Abstract

This article will analyze the three pillars of food security in Riau Province and the factors that influence the fulfillment or non-fulfillment of these pillars. It will also outline the impact on vulnerable groups such as women and children if food security is not met. This research employs a qualitative method with data collection through literature analysis and selected documents such as journals, annual reports, and official documents released by governmental or non-governmental agencies. Speaking of factors influencing food security, there are four determining factors: government, economic access, environment, and global/international conditions. However, for food security in Riau, poverty and the environment are the two determining factors and are the main priorities for analysis in this article, including how the Riau Provincial Government responds to these conditions. The article demonstrates that in the pillar of food availability, the quantity and consumption of food are determining factors that impact the occurrence of malnutrition, undernutrition, and even stunting in children. Poverty and the environment are the main determinants of unmet food security in the pillar of food access, with the environmental factors being influenced by deforestation and population growth. Meanwhile, in the pillar of food utilization, the amount of energy consumption is the determining element.

Abstract

Elections are an activity that cannot be separated from a country that adheres to a democratic system. The election is an event in the interest of occupying all lines of existing sectors. All things are legalized in elections. As a result, the meaning of humanizing humans is only limited to a concept. Elections change the perspective of something to be very important and negate the true nature of a thing. This paper discusses how the pattern of disruption of party maneuvers to get voting rights from the people by utilizing digitalization in the 2024 election. Various methods are carried out and even justified to achieve the desired thing, even though it is unforgivable. The writing method uses a literature review, and data will be obtained through literature studies from books, journals, webs, and reality related to relevant news by not leaving elements of the problem studied. The results and analysis in this paper are a benchmark for how a group can attract existing groups. As well as a follow-up on facing political contestation in the future.

Abstract

The aim of this study is to examine the factors that contribute to the formation of dynasty politics in Pesisir Barat Regency through an in-depth analysis of the Pilkada process since 2013. A historical approach to political dynamics in this new region is relevant, especially regarding the potential for dynasty politics. Political network analysis techniques are applied to identify the relationships between the main political actors in the region, including potential candidates and other local political figures. The results of the study found that the incumbent AI has significant potential as an actor in the political dynasty movement in the 2024 Pilkada in Pesisir Barat Regency. The factors supporting the existence of the political dynasty are: (1) Regional Expansion; (2) Clientelism and Patronage; (3) Party Recruitment System; (4) Local Support; (5) Domino Coalition Effect; and (6) Limited Political Alternatives and Low Participation. The insights from this study have implications, especially in making the public and government aware that it is important to be more critical in choosing leaders by considering the track record and vision and mission of the candidates objectively. Active participation in elections and encouraging transparency in the party recruitment process are steps that can help prevent the dominance of dynastic politics and strengthen democracy at the local level.

Abstract

The success of the nagari government program is determined by the capacity of the leadership elements. This research aims to analyze the capacity of the governing and non-governing elite of Nagari Tuo Pariangan in implementing pacu jawi. This research uses UNDP institutional capacity theory and JICA individual capacity. The method used is a qualitative instrumental case study approach. The results of this research are that the capacity of the governing elite of Nagari Tuo Pariangan has not been maximized in using human resources, capital and policy direction. The governing elite does not accommodate resources for the creation of trading facilities in the jawi racetrack. The capacity of the non-governing elite of Nagari Tuo Pariangan has also not played an effective role in organizing the pacu jawi. This is because bundo kanduang and religious scholars do not play an optimal role in carrying out the pacu jawi event. Several recommendations to increase the capacity of the governing elite of Nagari Tuo Pariangan, namely using a mixed top down & bottom up policy, giving tasks to bureaucrats to search for the location of the pacu jawi rice fields, allocating village funds for pacu jawi activities, creating materials and designing attractive funding proposals, preparing materials creation of traders’ stalls, using the concept of community based tourism (CBT) involving traditional elements, pacu jawi fans, people who own rice fields, people who are involved in agricultural businesses. Next, on the evaluation agenda, the Nagari Tuo Pariangan Government must interact with all actors in the pacu jawi event and accommodate suggestions submitted by each actor. Several recommendations to increase the capacity of the non-governing elite of Nagari Tuo Pariangan, such as providing renewal, adding traditional and cultural nuances, holding Nagari Tuo Pariangan cultural arts at the jawi runway, proposing a typical nagari culinary bazaar and holding an exhibition of Nagari Tuo Pariangan tambo literary works.

Abstract

As a service provider to the public, the government must maintain the quality of its services. Quality public service is one that can meet public satisfaction. This study aims to analyze the quality of population administration services at the Department of Population and Civil Registration in Prabumulih City. The research uses a descriptive method with a quantitative approach. Data were obtained from 100 respondents through convenience/accidental sampling. Data collection was carried out by distributing a questionnaire consisting of 25 statements on a Likert scale. This study assesses the public's perception of several service dimensions, including speed, clarity of fees, the friendliness of staff, as well as the reliability and available facilities. The results show that the service is rated good, with minimal differences between public expectations and perceptions. Factors such as speed, fee clarity, and staff friendliness contribute to satisfaction. However, the physical aspects and reliability still require improvement. Recommendations include upgrading the facilities and administrative tools used in the service, as well as providing regular training for staff to support more responsive service. These improvements are expected to enhance the overall service quality and increase public satisfaction.

Abstract

This research aims to investigate the factors that cause the low representation of women in the recruitment of prospective members of the Bawaslu RI for the 2022-2027 period. The problem in this research is related to the recruitment of prospective members of Bawaslu RI for the 2022-2027 period who have not met the 30% quota for women's representation as mandated in Law No. 7 of 2017 and will be analyzed using the theory of supply and demand model of candidate selection by Norris and Lovenduski.  This research uses qualitative research methods using primary and secondary data sources. This research found that the low representation of women in the recruitment process was caused by the supply and demand sides. On the supply side, it was found that women still lack preparedness regarding time, financial resources, support networks, and motivation. Of all the resources women have, support network resources are the most influential in achieving a position as a member of Bawaslu RI. Next, on the demand side, it was found that work background, education, gender, and age were not selectors' preferences when selecting prospective members of the Bawaslu RI. It was found that the recruitment system was not based on gender justice because the political process still took into account male aspects. This research has urgency for the world of politics and elections, namely, to create a recruitment process in election organizers that is transparent, accountable and in favor of women.

Abstract

Performance accountability of public agencies, including the Rampoang Sub-district Office of Palopo City, is crucial to ensure the government's responsibility to the community. However, it is often not fully realized, leading to problems such as slow administrative services and lack of integrity among staff. The researcher's analysis has revealed that there has been no previous study linking the accountability of the staff with the provision of services in Rampoang Village, Palopo City. This study aims to address this gap and examine the accountability of staff performance in the implementation of services in Rampoang Village, Palopo City. This research utilizes a quantitative descriptive method, gathering data through observation, interviews, and documentation. The results indicate that the expected level of accountability in the Rampoang Village office has not been met due to a shortage of human resources in the staff. This has resulted in slow delivery service to the community, with minimal accountability among the staff. Public complaints regarding services, particularly relating to process accountability and honesty, are still widespread in the Rampoang Village office. As a result, the researchers propose several recommendations. One of these is the need to increase the number of staff members, as this can have an impact on the provision of services in the Rampoang Village office. Data from the village office indicates that while there is satisfaction with the speed of service and the behavior of the staff, concerns remain regarding time efficiency, service quality, and transparency in costs. This highlights the necessity for improvement in these areas.

Abstract

The implementation of elections is a forum for democracy that requires community participation. Community involvement in the election is motivated by the political campaign strategy implemented by the candidates. In the 2024 election, three candidates with their uniqueness will compete in the presidential election. The purpose of this research is to find out the political campaign strategy of each candidate through the perspective of political product delivery in the 2024 presidential election. The data collection technique was carried out using mass media, which was determined by the purposive sampling technique using three main criteria so that as many as 60 news articles were obtained. The data analysis technique uses an interactive model with the stages of data reduction, data presentation, verification, and conclusion drawn. The results of the study show that each candidate uses the same strategy in conducting political campaigns. The three candidates used to push marketing, pull marketing, and pass marketing strategies in political campaigns. However, each candidate uses a different dominant strategy in conveying his political products. The delivery of political products by each candidate also has different activities in their strategy to attract the attention of the public so that they can vote for a certain candidate. This research is limited to the use of data only in the form of online mass media and scientific articles. Further research can use primary data by developing new research in the form of the role of political product delivery and the number of votes obtained in the presidential election.

Abstract

Sustainable national development is an important part of rural development that plays a role in empowering rural communities. In an effort to build Indonesia from villages, among others, village-owned enterprises are needed, which are supported by the legislation of Law Number 6 of 2014 concerning villages. It is hoped that BUMDes will be in favor of the community through the provision of socio-economic services. Meanwhile, BUMDes aims to seek profits by offering goods and services to the market. The existence of BUMDes is expected to increase the economic potential of the community through the principles of BUMDes governance. The principles of BUMDes governance are being cooperative, participatory, emancipatory, transparent, accountable, and sustainable. The objectives of this study are (1) to explore rural development in community empowerment through the governance of Village-Owned Enterprises in Mandau District, Bengkalis Regency. (2) To explain the factors that support and hinder rural development in the governance of Village-Owned Enterprises in Mandau District, Bengkalis Regency. The principle of BUMDes management in Mandau District, Bengkalis Regency, shows that cooperatively it has not been optimal in carrying out good cooperation in business development; participatorily, not all components seen in BUMDes have voluntarily provided support and contributed to the progress of BUMDes business; emancipatively, it can be seen that BUMDes managers lack female management members; in terms of transparency, there is still a lack of information disclosure and reporting submitted. Accountably, it is assessed that the resource capacity of BUMDes managers, lack of understanding of the role and vision and mission of BUMDes, in a sustainable way, has not been oriented towards the sustainability of BUMDes institutions and businesses. The factors supporting the principle of BUMDes management in Mandau District, Bengkalis Regency in poverty alleviation and village empowerment through BUMDes are very high. with an injection of BUMDes funds from villages, the Regency Budget, the Provincial Budget, and related ministries. Meanwhile, the inhibiting factors are the slow return of the budget lent to the community and the lack of functioning facilities made to bring profits to BUMDes businesses, such as market rentals and pertashops that are less profitable.

Abstract

The COVID-19 pandemic that hit Indonesia left a number of homework to be completed by the government. One of the real impacts is the decrease in the number of tourists in Indonesia which affects the smooth running of the community's economy. One area that has experienced a drastic decrease in the number of tourists is Tanah Datar District. To overcome the problems that occurred, the Tanah Datar Regency Government and the Kenagarian Government agreed to collaborate in tourism recovery. The collaboration that was carried out resulted in a collaborative policy called "Satu Nagari Satu Event". Apart from aiming to restore tourism in Tanah Datar Regency, the collaboration that is being carried out also aims to preserve culture in Tanah Datar Regency. This study uses collaboration theory by Kirk Emerson. In this theory the quality of collaboration can be measured through three stages: collaboration dynamics, collaborative actions, and the impact of collaboration adaptation. The approach used in this study is a qualitative approach. This type of research is descriptive. The research location is in Tanah Datar Regency, to be precise at the Tourism, Youth and Sports and Nagari Office which implements the “Satu Nagari Satu Event” policy. The type of data in this research is divided into primary data using purposive sampling technique of informant data collection and secondary data in the form of supporting documents. The results of this study can be seen after making a comparison between the collaboration process carried out by the Tanah Datar District Government and the Kenagarian Government with the quality and stages of collaboration theory by Kirk Emerson. The results of the collaboration carried out have a significant influence on the development of tourism in Tanah Datar Regency. This is marked by an increase in the number of tourists, the preservation of culture in the village, the recovery of the MSME sector, and the growth of the village's independence in exploiting tourism potential.
