Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes
Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Studying and Learning Public Administration: Global Perspective Studying and learning public administration needs to be brought into the broader domain, namely in the global context. This global context will open insight into the theory and practice of public administration based on learning from across state-nations. This panel will discuss studying and learning public administration in a global and international context. Ethics and Integrity in the Digital Era The digital revolution has changed the way people live and communicate. It has an influence on various aspects including in public administration study. Beside offers benefits, the digital era has negative excesses that will affect the ethics and integrity in governance. To reduce the negative impact, policy and regulation of the cognitive and affective aspects of the state civil apparatus need to be discussed and created. This panel discusses how ethics and integrity in the digital era. Accountability and Performance in Public Service In governance and particularly in public services, accountability and performance play importance role. With the existence of clear principles of accountability and performance, a better, cheaper, faster and smarter public service could be provided. This panel discusses theory and practice of accountability and performance in public services. Politics, Administration and Governance Relations in Globalized World Public administration can never be released from a broader context, especially in the context of politics and governance. Politics, administration and governance are always inseparable and interrelated. What is the current and future issue of politics, administration and governance relations particularly in the globalized world? This panel will strengthen the understanding and identification of interlinkage between politics and administration to build a more democratic and effective government. Artificial Intelligence (AI) and the Future of Government The development of AI is in line with the objectives of creating a better performance and consistency of government. AI will slowly change the way civil servants do their jobs, from paperwork to IT based work. Artificial intelligence (AI) is more than just technology. AI is the road to public administration transformation. This panel discusses AI and the future of government. Best Practice and Lesson Learned of Public Sector Reform in Asia Public sector reform becomes a necessity and a prerequisite for the success of a development process. It could enhance accountability, capability and improving public services provision. This session will discuss specifically related to the best practice and lesson learned from public sector reform in Asia.

Data indicates that implementation of the merit system in civil service management is still far from the target achievement, especially for local governments. This paper assesses the implementation of the merit system of ASN management based on 8 (eight) aspects at the Central Java Province, namely: planning; procurement; career development and development of competencies; promotion, mutation, rotation and demotion; performance management; payroll, reward, and discipline; protection; and supporting facilities. The research instrument was developed from national policies. This study found that Central Java has met category III (good implementation) for 5 aspects. However, it reveals there are still 3 (three) aspects that haven’t met the criteria for good implementation. There are some impediments for implementation in career development, promotion and rotation, and performance management aspects. This finding is very important as a basic reference in the policy evaluation and supporting the bureaucratic reform performance. The recommendation focuses on the development of talent management and talent pool as one of the Indonesian strategic plans to improve the quality of civil service.

In line with the development of the industrial era 4.0, learning should be able to produce students who are not only capable of material content, but must also have soft skills to support skills or competencies for students. Today the need for the world of work can not only rely on muscle, but the ability of the brain to be something that is a fundamental need. Competencies applied to learning are in accordance with 21st century competencies, namely the ability to communicate, collaborate, think critically and problem solving, and have creativity and innovation. The method used is descriptive qualitative research sources are primary and secondary. Data processing techniques are carried out through four stages namely data reduction, data presentation, comparative analysis, and drawing conclusions. Data collection methods used are observation, interviews, and documentation. The results showed that the application of competency-based learning with communication competencies was inadequate, collaborative competencies were adequate, critical thinking and problem solving were inadequate, and creative and innovative competencies were inadequate. The implication of this research is that students must further improve their communication skills both through oral and written, increase critical power and always think solutively in solving problems, and always try to innovate to explore creativity in each individual.

SIAP TARIK (Sistem Informasi Antrian Puskesmas Tarik) is a public service innovation in health service. SIAP TARIK is the application for ordering the queue number at the Puskesmas (health center) Tarik, Sidoarjo. This research aims to know the effectiveness of SIAP TARIK to improve the quality of helath service. This quantitative descriptive research is located at Puskesmas Tarik, Sidoarjo. The respondents of this reseach were patients who visited Puskesmas Tarik using incidental sampling techniques. The data is collected through questionnaire. The data analysis techniques use descriptive analysis techniques. The result of this research show that SIAP TARIK is effective to improve the quality of health service with score 4234. The position is in the quartile interval >3300 up to 4290 which is categorized as effective. These result are indicated by the score of sistem quality, information quality, service quality, utilization, satisfaction of use, and net benefits are in effective position.

Tourism destination “blue lagoon” contained in dukuh dalem, widodomartani village, District of Ngemplak, Sleman Regency was not many people who know. But, since of 2014, starting from one of student, who updates photos from the river. Then it is be viral (popular) and tourist attraction. The research uses descriptive qualitative methods which data was collected from indepth interview, observation, and literature study. The result is inisiator role can driven to several stakeholders to create tourism village based on-water resources. In addition, management of turism village be supported by any stakeholders such as, governments, community, and private sector. Another effect is tourist attraction "blue lagoon" has become a multiplier effect for the wheels of the village economy. It also contributes productively to community empowerment. Lesson from the case, the never- ending innovation and collaboration become the key to success to attract tourists to visit the "blue lagoon" tour.

Cases of violence against women and children in Daerah Istimewa Yogyakarta (DIY) in 2019 has reached 1,469 cases. This condition requires a special attention from the Government. The implementation of protection services for women and children victims of violence in DIY is carried out by P2TPAKK "Rekso Dyah Utami". This institution has been established and served the community since 2004. However, the existence of P2TPAKK "Rekso Dyah Utami" began to be interrupted by the Regulation of the Minister of Women Empowerment and Child Protection of the Republic of Indonesia No. 9 of 2016 on Guidelines for the Nomenclature of Regional Apparatus in the Field of Women Empowerment and Child Protection which mandates that service providers for the protection of women and children victims of violence must take the form of Technical Service Unit (UPTD). This raises a dilemma for the DIY government. Then, what is the suitable institutional format for the implementation of the service for DIY government? This study employed a qualitative approach with data collection techniques using a desk study and a FGD. The parties involved in this FGD were the Office of Women Empowerment of DIY, P2TPAKK "Rekso Dyah Utami", and other stakeholders. The data were analyzed through descriptive qualitative and SWOT analysis. The study revealed that the service delivery was well established. However, the SWOT analysis found that there were still a number of problems that were not recognized by the central government as an institution. Therefore, to keep the services to the community, the DIY government is recommended to form an UPTD structure and organizational’s resources engineering.

The goal number 11 of the 2030 global Sustainable Development Goals (SDG’s) agreement is to make the settlement of an inclusive, safe, resilient and sustainable city. The Public Works and Housing Ministry has held a program to improve the quality of urban services and community-based infrastructure, namely the Kota Tanpa Kumuh (KOTAKU). This program has become one of the priorities of the Palangka Raya City since 2016. The purpose of this study was (1) to analyze the implementation performance of the KOTAKU strategic program in Palangka Raya City; (2) to carry out an analysis of the collaborative process between actors in the KOTAKU program. This research is descriptive qualitative research, where data is obtained through observation, interviews and documentation. The study results show that the performance implementatiton of KOTAKU in Palangka Raya was successful. This can be seen from the total slum area which has been reduced significantly. The dynamics of collaboration show that the interactive cycle between principle engagement, shared motivation and capacity for joint action is going well. The CGR performance is supported by two factors, i.e: political dynamic or power relation and initiating leadership.

Several studies have shown that the success in the inter-regional cooperation was influenced by coordination, commitment, participation, variance of cooperation, structure and format of as a factor that contributes the determinant in the successful cooperation between regions. This research was a qualitative research, conducted on the object of policy of inter-regional cooperation Banjarbakula Program, South Kalimantan Province, February 2017-February The result of this study states that the success of cooperation to political will. In fact these factors did not stand alone since the aspect of actor relationship as the determinant aspect drove those factors effectively. This article aims to examine the aspect of actor relationship cooperation between regions was influenced by the dynamics of actor relationships in constructing factors as suggested by the previous experts. The actors involved in the inter- regional cooperation became the triggers of coordination, commitment and participation to the success and failure, as well as the effectiveness of regional cooperation policy. Structural obstacles, ego-centric, minimally budget and no visionary planning could be overcome as long as the dynamics of actor relationships were managed properly.

Anticipation act in disaster management is important, including non-natural disasters such as the COVID-19 pandemic. This research aims to examine the government colaborative action in dealing with covid-19 non-natural disasters in Lampung Province. This research is an experiment study, using pretes-post design methods with group control. The population in this study was 84 people from stakeholders in regional disaster management, the group was divided into 2 groups: groups that intervened through model and groups that intervened with disaster relief without model. The sample of the study results is carried out with representative criteria and relevant criteria. In this study a large sample based on that criterion was 70 people who were divided into 2 groups. The instrument used is a questionnaire. Based on the results of the known paired t test there is a difference between the pretest and postest values in each group namely the experiment group (p=0,001) and the control (p=0,001), based on the t test based on the value of the p=0.006 result, which means there is a difference in disaster management knowledge in the significant stakeholder group between the post test group I and the control group.

Development in Bali is generally largely initiated, proposed, executed by the legislature, in this case the members of the Regional Representative Council, both the Provincial DPRD, Regency DPRD, Denpasar City DPRD. Conceptually, the legislature has the task of making policies, regulations and regional regulations (PERDA) in collaboration with executives. The fact is in Bali, it is precisely the people's representatives who sit in the DPRD dominating the planning process, and implementing policies such as submitting grants for both physical and non-physical development in the community. Submission of proposals for regional development is often bridged by legislative members, causing the existence and authority that the executive should have taken over by members of the legislature. Not infrequently this triggered the emergence of corrupt practices in the bureaucratic body. The purpose of this research is to find out how the accountability of Balinese officials in applying the principles of good governance. The research methods used were interview techniques, observation techniques, and documentation techniques. The results of this study were to obtain information about the accuracy of the implementation of the principles of good governance carried out by the legislature and executive in the Bali region.
