            Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. Bantuan Stimulan Perumahan Swadaya masyarakat (BSPS) is a government provided assistance to help renovate uninhabitable homes for low income communities. Pontianak City Government has implemented this program since several years ago. But in the implementation there is still a problem, the cause of problem is because in implementing this activity involves many parties who have different perception and create discretion in different decision making thereby impeding the implementation of program. It causes the implementation of program to be inhibited. For that it’s interesting if conducted a study to examine how collaboration in implementation of Bantuan Stimulan Perumahan Swadaya Pontianak City. Research was conducted qualitatively with descriptive approach using case study technique, using the collaborative theory proposed by Russell M. Linden. This paper aims to examine the implementation of the Government Resource Management System (GRMS) in order to address problems in local government and local financial management from the Smart Governance point of view. It is based on a qualitative descriptive research involving interviews with various stakeholders, observation and analysis of relevant document. In line with its focus, this research uses smart city theory focusing on one of the dimensions that is relevant to this research problem, namely, smart governance. This research finds that the City Government of Surabaya has implemented the concept of Smart Governance in the management of regional finance through the GRMS system. The implementation of Smart Governance is evidence from five criteria, which include: 1) Participation in decision making: manifested in E-Planning process; 2) Public and social services: materialized in E-Procurement process; 3) Transparent Governance: manifested in e-Planning and e-Procurement processes in which in E-Planning the community is involved in the formulation of development planning through E-Musrenbang, and the auction process in E-Procurement; 4) Political strategies and perspectives: materialized in all GRMS processes because the whole system of GRMS is a strategy that integrates bureaucratic activities from upstream (the top or decision making level) to the downstream (to the community or citizen) so that it represents good local government and especially local financial management. Watershed Management (DAS) is expected in the future to provide a framework towards achieving sustainable development. Watershed management itself is a renewable resource of plants, soil and water in order to provide maximum and sustainable benefits. Watershed management is a human effort in controlling the reciprocal relationship between natural and human resources with all its activities in the watershed. The goal of watershed management is to foster the sustainability and harmony of ecosystems and to increase the utilization of natural resources for humans in a sustainable manner (RLPS, 2002) In relation to watersheds, the Central Kalimantan region is an area whose surface is a river flow. This is evident from the availability of the lanting house as a community residence on the shore of the Kahayan river. There is also the presence of Handil or Saka within the Kahayan river area which is a sluice gate or known as tabat in managing the river, as well as the culture of catching fish which is called Mihing as a tool for Dayak people in fishing. From the previous research, the dissertation research (Sihombing 2014: 89) states that there is a local culture produced by local Dayak people in managing the river which is an innovation for the community to fulfill their daily lives. (Sihombing, 2016; 223) This is what is called the Indigeneous Knowledge System, which is the knowledge system of the local community which is considered as an originality or originality of the knowledge of the community. Departing from this thought, the research that has been carried out from the dissertation research derivative then the methodology used is qualitative ethnography with the aim of further exploring and studying the indigenous knowledge system in the Dayak community in managing the river, and this is what makes the concept of indigeneous knowledge system play a role in river management is seen from a review of the perspective of local wisdom that has been ingrained. This paper is also a continuation of the results of research that has also been carried out, which found that there is a correlation or relationship between innovation and knowledge systems of local communities, is a study of Public Administration in examining more broadly the implementation and understanding of social science in formulating policies that lead to fulfillment of community life needs and management.

This study aims to find out and analyze the process of implementing capacity building for fish processing business groups by the Fisheries Service in Sinjai District. Data collection in this study is through interviews, and documentation. Data were analyzed using qualitative analysis. The results showed that in the process of implementing capacity building for fish business groups through training carried out by the Sinjai Regency Fisheries Office it had ineffective. There are several obstacles faced in the effort to develop the capacity of fish business groups, among others: Development participants have an unequal or heterogeneous background, such as education, work experience, and age. This will complicate and hamper the smoothness and implementation of training and education because of their catching power, perceptions, and reasoning for the lessons given differently. The curriculum that is established and taught is not in accordance with the needs of the trainees, in addition to the duration of the material delivery time is very short. This research discusses about strategies to sustainable improve village status in the village of Kundur, Kepulauan Meranti Regency. The problems and phenomena in this study are the selection of Kundur village to be one of the priority development target villages, the lower the IKE value in 2018-2019, and the IDM calculation 2018-2019 The purpose of this research (1) to find out the social, economic and ecology conditions in the Kundur village, (2) to find out the strategies carried out to continuously improve the status of the Kundur village. The research method used is a mixed method. From the results of the study, the existing conditions of social security get a sccore of 0,878 economic resilience of 0,600 ecology resilience of 0,850. From the results of these scores get the Kundur village IDM score of 0,776. And the strategy that should be carried out by the Kundur village to improve the status of thee village is anaggresive and growing strategy, by making utilizing human resources in maintaining natural resources for sustainable development, innovation in adding village owned business entity (BUMDes) units in accordance with existing conditions, and addition of plantation production types.

For a long time, public sector was trapped in a false belief; a myth that it did not need to change, that it did not need to be strong, wiser, agile, dynamic, and adaptive to an everchanging environment as it became an inevitable factor for corporations, who had to maintain their competitive advantage in order to always to be more excellent than other corporations. This paper will trace that in the era of Fourth Industrial Revolution, the public sector has to earnestly get out of this trap and need to inject new DNA; not only entrepreneurship DNA, but also disruptive governance DNA that inducts on innovative disruption, agility, and dynamic governance so that it will not only carry out the routinized governance responsibilities, but it can also be present in the middle of the public with strong, wiser, agile, adaptive, and humane presence. The village as the smallest government in the formal scope of the unitary state of the Republic of Indonesia is currently an interesting focus to study, especially since the Village Fund Allocation (ADD) was rolled out by the central government of 1 billion per village, making the village actively build in all aspects. One of the focus in the development of the village communities is the health sector, as this area is considered as one of the main pillars in the effort to build a nation. Empowerment in the health sector is absolutely necessary as an alternative in adjusting the varying conditions of villages in Indonesia, in other parts the empowerment program also refers to adjustments from the world programs contained in the SDG's (Sustainable Development Goals). This paper tries to give perspective about the urgency of health empowerment for village communities based on capacity building as one of the ideas offered in preparing technical policies for the health sector in the village. Various programs to improve community welfare established by the government exist as an effort to solve the problem of poverty, the implementation of which must be accompanied by effective supervision so that the objectives of the program can be achieved. This article aims to explain the monitoring strategy for the implementation of programs to improve community welfare, by selecting the people's salt business program in the Eastern Indonesia region as a case study. The qualitative research method was carried out through interviews and observations, which were then strengthened by secondary data on the strategy of monitoring the people's salt business program. The findings in the field show that the implementation of supervision of the people's salt business program can run optimally, if the stakeholders involved in the supervisory task continue to coordinate well, carry out supervision according to a predetermined time, form a Coordination and Coordination Team in accordance with the direction of the Minister of Marine Affairs and Fishery. Slum areas are one of in Malang problems as the second largest city in East Java, especially along the Brantas River in the area of Jodipan village. According to Malang Local Government, Brantas River area is an area designated as a Green Space. Rearrangement of this area has not been done by the Local Government, and the area has turned into a densely populated area and Tourism Village. Guys Pro student group cooperates with PT. Indana Paint and supported by Malang Mural community are trying to promote the area. Although this violates existing regulations, the government still legalizes colorful villages as tourism areas. This is because the government has not been able to provide enough space to relocate citizen. Collaboration needs to be done by the Government with private sector to relocate citizen and rearrange tourism areas on the banks of Brantas River. PPP scheme will help government in handling costs and resources by the private sector. This research was conducted with descriptive qualitative and literature review methods. The Village Forest of Kenegerian Gunung Sahilan is one of the village forests that has been granted forest management permits by the Ministry of Environment and Forestry of the Republic of Indonesia in 2017. Management rights are given to Lembaga Pengelola Hutan Desa (LPHD) Kenegerian Gunung Sahilan which was represented by a traditional institution (ninik mamak). The institutional role has a considerable influence in the process of managing village forests so that social capital is needed. Social capital has a role as strengthening ties, relationships and networks among various institutions and social groups involved in village forest management policies.The purpose of this study was to analyze the formation of social capital in LPHD Kenegerian Gunung Sahilan. The method used in this study is aexplorative descriptive with a qualitative approach.The results of the study showed that at LPHD Gunung Sahilan had not applied the concept of social capital in village forest management activities optimally as evidenced by the lack of coordination between implementing actors, lack of community involvement and various activities dominated by certain groups. This causes the complexity and dynamics that are still very complicated, especially in social and economic aspects.
