            Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. That which looks like a road to Directorate General of Highways is a lifeline to citizens, a framework for development for regional government, and a source of livelihood in road construction. These four different perspective of stakeholders form the basis of innovative collaboration in the acclaimed Provincial Road Improvement Program (PRIM) in NTB. Quality of regional roads and road maintenance has vastly improved through the program, and its success lies in collaboration. This paper presents the four perspectives of the collaboration and concludes with lessons learnt. Representatives of each will be present at the IAPA conference presentation. (1) Local government of West Lombok will report how PRIM has resulted, in more productive investment in roads, and also how civil society engagement adds value and how managerial support improves regional government capacity. Local government will also indicate how the grant mechanism, hibah jalan, provides a valuable incentive to improve design and construction quality. (2) A representative of the Forum Lalu Lintas dan Angkutan Jalan, will describe the social inclusion aspects of PRIM, and how the outcomes satisfy real community needs. (3) A representative of the local engineering profession will demonstrate how PRIM enables them to be more professional and how it helps construction companies to gain a better business reputation. Nowadays, the demand for people mobility is getting higher. The breakthrough of online application-based transportation innovation such as Go-Jek combining transportation with communication technology through smartphone requires the people to decide which transportation is most compatible to their need. The presence of something innovative in many areas can get resistance, so can the presence of ojek online (online taxibike) in Garut Regency getting resistance from conventional transportation, particularly ojek pangkalan (base taxibike) and city public transportation (angkot) ending up with conflict. This research aims to provide an alternative solution by means of organizing conflict mapping, conflict resolution process, and conflict resolution. Research method employed was qualitative approach, while data was obtained through observation and interview with 8 informants. The result of research showed that factors becoming the main source of conflict are social factor related to the passenger preferring ojek online, ojek online picking up passenger in ojek pangkalan and city public transportation areas and economic factor including cheaper tariff of ojek online.

There are many issues of infastructure especially in the remote area in the islands of Indonesias and goes viral about collapsed bridges and how students and teachers transported to their school by crossing the collapsed bridges where is the only way to go to their school in the cross of their village. Although the government authority and Standard Operation Procedure are in ruled and structured but still collapsed bridges happened in Indonesia. The main objective of this study is to analyze why the monitoring are failed, learning from the case of the collapsed bridge happened in Nusa Lembongan island in Bali. This study employed the qualitative descriptive methodology. The data collection techniques used were literature study, observation, and interviews with the goverrnment authority in PUPR Department and Klungkung Municipality and stakeholders in Nusa Lembongan Island. The study results shows that due to unclear division between central and local government role and budget, the division of monitoring and maintenance of bridge infrastructure has become unclear resulting in an accident. The unclear owner of the assets of the bridge caused the maintenance of the bridge to be displaced. The cased of collapsed bridge in Nusa Lembongan happened because of the unclear distribution of authority in the monitoring and maintenance between the Bali Provincial and Klungkung Municipaity Government.

The marine ecosystem on the coast of Nusa Lembongan is one of the tourist attractions such as coral reefs, mangrove forests and others. The high number of tourist visiting the island also impacts tourism facilities. Increased tourism also has the opportunity to damage the marine ecosystem. Therefore needs a collaboration among stakeholders in maintaining the sustainability of the marine ecosystem . The purpose of this research is to find out and analyze also to find a collaborative model of stakeholders such as government, private sector, community and traditional institutions in preserving the marine ecosystem in Nusa Lembongan. The research is using a qualitative descriptive approach with determining informants technic is purposive sampling. Local government collaboration model in conserving marine ecosystems by strengthening the role of stakeholders at the local level such as: 1) signing memorandum of understanding for creating regional regulations as a policy of the Klungkung Regency; 2) writing in to a local wisdom (awig-awig) as a local policy of the local wisdom institutions (adat); 3) writing into the policy of the tour operator; 4) implement the Tri Hita Karana concept and creating a memorandum of understanding for all parties.

The purpose of this paper is to examine the effect of financial performance in banking securitization in Southeast Asian. In particular, the authors examine two important issues. First, the ABS (Asset-Backed Securities) effect on Return on Assets (ROA) as indicators of firm profitability. Second, bank securitization improved profitability by securitizing its portfolio loans to investors to get liquidity. The authors used a sample of 12 commercial banks in Southeast Asian Countries (including Indonesia, Singapore, Thailand, Malaysia, and the Philippines). A data panel regression model was used from 1998 to 2018. The results show that ABS has found a significant positive on ROA as an indicator of firm profitability. On the other hand, ABS has a negative relationship with the size as a moderating variable on ROA. Furthermore, banks can liquidate loans to finance the liquidity they need without dependence on traditional sources of funds (deposits, savings, and current accounts). Public policy accountability is one of the essential concepts in public policy study, as it is a parameter to assess the performance of policymakers and implementers. The primary purpose of this study is 1) to know the performance of the implementation of food security policy; 2) to understand the cross-sector collaboration process as a strategy of public policy accountability. Based on the matching pattern and time series techniques, food policy accountability is still low in Bone Regency. This accountability issue happens because the performance of food policy implementers is still weak, and the cross-sector collaboration process has not been effective. Recruitment and selection of civil servant is an effort of the Government of Indonesia to get a competent civil servants. The 2018 recruitment and selection of civil servant process was using merit system that is conducted online. But in its implementation, there are still many problems found at the Ministries / Institutions and Regional Government levels. This article discusses the issues in the 2018 recruitment and selection of civil servant process, and how ideally the process is supposed to be carried out. The method used in this article is literature review, both from journal articles, news articles, and other data that support research. The findings of the study show that the implementation of the 2018 recruitment and selection of civil servant still leaves some problems. But in this article, authors focuses on problems that are not getting much attention from many parties, such as the lack of attention from government to the needs of employees with future potential, and the subjectivity of the selectors in the interview process. The researcher recommends that the government needs to apply the concept of future potential skills in recruiting prospective civil servants and blind interviews to recruit a competent candidates. The aim of this study is to analyze the effect of media coverage on the Village Fund corruption to the community's trust regarding with village performance, especially village government. Village is sub system of local government. This research uses quantitative with explanatory method. The collecting the data uses questionnaires while, samples were 60 people. Sampling using stratified random. The study uses inferential statistical tests. Hypothesis testing is done by the coefficient of determination test; f test; and t test. Based on the results of the data obtained, it was found that there was an influence of reporting on the corruption of the Village Fund to the community trust on village government performance. The coefficient of determination test shows that the three variables of the media agenda, public agenda, and policy agenda affect the variable of village community trust by 52.7%. It can be concluded that media coverage has an effect on public trust. Thus, it is strengthening the concept of the penta helix in governance. This present research aims to analyze the interferences of the Bandung Creative City Forum (BCCF) as a representative of creative economy communities in the development of creative economy in the City of Bandung. This research is descriptive research with post-positivist approach and used in-depth interviews as well as document studies as the data collection methods. The results show that the BCCF as an independent societal organization concerned with the development of creative economy in the City of Bandung was able to run a number of internal and external activities effectively and made physical and social contributions directly felt by citizens and the city. However, the BCCF is faced with the reality that in the meantime, they are utterly different from they were in the forgoing two periods. Problems of water supply in coastal areas become difficult job for government, especially local government. Required a variety appropriate strategies to cope with water scarcity. one of them with the implementation of HRM with a view to improving the performance of employees that will impact on organizational performance. This study was conducted to see the HRM strategy to applied water management in Jeneponto. Descriptive qualitative research method was chosen to manage the data collected from observation, interviews and secondary data collection. The results from this research is that HRM strategies in the management of clean water as seen from indicators such as: 1) Recruitment and Selection System; 2) Training and Development; 3) Performance and Appraisal System; and 4) Compensation System; 5) Retention Plans and Culture has not been able to improve performance in the management of clean water in Jeneponto district, South Sulawesi. Lack of attention to education and training influences employee creativity in finding clean water supply solutions. In addition, the delay in provision of employee benefits reduces motivation and performance of employees in providing solutions to problems that occur in the management of PDAMs in Jeneponto district.
