Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes

Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

Abstract

This article aims to look at the development of The Contingency Theory of Leadership which had developed in the 1970s, but declined in the 1990s, and has begun to be considered relevant again in handling major crises in recent years, including Covid-19. The study used a descriptive qualitative method to review the related literature. The Contingency Theory of Leadership with the main approach to leadership appropriate depending on the environmental situation that arises in the context of a particular action or behavior. Discovered in 1964 by Fiedler, then expanded in 1970, slowly declining until the 2010s. The number of catastrophes and major disasters in the world proves that the response of a leader to a crisis that is considered successful is one that can adapt to the context and circumstances. Some of the leader’s characters that are relevant in crises are Achieving Situational Awareness, Adaptive Decision Making, Communication, Energy Management, and Learning. A crisis is a situation that requires high leadership sensitivity. It takes a certain character that can help with proper handling both before, during and after a crisis.

Abstract

Political neutrality in bureaucracy is facing new challenges in the digital era. Due to its easiness in expressing someone’s political views, social media has been chosen by people to be actively involved in politics, including government officials. Public administration scholars believe that to maintain its professionalism, government officials should ethically take a clear distance from practical politics. In order to maintain such professionalism in offline world is easier than in online one. Even though online political activity of government official is apparent, very limited studies had conducted in the area. This study aim is to portray the online political activity of government official by using Indonesian 2019 election as the case study. A datamining from social media is used to collecting the data. Content analysis by using both quantitative and qualitative approach is used for analysing the data. Data is first captured using datamining and then quantitatively displayed using descriptive statistics. Qualitative analysis is conducted for gaining the identity of government officials in certain social media accounts. The result indicates that some government officials were unable to maintain its political neutrality. Further discussion on how political neutrality might challenge administrative ethics is discussed in the full paper.

Abstract

This research aims to learn the role of each government agency and community involved in the policy program for reducing maternal and infant mortality rate in Jember district. Then hope to come up with recommendations for strengthening the role of stakeholders in an effort to realize good governance. Given that in 2012, Jember district was listed as the district with the highest IMR and MMR in East Java. One of the collaborative policy programs launched to reduce the high IMR and MMR in Jember Regency is the Copy of Decision of Jember Regent Number: 188.45 / 101.1 / 012/2015 About Perinatal Maternal Audit Team of Jember Regency Year 2015. The descriptive qualitative research method used (before the C19 pandemic) was in-depth interviews, three FGDs with stakeholders. Data analysis by Spreadly analysis (taxonomic analysis, component analysis and cultural themes). The results showed that the ego-centricity of each government institution was still very prominent, and community participation was still mobilizing. Thus, efforts to strengthen collaborative governance roles are needed through the role of leading actors who are strongly committed to directing, controlling and monitoring policy programs that have been made.

Abstract

The complexity of development that occurs in development problems where stakeholders have difficulty in determining problems and finding solutions to these problems. This is due to the many actors involved with different needs and interests, so that the results of development are not of many benefits received by all levels of society. Musrenbang as a local development planning forum identified in this study as an network organization of local development planning, aims to encourage the involvement of stakeholders in designing local development planning programs. This study aims to develop a network model of local development planning in Bone Regency. The research uses a qualitative approach and consists of primary data and secondary data. The data collected is then processed throught data reduction. The results of the study show that the network model of local development planning has not been implemented, as can be seen from the absence of development programs oriented to the community, especially the poor. This shows the high level of poverty in Bone Regency.

Abstract

The Commitment of one of the state companies PT. Pertamina in implementing Social and Environmental Responsibility (TJSL) is realized in various CSR activities covering the fields of education, health, environment, infrastructure, community empowerment, disaster management, and special assistance. The realization of activities is carried out by all working units of Pertamina's CSR functions, both at the head office, unit operations, and subsidiaries such as the Sungai Pakning Refinery Unit (RU) II Production. Pertamina implements CSR programs for people, planet and profit (3P) purposes. This goal is the focus of Pertamina in running its operations, where products are developed and services provided care about environmental sustainability, especially the earth for the interests and future of future generations. Pertamina's CSR focuses on four issues that become its pillars, namely: Pertamina Cerdas, Pertamina Sehati, Pertamina Hijau, and Pertamina Berdikari. This article is the result of research conducted with qualitative methods with a participatory approach.

Abstract

Walaupun pembangunan kapasitas aparatur pemerintah wajib dilaksanakan, namun pada pelaksanaannya di lapangan belum sesuai dengan yang diharapkan. Berkaitan dengan hal tersebut, penelitian ini bertujuan untuk mengetahui masalah-masalah dalam pelaksanaan capacity building aparatur pemerintah kecamatan se-Kota Bengkulu dalam memberikan pelayanan publik. Metode penelitian menggunakan pendekatan deskriptif kualitatif. Informan penelitian berjumlah 21 orang yang terdiri Camat dan staf kecamatan Kota Bengkulu, masyarakat Kota Bengkulu, dan mahasiswa. Pengumpulan data penelitian menggunakan wawancara, dokumentasi, dan studi pustaka. Hasil penelitian menyimpulkan bahwa dalam pengembangan kapasitas aparatur pemerintah kecamatan se-kota Bengkulu masih terdapat berbagai masalah diantaranya: 1) masih terdapat pegawai tamatan SMA, 2) usia pegawai didominan oleh pegawai dengan kisaran usia 40 tahun keatas, 3) tingkat pendidikan pegawai yang belum mampu untuk menjalankan tupoksi yang ada secara maksimal, 4) sistem kenaikan pangkat yang belum transparan dan masih bersifat administratif, 5) database sudah ada tapi belum maksimal untuk memberikan informasi, 6) serta adanya kelemahan pada pola diklat. Dengan demikian masalah-masalah tersebut akan berdampak pada kurang maksimalnya pelayanan yang diberikan oleh aparaur pemerintah kecamatan kepada masyarakat.

Abstract

Dynamic Governance shown in this study aims to reveal various programs and activities within the scope of government that must always be oriented towards the public interest with the various challenges and anticipatory requests for Covid19 on the implementation of a new lifestyle policy in Pekanbaru City with policies, understanding the objectives that must be implemented. overall. This study aims to see the Dynamic Government of Pekanbaru City in Implementing the New Lifestyle Policy during the Covid19 pandemic. The method used in this research is a qualitative method based on the postpositivism or interpretive philosophy, used to examine the conditions of natural objects, where the researcher is the key instrument. This result is that government programs in overcoming Covid19 through the New Lifestyle policy, research have not answered existing problems so that they have not been able to produce and implement adaptive policies (adaptive policies) through the development of dynamic capabilities (including the ability to think ahead, think again, and think crosswise. ) in the process of implementing the New Lifestyle policy during the Covid pandemic19

Abstract

Abstract Law Number 23 of 2014 concerning Regional Government clause 29 verse 5 explains that "The strategy for accelerating regional development as referred to in clause (4) covers the priority of development and management of natural resources in the sea, acceleration of economic development, socio-cultural development, humans development resource, development of customary law related to sea management, and community participation in development. Economic growth is one indicator of economic success in Indonesia, but in the course of economic growth there are several economic problems. The main economic problems according to Adisasmita (2005: 201) are (i) consumption; (ii) production; (iii) distribution; and (iv) growth. Economic growth of Indonesia depends on the production of goods and services in the real sectors produced. Surabaya is the second largest city after Jakarta in Indonesia, it is important to explore local economic potential and regional economic competitiveness to encourage the acceleration of the regional economy. The potential of local economic may not be competitive with all districts in the East Java Economic Province. Location Quotient and Shift Share analysis can be a basic calculation method for determining the acceleration of economic development in a region. Based on the Location Quotient analysis, it can be seen that the three main potentials of the local economy are the company's service sector (LQ = 3.056); and the sector of providing accommodation and food drink (LQ = 2,818); financial and insurance sector (LQ = 1,937). While the three main sectors that are competitive are large and retail trade (SS = 11,172.2); car and motorcycle repair sector (SS = 8,113,6); and the sector of providing accommodation and food drink and processing industries (SS = 7,616,7). It can be concluded that the leading sectors and competitive sectors can be used as the basis for accelerating the economic development of Surabaya City.

Abstract

Job Satisfaction is a cognitive assessment of an employee's effective evaluation of work. Employee satisfaction at work must be the main thing to be realized before satisfaction service is provide to customer. Employee who have good satisfaction at work will give a good performance, because job satisfaction is results of assessmet of employee performance toward job quality. Employee are inseparable from work culture of organization. Therefore, to improve value and image of organization, a service culture is needed to increase work satisfaction. This research uses quantitative methods with survey strategy. Determination of respondent using total sampling techniques. While data were collected using a questionnaire instrument that was valid and reliable. The collected data was processed used IBM SPSS application version 20.0. Analysis of research data was used path analysis. This study found that work culture have direct and indirect effects on job satisfaction of employee in Health Office of Pariaman City.
