Abstract

Tujuan dari penelitian ini adalah untuk mengembangkan model pendampingan terpadu bagi perusahaan pariwisata skala kecil dan menengah yang melibatkan keterlibatan multipihak. Secara khusus, penelitian ini mengidentifikasi model pendampingan yang dibutuhkan oleh UKM sektor pariwisata di Wisata Air Panas Guci dan Kabupaten Tegal serta menavigasi strategi pendampingan yang sesuai dengan kebutuhan mereka dengan melibatkan multipihak. Penelitian ini menggunakan pendekatan kualitatif dengan studi kasus pada UKM di kawasan wisata Air Panas Guci, Kabupaten Tegal. Data dikumpulkan melalui diskusi kelompok fokus dan wawancara mendalam dengan UKM di industri pariwisata. Menganalisis 20 informan yang mewakili sektor UKM di Air Panas Guci yang terdiri dari UKM fashion, kuliner, dan kerajinan tangan. Berdasarkan analisis data kualitatif yang dilakukan, diperoleh hasil bahwa model pendampingan terpadu mencakup poin-poin substantif seperti pengembangan pemasaran, perizinan usaha dan badan usaha UKM, media sosial dan teknologi informasi, serta pengelolaan keuangan. Agar pendampingan lebih efektif, keterlibatan pemangku kepentingan sangat dibutuhkan. Studi ini menunjukkan bahwa para pemangku kepentingan membutuhkan peran dan kapasitas mereka untuk mengoordinasikan pengetahuan, manajemen, dan semangat kewirausahaan di antara UKM di sektor pariwisata. Oleh karena itu, temuan studi ini menambah pengetahuan tentang bagaimana UKM di industri pariwisata dapat melibatkan berbagai pemangku kepentingan dengan menggunakan strategi pendampingan terpadu.

Abstract

This study aims to analyze the role of the Yogyakarta Special Region (DIY) Regional Government in strengthening family resilience, with a focus on the implementation of policies and programs designed to support the family as the fundamental unit of society. The urgency of this research lies in the increasing social and economic challenges faced by DIY families, such as high poverty rates, domestic violence, divorce, and limited access to basic services, which collectively threaten family stability and community prosperity. Using a qualitative descriptive method, this research collects and analyzes secondary data from scientific journals, government reports, and policy documents published between 2015–2025. Data analysis was conducted through literature review and thematic mapping using VOS Viewer to identify key themes and group priorities. The results show that the DIY Regional Government plays a strategic role as regulator, dynamisator, facilitator, and catalyst in supporting family resilience through programs such as prenatal education, family economic empowerment, social assistance, and cross-sector coordination. However, challenges such as budget constraints, lack of inter-institutional synergy, and low community participation remain obstacles. The study concluded that strengthening family resilience in DIY requires an integrated and collaborative approach involving local governments, NGOs, the private sector, and the community, with an emphasis on education, economic stability, social support, and women's empowerment as key pillars of sustainable family development

Abstract

Deforestation and inefficient land management threaten food security in Indonesia, necessitating a digital governance framework capable of strengthening inter institutional coordination and data transparency. Responding to this urgency, this study adopted a systematic literature review of publications from 2014 to 2023 across six major databases, national policy documents, and international organization reports. From approximately 150 initial results, 45 publications were selected through the screening of titles, abstracts, and full texts. Text screening was then analyzed thematically based on the six dimensions of the OECD digital governance framework. Findings show that implementing digital governance can improve decision making effectiveness, data transparency, and cross-agency coordination in land and food management. International practices in China (real-time centralized data systems), Brazil (satellite monitoring), and the European Union (satellite programs and data transparency) provide essential lessons. However, from a digital government perspective, in terms of maturity, Indonesia is still at an intermediate stage towards the interactive stage. This condition reflects the persistence of fundamental challenges in implementing digital governance, such as low data interoperability, inadequate information disclosure regulations, and limited institutional capacity to implement a digitally integrated government system. To prevent deforestation and strengthen sustainable food security, Indonesia needs to improve data disclosure regulations, develop interoperability platforms across institutions, and increase institutional capacity to implement digital governance principles.

Abstract

This study analyzes the social movement “duit ora payu” (money doesn’t work) as a grassroots rejection of vote buying in the Village Head Election (Pilkades) of Narukan Village, Rembang Regency. This phenomenon is significant because it presents an electoral anomaly in which local communities collectively resisted money politics, contributing to contemporary studies on village democracy and electoral integrity. Using a descriptive qualitative approach, this research draws on literature studies and digital data to examine the dynamics surrounding the election. The findings show that the high level of social capital possessed by the elected candidate, Gus Faruq, built through strong social networks, public trust in integrity, and sincere civic engagement, became the decisive factor in defeating opponents suspected of distributing money in a structured manner. His close relationship with prominent religious figures, especially Gus Baha, further strengthened moral credibility and reinforced anti-money politics norms in the community. The study concludes that value-based social capital can effectively counteract corrupt electoral practices and offers a replicable model for promoting clean grassroots elections.

Abstract

Many studies have shown that money has power in political contestation in Indonesia, including research by Burhanuddin Muhtadi, Edward Aspinall, and others. This research finds the opposite: money does not confer power in political contestation in Indonesia. This is based on findings from regional head elections held simultaneously across 270 regions in Indonesia for the 2020-2025 period. Sixty business actors are running as candidates for regional heads and their deputies. Of this number, only 17 business pairs were regional head candidates and won the contest, or 28.3 percent. Forty-three candidate pairs from business backgounds lost the election, representing 71.7 percent of the total. This is relevant to the Kompas survey conducted in July 2020, which showed that 69.4 percent of voters did not pay attention to the money politics distributed by the candidates. Voters still receive the money distributed but vote according to their conscience. Money is not the main factor that determines the victory of a regional head candidate. There are many other factors, such as communication and the closeness of regional head candidates to voters. This research uses analytical qualitative methods, and data collection is carried out by searching for documents in trusted online media, both national and local. It would be no less attractive if further research examined whether the involvement of business actors in regional head elections is more successful when they become political investors or direct candidates.

Abstract

This study aims to evaluate public service performance in Nagari Pakan Sinayan by aligning community expectations with service realities. This research employs a quantitative approach using a survey method involving 100 respondents selected through simple random sampling to ensure data representativeness. A structured questionnaire that had undergone validity and reliability testing was used as the primary data collection instrument. The collected data were analyzed using simple linear regression through SPSS to determine the extent to which service quality contributes to community satisfaction. The findings show that service quality has a positive and significant effect on community satisfaction, as indicated by an Adjusted R² value of 31.3% and a significance level of 0.000, which falls below the 0.05 threshold. These results indicate that improvements in responsiveness, reliability, and empathy are essential elements in strengthening public trust and satisfaction with government services. The study concludes that enhancing the competence of nagari government officials and standardizing service procedures are strategic steps needed to align public service performance with community expectations

Abstract

The rapid development of information and communication technology has expanded opportunities for governments to promote participatory, transparent, and accountable governance through e-democracy. This study analyzes the implementation of the PADUKO (Online Population Administration Services) application as a form of digital governance and e-democracy in Padang Panjang City. Using an evaluative case study with a qualitative approach, data were collected through in-depth interviews, observation, and document analysis, and were validated using source triangulation and focus group discussions. The findings show that PADUKO improves service transparency, access to digital information, citizen participation, and inter-agency collaboration in population administration services. However, citizen participation remains largely procedural and consultative, corresponding to the levels of consultation and placation in Arnstein’s ladder of participation. Challenges such as unequal digital literacy, limited infrastructure, and uneven public awareness continue to constrain meaningful engagement. This study concludes that the effectiveness of e-democracy initiatives depends not only on technological readiness but also on supportive institutional frameworks and active community involvement to achieve substantive citizen empowerment in local governance.

Abstract

Order and security are fundamental elements of sustainable regional development. In the Kapanewon Tanjungsari region, Gunungkidul Regency, D.I Yogyakarta, challenges to social stability arise due to complex demographic, geographic, and socio-economic dynamics. The local government has responded to these conditions by launching the Jaga Warga program, a community-based initiative that aims to increase community participation in maintaining order and security in the neighborhood. This study aims to identify and analyze the patterns of order and security issue handling carried out by Jaga Warga as a form of active community participation. Using a qualitative approach with a case study method, data was collected through field observations, in-depth interviews with various stakeholders, and analysis of activity documentation. The results of the study show that Jaga Warga adopts a community-based communication pattern, establishes intensive coordination with village officials, and implements preventive strategies rooted in local values such as mutual cooperation, deliberation, and social solidarity. This pattern has proven to be effective in increasing community awareness, strengthening social bonds, and creating a collective sense of security. In addition, the success of the Jaga Warga program is influenced by the structural support of the village government and the active participation of residents in neighborhood security activities. This study recommends strengthening Jaga Warga's institutional capacity through training, funding, and a continuous evaluation system, as well as the need for local government policy support to ensure the sustainability of participatory security practices at the local level

Abstract

This study explores the reasons behind the decline of the Aceh Party in the Banda Aceh City legislative elections over four election cycles (2009, 2014, 2019 and 2024). After an initial success in 2009 with six seats, the party experienced a gradual decline, losing four seats in 2014, two in 2019, and ultimately losing all representation in 2024. This decline raises questions about the internal and external dynamics that influence the resilience of local parties in the post conflict period. The study employs a neo-institutional framework that combines the concepts of party institutionalization and public trust. The approach used is qualitative, using data collected through in-depth interviews, field observations, and secondary data analysis. The analysis reveals three main findings. First, the ideological foundation of the Aceh Party is increasingly disconnected from the diverse urban population. Second, its legislative performance fails to project a credible image in the performance of its oversight and public representation functions. Third, internal conflict and leadership changes create a fragile and unstable organizational structure. In conclusion, the party's decline is not only due to changing voter preferences but also reflects deeper institutional challenges, the inability to adapt ideology to local realities, maintain organizational coherence, and meet demands for political accountability. These findings emphasize that identity-rooted parties must adapt their historical narratives to contemporary issues and strengthen transparent governance to remain relevant in the competitive political arena.

Abstract

The complexity of coastal and marine resource management in Indonesia is often caused by overlapping authorities between institutions and sectoral regulatory disharmony. This phenomenon has resulted in legal uncertainty, marginalization of coastal communities, and marine environmental damage. The research aims to reconstruct a governance model that promotes legal certainty, justice, and sustainability. Using a normative legal research method supported by statutory, conceptual, case, and historical approaches, this article analyzes the distribution of authority and its implications for coastal governance in the post-decentralization era. The findings reveal that the withdrawal of maritime authority from districts to provinces has created administrative gaps, weakened local participation, and increased legal uncertainty. This article offers a reconstructive approach based on seven pillars that integrate the principles of the rule of law, balance between central and regional relations, revitalization of assistance tasks, internalization of Pancasila values of justice, strengthening of local institutions, utilization of Geographic Information System (GIS) technology, and mainstreaming of ecological awareness and legal spirituality. Using a normative legal approach, this article argues that the seven pillars constitute a conceptual and operational framework for restructuring a coastal resource management system that is equitable, effective, and sustainable.
