Abstract

The increase in the population of Palu City has implications for increasing community activities and affecting waste generation, if it cannot be managed properly it will cause various problems. The regulations issued by the Palu City government which prohibit people from littering are often ignored. This research aims to analyze and describe the role of the Palu City Satpol-PP in enforcing regional legal products regarding waste management and cleanliness by identifying and analyzing supporting and inhibiting factors, as well as what efforts are being made. This research employed a descriptive method with a qualitative approach. Data collection techniques were conducted through interviews, observations, and document studies. The results of this research show that the Palu City Civil Service Police Unit has carried out its role well as a regional law enforcer regarding cleanliness, in this case, its role as a stabilizer, innovator, modernizer, and pioneer. However, there are still several obstacles, including a lack of public awareness and limited Civil Servant Investigator personnel. Thus, the Palu City Civil Service Police Unit is intensively carrying out outreach and counselling to the community and business actors, taking a humanist and persuasive approach, as well as increasing the number of Civil Servant Investigators.

Abstract

The author's interest is in acquiring the title due to the discovery of a Khilafatul Muslimin group in Cimahi City that has been actively disseminating radical beliefs since the 2000s. In contrast, Cimahi metropolis, known as the Army City, can be presumed to be a secure metropolis free from radicalism. The objective of this study is to assess the effectiveness of early identification and preventative measures in mitigating the spread of extremism. Furthermore, it is crucial to identify the barriers that develop during the implementation of early detection and prevention, as well as the measures taken by the Cimahi City National and Political Unity Agency to address these hurdles. The research employed a qualitative descriptive methodology, utilizing an inductive technique. The data sources utilized in this study encompass both primary and secondary data sources. The employed data analysis procedures encompass data reduction, data display, and data verification. Common methods of data collection are interviews, observations, and documentation. According to the findings from interviews, field observations, and documentation collecting, the current implementation of early detection and prevention measures to combat extremism in Cimahi City has not been effective due to a lack of intelligence expertise. The current challenges encompass the scarcity of skilled personnel and constrained financial resources to facilitate the execution of early identification and prevention measures. Efforts to address current challenges including incorporating members into intelligence science education and training programs, as well as enhancing supervision in the community settings that are exposed to extremism. To implement early detection and prevention effectively, it is necessary to enhance the directing function by assigning competent individuals to vacant positions and providing them with additional education and training in the field of intelligence science. Furthermore, close coordination with the Cimahi City Regional Leadership Coordination Forum is essential to facilitate the deradicalization program.

Abstract

Land abuse was a prevalent issue in many areas, with frequent cases of unauthorized use of government land and construction of buildings without proper permits. Tulang Bawang Regency's Regional Regulation No. 2 of 2018 was designed to address these issues by regulating public order and community tranquility, specifically focusing on the orderly use of land and buildings. The regulation was enforced by the Tulang Bawang Regency Pamong Praja Police Unit. This research, which employed qualitative methods including observation, interviews, and documentation, evaluated the implementation of Regional Regulation No. 2 of 2018. The findings indicated that while the Pamong Praja Police Unit adhered to procedural standards, the implementation was suboptimal, with many areas still exhibiting disordered land and buildings and insufficient follow-up from local authorities. The research concluded that the Regional Government needed to provide more support to the Pamong Praja Police Unit to enhance the enforcement of regulations and achieve better public order and tranquility in Tulang Bawang Regency. The Pamong Praja Police Unit played a crucial role in monitoring illegal buildings and assisting the Regional Government in enforcing the applicable regulations.

Abstract

Sintang Regency still faces problems in the context of public order, primarily related to alcoholic beverage business licenses. This study aims to describe and analyze the enforcement of Sintang Regency Regional Regulation Number 13 of 2017 concerning Public Order by the Sintang Regency Pamong Praja Police Unit, specifically regarding alcoholic beverage business licenses. The research method is descriptive-qualitative. The results showed that in carrying out the duties and functions of enforcing regional regulations, the Satpol PP of Sintang Regency faced problems related to the lack of public understanding of obtaining business licenses and also the Pamong Praja Police Unit, which did not provide sufficient understanding to the public regarding related regional regulations. In conclusion, the enforcement of Sintang Regency Regional Regulation Number 13 of 2017 concerning Public Order by the Sintang Regency Pamong Praja Police Unit is quite well implemented. It needs to be strengthened in several aspects, including by conducting intense socialization activities, strengthening leadership commitment, and employee participation in training activities relevant to duties and functions.

Abstract

The Ministry of Social Affairs administers the Family Hope Program (PKH), a poverty alleviation and social protection initiative providing conditional non-cash assistance to individuals with social issues (PMKS), focusing on health, education, and social welfare. This research aims to evaluate the implementation of the Family Hope Program in Manado City, identify the challenges and obstacles encountered, and assess how the Manado City Social Service addresses these issues. The research employs a descriptive qualitative research method with an inductive approach. Data were collected through interviews, observations, and documentation, and analyzed using techniques including data collection, reduction, presentation, and conclusion drawing. The findings indicate that the implementation of the Family Hope Program in Manado City aligns with William Dunn's evaluation theory, meeting six key indicators: effectiveness, efficiency, adequacy, equity, responsiveness, and accuracy. The program's implementation is assessed as satisfactory across these indicators.

Abstract

Social protection efforts are one of the main supporting factors for a successful social welfare development. Therefore, data on social welfare service needees must be updated continuously and the appropriate services can be provided immediately. However, Kutai Kartanegara Regency experienced obstacles in the process of updating the data, hence the SIMASOS was created. The purpose of this research is to describe and analyze social protection through SIMASOS Media from the Social Service in Kutai Kartanegara Regency, East Kalimantan Province, as well as the supporting and inhibiting factors. This research was conducted using a descriptive qualitative method based on the theory by Sabates-Wheeler and Devereux, which examined social protection in four indicators. Social protection through SIMASOS Media data collection was implemented by fulfilling the indicators of protective, preventive, promotive, and transformative dimensions. However, one of the indicators, namely transformative, was not implemented properly due to the lack of policy follow-up on reports received through the SIMASOS media. Social protection focuses on the implementation of programs created by the government, but innovation is also needed so that the goal of a prosperous country can be achieved. One of which is through Social Welfare Service Recipients (PPKS) data collection using SIMASOS media which is based on four dimensions by Sabates and Wheeler. It was found that the supporting factors for the research object were the availability of a legal basis and the selection of the right application, while the inhibiting factors were the lack of socialization of SIMASOS media to the people of Kutai Kartanegara Regency, as well as the lack of manpower and quality of human resources responsible for the media at the Kutai Kartanegara Regency Social Service. Abstract

The objectives to be achieved in this study are to analyze and describe the Communication Strategy of the Tangerang City Civil Service Police Unit Banten Province to Anyar Market Traders; analyze and describe the supporting factors and inhibiting factors in the Communication Strategy of the Tangerang City Civil Service Police Unit Banten Province to Anyar Market Traders; analyze and describe the efforts that hinder the Communication Strategy of the Tangerang City Civil Service Police Unit Banten Province to Anyar Market Traders. The research design used is a qualitative descriptive approach, the data collection techniques used are interviews, documentation and observation. The theory used by the author is the theory of strategy according to James Briann Quin which has dimensions including goals, policies and programs. The results of the study show that the Communication Strategy of the Civil Service Police Unit in the relocation of Anyar Market traders in Tangerang City has been running well and succeeded in moving the Anyar market traders to the relocation site provided, this has been described in accordance with the dimensions and indicators of the theory that the author uses, by having a communication strategy used by the Tangerang City Government such as bidding, socialization and dialogue with Anyar Market Traders which is carried out in accordance with conditions in the field and prioritizes the common interest. The inhibiting factors are that the relocation places are far apart; the existence of provocateurs. Supporting factors are, 1) Good coordination and communication with the agencies involved such as PD. Market, Indagkop, Tangerang City Metro Police, Transportation Department, Environmental Service, Kesbangpol 2) have various ways to approach such as wawaran by notifying the Traders by using cars and loudspeakers for sounding related to relocation, socialization by providing direct understanding regarding the process of moving to the relocation site and dialogue with the Anyar Market Traders regarding the obstacles faced. Abstract

The Community Protection Unit (Satuan Perlindungan Masyarakat/Satlinmas) has a task plays an important role in maintaining public order and security during the general elections to ensure the smooth running of the democratic process. Satlinmas units in Indonesia, including in Karang Bindu Village, face challenges in the simultaneous elections, such as a lack of understanding of their roles and responsibilities, lack of training and knowledge about the election process, and lack of adequate resources. This research aims to identify and analyze these problems so that the capacity of the Satlinmas can be increased in facing the simultaneous elections in Karang Bindu Village. This research used descriptive qualitative method with an inductive approach. The data were collected through observation, interviews, and documentation, and then analyzed through the stages of data reduction, data presentation, and drawing conclusions. The research showed that the capacity building of Satlinmas in facing the 2024 simultaneous general elections in Karang Bindu Village has not been optimal. Abstract

The rapid development of information technology brings new challenges in maintaining public security and order. The Community Protection Unit (Satlinmas) in Tanah Bumbu Regency needs to improve its effectiveness in facing these challenges, in terms of ability, expertise, and knowledge. This research qualitatively analyzed efforts to empower Satlinmas members in Tanah Bumbu Regency based on Sumadyo’s theory, which consists of Business, Human, Environmental, and Institutional Development aspects, with an inductive approach. The research results showed that the empowerment efforts made have covered several aspects but still face a number of obstacles. Limited budget, lack of synergy between institutions, low community participation, and minimal infrastructure are the main inhibiting factors in increasing the capacity of Satlinmas members. To improve empowerment results, it is recommended to further encourage village governments to use village budget and funds, further socialize community protection, strengthen the synergy between the Community Protection Task Force and Satlinmas, and provide allowances and insurance for Satlinmas members. Abstract

Public order, peace, and community protection are under the responsibility of the Civil Service Police Unit (Satpol PP). The high prevalence of violations requires effective enforcement of the Regional Regulation on Public Order, Tranquility, and Community Protection. This research was conducted to analyze the implementation and enforcement of Bandung City Regional Regulation Number 9 of 2019 using a quasi-qualitative method with an inductive approach. Bandung City Government has established clear regulations regarding the matter. Unfortuantely, several challenges resulting from inadequate facilities and incentives for regional regulation enforcers persist, particularly for members of the sub-district Linmas and Linmas task forces at sub-district and city levels. This research shows that the implementation of relevant regulation by Satpol PP is categorized fairly good. Several aspects in the implementation can be further improved.
