ASIA-PACIFIC JOURNAL OF PUBLIC POLICY (APJPP) is a publication media for Scientific Writing in the field of Public Administration, published by Sekolah Tinggi Ilmu Administrasi Nasional. The journal was formerly named "HUMANIS: Jurnal Ilmu Administrasi Nasional", is an open accessed journal, published periodically twice a year in April and October. Accepted manuscripts are in Bahasa Indonesia or English. We welcome other language articles, subject to translation cost before publication acceptance. APJPP, particularly focuses on the main problems in the development of the sciences of public policy as follows: Public policy and management; Bureaucracy and Administration Development; Decentralization and Regional Autonomy; Local Government; South East-Asian Studies; Indonesian Studies; Public Management and Governance; Political sciences; Business Administration; and Any specifics issues of Humanities and Social Sciences. Our target audience is not just scholars, but also policy-makers and practitioners, including aspiring public sector leaders engaged in education and research in the growing global public service, policy, and administration, and governance community. We want to draw on the latest research – whether carried out by scholars or practitioners or indeed collaborations. We aim for – and encourage – the reporting of this research to be as clear and accessible to the widest possible audience, while maintaining the necessary rigour and scholarly standards. APJPP will include not just cutting edge research, but also: feature interviews or opinion pieces from leading scholars and policy-makers; a resources section for scholars and practitioners; symposia and debates; and themed issues of topics of special interest. Proposals in all these areas are always welcome

Abstract

The existence of BUMDes (a village-owned enterprise) as one of the strategies to support the achievement of village goals for development, particularly in enhancing the village economy and welfare for village communities, necessitates the implementation of BUMDes policies in the form of programmes or policy derivatives. The village is responsible for managing and regulating the community's interests in accordance with local conditions and sociocultural norms. This study utilises secondary data methods and literature reviews to collect and process data from Google Scholar library data sources. According to the findings of this study, the BUMDES is one of the village's programmes to improve economic facilities and village welfare. Therefore, cooperation between the village government and the community is required to promote village development, as development in this village directly benefits the surrounding community

Abstract

This study compares regional financial autonomy between five established regency governments and five newly established regencies or cities in Aceh Province between 2015 and 2020. Data analysis makes use of the descriptive statistical test and the comparative test. The study discovered that North Aceh District's regional financial autonomy in 2015, 2017, and 2019–2020 was instructive, whereas 2016 and 2018 were not. An advisory relationship is a collaborative and interactive relationship that entails advice, expertise, and The 2015–2020 instructive relationship pattern includes Lhokseumawe City, the South Aceh Regency, the Aceh Singkil Regency, the Bener Meriah Regency, the East Aceh Regency, and the Pidie Jaya Regency. The pattern of consultative relationships evaluates the fiscal autonomy of the Central Aceh District from 2015 to 2020. From 2015 to 2019, the relationship pattern in Langsa City was instructive. In contrast, consultative relationships extend from 2018 to 2020. The instructive relationship pattern encompasses Pidie Regency's regional financial autonomy in 2015–2017 and 2019–2020, whereas the consultative pattern encompasses 2018. North Aceh Regency and Lhokseumawe City have comparable regional financial independence. South Aceh District and Aceh Singkil District had comparable regional financial autonomy from 2015 to 2020. Central Aceh Regency and Bener Meriah Regency had distinct financial autonomy between 2015 and 2020. From 2015 to 2020, the fiscal autonomy of East Aceh Regency and Langsa City varied. Comparable regional financial autonomy exists between Pidie and Pidie Jaya between 2015 and 2020.

Abstract

Even though some developing nations have successfully implemented production and national income development, poverty in these countries remains a very complex issue. This study investigates the concurrent and partial effects of the Gross Regional Domestic Product, Unemployment, and the human development index on poverty in Aceh Province. The data used in this study is secondary data based on time series available on the official website of the Aceh Provincial Statistics Center for the 2017–2022 period. The processing of this research data uses the E-Views 10.0 program. The research analysis employed in this study is a panel or regression analysis, which indicates that the variables GRDP, unemployment, and HDI are the independent variables, and poverty is the dependent variable. GRDP partially has a positive and significant effect on poverty. Unemployment has a partial and insignificant effect on poverty. HDI partially harms poverty. Simultaneously, it concludes that the Gross Regional Domestic Product, Unemployment, and the Human Development Index significantly affected poverty.

Abstract

The Creative Training and Religious Guidance Program for Indonesian Muslim Children in Kuala Lumpur is important because access to Islamic religious education and Quranic studies in Kuala Lumpur is considered expensive and inaccessible to lower-income Indonesian children. This program aims to provide equal opportunities for children from lower-income backgrounds to obtain quality religious education and develop creative skills. In a diverse environment like Kuala Lumpur, it is important for Indonesian Muslim children to strengthen their religious understanding to maintain their religious identity and practice Islamic values in their daily lives. However, the high costs associated with religious education and Quranic studies can be a barrier for children from families with limited incomes. The Creative Training and Religious Guidance Program for Indonesian Muslim Children in Kuala Lumpur is designed to address this constraint. By collaborating with educational institutions and religious organizations like Fatayat Nahdatul Ulama (NU), the program offers training in creative skills, such as arts and music, while providing religious guidance to the children. This provides an opportunity for children from lower-income backgrounds to access affordable Islamic education and Quranic studies. The program has dual benefits. First, children can access Islamic religious knowledge and learn to recite the Quran without a heavy financial burden, thereby reducing the disparity in access to religious education. Second, by aligning activities with the spirit of Ramadan, the program creates an environment that ignites the enthusiasm of children to participate and enhances their love for Islam. This program offers a new hope for children from lower-middle-class backgrounds in Indonesia to develop a solid understanding of their religion and strengthen their Muslim identity.

Abstract

Community empowerment can be defined as a social action in which residents of a community organize themselves to make collective plans and actions to solve social problems or meet social needs according to their abilities and resources. In reality, often this process does not emerge automatically, but grows and develops based on the interaction of the local community with outsiders or social workers either from a charitable or professional perspective. This activity aims to overcome the problems that are being faced by mushroom farmers to increase production yields, overcome problems related to business development which will be overcome by structuring the business management system that has been running. The training program to improve the economy of oyster mushroom farmers in Gampong Asan Kareung, Blang Mangat District, Lhokseumawe City can be held well and run smoothly in accordance with the activity plan that has been prepared even though not all mentoring participants have mastered the material presented. This activity was very well received as evidenced by the liveliness of the participants following the assistance well.

Abstract

Handling stunting is one of the national development priorities listed in the 2020-2024 RPJMN with a target of reducing the stunting rate by 11.8% by 2024 (3). The main focus in handling stunting by the Indonesian Ministry of Health is providing specific nutritional interventions given in the First 1000 Days of Life (HPK). North Aceh Regency is ranked second in Aceh with a prevalence of stunted toddlers of 38.3%. Its position is followed by Pidie Jaya Regency with a prevalence of stunted toddlers at 37.8%. Regent Regulation Number 41 of 2020 concerning the Acceleration of Reducing Integrated Stunting is a guideline for handling and preventing stunting in North Aceh Regency. The presence of this regulation is expected to prevent stunting in North Aceh Regency. However, the presence of these regulations has so far not been able to reduce the stunting rate in North Aceh Regency. For this reason, through the Regent's Regulation, researchers want to see how the Government's efforts to collaborate with stakeholders in preventing and reducing the prevalence of stunting in children under five in North Aceh Regency based on Regent's Regulation Number 41 of 2020 Accelerating Integrated Stunting Reduction. This research also supports the MBKM Era research focus on the Health Independence Focus Area. The urgency of this research is to find out how the North Aceh Regency Government is making efforts to prevent and handle the prevalence of stunting in children under five in North Aceh Regency and to describe information on how the North Aceh District Government creates collaboration with all parties responsible for preventing and handling the prevalence of stunting in children under five in North Aceh Regency. This research uses descriptive qualitative research, and data is collected by interviewing and distributing Google forms to government officials, stakeholders and related communities. The output of this research is a national journal accredited 1-6 with the expected TKT level of 3.
