Abstract

This research aims to analyze stunting prevention policies in Bogor City using the theoretical framework of George Edward III's policy implementation model. The method employed was a literature review with a qualitative approach, referring to secondary data from journals, policy documents, and other literature sources. The findings showed that stunting prevention policies in Bogor City have been implemented through several programs, such as Penting Lur, SALSA, Taleus, and the Program Keluarga Harapan (PKH), with varying levels of effectiveness. Communication factors, resources, disposition, and bureaucratic structure play an important role in determining the success of policy implementation. However, challenges such as cross-sectoral coordination, limited resources in certain areas, and low public awareness of nutrition remain obstacles that must be addressed. The findings are expected to serve as a reference for policymakers in improving the effectiveness of stunting prevention programs locally, particularly in Bogor City.

Abstract

The Kota Tanpa Sampah (Waste-Free City) program, launched in Depok City in 2016 and scheduled to continue until 2024, is a comprehensive waste management policy aimed at eliminating waste from various areas of the city. Based on its source, waste management in Depok City is segregated into three categories: organic, inorganic, and residue. Despite its sustainable goals, the program faces significant challenges in its implementation, resulting in ongoing waste management issues in various areas. One such example is the Cipayung landfill, where poor waste management practices have resulted in a deplorable accumulation of waste, resembling a garbage dump. This research aims to explore the Depok City Government's Strategy in Waste Management Towards Achieving a zero-waste city. Using the literature study method and descriptive data analysis approach as proposed by Creswell and Creswell, the investigation revealed that the Zero Waste Program has not reached its maximum potential. The findings indicated that waste management continued to be a significant concern for the city.

Abstract

Scholarship on women in political leadership during the COVID-19 pandemic highlights their notable effectiveness in crisis governance. While some scholars attribute this to gendered traits, others point to institutional, political, and economic factors. However, limited research has examined the lived experiences of women leaders to understand what drives their crisis responses. This study addresses that gap by exploring how women at the local level, specifically women Punong Barangays (PBs) in Bukidnon Province, Philippines, perceived their leadership roles during the pandemic, focusing on the challenges they faced and the strategies they employed to overcome them. Using a phenomenological approach, data were collected through key informant interviews with purposive and snowball sampling. Data triangulation and ethical procedures, including informed consent, ensured validity and reliability. Thematic collation analysis revealed that women PBs encountered non-cooperation from residents, health risks, resource shortages, organizational constraints, emotional and physical strain, and role conflicts. To navigate these, they employed strategic communication, community education, and local partnerships to foster cooperation and address immediate needs. Effective resource management, personal resilience, and strong support networks, including family and faith, were instrumental in sustaining their efforts. Ultimately, these women viewed their leadership as a mandated duty, driven by commitment to public service and their close connection to grassroots communities. Findings suggest that women’s effectiveness in crisis leadership stems not only from gendered attributes but also from motivations such as civic responsibility, community proximity, and emotional strength. The study contributes to rethinking women’s political leadership in decentralized governance and offers insights for policy reforms to better support local women leaders beyond gendered expectations.

Abstract

Local elections are an important part of the democratic process and should engage everyone in society, including people with disabilities. Many previous studies have highlighted the inclusiveness of elections for people with disabilities; however, research specifically analyzing the strategies of election organizers to ensure the participation of voters with disabilities in Yogyakarta City remains limited. Therefore, by employing descriptive qualitative methods, this research aims to analyze the strategies implemented by the KPU of Yogyakarta City to ensure inclusiveness for voters with disabilities in the 2024 Yogyakarta City Elections. This research uses primary data collected through in-depth interviews with stakeholders and participant observation during the Pilkada process. The results showed that the KPU of Yogyakarta City has implemented various inclusive strategies to involve disabled groups in the Pilkada organizing process through political education, providing physical accessibility at polling stations, and training polling officers. However, due to several factors, although the number of voters with disabilities has increased, the percentage of voting rights usage has decreased. This research has limitations due to the small number of respondents with disabilities, which makes it difficult to generalize the research results.

Abstract

This study aims to identify and analyze the environmental-based strategic management implemented by the Magelang City Health Office in the management of non-communicable diseases (NCDs). Non-communicable diseases cause 74% of global deaths (approximately 41 million people per year), thus requiring comprehensive and sustainable management. The method used was descriptive qualitative with data triangulation (observation, interviews, documentation). The scientific contribution of this research lies in the integration of strategic management theory according to Hunger and Weelen (environmental completion and evaluation) with strategic theory according to Kotten and Salusu, which complement each other in the context of regional health policy, especially in facing the complexity of implementing NCD control at the local level. The research results show that the NCD management strategy in Magelang City is comprehensive, encompassing organizational strategies, programs, resources, and institutions, while remaining grounded in environmental monitoring. Efforts to promote health and early screening, involve cadres, and coordinate across sectors have been implemented. However, screening success remains hampered by low public participation due to busy schedules and the spread of hoax news. The Health Office has responded through an educational approach, involving cadres, and strengthening multisectoral collaboration as a form of seriousness in addressing the challenges of NCDs.

Abstract

The Riau Hijau Policy is a strategic initiative of the Riau Provincial Government to balance economic growth with environmental sustainability through three pillars: environmental degradation control, improved natural resource governance, and increased utilization of renewable energy. However, the integration of digital technologies into policy execution remains underexplored in academic and policy discourse. Addressing this gap, this study aims to analyze how digital transformation can enhance Riau Hijau while identifying the key challenges that hinder its effectiveness. The research adopted a descriptive qualitative approach combining document analysis of regulations and reports with in-depth interviews involving government officials, academics, NGOs, and community representatives. The findings revealed that digital tools have significant potential to strengthen real-time environmental monitoring, data-driven decision making, and public participation. Nevertheless, several obstacles persist, including regulatory gaps, uneven digital infrastructure, limited human resource capacity, and insufficient funding for green innovations. This study contributes a comprehensive model of Smart Environmental Governance that links technological transformation with sustainable policy execution. It provides local insights from Riau Province while situating these findings within global debates on green policy and sustainable development. The strategies for regulatory reform and inclusive digital infrastructure are adaptable to similar environmental challenges in other developing economies.

Abstract

This study aims to analyze the communication strategies of the Ministry of Tourism and Islamic political actors in advocating halal tourism policies through social media. This study employed a qualitative approach, collecting data from January to June 2025 through Instagram and X/Twitter uploads by the Ministry of Tourism and three Islamic political parties: PKS, PKB, and PPP. The data were analyzed using thematic content analysis techniques to identify narrative patterns, communication styles, and dominant platforms used. The results showed that the Ministry of Tourism relies on digital campaigns, which are dominated by infographics, promotional videos, and collaborations with influencers, to build a narrative of national identity and a Sharia economy. On the other hand, PKS is more active on Twitter, employing an ideological and religious communication style. PKB stands out on Instagram with a cultural and inclusive approach, while PPP adopts a pragmatic style that emphasizes technical achievements and cross-actor cooperation. These findings revealed that the audience segmentation, political orientation, and ideological identity of each actor significantly influence digital communication strategies for promoting halal tourism.

Abstract

This study examines the complex relationship between food inflation and political stability in Nigeria, a country experiencing significant economic volatility and societal unrest. According to recent data from the National Bureau of Statistics (NBS), food costs are rising at an unprecedented rate, with inflation expected to exceed 40% by early 2024. Using the cost-push theory of inflation as a theoretical lens, the study investigates how insecurity, inadequate infrastructure, climate change, and currency depreciation have disturbed food production and supply systems. These disruptions have significantly reduced household purchasing power, leading to political discontent, civic unrest, and a decline in faith in government institutions. Using a survey approach, data were obtained from 285 respondents in Pategi LGA, Kwara State. ANOVA revealed a significant correlation between food inflation and political instability (p < 0.05). The findings highlight how continuous increases in food prices fuel political discontent, particularly among economically disadvantaged communities. Furthermore, popular cynicism about the success of present government initiatives, such as the Anchor Borrowers Program, underlines the insufficiency of policy solutions. The study suggests that food inflation is more than just an economic concern; it is a powerful political force with the potential to erode democratic governance. The recommendations include proactive, security-driven agriculture policy, infrastructure development, market system reform, and transparent governance practices.

Abstract

The application of information technology in regional tax management is crucial for improving the accuracy and efficiency of the tax system. Sadar Pajak, developed by the Regional Revenue Agency (Bapenda) of Surakarta City, represents an innovative approach that integrates technology with community participation in tax data updates. Unlike previous regional tax initiatives in Indonesia, this program uniquely combines crowdsourced taxpayer involvement with secure, standardized digital data management, making it the first local government application of its kind. Despite its potential, this program has received limited academic attention. This study evaluated the initiative using the CIPP (Context, Input, Process, Product) evaluation model, with a focus on system development, security, transparency, and technical standards. The results showed that the application meets all CIPP indicators, with a significant impact on improving data accuracy and potentially increasing PBB-P2 revenue. The application also meets security standards, including user authentication, access control, and data encryption, while supporting transparency in public information. Technically, the application is developed in accordance with KAK standards. The pilot project implementation in three sub-districts in 2023 demonstrated an improvement in building area data accuracy. To optimize its impact, strengthening socialization, utilizing digital technology, and enhancing collaboration between institutions and human resource capacity are recommended.

Abstract

This study aimed to analyze the mechanism for handling violations of Campaign Tools (Alat Peraga Campaign/APK) carried out by the Bantul Election Supervisory Body (Bawaslu) during the 2024 Local Election, as well as to examine the inter-agency coordination established in the enforcement process. The analysis is framed within inter-institutional coordination theory and existing regulations, while also examining the inter-agency coordination established during the enforcement process and the factors influencing violation handling. This research employed a descriptive qualitative approach, with data collected through in-depth interviews with officials of Bawaslu Bantul, observations at the Bawaslu Bantul Office, and documentation related to violation records, plenary processes, and the implementation of APK removal. The findings indicated that violation handling was conducted through two main stages, namely prevention and enforcement. The prevention stage consisted of issuing corrective recommendations to election participants. In contrast, the enforcement stage proceeded through the registration of findings, preliminary review, advanced assessment, plenary meetings, issuance of recommendations to the Regional General Election Commission (KPU), and coordinated field removal involving the Civil Service Police Unit (Satpol PP). Bantul Regency recorded the highest number of APK violations in the Special Region of Yogyakarta, totaling 207 cases, requiring more intensive monitoring. The study revealed that successful enforcement was strongly influenced by inter-agency coordination involving Bawaslu, KPU, Satpol PP, Kesbangpol, the Environmental Agency (DLH), and security apparatus. This research contributes to strengthening the understanding of coordination-based violation-handling practices and highlights their importance in improving the quality of electoral oversight governance at the regional level.
