Abstract

Jambi gubernatorial election in 2020 reaped many dynamics and a long process until it ended in the Constitutional Court. One of the interesting things in this dynamic process is the involvement of religious issues, especially the role of ulama and Islamic organizations in the victory of the Al Haris and Abdullah Sani pair. The movement of religious issues is inseparable from the figure of Abdullah Sani, who is known as a scholar and has a strong influence among Nahdliyin. The purpose of this study is to see how the influence of Abdullah Sani as a candidate for Deputy Governor in gaining the votes of the Muslim community in the 2020 Jambi Governor election. The method used in this study is qualitative with a literature study approach. The results of this study indicate that Abdullah Sani's decision to run as Al Haris' companion in the 2020 Jambi Governor election was the right decision, Abdullah Sani's track record and contribution in the religious field as well as the clerical charisma inherent in him succeeded in attracting the sympathy of the Muslim community of Jambi Province, a declaration of support From the ulama and Islamic organizations there was also a lot of flow, even after the re-voting this pair was declared victorious and succeeded in sitting as Governor and Deputy Governor of Jambi.

Abstract

Indonesian Democratic Party of Struggle (PDI-P) In the 2024 Legislative Election, implemented the KomandanTe Stelsel strategy in Central Java, the KomandanTe Stelsel System is a political strategy implemented by the Indonesian Democratic Party of Struggle (PDI-P). This strategy is based on the principle of mutual cooperation and organized division of tasks to party cadres, by assigning each legislative candidate (caleg) to manage a certain area as a power area or combat area. which has a varied impact on the acquisition of legislative seats in various districts and cities. This study aims to evaluate the effectiveness of this strategy in mobilizing support and strengthening internal party solidarity. This research method. Using a qualitative descriptive approach and utilizing data from secondary sources, the analysis was carried out by comparing information from various sources and seeing the suitability between the data and the research objectives. The results of the study showed varying impacts in various regions where some regions experienced an increase, decrease, or stability in the acquisition of legislative seats. The variation in results in each district/city shows that this system requires a more in-depth evaluation, as well as more appropriate adjustments so that it can be better implemented in all regions. Overall, although the KomandanTe Stelsel is a significant innovation in managing competition between candidates and strengthening party solidarity, continuous evaluation and adjustment strategies are needed to optimize its impact in the future.

Abstract

This study starts from the paradox of coastal and marine management. On the one hand, marine resources provide various potentials that bring various benefits from their ecosystem services. However, on the other hand, coastal and marine utilization often causes conflict due to mismanagement, ignoring community participation and excessive economic orientation without considering social and environmental aspects. This study uses qualitative methods to explore the meaning of keban in general and its functions. Coastal and marine management models in the form of conservation/protection, utilization, and ecosystem improvement can be carried out through two approaches. The first is to give full responsibility and authority to the government or local community. Second, integrate management between the government and the community. Keban lewa lolon on Solor Island offers an integrative model of sustainable coastal and marine management based on local wisdom that is known and accepted by the local community. Keban lewa lolon is a new practice on Solor Island for the protection, utilization of the coast and sea inspired by the food barn on land. The keban model integrates local wisdom with government zoning policies. From a public policy perspective, this study contributes to the design of participatory policies for the management of coastal and marine spaces based on local wisdom.

Abstract

This research compares the political systems and power structures of Indonesia and Australia, focusing on their similarities and This study compares the political systems and power structures of Indonesia and Australia using a qualitative approach through a comparative literature review. Indonesia adopts a presidential republic system. In contrast, power in Australia is distributed among the executive, legislative, and judicial branches under a constitutional monarchy (Westminster system) through a parliamentary model. The primary objective of this study is to identify the similarities and differences in democratic practices, the distribution of power, and the level of public trust in state institutions. The findings indicate that both countries share similarities in democratic practices, such as the regular conduct of elections and the implementation of the principle of Trias politica, which divides power into three main branches: the executive, the legislative, and the judiciary. However, notable differences are evident in their governmental structures. In Indonesia, the president serves as both head of state and head of government. In contrast, in Australia, the monarch plays a ceremonial role, while the prime minister, elected through parliamentary support functions as the head of government. There are also differences in terms of tenure. In Indonesia, members of the legislature serve five-year terms, while in Australia they serve three-year terms. Moreover, the Australian prime minister has no fixed term limit, as tenure depends on continued parliamentary support. In Australia, public trust in state institutions is generally higher due to greater transparency, accountability, and more effective law enforcement. Meanwhile, Indonesia faces ongoing challenges such as corruption and public dissatisfaction with the performance of state institutions, which results in comparatively lower levels of public trust.

Abstract

The current transformation of public libraries is a social inclusion-based library transformation that not only maintains the sustainability and existence of libraries, but also directs them to be part of achieving Sustainable Development Goals (SDG's), which is a sustainable development program that is aligned with the mission of the United Nations (UN) through a joint development resolution plan until 2030. This is what makes public libraries and village libraries to help the Indonesian government program in accelerating poverty alleviation. This study aims to analyze “How is the Communication Strategy of the Siak Regency Library and Archives Office in implementing a social inclusion-based library transformation program”. In this study researchers used several data collection techniques: interviews, observation, documentation. The results of this study indicate that the Library and Archives Service of Siak Regency in implementing the social inclusion-based library transformation program implemented it by holding seven trainings, namely the program being: cosmetology, making bread / pastries, making chili sauce, making shredded catfish, making Sablak crackers, making traditional herbal medicine turmeric acid, making plates from palm sticks. The strategy carried out is through three stages, namely planning, implementation, and evaluation. With this training, it is hoped that it can improve the community's economy, in accordance with the initial objectives of this program.

Abstract

This research analyzes Central Kalimantan’s opportunities in developing the Indonesian Capital City (IKN) through the discourse that emerged in the public debate of candidates for governor and deputy governor of Central Kalimantan in 2024. Using a critical discourse analysis approach, data in the form of debate transcripts were analyzed using NVivo 15 software to identify key themes, discourse patterns, and relationships between issues. The research results show that there are six political discourses in the debate, namely: infrastructure development, natural resource management, and human resource empowerment are the main themes in the debate. The couple Abdul Razak and Sri Suswanto and the couple Agustiar Sabran and Edy Pratowo both have percentage coverage highest on the issue of job creation (34.53%), Nadalsyah and Supian Hadi highest on the issue of opportunities for Central Kalimantan as a buffer for IKN food security (11.85%). Meanwhile Willy M Yosef and Habib Said have percentage coverage highest on the issue of infrastructure development opportunities. This research contributes to the development of strategic policy through political discourse for regional head candidates who will be elected in translating the position and reading of Central Kalimantan’s opportunities as a buffer for the capital of the archipelago on its policy priority scale.

Abstract

This study aims to analyze how a community manages its resources to address the issue of stunting, which is defined as impaired growth in children due to chronic malnutrition and repeated infections (based on Indonesian Presidential Regulation No. 72 of 2021). Stunting is a serious problem that affects both the physical and psychological development of children. The community studied is Kampung Banjar Seminai, Dayun District, Siak Regency, which claims to have successfully reduced stunting rates in 2023. This is notable because, while the overall stunting rate in Siak Regency slightly increased by 0.33% between 2013 and 2023, the rate in Riau Province dropped significantly from 36.8% to 14% during the same period. The research method involved interviews with people actively involved in tackling stunting at the village level, including the village head, village health workers, and Posyandu volunteers. The results show that the community’s ability to manage resources, along with active participation and good coordination among village actors, played a key role in reducing stunting in Kampung Banjar Seminai. This study highlights the importance of local community involvement in stunting prevention programs and recommends strengthening support and empowering resources at the village level to improve health intervention outcomes.

Abstract

This study analyzes the application of the strict liability principle in addressing marine pollution caused by ships in the North Nias Waters, focusing on the MT AASHI asphalt spill incident and its implications for Indonesia’s national interests. Employing a normative legal research design with a qualitative approach, the study investigates legal responses, regulatory frameworks, and international obligations through document analysis and field-based data. The research highlights that the Indonesian government responded by forming a joint investigative team and demanding accountability from the foreign-flagged vessel, which operated under a flag of convenience without clear insurance protection. The study identifies Indonesia’s key national interests in this case: environmental security, economic sovereignty, and jurisdictional authority over its Exclusive Economic Zone. As a party to MARPOL and UNCLOS, Indonesia upholds international obligations to prevent marine pollution, while domestically enforcing the strict liability principle under Law No. 32/2009. This legal mechanism enables the state to pursue environmental accountability without proving negligence, thereby strengthening enforcement againstpolluters and securing compensation for material and immaterial losses. Overall, this study offers insight into how Indonesia can integrate international maritime conventions with national legal instruments to defend marine ecosystems and uphold state sovereignty in maritime governance.

Abstract

This study aims to investigate the factors influencing the political preferences of first-time voters (Gen Z) in the digital landscape, emphasizing the role of social media as a campaign tool and source of political information. A quantitative approach was adopted through a survey of 206 first-time voters in Pekanbaru. The collected data were statistically analyzed to identify correlations between the intensity of social media use, types of platforms, and shifts in political preferences. The findings reveal that social media is the primary source of political information (80% of respondents), with TikTok and Instagram being the most utilized platforms. Key factors influencing political preferences include (1) creativity in campaign content (55%), (2) responsiveness to current issues (40%), and (3) the impact of misinformation (30%). Candidates' vision and mission were the top consideration (85%), followed by experience (70%) and leadership qualities (65%). Approximately 30% of respondents changed their preferences after exposure to social media, while 70% maintained their initial choices due to emotional connections or shared values. This research significantly contributes to the understanding of digital political communication by illustrating the shift from traditional campaigns to visual content-based strategies. The findings also offer recommendations for the election commission and political parties to design data-driven campaigns.enhance voter media literacy, and address misinformation challenges. Theoretically, this study expands the concepts of digital political participation and selective exposure theory within the context of Indonesia's digital democracy.

Abstract

The increase in the number of elderly people in Indonesia, especially in the Special Region of Yogyakarta (DIY), will reach 16.69% by 2023. This creates new challenges in fulfilling the social and economic rights of this vulnerable group. The DIY government responded through the Social Security for the Elderly (JSLU) program to ensure the welfare of the poor and neglected elderly. This research uses a qualitative approach with secondary data obtained from official government websites, digital mass media, and scientific articles. The analysis was conducted based on Harold Lasswell's communication process theory, which includes five indicators: who (communicator), says what (message), to whom (communicant), through what channel (media), and with what effect (resulting impact). The results showed that the DIY government's communication in distributing JSLU was quite effective. The local government, Department of Social Affairs, and partners such as Bank BPD DIY and warung WALUYO act as credible communicators. Messages are delivered clearly through socialization and digital media. Communicants (the elderly) receive information through various media, although some face barriers in accessing technology. The effectiveness of communication can be seen from the achievement of aid distribution of 97.76% of the target of 8,000 elderly. The JSLU program not only improves the welfare of the elderly but also empowers the local economy through neighborhood stalls. However, challenges such as limited access to technology for the elderly and the lack of socio-economic impact evaluation need to be addressed. The success of the program depends on the continuity of inclusive communication and continuous monitoring.
