Abstract

Village infrastructure development is crucial to improving community welfare and enhancing inter-regional accessibility. The village government plays a strategic role in managing this development, particularly in providing village roads that support the community's social and economic activities. This study aims to analyze the role of the village government in infrastructure development in Tegalsari Village, Plered District, Cirebon Regency. A descriptive qualitative research method was employed, utilizing data collection techniques such as observation, interviews, and documentation. Research informants included the Village Head, village officials, the Village Consultative Body (BPD), the Village Community Empowerment Institute (LPMD), neighborhood/hamlet association heads (RT/RW), community leaders, and religious leaders. The findings indicate that the village government acts as a motivator, facilitator, and mobilizer. As a motivator, the village government encourages active community participation; as a facilitator, it provides development facilities and infrastructure; and as a mobilizer, it harnesses the community's full potential to engage in development efforts. The development process is carried out in a participatory and efficient manner, concluding with structured oversight. Challenges encountered include limited budgets and supporting resources. In conclusion, while the village government's role in Tegalsari Village is functioning well, there is a need to optimize synergy among the village government, the community, and village institutions to ensure more sustainable development.

Abstract

The Free Nutritious Meals Program involves multiple agencies with different mandates, making coordination effectiveness essential for distribution, food safety, data alignment, and problem resolution. This study analyses the effectiveness of interagency coordination in implementing the program in Semarang City. A descriptive qualitative approach was employed. Data were collected through interviews with five informants from the Semarang City Health Office, Education Office, Nutrition Fulfilment Service Office, Kedungmundu 2 Nutrition Fulfilment Service Unit, and Kedungmundu Elementary School, supported by observations at the five sites. The findings show that coordination is reasonably effective in the operational relationship between the service unit and school and in the command flow between the regional nutrition office and service unit. Effectiveness is supported by relatively clear role distribution, WhatsApp communication, meetings, official letters, telephone communication, and task-force forums. Coordination is not yet fully effective across agencies because evaluation schedules are inconsistent, SI-MANGGIS use is uneven, data synchronization problems remain, and schools do not consistently receive direct communication from relevant offices. Improvement requires monthly evaluation forums, integrated data management, wider promotion of digital channels, joint field monitoring, and continuous food-safety capacity building.

Abstract

This study aims to understand how the cyber public relations (CPR) process is carried out by PT Jasamarga Transjawa Tol Representative Office 2 Cirebon in conveying information about driving safety through social media Instagram @official.jmpalikanci. The background of this study arose from the risk of traffic accidents on the Palikanci toll road which were mostly caused by road user negligence and lack of understanding about safety, such as drowsiness while driving, high speed, and flat tires. Therefore, the company's public relations unit conveys information to the public digitally by utilizing Instagram as a fast, broad, and interactive two way communication media. This study uses a qualitative approach with data collection techniques through participatory observation, semi-structured interviews, and visual documentation related to the delivery of driving safety messages. Data analysis was carried out based on the public relations process framework according to Cutlip, Center, and Broom (2016) which consists of four main stages, namely defining the problem; planning and programming; taking action and communicating; evaluating the program.  The communication process is carried out through collaboration between public relations, operations, and IT (Information Technology) teams, with the preparation of information in the form of short videos (reels) and e flyers that are adjusted to the characteristics of Instagram users. Information is published routinely and uses a persuasive, communicative, and visual language style. Evaluation is carried out internally through accident data and Instagram's insight features. Meanwhile, external evaluation is carried out by the PT Jasamarga head office through an annual survey. However, at the time of the study, external evaluation had not been carried out in the RO 2 Cirebon area. Based on the results of the study, it shows that the cyber public relations (CPR) process carried out by PT Jasamarga Transjawa Tol Representative Office 2 Cirebon is carried out in a structured and consistent manner, using Instagram social media as a medium for delivering educational information visually, while also providing a space for interaction between agencies and the public that can contribute to increasing awareness. Through the implementation of a structured public relations process, safety information can support increasing driving awareness among toll road users.

Abstract

Digital transformation in village governance has become an important strategy for improving the quality of public services, particularly population administration services. The Government of Cengkuang Village, Palimanan District, Cirebon Regency developed the LARISA (Village Community Self-Service) application as a digital public service innovation to facilitate faster, easier, and more efficient administrative services for the community. This study aims to analyze the implementation of the LARISA application in population administration services in Cengkuang Village. A descriptive qualitative approach was employed, with data collected through observations, interviews, and documentation. The data were analyzed using the interactive model of Miles, Huberman, and Saldaña. Policy implementation was examined using George C. Edward III's framework, consisting of communication, resources, disposition, and bureaucratic structure, while community satisfaction was analyzed using the Expectancy Disconfirmation Theory. The findings indicate that the implementation of the LARISA application has been successfully carried out and has contributed positively to improving the quality of population administration services. The successful implementation is supported by effective communication, adequate resources, committed village officials, and a well-defined bureaucratic structure. The application has enabled public services to become faster, more effective, more efficient, and more transparent than the previous manual system. However, several challenges remain, including limited digital literacy among some community members and unstable internet connectivity. The study concludes that the LARISA application has become an effective public service innovation that improves both the quality of population administration services and community satisfaction. Nevertheless, strengthening human resource capacity, expanding public outreach, and improving information technology infrastructure are necessary to ensure the sustainability and optimization of digital public services.
