Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes
Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. The pandemic in Indonesia requires a moving from offline learning to online learning to reduce the spread of COVID-19. However, that practice facing some problem like the increment households spending for internet access, and inequality access technology. As a form of accountability and responsibility for these problems, the Indonesian government by the Ministry of Education and Culture made a policy of subsidizing internet quota for all teachers, students, and lecturers for four months. This subsidy was made to support distance learning during the pandemic. This article aims to examine the implementation of the internet quota subsidy policy. The literature review method is carried out by looking at previous research related to aid/subsidies policies during the crisis, policy implementation, and internet quota subsidy in Indonesia. The sources were collected from articles, reports, and mass media. The results show that looking at the output and the initiation, this policy has been running quite well as part of the government's agility response. However, this policy was not effective enough to support distance learning during the pandemic as a whole in Indonesia. Several findings indicate there is inequality of internet access in some outlying areas where the benefits of this policy cannot be felt.

Many programs have been designed and implemented to get the population out of poverty. However, the results achieved are not always satisfactory. Probolinggo District has implemented the Jalin Matra PFK as a program specifically designed for women to be free from their poverty conditions. However, this program still produces the same output, where women poor population is not much reduced. An in-depth investigation of the understanding of the concept of poverty and the data collection system that was carried out found the cause of the failure of the PFK program. The definition of poverty described in Indonesia is not always in accordance with the local concept of poverty. Besides, the definition of poor program recipients is poor population decile 1. On the other hand, the purpose of the program is empowerment. Therefore, the initial definition of this program is not quite correct. The inaccuracy of this definition has implications for incorrect data collection. It is also exacerbated by the implementation of an integrated data collection system that is distorted by several things. Defining different productive age groups between agencies is the first distortion. The difference in authority in determining the number of program recipients is the subsequent distortion. Community and local officials’ perceptions of poverty based on cultural poverty also distort the data verification process. As a result, an error occurred in the database as a basis for program implementation.

This paper discusses the imbalance of the role of stakeholders in the accountability of village enterprise management. One of the stakeholders dominates, this has hampered corporate actions based on public governance on the accountability of BUMDes management. Accountability is only carried out as a form of procedural accountability to the village government and district government. Even though there is a horizontal accountability mechanism to the public, it does not work effectively. One of the reasons for the accountability failure of BUMDes management is the unclear role and responsibility of stakeholders in managing BUMDes. Rural Communities, Representative Institutions (Badan Permusyawaratan Desa), Private Sector, and the ohter Village Institutions do not have proportional roles and responsibilities in the accountability mechanism for BUMDes management. It means the capacity of stakeholders in the accountability process of BUMDes management is relatively low. Even though the capacity of stakeholders is important to strengthen the accountability of BUMDes management, because all stakeholders can monitor and evaluate the management of BUMDes, so that the dominance of the Headman and BUMDes’s manager can be controlled. Therefore, in overcoming the vacancy in the role of stakeholders, this research proposes the need to create an accountability mechanism based on public governance, where all stakeholders will interact with each other with the aim of influencing the results of public policy. They interact with each other in the management of public organizations to fulfill various interests of the community. To integrate the role of stakeholders in the accountability of BUMDes management it is advisable to use an information system that can bring together all stakeholders in managing a BUMDes. The information system can be used to strengthen the accountability model based on public governance on the management of BUMDes.

Taxpayers are an important factor in the self-assessment system. The peer effect is one of the ways to gain taxpayers’ compliance. This study tries to explore the relationship between peer’s information and tax decisions on individual taxpayers. This study is based on experimental methods to determine the effect of information on individual behavior. The result showed that there was a significant influence between peer’s information and taxpayer decisions. Moreover, the compliance depends on what information is provided. The statistical method discovers that both filing and reporting information affect the taxpayer’s decisions. The Directorate General of Taxes can take advantage of peer’s information in conducting socialization and counseling in a segmented manner with the help of pillars of social norms. This action is expected to have an impact on individual taxpayers with the same background or level and is expected to create constant tax information in the near future.

Poverty is still a severe problem in Indonesia. Statistics show that until the end of 2017, the number of poor people in Indonesia is 26.58 million people or 10.12 percent of the total population. Uniquely, when the poverty rate has decreased in various regions in Indonesia, the poverty rate in Batam has increased. At present, the number of poor people in Batam City is 28,674 families. Although there is a reasonably high interest in poverty, the amount of research in Batam is still limited. The purpose of this study is to describe and analyze poverty reduction programs in Batam City. This research was conducted using qualitative descriptive research. The research proves that the poverty reduction program in Batam City has five impacts on public problems: first, the poverty reduction program has not been able to reduce poverty; second, the target group feels that their lives are better after receiving a poverty reduction program; third, the target group continues to live in poverty; fourth, the target group feels that the state is present in their lives; fifth, the target group has resigned to living in poverty. Besides, poverty reduction programs have two effects on the spillover effect; first, the emergence of social jealousy in the community; second, increase incumbent electability. In closing, this study recommends that poverty reduction programs still need to be continued but need to be revised. The improvement is to provide education and stimulation to recipients of poverty reduction programs so that they can escape poverty.
