Abstract

The Green Village program is the primary instrument for implementing Siak Regency Regional Regulation No. 4 of 2022, which emphasizes village development based on a green economy and environmental sustainability. Siak Regency has two dominant types of village-level economic institution: village-owned enterprises (BUMDes, the national designation; or BUMKam, used in regions including Siak Regency) and Red-and-White rural/urban village cooperatives (KDKMPs), the latter launched underPresidential Instruction No. 9 of 2025. Both are mandated to strengthen the village economy, yet no structured partnership model currently exists. Previous studies tend to discuss BUMDes/BUMKam and KDKMPs separately, with limited attention to their institutional relationship in the context of green village governance. This study formulates a partnership framework aligned with the Green Village program, employing a qualitative exploratory design through in-depth interviews, focus group discussions, observation, and document analysis. Data were analyzed thematically using the Global Gotong Royong Tetrapreneur framework-Chainpreneur, Marketpreneur, Qualitypreneur, and Brandpreneur. The findings indicate that the BUMKam–KDKMP partnership is relevant to supporting green village economy development in Siak Regency, although implementation faces challenges including differences in institutional readiness and potential functional overlap. This study proposes a Tetrapreneur-based partnership model intended to clarify the division of roles and reduce functional overlap, offering a potential practical approach to strengthening institutional synergies and supporting the transition to a green village economy.

Abstract

This research analyzes the correlation between strategic environmental planning and actual environmental performance in Tanjungpinang City in 2017–2023, focusing on the role of good environmental governance (GEG). Unlike previous studies that consider environmental indicators or governance separately, this study bridges the gap by combining performance evaluation and governance analysis into one framework. This evaluative case study combines descriptive quantitative analysis with qualitative document analysis. Secondary data from official planning documents and institutional reports were analyzed through gap and trend analyses, complemented by a qualitative assessment of governance principles. Only three indicators exceeded their established targets—the Water Quality Index, the Percentage of Regional Climate Change Action Plan, and the Environmental Quality Index—while the Environmental Data and Information indicator met its target exactly; the Land Cover Quality Index and waste-related indicators performed relatively weakly. This uneven pattern shows that meeting targets does not guarantee consistently good environmental performance. The trend analysis reveals generally stable gains across most variables, alongside persistent shortcomings in land use management. Environmental performance appears strongly influenced by governance quality, particularly policy coordination and integration: indicators under tighter administrative control perform better, while those requiring cross-sectoral cooperation perform worse. This paper thus contributes to understanding that environmental-planning effectiveness depends not only on target achievement but also on governance's capacity to translate policy into coordinated cross-sectoral action. Strengthening cross-sectoral integration, accountability, and participatory mechanisms is essential to achieving more aligned and sustainable environmental outcomes.

Abstract

This bibliometric study identifies global research on digital governance and explores the policy implications for the digital transformation of government in Indonesia. The analysis was conducted using data from the Scopus database and the RStudio software (Biblioshiny). The findings reveal two main thematic clusters. The first cluster focuses on digital transformation and the socio-ministrative aspects of governance, with keywords such as digital governance, governance approaches, technology adoption, innovation, trust, and COVID-19. The second cluster highlights the technical and policy dimensions, withkeywords such as e-government, public policy, transparency, open data, decision making, and artificial intelligence. The connection between the two clusters through the e-government node reflects the interdisciplinary nature of digital governance research. These findings emphasize the importance of cross-country and cross-disciplinary academic collaboration in strengthening inclusive, data-driven, and citizen-oriented digital transformation strategies. Strengthening this collaboration is also intended to bolster the governance legitimacy that underpins public trust in digital services. In the Indonesian context, this study recommends strengthening the integration of national digital policies, enhancing institutional capacity, and developing an open research ecosystem to support adaptive and participatorydigital governance.

Abstract

This study examines public satisfaction with the Core Education Data System (Dapodik) administrative services at the Bontang City Education and Culture Office, focusing on the factors that shape user perceptions and the service-quality dimensions most in need of improvement. Using a quantitative descriptive design with an evaluative survey approach, the study applies the Public Satisfaction Survey (SKM) framework established under Regulation of the Minister of Administrative and Bureaucratic Reform of the Republic of Indonesia No. 14 of 2017, integrated with the SERVQUAL model’s five dimensions: tangibles, reliability, responsiveness, assurance, and empathy. Data were collected from 152 school operators across various educational levels via a structured questionnaire distributed through Google Forms, using a four-point Likert scale (1 = dissatisfied to 4 = very satisfied) and a proportional quota sampling method. Statistical analysis comprised the SKM computational model for satisfaction indexing, descriptive statistics for indicator-level scores, and multiple linear regression to identify the most influential service-quality predictors. The overall satisfaction index falls in the “Good” (Baik) category, indicating that while the service system and technology function adequately, several service dimensions have not yet met user expectations. Among the nine service indicators, assurance and competence scored highest, reflecting users’ confidence in staff professionalism and reliability, while responsiveness, reliability, and complaint handling scored lowest, pointing to delays and inconsistency in service delivery. The study concludes that improving Dapodik users’ satisfaction requires more than procedural and technological gains: continued attention to responsiveness and empathy in service delivery is essential.

Abstract

We analyze the role of government and stakeholders in addressing stunting in Loktuan Urban Village, North Bontang, through the lens of collaborative governance. We find that the continued prevalence of stunting is not caused merely by a lack of resources and the absence of programs, but by weak coordination capacity and insufficient integrated collaboration among stakeholders. We employed a qualitative, interpretive approach, gathering data through in-depth interviews, observations, and documentation with local government representatives, community health workers, and social actors. Despite the presence of multi-sectoral programs, we find that their execution remains sectoral and disconnected, owing to a lack of shared responsibility and interdependence among stakeholders. Government steering functions as regulatory administration rather than as orchestration capable of aligning actors toward a shared outcome, while stakeholder engagement stays transactional and activity-based rather than co-produced. We contribute to governance scholarship by shifting the analytical focus from program availability to the government’s capacity to orchestrate multi-actor collaboration at the local level, offering insight into how village governance can move from fragmented coordination toward an integrated, accountable collaborative system for stunting reduction.

Abstract

The 2024 West Sumatra gubernatorial election offers a critical site for understanding the political behavior of Generation Z, a cohort raised in the digital era, for whom social media is both the primary source of political information and a space for spontaneous, often viral political expression. This study examines the relationship between the intensity of political content consumption on social media and the political behavior of Generation Z in West Sumatra across cognitive, affective, and conative dimensions. Using an online survey of respondents aged 17–27 with proportionate stratified random sampling, thestudy applies correlation and simple linear regression analysis. The findings reveal a strong, significant association between social media use and Generation Z’s political behavior (significance value 0.000; calculated t = 16.380, exceeding the critical value), and a positive regression coefficient (1.925) indicates that higher consumption is positively correlated with political behavior. Cognitively, most respondents showed adequate political knowledge but remained neutral toward information credibility, reflecting digital caution and high fact-checking awareness. Affectively, they expressed strong interest in politicalissues and rational support for public policies while keeping a critical distance from political actors and institutions. The association with political action is dualistic: it accompanies high electoral participation but does not fully stimulate digital activism. Social media thus plays an important role in shaping political awareness yet has not become a driver of non-electoral participation, indicating a need for further research on how political identity relates to political behavior.

Abstract

This study examines the effect of competence on employee performance and investigates the mediating role of organizational commitment among employees of subdistrict offices in Pekanbaru City. A quantitative approach using partial least squares structural equation modeling was employed, based on data collected from 151 employees across five subdistrict offices through purposive sampling. The findings indicate that competence has a significant positive effect on organizational commitment (? = 0.954, p < .001) and employee performance (? = 0.758, p < .05). Organizational commitment also has a significant positive effect on employee performance (? = 0.236, p < .05) and partially mediates the relationship between competence and employee performance (indirect effect = 0.225). These results suggest that competence enhances employee performance both directly and indirectly through organizational commitment. This study contributes to the literature on public sector human resource management by providing empirical evidence that organizational commitment serves as a partial mediator between competence and employee performance. The findings offer practical insights for improving employee performance within local government institutions, particularly at the subdistrict level in Pekanbaru City.
