Abstract

This study aimed to investigate the existence of cultural potential of Indonesia as an instrument for managing security conduciveness in the jurisdiction of the Surabaya Police. It also aimed to describe the steps taken by the Police and City Government to maximize the potential and realize security stability after the 2024 elections. To achieve this objective, qualitative with a descriptive method was used, and relevant data were obtained from previous literature, documentation observations, and interviews. The results showed that (1) Challenges and inhibiting factors included the erosion of regional culture and language usage, leading to a decline in politeness, brotherhood, love of country, peace, and unity, as well as the rapid flow of information and globalization, fostering aggressive, sadistic, and individualistic behavior, (2) Cultural potential related to the ideas, beliefs, and interpretation of reality in life and love of peace or deliberation could prevent the influence of radical ideas and beliefs to create security conduciveness, (3) The steps taken by the Surabaya Police and City Government included educating the spirit of patriotism and citizenship, visits to religious and community figures, holding sambang and joint patrols, security at religious activities, monitoring the stability of fuel and basic food prices, optimizing forum programs and community partnerships, dealing with conventional crime, improving traffic security, encouraging the younger generation to dive directly into cultural experiences through festivals and promoting information centers. In conclusion, hard work and collaboration between the Surabaya Police, the Indonesian National Armed Forces (TNI), and the City Government could maximize the potential of culture and minimize the inhibiting factors. Therefore, this ancestral legacy was an effective instrument in realizing security stability in Surabaya City after the 2024 Election. Keywords: Cultural Potential; Security Conduciveness, Elections

Abstract

The problem in Melikan Village in running the pottery business is that the pottery-making process still uses manual tools, and the raw materials used are difficult to obtain. The study aimed to obtain an overview of community empowerment through Creative Economic Enterprises in realizing a tourist village in Melikan Village. The researcher chose Melikan Village from 5 Pottery Tourism Villages in Wedi Subdistrict as a research project because Melikan Village still maintains its ancestors' heritage in making pottery using manual techniques. In addition, the form of pottery made is only based on the ideas and creativity of each craftsman. This research employed a qualitative method with a descriptive approach. Data collection techniques were conducted through interviews, observation, and documentation. The results show that the government holds training socialization by bringing in the Industry Office, which is held twice a month to develop the creativity of the craftsmen. In addition, in terms of budget, the craftsmen only rely on personal budgets, not the local governments. Supporting factors include the potential for self-taught creativity of the craftsmen, enthusiasm, and positive response from the community. Meanwhile, the inhibiting factor factors are the competition between craftsmen in determining the selling price of pottery to consumers. In addition, the craftsmen also complained about the raw materials used to make pottery, which are now difficult to obtain in their villages. Hence, they have to take them from neighboring villages. In conclusion, community empowerment through creative economic businesses in developing tourist villages in Melikan Village is categorized as good enough. Abstract

West Nusa Tenggara Province has a lot of tourism potential and attracts tourists. This research aims to describe and analyze community empowerment in the development of Sade Tourism Village in Rembitan Village, Pujut District, Central Lombok Regency. The research method uses qualitative and data collection techniques, such as interviews, observation, and documentation. Data analysis techniques use reduction, data presentation, and research conclusions. The informants were determined using a purposive sampling technique. Researchers used the operationalization of community empowerment from Mardikanto & Soebianto (2013). The results show that the human development dimension needs to be more specific, and human resource development is not provided for people living around Sade Village. The business development dimension shows that community participation is very high in maintaining infrastructure and keeping Sade Tourism Village beautiful. At the same time, in terms of promotion, some still need to understand the importance of promotional activities. The environmental development dimension shows that the people of Sade Village are very concerned about the cleanliness and comfort of the environment for tourists. The institutional development dimension indicates that Pokdarwis supports community empowerment activities in Sade Village. In conclusion, community empowerment carried out by the Central Lombok Regency Tourism and Culture Office in developing the Sade Tourism Village has been carried out quite well. Abstract

Transportation is a basic need for various communities, which helps in mobilizing passengers and goods from one place to another as well as facilitating connectivity. Therefore, this study aims to determine the role of the Transportation Department in improving public service quality in the land transportation field at Dompu Regency. The study procedures were carried out using qualitative methods by collecting data through interviews, observation, and documentation. The data obtained were analyzed using interactive methods. The results showed that the role of the Transportation Department of Dompu Regency in improving public service quality in the land transportation field was evident through various aspects. These included 1) Physical evidence (Tangibles), namely fully meeting quality in terms of procurement of facilities and the provision of good service by officers, 2) Reliability, where the service was running according to the SOP, 3) Responsiveness, namely providing appropriate and careful service, but there were still time constraints, 4) Assurance, where the need to increase the time guarantee and the cost guarantee provided was appropriate, and 5) Empathy, namely demonstration of good quality by officers. Abstract

Agrarian conflicts frequently lead to land disputes due to ambiguities in existing regulations, such as overlapping claims, which result in uncertain land status. This research focuses on the conflict involving Rempang land, where a dispute emerged between PT Elok Makmur Graha, an investment entity, and the indigenous Rempang community. This conflict culminated in forced evictions of the Rempang community, constituting a violation of human rights. The objective of this research is to examine land rights and assess the extent of legal protection provided by the government to uphold the human rights of the Rempang community. Utilizing normative legal research methods and a conceptual approach, the research finds that customary land, traditionally held by the community, is not adequately recognized under Law No. 24 of 1997 concerning Land Registration, specifically Article 9, paragraph (1), which excludes customary land from land certificate registration.Keywords: Ulayat Land, Human Rights Protection, Agrarian Conflict.

Abstract

This research aims to examine the implementation of structural landslide disaster mitigation policies in Rejang Lebong Regency. The study is qualitative descriptive research, with data collection carried out through observation. The data analysis technique involves data reduction, data presentation, and drawing conclusions. The findings show that the implementation of landslide disaster mitigation policies in Rejang Lebong Regency has been carried out according to the targets set by the Head of the Agency in the performance agreement, which each relevant sector must implement. However, these targets have not been fully achieved. Despite coordination among agencies to meet the policy goals and evaluation through the Government Agency Performance Report, implementing the landslide mitigation policy has not yet reached optimal results. Therefore, it can be concluded that the implementationof landslide disaster mitigation policies in Rejang Lebong Regency has not been maximized. Abstract

The Mangkuhung Village officials’ performance in providing public services to has not been optimal as evidenced by frequent complaints regarding the services provided. This quasi-qualitative research aims to obtain a general description and analyze the performance of village officials in providing public services in Mangkuhung Village. The research results showed that some officials have understood their duties and functions, but the village government had not disseminated the standard operating procedure for public services to the people, and there had been no routine training conducted by village officials. In the innovation aspect, public services were still carried out conventionally. As for the speed and accuracy of work, it was quite well, although there were some employees were not quick enough in responding to public complaints. In the aspect of cooperation, there were obstacles related to the lack of routine coordination both internally and externally. In conclusion, the performance of Mangkuhung Village officials in giving public services was in fairly good category. This research recommends strengthening budget priorities for training/technical guidance activities to increase the capacity of village officials, and to strengthen telecommunications networks in Mangkuhung Village. Abstract

Bogor City often faces the risk of natural disasters, such as floods, landslides, and strong winds. Community resilience in disaster management is a crucial factor in facing these challenges. This research aims to determine, describe, and analyze the Bogor City Regional Government in building community resilience in flood disaster management, specifically the steps taken by the local government in building community resilience in flood disaster management, and the challenges in building community resilience in disaster management in Bogor City. The research method used is the qualitative design with a descriptive method with data collected using interviews, observations, and taking sample criteria based on risk levels, geographic location, and participation in mitigation. The data were examined using Fuller’s resilience theory, namely anticipation, preparation, response, and adaptation. The research results showed that in the anticipation dimension through an early warning system (EWS) installed at various points, the community was able receive early warnings and take preventive actions. In addition, training programs such as SPAB and Disaster Resilient Villages. While in the preparation dimension, the community identified potential disasters in the residential environment by mapping local risks such as geographic conditions and infrastructure. The use of EWS and utilizing disaster history were also important to measure risk. After that, the preparation of a family evacuation plan must include identifying safe routes, gathering points, and routine evacuation simulations, so that each family member was ready to face an emergency situation and prepare communication using alternative communication tools such as radio or applications that do not depend on the telephone network. Furthermore, from the response dimension, the Bogor City community responded to the disaster with concrete actions such as independent evacuation and reporting to authorities via social media or emergency telephone numbers. Finally, in terms of adaptation, the community took concrete steps, such as building embankments as well as planning and evacuation. Keywords: Community Resilience, Disaster Management.

Abstract

Handling disaster emergencies with the Integrated Emergency Management System through the LAKA SI LASER program has the aim of exploring the collaborative process of handling disaster emergencies that occur in Pinrang Regency. Handling disaster emergencies through the LAKA SI LASER program refers to the concept of collaborative governance put forward by Emerson. The three dimensions measured are collaboration dynamics, collaborative actions, impact and adaptation of the LAKA SI LASER program. Qualitative research method with a case research approach that explores information on handling disaster emergencies within the Pinrang Regency BPBD and agencies involved in handling disaster emergencies. Strengthening case studies using data triangulation. Collaboration through the LAKA SI LASER program shows the fact that in dealing with disaster emergencies, not involving all agencies in the LAKA SI LASER program to handle disaster emergencies and also minimal facilities for handling disaster emergencies. However, the collaboration carried out provides benefits for each agency participating in the collaboration to handle disaster emergencies. Keywords: Collaboration, Disaster Emergency, LAKA SI LASER.

Abstract

Fire is one of the most frequent disasters in Bantul Regency. The increase and decrease in the number of fire disasters require fast and precise handling by the Fire and Rescue Department. This study analyzes various strategies and efforts that have been made by the Fire and Rescue Department of Bantul Regency in dealing with fire disasters in Bantul Regency. In this research, a qualitative approach was used. The data collection techniques were interviews, observations, and documentation. The results showed the Fire and Rescue Department have integrated three main aspects in their strategies, namely objectives, policies, and programs. The formulated objectives formulated have met the criteria that are clear, measurable, have a time limit, and are relevant to the formulation of the strategy. In addition, existing policies have supported the strategies while providing limitations on operational actions. The designed programs have also been aligned with the established strategies. However, several policies and programs have not been able to be implemented optimally due to budget constraints and lack of personnel.
