Abstract

The development of Information Technology is handled positively by Andalas University, namely by establishing an Academic Information System (SIA) to improve data quality, information quality and service quality. The Academic Information System is an added value for Andalas University in providing academic administration services to students. Using Academic Information Systems can reduce interactions between students and academic administrative staff so that services are more effective and efficient. This is in line with student expectations, but not all of them are in line with expectations because students are required to manually re-register in each study program. In addition, there is still inaccurate information presented by the Academic Information System and the socialization has not been maximized. This problem is the homework of the Computer Information Technology Development Institute (LPTIK) as the manager of the Andalas University academic information system

Abstract

The diversity of Indonesian culture and local wisdom becomes promising tourism potential. The government must keep developing tourism by involving public’s participation. One of tourism development through tourism village such as in Sleman Regency of Special Province of Yogyakarta which grows impressively due to great natural potential. The number of tourism village in Sleman regency in 2018 are 36 villages. One of the villages is Gamplong tourism village which is located in Gamplong, Sumber Rahayu, Moyudan Sleman, Yogyakarta. The number of tourists in 2018 were 29.373 and remains unstable each month through good management. However, there is a problem in the management in which there is an unclear job division which only involves some of community members. The objective of the study is to analyze the form and level of community participation as well as public’s forcing and prohibiting factors in participating in the development of Gamplong tourism village. The study employed descriptive qualitative method and the setting was at Gamplong, Sumber Rahayu, Moyudan Sleman, Yogyakarta. The subjects of the study were community members of Gamplong tourism village. The study used data collection method in the form of observation, interview, and documentation, the data analysis technique was done through data collection, data reduction, data presentation and conclusion drawing. The result of the study revealed that community members participated in real participation through energy and properties and unreal participation through ideas. In addition, public’s participation level in plans and implementation was not optimum, while the result utilization and evaluation was considerably optimum. The result of the study also revealed factors influencing public’s participation. In brief, active community participation has been seen, but it still uncovers community participation as a whole. Community members should receive consistent training and clear job division

Abstract

DIY ranks first in drug trafficking among students, in general Jogja is in the top 8, the government has issued a P4GN policy according to INPRES No. 12 of 2011 but the implementation has not been maximimized therefore BNNP DIY as the National Narcotics Agency functions as the executor of the implementation of P4GN policy. In implementing P4GN policy among students in Yogyakarta, BNNP DIY as a representative of BNN in the regions do not make policies and programs according to regional conditions. However, BNNP as an extension of BNN is given the authority to determine the priority targets of the program through the implementation of technical guidance by inviting institutions and agencies that are within the scope of DIY. Implementation of the P4GN policy among students has not gone well, because the factors that are considered the most urgent in an implementation have not been fulfilled properly, especially in the field of human resources and budget availability, suggestions for adding extension agents in the prevention section and adding to the existing budget at BNNP DIY

Abstract

Evaluation Policy implementation is a process to see how the process of implementing a policy has been implemented or to see whether the process of implementing a policy has been implemented in accordance with predetermined technical or implementation instructions. One of the programs from the government is the BOS program. The background of the BOS program was the increase in fuel prices which resulted in a decrease in people's purchasing power which had a negative impact on poor people's access to Nine Years of Basic Education. This study finds out about the evaluation of the implementation of the school operational assistance program in the state primary school education unit 2019-2020 in Lubuk Basung sub-district. This research uses implementation evaluation theory according to Grindle. This research uses a qualitative approach with a descriptive type. The selection of informants was carried out by using purposive sampling technique. Meanwhile, data analysis was carried out ethically and emotionally. Based on the results of the research that has been carried out, the researcher draws the conclusion that the evaluation of the implementation of the school operational assistance program in the 2019-2020 public elementary school education unit in Lubuk Basung sub-district has been carried out well even

Abstract

Good Governance is crucial for the attainment of development goals and delivering the promises of democracy. However, it cannot be understood apart from the political regime and the political dynamic within which it exists. establising good governance in a traditional democracy such as Indonesia has its additional challenges. specifically, it attempt to show that currently low quality of governance in provinces accross Indonesia might be linked to the existence of shadow state. The shadow state phenomenon is a characteristic of the administration of governance in the post-New Order democratic transition period. Banten Province, led by the Governor of the Ratu Atut Chosiyah, is a perfect example of a shadow state.This paper is the result of a long research on the shadow state phenomenon in Banten, which is not far from Jakarta. The research method uses a qualitative approach using various literature sources with the phenomenological type. To achieve data validation, a continuous triangulation process was carried out. The substance of the material in this paper will try to explain the opportunities and challenges in developing the concept of good governance in the socio-political reality shadowed by a shadow country that is prone to corruption

Abstract

World Health Organization merupakan Badan Kesehatan Dunia yang mempunyai target pencapaian ASI Eksklusif pada tahun 2025 yakni 50%. Pencapaian ASI Di Indonesia masih terkategori rendah dan berfluktuatif. Tahun 2018 pola pemberian ASI di Indonesia sebanyak 37,3%. Sedangkan Tahun 2018 terjadi peningkatan capaian ASI eksklusif Provinsi Aceh sebesar 66,5%. Menariknya Provinsi Aceh tentang bagaimana mengumpulkan komitmen politik untuk memperkuat kebijakan dan menargetkan program menyusui berskala besar. Tujuan dari penelitian ini adalah untuk meneliti interaksi antara elit pemerintah dan pemangku kepentingan masyarakat di Provinsi Aceh dengan fokus pada kebijakan menyusui di Peraturan Gubernur (No.49 Tahun 2016). Analisis kualitatif media dan dokumen parlementer menggunakan metode hermeneutic,dengan menganalisis konteks dimana Kebijakan menyusui disebutkan oleh pemangku kepentingan di media dan parlemen. Dasar teoritis penelitian ini menggunakan pendekatan yang orientasinya pada pemangku kepentingan terhadap legitimasi,serta menggabungkan analisis kerangka kebijakan dengan konsep struktur kebijakan tiga tingkatan. Temuan empiris menekankan pentingnya komunikasi dua arah antara pemerintah dan pemangku kepentingan masyarakat, pembuktiannya melalui analisis kerangka kebijakan. Pada akhirnya, hasil menunjukkan bahwa legitimasi kebijakan lebih mungkin dijamin jika tidak ada maksud yang tersembunyi dari sebuah kebijakan atau sebelumnya dapat dideteksi melalui analisis kerangka pemangku kepentingan

Abstract

Penelitian ini bertujuan untuk mengetahui Efektivitas Pelaksanaan Program Pembagian Sembako bagi Masyarakat Terdampak Covid-19 Di Kota Bengkulu. Jenis penelitian deskriptif dengan tehnik analisis kualitatif. Model analisis yang digunakan dalam penelitian ini adalah model analisis Interaktif yaitu: model penelitian yang terdiri dari 4 komponen analisis: Pengumpulan data, Reduksi data, Sajian Data, Penarikan Kesimpulan. Hasil Penelitian menunjukkan bahwa Proses Hasil penelitian ini menunjukan bahwa (1) Tepat Kebijakan yaitu dalam menjalankan agenda tersebut, Pemerintah Kota Bengkulu melaksanakan beberapa program penanganan dampak Covid 19 kepada masyarakat yang terdampak yaitu pembagian sembako dalam bentuk beras dan mie instant. (2) Tepat Pelaksanaan yaitu diwujudkan oleh Pemerintah Kota Bengkulu Melalui Dinas Sosial Kota Bengkulu dengan melaksanakan kerja sama dalam rangka pelaksanaan program Pembagian Sembako bagi Masyarakat terdampak Covid 19 dengan beberapa OPD yang ada di Kota Bengkulu. Akhir dari proses tersebut menghasilkan output berupa kegiatan atau program yang dirasakan oleh masyarakat. (3) Tepat Target yaitu target dari program ini tentunya masyarakat yang terdampak covid 19. Program ini dilakukan untuk dapat meringankan beban masyarakat yang terdampak covid 19 yang ada di Kota Bengkulu. Dengan adanya dampak covid 19 ini memberikan dampak secara langsung bagi medis maupun perekonomian. (4) Tepat Lingkungan yaitu dalam menjaga interaksi kerjasama antar dinas terkait, pemerintah Kota Bengkulu melalui Dinas Sosial melaksanakan pertemuan rutin untuk saling bertukar pikiran menyangkut program yang telah atau akan dilaksanakan. Komunikasi yang dijalin baik akan memudahkan para aktor kebijakan publik dalam melaksanakan program yang telah di rencanakan sejak awal. (5) Tepat Proses yaitu program bantuan sembako bagi masyarakat terdampak covid 19 menurut ketepatan prosesnya dilihat dari yang pertama, policy acceptance yang berarti proses pemehaman kebijakan, melalui media massa baik cetak maupun elektronik Pemerintah Kota Bengkulu memberikan sosialisasi program tersebut. Kedua, policy adoption atau penerimaan kebijakan, publik mulai mengerti dan memahami kemudian merespon kebijakan atau program yang dilaksanakan pemerintah. Namun masih ada masyarakat yang belum mengetahui program tersebut, Pemerintah Kota Bengkulu terus menggalakkan sosialisasi dari berbagai lapisan masyarakat. Ketiga, strategic readiness atau strategi pelaksanaan, dalam pelaksanaannya pegawai selingkungan Kota Bengkulu juga menjadi pelopor bagi dirinya sendiri untuk dapat memberikan contoh kepada masyarakat

Abstract

The police institution has the duty and responsibility to provide services to the community relating to security and other services to citizens. One way to improve service quality is to innovate services. So the focus of this research is on the implementation of Android-based public service innovation through an application feature called 'Paga Nagari' on the Solok City Police Station. Based on the identification results obtained by researchers, 'Paga Nagari' is the latest innovation from Solok City Regional Police that utilizes internet technology. Solok City Police Station is the only Polres in West Sumatra that utilizes internet technology to provide complete services to the public such as the existence of Panic Button, complaints, making online SIM, online SKCK, Certificate of Loss, Notification of Progress of Investigation (SP2HP) ), Crowd Permit, Security Assistance and Escort Request. Then an in-depth study is needed on how the Solok City District Police will carry out the ‘Paga Nagari’. The research method chosen was a descriptive qualitative approach. This research uses Rogers' theory in Suwarno (2008: 17), which measures the innovation attribute variable with five things, namely relative advantages, compatibility, complexity (complexity); the possibility of being tried (liability; and observability. Based on the results of the study, the service at the Solok City Police Station through the innovation based on the android application 'Paga Nagari' is already excellent. However, these efforts have not yet run optimally, obstacles are still often faced by Solok Kota Police and the community as users, especially in terms of networks and non-intensive socialization

Abstract

Poverty becomes the priority issued of development from several regions in reducing the poverty rate. The success and failure of development in reducing poverty can be seen from the poverty rate in a region. The purpose of this study is to provide an alternative policies in reducing poverty rate in Brebes District that it is accordance with the Local Government Regulation No 2 of 2018. Data BPS Showed that Brebes has the largest number of poor people in Central Java. It is amount 16,22%. So that Brebes ranked as the third poor district after Kebumen and Wonosobo. The suggestion for that policy has took by the assessment of alternatives policy. It is to maximize the One Village One Product (OVOP) Program. OVOP program regarded as a program that can encourage the community in creating a product and opening jobs for poor people so that it can fill their daily necessary

Abstract

Apparatus competency development management is a planning process to educate, train, and manage personnel or employees to achieve the best results. Development is an apparatus investment that is future-oriented and emphasizes increasing the ability to perform new tasks in the future. The success of management can be seen by the optimal role of management elements such as man, money, method, material and machine (6M). There are two approaches to developing apparatus competence, namely the off-the-job and on-the-job training methods. In 2019 the number of apparatus with education and training certificates was 2,048 out of 16,381 apparatus, so that the main performance indicators / strategic targets were achieved by 12.50%. This value is less than the target set, which is 12.54% or it has only been achieved 99.68%.
