurnal, dan media publikasi. Hasil penelitian menunjukkan bahwa maskipun telah terjadi penurunan kasus pada bebrapa tahun, serangan terhadap albinisme masih terjadi secara fluktuatif hingga tahun 2024. Abstract

The Trilateral agreement between South Korea, the United States of America, and Japan has escalated tensions in East Asia, particularly within the Korean Peninsula. Under escalated tension, North Korea strengthened military cooperation with Russia and supported the invasion of Ukraine by sending military troops and arms. This article analyzes that phenomenon to answer the question of why North Korea was willing to cooperate militarily in the middle of escalated tensions within the Korean Peninsula. Data was collected from primary sources, such as official documents, and secondary sources, such as news and academic articles. Through the lens of the balance of power, this article argues that North Korea has been trying to strengthen its manpower, obtain economic benefits, and divert the US' attention from Korean peninsula tension. North Korea used this tactic to prepare itself for potential conflict ahead.

Abstract

This research explains what the rational choice is for Indonesia in facing Myanmar’s conflict in the context of Indonesia 2023 ASEAN’s chairmanship. This conflict involves various actors, which consist of ethnic groups, political actors, states, international organizations, and great powers. It is rooted in historical, political, and socio-economic grievances, with deep-seated ethnic and religious divisions exacerbating tensions. The military coup in February 2021 has further escalated the conflict, leading to widespread protests, violence, and human rights abuses, which attract regional and international concern. The international community, including ASEAN, its members, the UN, and great powers, have attempted to communicate, mediate, and facilitate a resolution to the crisis and even took an interest in this conflict. This research uses the qualitative method by collecting and analyzing secondary data published by institutions, organizations, and other sources. Then, rational choice and Stag Hunt are used to analyze the collected data in order to answer the problem of this research. Eventually, this research finds that the rational choice of Indonesia in facing Myanmar’s conflict on its chairmanship is the behavior of other actors (ASEAN, its members, US, China, and Russia) because there is no assurance that other actors would support cooperation in resolving Myanmar’s conflict.

Abstract

Online gambling activities in Indonesia have seen a significant increase in recent years, particularly during the Covid-19 pandemic. One of the factors contributing to this rise is boredom due to social distancing measures implemented to minimize the spread of the virus. This rapid increase has turned online gambling into a serious threat for Indonesia, necessitating immediate action to address the issue. This research aims to examine the securitization stages undertaken by the Indonesian government to tackle this threat, using the securitization theory of The Copenhagen School. Through descriptive research methods and a literature review, it was found that the online gambling issue has been successfully securitized by the Indonesian government through three stages: speech act, acceptance by the audience, and emergency measures. The author also discovered that during the acceptance by the audience stage, the response received was substantial and varied, ranging from individuals to institutions, indicating that the issue has gained attention from the target audience of this securitization effort.

Abstract

Perubahan iklim telah menjadi permasalahan di tingkat global yang berdampak pada setiap negara, baik negara maju maupun berkembang. Untuk mengatasi isu ini, Uni Eropa (UE) sebagai salah satu institusi regional berupaya memimpin tatanan iklim global dengan meluncurkan kebijakan European Green Deal (EGD) pada tahun 2019 demi mencapai target Eropa sebagai benua pertama yang net-zero emissions di tahun 2050. Artikel ini bertujuan untuk meneliti bagaimana praktik diplomasi iklim diterapkan oleh Uni Eropa melalui instrumen kebijakan tersebut serta apa saja peluang dan tantangan yang dimilikinya. Penelitian ini menggunakan metode kualitatif-deskriptif melalui studi pustaka yang bersumber dari laman resmi European Commission, artikel jurnal terdahulu, dan berita. Temuan sementara dari penelitian ini adalah bahwa EGD mampu menjadi kekuatan normatif bagi UE dalam memperkuat posisinya di level internasional walaupun masih menghadapi beberapa tantangan keterbatasan dalam implementasi internal.

Abstract

Nuclear and radioactive trafficking has emerged as a critical issue on the global agenda, posing significant threats to national security and increasing the risk of terrorism. Developing nations such as Indonesia face unique challenges and vulnerabilities that render them particularly susceptible to such illegal activities. This study investigates the specific factors contributing to Indonesia's heightened risk of nuclear and radioactive trafficking, employing the Threat, Vulnerabilities, and Consequences (TVC) Framework as a structured analytical tool. Key issues examined include inadequate government awareness and response mechanisms, porous borders that facilitate the illicit movement of goods, and the presence of orphan sources, radioactive materials that are poorly tracked or uncontrolled. Furthermore, the analysis of potential risks and consequences highlights the serious implications of nuclear trafficking, including environmental damage, public health crises, and the potential for catastrophic terrorist attacks. The study reveals how exploitative actors may leverage Indonesia’s institutional and infrastructural weaknesses, emphasizing the urgent need for policy reform, capacity building, and strengthened regional cooperation. Ultimately, addressing these vulnerabilities is essential not only for Indonesia’s national security but also for regional stability and global safety. Abstract

Sampah antariksa telah menjadi tantangan kritis dalam eksplorasi orbit rendah Bumi, dengan lebih dari 14.000 potongan puing beragam ukuran yang meningkatkan risiko tabrakan dan menimbulkan potensi kerugian finansial serta gangguan layanan infrastruktur satelit. Laporan ini menganalisis distribusi sampah antariksa global—didominasi oleh Rusia, Amerika Serikat, dan Tiongkok—serta perkembangan kebijakan dan teknologi pembersihan sampah antariksa di Jepang. Meskipun kontribusi puing Jepang relatif kecil, negara ini memanfaatkan peluang strategis melalui pembentukan Space Strategic Fund, redefinisi konstitusi “tujuan damai,” dan kemitraan dengan sektor swasta seperti Astroscale untuk mengembangkan solusi dual-use. Teknologi ini tidak hanya bertujuan membersihkan orbit tetapi juga memiliki potensi aplikasi keamanan antariksa, sejalan dengan meningkatnya ancaman dari program luar angkasa militer regional. Pendekatan Jepang menggabungkan investasi keuangan, kerangka regulasi, dan diplomasi soft power untuk membangun reputasi sebagai pemimpin tata kelola antariksa global. Studi ini memberikan wawasan tentang bagaimana negara kekuatan menengah dapat memanfaatkan inovasi teknologi untuk meningkatkan pengaruh strategis di domain antariksa, dengan implikasi penting bagi kebijakan luar negeri, keamanan nasional, dan kolaborasi internasional di era antariksa kontemporer..Kata Kunci: sampah antariksa, teknologi pembersihan, diplomasi antariksa, Jepang, keamanan antariksa

Abstract

Using a constructivist approach, this study seeks to explain the reason why China and Indonesia's economic cooperation has actually grown higher amidst their conflict over South China Sea. The SCS dispute has "dragged" Indonesia along with China claim over The Natuna Sea in the Riau Island which actually part of Indonesia’s Exclusive Economy Zone. The dispute intensified when China’s ships unlawfully entered Natuna waters in 2016 to conduct fishing operations. Ironically, economic cooperation between China and Indonesia has actually increased despite the dispute of Natuna Sea. Previously, United States and Japan were Indonesia’s main trading partners, but since 2016, China has taken their place. China is now leading as Indonesia's top trading partner. Moreover, China since 2016 has become the second largest investor for Indonesia after Singapore. Researchers assume that economic cooperation has become intense even in the midst of the SCS conflict because the two countries have interests driven by similar projection ideas about economic development and the closeness of identity between President Jokowi and President Xi Jinping. For constructivists, state interests are dynamic and  interests might change along with normative social interactions. This study uses a qualitative method with an emphasis on tracing conflict and cooperation data between the two countries. The data will be interpret further by using constructivist approach.
