Abstract

The high percentage of poor people in Banten Province, the decreasing number of small and medium businesses in Banten Province during Covid 19, the decreasing income for small and medium businesses in Banten Province. The digital literacy of SMEs is still low due to technology. This research aims to analyze the implementation of small and medium enterprises (SMEs) empowerment policies at the Banten Province Cooperatives and SMEs Service. The method used in this research is descriptive qualitative using a two- dimensional analysis tool proposed by Marilee S. Grindle, namely Content of Policy and Context of Policy, data collection through interviews, observation and documentation. This research focuses on how the policy is implemented and the factors that influence its success. The research results show that the implementation of SMEs empowerment policies in Banten Province experiences various challenges, including limited resources, lack of coordination between institutions, and low community participation. However, there have been significant efforts by local governments to increase access to capital and training for SMEs. This research also identifies the importance of support from various parties, including the community and the private sector, in achieving the goal of economic empowerment. The conclusions of this research emphasize the need for a more integrated and collaborative strategy in implementing SME empowerment policies, as well as the need for regular evaluation to ensure the effectiveness of the programs being implemented. It is hoped that this research can contribute to the development of better policies in empowering SMEs in Indonesia.

Abstract

Credit unions have products for disbursing funds, often referred to as financing. Members who apply for financing often do so with the intention of paying off their remaining debts in order to reduce their overall debt or simply to reduce their installment payments. Such applications are permissible and valid, i.e., they are not prohibited under sharia law. However, what concerns us is that the use of the contract is not as straightforward as the cooperative and its members might imagine. There are several aspects that need to be examined and analyzed to ensure the transaction is valid and does not violate Sharia principles. The first objective of this study is to provide a general description of the contracts or transactions that can be used to facilitate top-up transactions in a Sharia-compliant cooperative. Second, this research aims to share information with cooperatives facing similar cases. It is hoped that this presentation will provide an overview and knowledge of the steps that must be taken if one wishes to conduct a top-up financing transaction. The research method used in the preparation of this paper is based on a descriptive analytical research type. The data collection techniques used by the author include field observation, interviews, and documentation. This research is also supported by secondary data from both the company directly and literature (books). This research will discuss how Islamic cooperatives should use the appropriate contract for transactions involving the repayment of old debts without violating Islamic principles. The conclusion of this research is that we must be careful in handling top-up transactions to ensure they do not deviate from Islamic principles.

Abstract

The halal trading industry is showing rapid growth, in line with the increasing demand among Muslims for services that comply with Sharia principles. In Indonesia, many hotels comply with sharia, but do not have adequate certification and supervision facilities. This phenomenon occurs incongruence between branding demands and operational practices, which creates reputational risks. Therefore, an in-depth assessment of the regulations and implementation of sharia risk management in this sector is necessary. This study uses a qualitative, normative-empirical approach, using literature review, field observations, and in-depth interviews with Sharia hotel administrators in Bogor and Jakarta. Analysis is carried out by examining regulations and identifying gaps between norms and practice. The results show that the current legal framework does not yet provide clear sectoral standards for Sharia hotels, and business entrepreneurs still have not implemented a comprehensive Halal Product Guarantee System. Various operational dilemmas, unwilling human resources, and weak internal oversight, such as the absence of halal supervisors and internal audits, have been identified. A "Muslim-friendly" branding strategy without official certification contributes to increased reputational risk. This situation threatens user trust and the sustainability of the tourist and halal industry in Indonesia

Abstract

This study aims to analyze the contribution of large-scale investments in the sport tourism sector to regional development in Bandung Regency, focusing on the relationship between investment policies, governance, and community participation in achieving sustainable development. A qualitative-descriptive approach was employed using a case study strategy, incorporating in-depth interviews, field observations, and document analysis of official government reports and relevant secondary data. The findings reveal that investments in sports infrastructure and the organization of national-scale sporting events have generated significant multiplier effects on the local economy, including the growth of micro-enterprises, increased community income, and regional economic diversification. However, the effectiveness of sport tourism implementation is largely influenced by participatory governance, consistent policy alignment, and the integration of sports, tourism, and creative economy sectors. This study highlights the importance of the pentahelix collaboration model—engaging government, academia, businesses, communities, and media—in strengthening the sustainability and efficiency of sport tourism investment. Theoretically, this research contributes to the literature on regional development by integrating the concepts of economic multiplier effects and sustainable development. Practically, the findings offer policy recommendations for local governments to optimize sport tourism potential through inclusive, competitive, and community-oriented investment strategies.

Abstract

Conflicts of interest between legislative and executive bodies in public construction tenders continue to undermine transparency and accountability in government procurement. This study aims to identify the main patterns of such conflicts and formulate appropriate mitigation strategies. Using an integrative literature review of 52 scientific publications, thematic analysis was conducted to synthesize findings across various contexts. The results reveal three key patterns: (1) conflicts of interest most frequently occur during the pre-tender and bid evaluation stages through political interference, business affiliations, and informal pressure; (2) existing internal and external oversight mechanisms are insufficient to detect legislative involvement in tender processes, largely due to weak disclosure of beneficial ownership; and (3) ethical standards in public office are not consistently institutionalized, enabling continued collusion between legislative and executive actors in contractor selection. This study proposes a conceptual mitigation model emphasizing structural transparency, independent oversight, and mandatory disclosure of beneficial ownership. The model offers a practical foundation for developing policies aimed at reducing conflicts of interest and strengthening the integrity of public construction procurem

Abstract

Maladministration and corruption remain major obstacles to achieving clean and sustainable governance. Abuse of authority, bureaucratic inefficiency, and weak public transparency have eroded public trust and exacerbated unequal resource distribution. The urgency of this study arises from the underutilized role of the Indonesian Ombudsman (Ombudsman Republik Indonesia/ORI) in international cooperation, despite its strategic potential in preventing cross-border maladministration. This study aims to analyze the role of ORI in preventing maladministration at both national and international levels and to identify institutional challenges and strengthening strategies. The research employs a qualitative approach with a descriptive-exploratory design, utilizing in-depth interviews with central and regional ORI officials, literature review, and thematic analysis of official documents, including ORI annual reports, the United Nations Convention against Corruption (UNCAC), and publications by Transparency International. The findings indicate that ORI has a strong legal foundation; however, limitations in cross-border regulatory frameworks, human resource capacity, and international recognition remain significant challenges. Policy recommendations include harmonizing national regulations with global standards, strengthening institutional capacity, enhancing international institutional diplomacy, and increasing political and public support to reinforce ORI’s role as a key actor in promoting transparent, accountable, and maladministration-free governance at the global level.
