Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes

Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

Abstract

For the Regency/City General Election Commission (KPU) that does not hold the 2020 Regional Head General Election (Pilkada), the annual budget is only sufficient for operational and personnel expenditure. The lack of operational budget led the KPU leadership to look for ways to make operational activities run with innovation and using the minimum budget or without the budget. This study aims to determine how programs and activities can run with minimal or no budget with innovation and motivation from leaders and staff. This research method uses qualitative methods with primary data collection techniques through in-depth interviews and secondary data through literature studies. The results showed that programs and activities could run with minimal or no budgets accompanied by strong motivation from the leadership and staff. The conclusion of this research is that programs and activities can run along with strong innovation and motivation.

Abstract

This study attempts to provide a modest contribution in the field of public administration by giving emphasis on human capital development which can be made possible through industry-academe-government collaboration otherwise known as the triple helix model of innovation. This model shows the dynamics arising from the interactions between the three principal institutional spheres in an economy – academe, government, and industry. The study examines the various partnership initiatives of identified Local Colleges and Universities (LCUs) in Metro Manila aimed at producing better quality graduates who can contribute to economic development. Using desk study and Key Informants Interview (KII) in gathering data, it was found out that LCUs are already into various engagements with the industry though still very limited as the usual partnership modes cited are on internship, scholarship, physical resources sharing, and faculty training. There are only few programs jointly designed by the university and industry with government participation but can be a good benchmark for other LCUs and local government units. The study draws the following suggestions for policy consideration: to promote triple helix model of innovation in human capital development programs; flexibility to design courses relevant to the community; government incentives for companies collaborating with universities; institutionalization of industry practitioners involvement in curriculum development; provision of timely and usable labor market data; and creation of LCUs particularly in the provinces and capacitating them using the triple helix model.

Abstract

The concept of New Public Service emphasizes on that government is responsible to provide fast, easy and inexpensive service to the people as citizen. So far, Government of Indonesia has not been able to provide this service even many services are marked by corruption. Mentality of being served than providing service is still massive. It is because low moral culture of the Civil servants to serve and expert professionalism as civil servant. The low moral quality and professionalism of the Civil Servant cause the service in Indonesia is still complicated and takes long time. This weakness becomes the opportunity for corruption. The right training and recruitment process could minimize corruption potency in law enforcement. Through this training, besides improving individual and institutional moral, it also improved the service competence as required in the context of present public administration.

Abstract

Street vendors are informal types of work (small businesses) that arise primarily in urban areas, carried out by low-income people (daily salaries), have limited capital, and consist of only one worker (self employed). The presence of street vendors in various major cities in Indonesia, including in Denpasar City, has become a dilemma that creates pro-contra, and has the potential to clash between citizens and officials of government. This is because street vendors sell their wares in public places that are considered strategic, thus disrupting public order, and other public peace. On the other hand, according to one of the SDG’s programs, the government has an obligation to realize decent work for everyone. In the effort of structuring street vendors, as well as helping small traders of economic actors in the informal sector, the government of Denpasar City issues Denpasar City Local Law No. 2 of the year 2015 about Street Vendors. Therefore, an analysis is needed to find out the implementation of Denpasar City Local Law No. 2 of the year 2015, as well as to find out the supporting factors and inhibiting factors of its implementation. This research is a qualitative descriptive study, where the data obtained through the process of observation, interviews, and documentation studies. Selection of informants through purposive sampling technique, and data analysis techniques using Merilee S. Grindle's theory of policy implementation and contingency theory by James Lester. The results of the analysis show that the implementation of Denpasar City Local Law No. 2 of the year 2015 for arranging street vendors is still faced with several obstacles such as: lack of location according to allotment, lack of adequate budget, evaluation that is rarely done, and sanctions that are not in accordance with what is written in the Regional Regulation and the lack of understanding of street vendors on the local law. An interesting finding is that it turns out that governemtn of villages and custom village have an important role in organizing street vendors in their areas.

Abstract

The purpose of this article is to frame the specific role of corporate social responsibility (CSR) by taking of regional potential development through Pertamina Aviation Hang Nadim Batam. The implementation of this corporate social responsibility (CSR) activity was carried out by Pertamina Aviation Hang Nadim of Batam. Pertamina implements corporate social responsibility (CSR) activities for people, planet, and profit purposes. During the period of June 2017-June 2018, this activities has relized 4 (four) CSR activites with the main headline “Desa Berdikari” all of which were held in Batu Besar Village, Nongsa District in Batam. The impact of this CSR activities is to reduce the number of youth dropping out of school, unemployment, as well as an increase in income, and a decrease in the number of malnutrition under-five. This article is the result of research conducted with qualitative with a describtion approach.

Abstract

Complexity and public policy are two things that cannot be separated. Determination and implementation of public policies is a complex process of interaction of all stakeholders loaded with interests, power, information, skills, and other resources. This shows the complexity in public policy that is not possible to be handled by the government alone but needs to involve all other stakeholders. So that to improve policy performance it is necessary to develop a network of all stakeholders in the implementation of public policy. This study aims to develop a network model in implementing food security policy in Bone Regency. This research was carried out in Bone Regency using a qualitative approach. Data sources used are primary data and secondary data. Data collection is done through interviews and observations. The results of this study indicate that the implementation of food security policy has not been effective. This is due to the lack of integrated food programs by all stakeholders. In this case, government agencies each design a food security program individually. Then, the Food Security Council as a network-based organization has not carried out its function in coordinating and synergizing stakeholders to design food programs that can prosper the people. As a result, poverty and food insecurity are still high in Bone Regency.

Abstract

This paper aims to describe village funds local accountability problem at local level (Masalembu District). Observations and interviews are used as data collection techniques. The research found that village government together with the Village Consultative Body (BPD) accountability on village funds development was weak, becouse there is no cooperative between Village Consultative Body (BPD) with village government. In conclusion that Village Consultative Body (BPD) needs to be involved in village development evaluating and planning.

Abstract

The Village Government is an institution that functions to organize village administration towards good governance. This study aims to analyze the implementation of the policy on the duties and functions of the village head in administering the administration of the Peana village, Pipikoro district, Sigi regency, Central Sulawesi Province, with reference to the aspects of communication, resources, disposition and bureaucratic structure. This qualitative research is carried out in Peana Village which is geographically isolated with limited infrastructure. Data were obtained from informants which are village officials and the community. Data are collected through observation to observe the behaviour naturally, original and spontaneous within a certain period of time to obtain careful, in-depth and detailed data. The data also obtained from documents originating from books, government regulations in the Peana Village Office as well as interview with the village secretary, village staffs and community members. The results showed that socialization about the content, purpose, direction and target group had not been implemented. Human resources, infrastructure and budget resources were inadequate. Village government disposition in responding to policies is not maximized. Bureaucratic structure in policy implementation, was not guided by standard operating procedure (SOP). The conclusion is that the task and function of the village head in the village administration is not optimally implemented, because the village head has not optimally responded regarding the administration of village administration. For this reason, the researcher recommends that the village head should be more active in responding to his duties and functions with the provided assistance by the academics, so that preparation and planning can be carried out effectively and efficiently.

Abstract

Employing Holt, et al.’s (2007) Readiness for Change Theory, this study investigates the readiness level among the local and central government employees to embrace the unanticipated Telework policy during the COVID-19 pandemic. For this purpose, individual perceptions of 383 respondents (237 central and 146 local government employees) were analyzed using the Mann-Whitney test. The statistical results reveal that the respondents who represent central government employees show significantly higher readiness level than their colleagues from the local regions. Further analysis at the dimensional level provides further explanation for this: It is evident that the central civil servant respondents show their superiority over local civil servant respondents on the three aspects, namely the level of understanding about the urgency of changing the way of working to telework, confidence in learning new skills to support telework, and awareness of the potential benefits of telework for themselves respectively. Interestingly, there is no significant difference between the two groups in terms of managerial support.

Abstract

Meritocracy is still a fundamental problem in political recruitment in Indonesia, especially in political parties. Although reform has penetrated all state institutions and the entire life of the nation and state, political parties became one of the institutions that remained unmoved by the old tradition even with several adaptations to follow the demands of democratization. This research was conducted with a qualitative approach to study the process of political recruitment in the Banten Province Golongan Karya Party, ahead of the 2019 General Election. It was chosen because of its existence as the most experienced major party. The results of the study prove that the poor face of political recruitment of legislative candidates is more determined by financial strength and nepotism. Formal selection is done, but the process is not accountable enough as well as the results. As a result, it will be closely related to the election of members of the legislature who have not only doubted their capabilities but also their integrity as reflected in the low quantity and quality of policies produced and the proliferation of corruption cases involving many legislative members at the central and regional levels.
