ASIA-PACIFIC JOURNAL OF PUBLIC POLICY (APJPP) is a publication media for Scientific Writing in the field of Public Administration, published by Sekolah Tinggi Ilmu Administrasi Nasional. The journal was formerly named "HUMANIS: Jurnal Ilmu Administrasi Nasional", is an open accessed journal, published periodically twice a year in April and October. Accepted manuscripts are in Bahasa Indonesia or English. We welcome other language articles, subject to translation cost before publication acceptance. APJPP, particularly focuses on the main problems in the development of the sciences of public policy as follows: Public policy and management; Bureaucracy and Administration Development; Decentralization and Regional Autonomy; Local Government; South East-Asian Studies; Indonesian Studies; Public Management and Governance; Political sciences; Business Administration; and Any specifics issues of Humanities and Social Sciences. Our target audience is not just scholars, but also policy-makers and practitioners, including aspiring public sector leaders engaged in education and research in the growing global public service, policy, and administration, and governance community. We want to draw on the latest research – whether carried out by scholars or practitioners or indeed collaborations. We aim for – and encourage – the reporting of this research to be as clear and accessible to the widest possible audience, while maintaining the necessary rigour and scholarly standards. APJPP will include not just cutting edge research, but also: feature interviews or opinion pieces from leading scholars and policy-makers; a resources section for scholars and practitioners; symposia and debates; and themed issues of topics of special interest. Proposals in all these areas are always welcome

Abstract

To achieve the highest level of public health, the government must continue to implement a variety of policies that promote the prosperity of the populace. Indonesia has thus established a BPJS (Social Security Administering Body) program in a number of regions, particularly in East Aceh. "Health" is a condition of complete mental, physical, and social well-being that enables one to lead a socially and economically productive life. The implementation of a policy is the most important aspect of an activity. Therefore, not all policies are independently implemented, but policy implementation is a rational and emotional process. Because public policy is a decision to act, it is typically a collective effort to address social problems. According to the findings of the study, the Zubir Mahmud Hospital has effectively administered the JKN National Health Insurance service. However, administrative issues remain at the heart of the issue. There are still obstacles to the implementation of BPJS policies and JKN services between BPJS facilities, services, and contributions.

Abstract

The number of street vendors along the Lhokseumawe city protocol road is growing and is a major annoyance to motorists. In addition to utilizing road pavements, they also use the road's edge (shoulder) as a selling location; consequently, road congestion frequently causes traffic jams. This study aims to examine alternative policies that are suitable for addressing these issues. The research methodology employed is the qualitative description. The effectiveness of a policy is determined by analyzing its technical feasibility, ecological feasibility, social feasibility, and economic feasibility. Based on the above evaluation of the alternatives, the results indicated that the alternative policy was to construct an integrated hawker center at KP3 Lhokseumawe with public facilities such as parking, children's playgrounds, prayer rooms, and restrooms. It would also connect to the city's traditional market and the beach recreation area. This policy was chosen as the one most likely to be used because it has a high chance of working.

Abstract

The purpose of this study is to explain the performance evaluation of teacher professionalism toward students at SMA Negeri 1 Samudera, North Aceh, Indonesia, as well as the factors that become obstacles in efforts to improve teacher professionalism's performance toward students. This research is important to do because the phenomenon that occurs is that teachers are models for their students so students want to learn that a teacher must always introspect about what his students expect, and it is hoped that teacher professionalism must be improved. The research method used is the qualitative method. The data collection technique used is direct interviews and documentation or literature research. Findings reported that the evaluation of learning outcomes is carried out through observations during the implementation of the learning process and through monitoring, discipline in the learning process, and class mastery. Besides that, the inhibiting factors in increasing teacher professionalism at this school are a lack of mastery of the material, low knowledge about technology, and a lack of motivation. Other inhibiting factors for professional performance are low discipline, a lack of skills or arts in learning, and still low knowledge of technology.

Abstract

This study explores the implementation of learning policies in Lhokseumawe city, Indonesia, during the COVID pandemic. The research was conducted to determine whether the schools utilized any form of online education during the Covid-19 pandemic. A qualitative method was applied in collecting the data through observation, interviews, and document analysis. Findings show that the implementation of online learning during the COVID-19 pandemic did not find a satisfactory and effective resolution, particularly at SMK Negeri 2 Lhokseumawe. According to students at this school, students needed more engagement and interactive activity while participating in the online teaching and learning process. Because the education office recreates such a significant role in the resolution of issues about online schools, SMK Negeri 2 Lhokseumawe only has a limited number of resources at the school besides qualified and trained teachers and teaching staff.

Abstract

This review study aims to understand the current phenomena and major future global economic challenges and their impact on Indonesia. We also propose a solution to the issue. This conceptual article aims to explain and clarify complex ideas and provide insights into a phenomenon's underlying structure or nature. This study recommends Indonesia should consider several suggestions to prepare for global economic challenges. The government may focus on infrastructure. Infrastructure improvements will boost Indonesia's economy, create jobs, and attract investment. Strong infrastructure improves goods and people movement, transaction costs, and economic efficiency. Infrastructure spending increases competitiveness, job creation, and private investment. Indonesia can become more competitive by eliminating bureaucracy and corruption, improving investment conditions, and encouraging innovation. Competitive economies make better, cheaper, and more efficient products. This can boost investment, jobs, and living standards. Furthermore, exports open new markets, boost demand for manufactured goods, and generate foreign currency. Developing Indonesia's human capital is also crucial. Besides, gender equality requires removing workplace barriers for women. This boosts the labor force and economic growth. Human capital development boosts long-term economic growth and competitiveness. Government should address income inequality. Progressive taxation, social safety nets, and job creation reduce income disparity and increase consumer spending.

Abstract

The policy of using passenger name records (PNR) at immigration checkpoints is one-way immigration authorities try to enforce the law and protect state security. This is done by exchanging passenger data in the Passenger Analyzing Unit (PAU) system owned by the Directorate General of Customs and Excise with immigration data in the Immigration Management Information System (SIMKIM) and dealing with suspected lawbreakers at the border. This paper uses a qualitative method and descriptive analysis to look at the policy of using PNR to control immigration as much as possible. The analysis results show that the proposed approach still needs help. For example, there are no rules about how the officers and workers of the Directorate General of Immigration and the Directorate General of Customs and Excise should do their jobs. Second, although the existing infrastructure does not meet established standards, it is still transportable. Thirdly, the data exchange collaboration agreement between the Directorate General of Immigration and the Directorate of Customs has not been formalized. Fourth, no authorized official or officer can manage and analyze PNR data. Therefore, the Director General of Immigration recommended overcoming various obstacles, including integrating the PNR system from Customs and Excises and Airline and Border Control Management (BCM).

Abstract

Fiji’s public sector has experienced over 30 years of reforms following the adoption of structural reforms in the late 1980s.  Despite three coup d’états in 1987, 2000 and 2006, the Fiji Government has continued to roll out the implementation of its public service reform program focusing on a reduction in the size of its public service with the adoption of the principles and practices of New Public Management (NPM).  This paper posits the question whether a reduction in the size of Fiji’s public service has been achieved using the recommended indicators by the International Monetary Fund (IMF). It then reviews the challenges faced by the Fiji public service in implementing key elements of NPM. Finally, it addresses the question whether Fiji’s public policy lens should remain focused on reducing the size on the public service and should policy efforts be concentrated on enhancing good governance practices within Fiji’s public service.

Abstract

This study examines the Government of Fiji's new public management (NPM) employment contracting system and its legal challenges. The article raises the question of whether Section 97 of Fiji's 2013 Constitution of the courts and all judicial officers being independent of the legislative and executive branches of government and the law is applied without fear, favor, or bias, is guaranteed under a contracting mode of employment for judicial officials. This paper investigates whether three-year performance contracts ensure the independence of Fiji's judiciary. After extensive analysis, the authors propose that permanent tenure provides greater protections for Fiji's magistrate court judges, high court judges, and judicial officials by allowing them to exercise their independent roles as stipulated in Section 97 of the 2013 Fiji Constitution.

Abstract

This report aims to empirically investigate the relationship between economic growth based on the theory of Shultz and Kuznets and human capital through health and education in Muslim nations. The results will then be compared between countries. Then, analyze it considering Al-Quran interpretations as a contributor to human capital development. The empirical findings are based on examining a panel data set for Muslim countries from 1990 to 2020. This study interprets Qur'anic verses to explain how Islam characterizes human capital using content analysis methodology. In developing Muslim nations, life expectancy, infant mortality, and population growth are significant determinants of Gross domestic product (GDP) per capita. In contrast, education variables, such as literacy rate and gross enrollment, have a negligible impact on per capita GDP. In contrast to the case with output in developed nations, education level significantly impacts per capita GDP, whereas health variables have no effect.

Abstract

Predominantly public policy is a set of guidelines initiated by the government of a country to work in favour of mass people or the public. We showcase and represent public policy materials against the backdrop of being involved in the process of accountability, transparency, and efficient and effective administration and program delivery. In addition, the selected government department used private-sector management control technologies to deal with the public-sector reform initiatives. These elements are considered part of the modern approach to public administration also. The study may be useful to policymakers formulating new public sector policies. Moreover, the findings reported in this study would be useful to public sector managers in their daily decision-making process.
