Core Subject : Science, Social,
Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Abstract

The peat phenomenon that occurs in Riau Province negatively impacts the environmental conditions resulting from the management and utilization of peat ecosystem areas that are out of control and irresponsible. For example, forest fires and land that occurred have an impact of smoke haze that hit Riau and Sumatra region. This study aims to analyze the Effectiveness of Peat Restoration in Riau Province. This research is done by using qualitative method. The peatland restoration program that has been established in several districts in Riau Province is also influenced by several factors that influence the implementation process, including the following: (1) Conceptualization of Peatland Restoration Program. Since the restoration program has been rolled out, there are still many parties who do not understand what peatland restoration is. This caused inequality in the implementation of the restoration program. So far, the community considers restoration of peatlands to the extent of government tasks, and for local governments the restoration program is only a pilot project of the central government. In fact, it is wrong, therefore the conceptualization of this restoration must be clear and submitted continuously to the government apparatus, stakeholders and the community. (2) Implementing Institutional Preparedness The readiness of the implementing agency in this case is whether the institutions involved in this peat land restoration program are ready to implement with all the preparations in the form of activity designs, socialization to be performed, supporting funding, and how to respond to society. (3) The Encouragement of Good Local and Formal Figures at Provincial, District, District and Village Levels. In implementing peatland restoration programs, encouragement or support of parties other than those of the relevant official are indispensable, both formal and informal. The conclusions of this study indicate that overall government efforts to implement peat restoration have not been too effective. Some districts have successfully restored their peatlands but in some districts peat restoration has not been an important agenda in the formulation and implementation of policies in the district

Abstract

This study aims to analyze actor networks in the management of Protection Forest as the Pulai River. Pulai River Protected Forest is one of the protected forests on the bintan island of Riau Islands Province in addition to the protected forest of the cat hill, the mountain of galangal and the mountain of the deer. The protected forest of Pulai River is a buffer or provider of water reserves and also as a water catchment area for the Pulai River reservoir. The current level of damage to the protected forest of the river Pulai is very worrying. The damage is caused by illegal logging, conversion of forest areas to residential and community plantations and also the existence of oil palm plantations that enter protected forest areas. In this study qualitative descriptive approach with explanatory level will be used, to see patterns, meaning of actor objects, function, structure, institutionalization, rules of conduct, power relations and actor strategies, placing in-depth interviews as data collection cores. The author concludes that the network of actors in management in Forest Management as a Buffer for Water Resources in the Islands Region has not been formed. This is due to the lack of understanding and agreement that the forest issue is not only a matter of forest rehabilitation. Another thing is about the certainty of ownership rights over land which then has an impact on the fulfillment of the rights regarding the basic needs of the citizens who have been fulfilled. With the issuance of regulations relating to the settlement of land in forest areas, it is at least a new hope to address the core of the problem.

Abstract

In international development as noted at the Wikipedia, good governance is a subjective term that describes how public institutions conduct public affairs and manage public resources in the preferred way. Governance is the process of decision – making and the process by which decisions are implemented or not. The term governance can apply to corporate, international, national, local governance or to the interactions between other sectors in the society. (1) "What is Good Governance". UNESCAP, 2009. Accessed July 10, 2009. This paper explores the concept of good governance from different perspective that then emerges as a model to compare ineffective economies or political bodies with viable economies and political bodies. The concept centers on the responsibility of governments and governing bodies to meet the needs of the masses as opposed to select groups in society. Because countries often described as most successful are liberal democratic states concentrated in Europe and the Americas( 2) Khan, Mushtaq Husain (2004). State formation in Palestine: viability and governance during a social transformation: Volume 2 of Political economy of the Middle East and North Africa. Routledge. ISBN 978-0-415-33802-8. found at Google Books , good governance standards often measure other state institutions against these states. Aid organizations and the authorities of developed countries often will focus the meaning of “good governance “ to a set of requirements that conform to the organization agenda , making good governance imply many different things in many different contexts. (3) Poluha, Eva; Rosendahl, Mona (2002). Contesting 'good' governance:crosscultural perspectives on representation, accountability and public space. Routledge. ISBN 978-0-7007-1494-0.Thus this paper would adopt the concept of good governance in the Philippine context particularly at the grass root level- the barangay which is considered as the smallest political and yet influential political body in the society. This paper presents the focal area of good governance in terms of delivering public services to the people from different sectors of the society such as Education and Healthcare, Social Protection, Financial Management , Peace and Security, Business Friendliness, Tourism, Environmental Management and Disaster Preparedness.(4) DILG Memorandum Circular No. 2018-194 dated November 6, 2018. There will be some indicators and data requirements in each area of services that would suggest, prove and validate that good governance at the grass root level are met. Through these strategies, the abilities of public sector institutions particularly the barangays in the City of Makati as well as the entire country to deliver key services more effectively and efficiently will be strengthened an these would help a range of public private, civil society partners and stakeholders expand access to and improve the quality of community services.

Abstract

Disaster may occur anytime and anywhere, and is generally unpredictable. Therefore, the most important to do is disaster management to minimize any harmful impacts of disaster. To be more effective and efficient, it needs to involve all related parties. In regions, the relationship between village institutions is of high importance in disaster mitigation. This is because it is village administration (government) that is in direct relationship with community, and that the latter is one directly impacted by disasters in regions. Thus, in the context of disaster mitigation, the relationship between village institutions should be strengthened. Accordingly, the problem studied in the present research was, how is the strengthening of institutional relationships of villages in Garut Regency? The research method used was a qualitative method. The data collection techniques used were interview and observation. Interview was conducted with village officials and Destana volunteers. And observation was performed in the field on the activities conducted relating to disaster mitigation measures in the four villages which were the research objects, namely, Pasawahan, Rancabango, Mekarjaya, and Karyamekar. The research result revealed that the institutions in the four villages have been good enough but still need to be strengthened in the context of disaster management. The four villages were vulnerable to disasters and have had Destana instrument as a guard of disaster management at village level. In view of the research result, it is suggested that village officials improve their disaster management by, among others, conducting socialization on disaster risks, ways of lessening disaster occurrences, and ways of minimizing losses in case a disaster really occurs.
