Abstract

This study aims to determine the organizational culture applied at PT Kereta Api Indonesia (Persero) based on the level of organizational culture, namely: basic assumptions, values, and artifacts. Organizational culture plays a major function in modeling the behavior and performance of the company through the collective efforts of each member. The research method used is qualitative with emphasis on documentation as a data collection technique in this study. Meanwhile, data analysis was carried out in a narrative manner. The empirical findings in this study focus on organizational culture at PT Kereta Api Indonesia (Persero) which as a whole shows the company's success in improving management and employee performance. In addition, it has a significant impact on customer satisfaction and the good image of the company. PT Kereta Api Indonesia (Persero) provides excellent service to customers, where they are a top priority for the company. The change in orientation to excellent service to customers makes PT Kereta Api Indonesia (Persero) able to compete in the global market era.Keywords: organizational culture; PT Kereta Api Indonesia (Persero); organizational culture level

Abstract

Tujuan dari penulisan ini adalah untuk membuat gambaran umum megenai kondisi Sofifi yang akan dijadikan sebagai Kawasan Khusus Ibukota Provinsi Maluku Utara. Dalam kasus ini, Ternate yang merupakan ibukota sementara Maluku Utara ditempatkan sebagai pusat kota seolah melupakan Sofifi sebagai ibukota resmi Provinsi Maluku Utara. Setelah hampir 22 tahun lamanya, wacana pemindahan ibukota Provinsi Maluku Utara dari Ternate ke Sofifi mendapat titik terang. Tahun ini, pemerintah pusat berencana akan menjadikan Sofifi sebagai kawasan khusus untuk menunjang kesiapannya dalam melakukan transisi perpindahan ibukota provinsi. Dalam penulisan ini, metode yang digunakan adalah studi kepustakaan berupa jurnal, literature-literatur ilmiah, buku, berita, dan lain sebagainya. Analisis yang digunakan dalam penelitian ini bersifat kualitatif. Pengertian penelitian kualitatif sendiri adalah penelitian yang menghasilkan data deskriptif mengenai kata-kata lisan, maupun tertulis, dan tingkah laku yang dapat diamati dari orang-orang yang diteliti. Dalam penelitian kualitatif, proses penelitian dilakukan secara berkesinambungan sehingga tahap pengumpulan data, pengolahan data, serta analisis data dilakukan secara bersamaan selama proses penelitian. Oleh karena itu, data-data yang digunakan khususnya dalam penulisan ini berupa uraian-uraian kata berbentuk deskriptif.

Abstract

Samisake's GDP policy has been running in the 6th year, where the policy began to be implemented in 2013, which already has a regulation in the form of Perda No. 12 of 2013 concerning Samisake Revolving Funds, Perwal Number 27 of 2013 concerning technical guidelines for revolving funds and Perwali no. 17 of 2018 concerning the Establishment of the Samadake Revolving Fund Management Unit in the Bengkulu City Small and Medium Enterprises Cooperative Office. This policy is targeted to be an embryo of a revolving fund policy in favor of the public interest. Policy information shows that there are problems and challenges in realizing policy targets in the form of expanding employment opportunities or creating new jobs, reducing unemployment and strengthening regional competitiveness. This study is intended to conduct stakeholder analysis on the effectiveness of Samisake's GDP policy. This study was a qualitative study, with informants from the Head and staff of UPTD Samisake, staff of cooperatives and SMEs, administrators and members of the cooperative distributing Samisake GDP funds, communities receiving samisake funds and program companions. Research results show that stakeholders in this policy are. Samisake UPTD, Regional Head, Office of Cooperatives and SMEs, Microfinance Institutions, Villages, Assistance, DPRD, BAPPEDA and Non-Governmental Organizations. The results of this study indicate that policies have not been effective in accordance with the targets of policy regulation, both in terms of management and policy impacts. Financial Circulation is found in MFIs, banks, and the community receiving the program, with limited financial transparency and responsibility. The findings of this study are, it needs mechanisms, systems, and assistance that are focused in order to achieve policy targets. Policy advocacy is needed to improve policy performance in the future

Abstract

Administrative discipline is the process of administrative governance in village government. Lawang Agung Village became a pilot village related to the orderly administration of the village and Lawang Agung village won the best first prize in Bengkulu Province. This study focuses on finding out how to implement orderly administration in the village of Lawang Agung, Air Periukan District, Seluma Regency, Bengkulu Province. The research method used is a descriptive qualitative research method. In this study the data used are primary data and secondary data. Data collection techniques namely interviews, observation, and documentation. The data analysis technique used is the data collection stage, the data reduction stage, the data presentation stage, and drawing conclusions. The results of this study explain that the administration of orderly administration in the village of Lawang Agung, Air Periukan Subdistrict, Seluma Regency, Bengkulu Province, is seen from the elements of organizational governance, communication, financial management and public relations that have been implemented properly. That is, the orderly implementation of village administration has been carried out optimally. However, there is one element of finance that has not been done optimally due to budget constraints so not all proposals from the public can be implemented

Abstract

In welcoming the Wonderfull of Bengkulu 2020 the city of Bengkulu continued to fix the existing tourism area, especially the Long Beach Tourism Village which is a tourist identity in Bengkulu. In the development of the Long Beach Pantai Panjang Tourism area continues to improve but the problems in its development policies, such as cleanliness and inadequate facilities. Through the thesis the problem raised is how is the implementation of tourism development policy in the Long Beach area of ​​Bengkulu city and what are the inhibiting factors. Researchers used descriptive qualitative research methods. The results of this study explain the results of the implementation of tourism development policies in the Pantai Panjang area of ​​Bengkulu city in the Bengkulu City Tourism Office. Abstract

One of the important things to consider in establishing discipline is the problem of employee attendance. It is common knowledge that there are rumors circulating that civil servants are relaxed, only come and are absent in their daily work behavior. It is also inevitable that many civil servants whose absenteeism were entrusted to other civil servants. Civil servants are required to be disciplined in their work, but in reality many employees do not work well because they are late getting in and leaving early. Therefore, it is necessary to apply a finger print roll call to anticipate this. This study aims to determine the effectiveness of the finger print absence program at the Bengkulu Provincial Regional Staffing Agency and what obstacles are faced in the application of the finger print absence program at the Bengkulu Provincial Government Regional Civil Service Agency in improving the discipline of the state civil apparatus.This type of research used is descriptive qualitative research, this research is an attempt to reveal the problem or situation or event as it is so that it is only as a fact revealer.From the results of this study, researchers have found that initially the Regional Civil Service Agency of Bengkulu Province government used manual absence, and now it has used finger print attendance based on the research results, it turns out that finger print absences still occur violations committed by employees, this is seen from the absence of delay morning, late afternoon attendance, and absenteeism quickly go home. The application of finger print attendance should be applied according to Government Regulation Number 53 of 2010 concerning Discipline of Civil Servants, if employees who do not comply with the rules may be subject to applicable disciplinary penalties

Abstract

Mechanism of service implementation of the vehicle registration number (STNK) extension at the SAMSAT Office of Revenue Service Bureau of Bengkulu Province has not been in line with the expectations of the community. There are several problems in the service including the management takes a long time, complicated procedures, the attitude of collusion and nepotism, and the practice of brokers or extortion (extortion). The formulation of the problem in this study is: 1) how is the mechanism of service implementation of the vehicle registration number (STNK) extension at the SAMSAT Office of Revenue Service Bureau of Bengkulu Province?, and 2) what are the factors that hamper the mechanism of service implementation of the vehicle registration number (STNK) extension at the SAMSAT Office of Revenue Service Bureau of Bengkulu Province?. Therefore, this study aims to determine: 1) the mechanism of service implementation of the vehicle registration number (STNK) extension at the SAMSAT Office of Revenue Service Bureau of Bengkulu Province, and 2) the inhibiting factors in the mechanism of service implementation of the vehicle number registration (STNK) extension at the SAMSAT Office of Revenue Service Bureau of Bengkulu Province. This research uses qualitative research methods with descriptive research type. Data is collected through interview, observation and documentation techniques. The data analysis technique uses four steps namely: data collection, data reduction, data presentation, and conclusion drawing. The results of this study indicate that: 1) the implementation of the service extension of vehicle number (STNK) on aspects of reliability, responsiveness, assurance, and empathy is good except in aspects of tangibles (physical appearance) that have not been good, and 2) inhibiting factors in the implementation services for motorized vehicle registration (STNK) extension letters, inconvenience due to narrow spaces, limited number of taxpayers waiting seats, unexpectedly offline networks and some broken computers

Abstract

This study examines the implementation of Law No. 7 of 2017 concerning elections related to the representation of women in parliament, namely the number of Seluma District DPRDs totaling 30 people and only 4 women elected in parliament. The purpose of this study was to determine the implementation of the Law Number 07 Year 2017 regarding the representation of women in Seluma Regency. According to Law No. 7 of 2017 the requirements include at least 30% quota of women's representation in the nomination of elections for political parties, but in reality in Seluma District it is known that women's representation is still very low from the last few periods.Researchers in this case, see how Law No. 7 of 2017 concerning elections related to women's representation in parliament is implemented throughout, researchers analyze using the theory of Merilee S. Grindle (1890) qualitative descriptive method with data obtained through the technique of "observation observation and documentation The data analysis technique used is the next stage of data collection, the data reduction stage and the data presentation stage, which finally concludes with the data testing technique using triangulation through the presentation of the interviewees by interviewing techniques.From the conclusions of the study it was found that the policy was only a formality requirement so that the Seluma District saw that women's representation was very low and did not meet the 30% quota related to policies that resulted in the benefits of policy implementation

Abstract

To realize World Class Government, the concept of management of civil servants must innovate, including in terms of employee promotion. The West Java Provincial Government has become one of the regional governments that has carried out many bureaucratic reforms and staff management innovation, including the implementation of promotions through open selection. Problems that arise, the phenomenon of promotion or open selection implemented with a diverse system in each local government. Reviewing employee promotion patterns in West Java can be an illustration of the impacts and solutions that have emerged in the management of promotional innovations. Through the analysis of basic indicators of law, policy and intervention, technology implementing, apparatus competencies, participants, procedural strategies, and financial resources, obtained a common thread the impact of employee promotion innovation management. Based on observations and discussions, the results were drawn to illustrate that the implementation was running well, but the need for regional legal products as the basis for implementing promotional innovation management policies, and integrated information technology development also electronic-based supervision and financial politics

Abstract

Institutions such as universities are universities that organize academic and professional education in a number of disciplines of science, technology, arts and other branches of science so as to form highly complex educational institutions. To that end, the University must pay attention to how the performance of educators (Tendik) to be able to manage the course of higher education in accordance with the objectives of higher education. The leadership in the University is very important in the progress of the organization. The leadership of the University, henceforth called the Chancellor, greatly influenced the progress of the University he was leading. In Unived itself, the number of tendics that are many and have different characters will certainly give its own color in the world of Unived work environment, the work environment in Unived is inseparable from the role of a leader in this case. this is the Chancellor and his staff, Lecturers and Education. In the world of work there is no doubt there are several problems / problems that can hamper performance. Based on the formulation of the problem above, the formulation of the problem in this study is What is the role of the Chancellor's leadership at Dehasen University Bengkulu ?, with the aim of the study to determine the role of the Rector's Unived leadership. The theoretical basis used in this study is according to Henry Mintzberg (in Badeni, 2004: 2). Includes: Interpersonal Role, Decision Making and Informational Role. This research uses qualitative research with observation, interview and documentation data collection techniques. The results of the study are as follows: First, the Interpersonal Role from the research results can be seen that the Unived Rector is a leader figure and a figure responsible to his organization. Secondly, the role of the Decision Making Unived Chancellor dares to take the decision to revise the Unived Vision and Mission which includes the Entrepreneurship Vision and Mission. The Chancellor should have an entrepreneurial spirit (entrepreneur) in order to develop the company and adapt to changes in the company's environment, and dare to take decisions in order to progress the company. Third, the Role of Informational Role. From the results of the study it can be seen that the Unived Rector must ensure that the information submitted is related to the implementation of work by submitting information in accordance with their respective work
