Tax Literacy and Leadership Agility: Indigenous Peoples Awareness in Paying Taxes
Core Subject : Science, Social,
Over the last ten years, the world has been gripped by rapid, wide ranging changes. The world today is a society that is experiencing and living a new world order, which many today refer to as the “global and digital society”. Rapid advancements in information technology have made territorial boundaries no longer relevant in relations among nations. Today global values can easily permeate the society in remote areas. Consequently, marginalized people, who are often considered to be very far from the center of power, also have access to drivers of global developments. Local population has easy access to information on global politics taking shape in other countries. Meanwhile, local phenomena is easily picked up by international community to become international issues. The most recent issues such as terrorism, human trafficking, cybercrime, are examples of some of the issues that can be regarded as being global and local at the same time. Within the context of the above change, what is the actual position and role of public administration? Based on the general perception of public administration science experts, public policy is often regarded as the product of the interaction among domestic actors such as bureaucrats, politicians, members of business and civil society community who conduct their work based on conventional mechanisms. The reality is that there many international actors who play various roles in public policy process of any given country. Donor agencies (IMF and World Bank), Multi-National Corporations, international non-governmental organizations, regional bloc organizations (ASEAN, AFTA, etc) are institutions that often influence policy in a certain country. To that end, issues and problems which any government face today have changed as well. What problems do governments face today?; which public will influence and be influenced by policy?; what institutional mechanisms can be used to solve social problems that governments face today?; To what extent can local institutions collaborate with global institutions in resolving public problems? The International IAPA Conference will attempt to explore and delve into the above issues in order to enrich extant research on this theme in the realm of public administration science. Abstract

The presence of a school in the village is a sign of the concrete presence of the State to fulfill the basic rights of the community in the field of education. Remembering that schools always assume interaction with other elements of society such as parents, students, religious institutions and village governments, their presence also demands responsibility and involvement of all parties at the grassroots in synergic cooperation. Only through quality cooperation involving all parties, an educational institution can become the backbone of a society's progress. Quality cooperation can be evaluated by looking at how the community responds to the concrete problems they face in the field. One of the fundamental problems commonly found in remote areas of Indonesia is the low access to basic education services. By recognizing and identifying problems that occur in their own environment, people are encouraged to recognize violations of their basic rights. In turn, the people themselves are encouraged to collect their rights to the Government and at the same time are aware of being actively involved in development.

Departing from the above problems, the author wants to raise the focus of the research problem on efforts to develop community potential in peatland management. This study aims to analyze the development of community potential in peatland management in Tanjung Leban Village. This research is a qualitative descriptive study with a sampling technique used is snowball sampling. Research informants are all stakeholders involved and responsible for peatland management. Data collection is done by interviewing, observing, and studying documentation. After the data is collected then it is analyzed using qualitative descriptive analysis. The results showed that the fundamental problem related to environmental management at the study site was the threat of land and forest degradation due to the use of peatland ecosystems that had not been integrated. Therefore it is important to have an empowerment effort with the main goal of improving the quality of life of the community, this is because community empowerment is believed to be able to motivate to change for the better so as to improve the socioeconomic of the family, foster a work culture, and foster a passion for cooperation in development. The programs that are needed by people who live around peatlands are environmental education, the application of environmentally friendly technologies, and the socialization of regulations relating to the protection of ecosystems.

Abstract

This study investigates the roles of four demographic factors, namely the types of position held, age, educational level, and length of work, behind civil servants' readiness to work from home by employing the Readiness for Organizational Change Theory (Holt et al, 2007). Primary data (n = 383) were collected from online survey with non-probabilistic sampling. The results from linear regression analysis show that individual working position, age, and educational level significantly impact their readiness to carry out telework effectively. This finding may serve as a basis for policymakers in designing proper work-from-home policies and procedures for civil servants in the future. Nevertheless, follow-up studies with different designs, theoretical frameworks, and more diverse respondents are encouraged to better understand these early findings.

Abstract

This article will examine in depth the concept of public sector innovation, the process of creating public sector innovation and whether it is based on the public value. As a study material the author specializes in innovations created by the Surabaya City Education Office because there are seventeen innovations produced. Most innovations in the public sector are created as a reaction to a crisis when new leaders want to show that they are capable. Consequently the public sector innovation is not able to increase organizational capacity so that innovation tends to be unsustainable. Innovation will stop when the initiator is gone, so visionary leadership and innovation are needed to have compatibility with the system outside of itself and in harmony with relevant regulations and institutions. Innovation will remain sustainable without being influenced by the change of public leadership if it is sourced from public value because public innovations that are created from public values will remain strong to defend and the tendency is increased due to community support.

Abstract

This paper analyzes the government biosafety regulatory approach to genetically modified (GM) crops in the Philippines focusing on the interplay and politics of the different government agencies (DOST-DOH-DENR-DA-DILG) that comprises the National Biosafety Committee of the Philippines (NBCP) in terms of entry permit applications of multinational companies, field trials, environmental assessment, health impact assessment, local supervision and regulation, commercial release and market test, nutritional study, and GMO product labelling. The study examines the regulatory policies of the Philippine government including local ordinances which aimed to support or discourage agricultural biotechnology innovations in the Philippines. Further, the paper investigates how the NCBP regulates the stakeholders’ debate on the risks and benefits of GMOs to the environment, human and animal health, and its impact on the food security program of the country. The study argues that the Philippine government is gradually losing its grip on the implementation of biosafety regulations and that invoking the precautionary principle, there is a need to resolve disputes in favor of the constitutional right to a balanced and healthful ecology of the people. The lack of dialogue and participatory public consultation to prevent clashing of interests on the conduct of field trials resulted in endless GMO war and debate. Thus, the study further noted that at present there is a looming deadlock on the debate of GMO between stakeholders which eventually is creating snail-pace agricultural biotechnology innovations and consequently stalling the food security program of the country.

Abstract

The government of Klungkung Regency is one of the Regencies in Bali that carried out reforms in order to simplify the licensing process by holding one-stop integrated service. The purpose of this study is to determine the implementation of the policy and the inhibiting factors of the one-stop integrated service. Van Horn and Van Meter Theory were used in this research. The research was conducted at the Department of Investment and One-Stop Integrated Services in Klungkung Regency by using a qualitative research method. The result is that the implementation of the policy shows a tendency for increasingly improved attitudes. The inhibiting factor of the implementation of the policy is the different perception between the Department of Investment and the technical team related to the administrative services and the unavailability of a public service mall to facilitate the licensing and non-licensing process. In terms of human resources, the inhibiting factors are related to professionalism, competence, empathy, and ethics. The next problem is the minimal service quality that complicates the process.
