Abstract

Although the region has significant tourism potential, its management is still limited to conventional approaches, thus requiring the implementation of digital technology to improve efficiency and competitiveness. The results of the study indicate that the implementation of digital technology in the tourism sector of Enrekang Regency has begun through the adoption of the QRIS cashless payment system, the use of social media for promotion, and the development of the Enrekang Endless Journey application. However, the application of technology remains limited, as many tourist attractions still rely on manual systems. Therefore, it is crucial to strengthen regional regulations that govern data integration and tourism payment systems, as well as to enhance the capacity of community human resources through training in digital management and online content development. Therefore, to achieve sustainable tourism governance that adapts to technological advancements, we need a well-planned, collaborative, and community-based digital transformation strategy. The conclusion of this study is that the implementation of digital technology in the management of community-based tourism has shown progress, but still requires strengthening in the areas of regulation, infrastructure, and capacity building of human resources to ensure the sustainability and success of technology implementation in community-based tourism.

Abstract

Financial behavior is a crucial aspect, especially for young generations facing economic challenges and technological advancements. This study aims to analyze the influence of financial knowledge, financial technology, and social environment on the financial behavior of Generation Z in Pekanbaru City. Using a quantitative approach and 150 respondents selected through the G*Power application, data were collected via an online Likert-scale questionnaire and analyzed using SmartPLS 4.0. The results show that all three independent variables have a positive and significant effect on financial behavior, with an R² value of 0.693. This means that 69.3% of the variation in financial behavior can be explained by this model. These findings highlight the importance of improving financial literacy, utilizing financial technology, and fostering a supportive social environment in shaping healthy financial behavior. The implication is the need for educational interventions and policies that promote inclusive access to financial information for young people.

Abstract

This article provides an in-depth analysis of fiscal decentralization in Indonesia, focusing on regional expenditures as an indicator of local government financial capacity within the framework of regional autonomy. While fiscal decentralization aims to create effective, efficient, and locally responsive governance, the study's findings reveal persistent challenges in its implementation. The descriptive qualitative study, utilizing literature review and case studies, highlights three main issues: the dominance of regional spending by routine expenditures, particularly personnel costs, leading to limited allocations for strategic development and public services ; a high fiscal dependency on central government transfers (DAU, DAK, DBH), which indicates weak fiscal autonomy and disincentivizes local revenue generation; and institutional weaknesses, including rigid budgeting, fragmented regulations, and a lack of competent human resources. These conditions hinder the effectiveness of fiscal decentralization in promoting equitable and sustainable regional development. Therefore, policy reformulation is crucial, emphasizing result-based budgeting, strengthening institutional capacity in planning and oversight, and reforming the intergovernmental fiscal transfer system to be more needs-based and performance-oriented. This work contributes both theoretically and practically to improving local financial governance in the decentralization era.

Abstract

This study aims to analyze the implementation of the Uthman Savings Program based on the Bukittinggi Mayor Regulation in supporting the economy of MSME actors in Bukittinggi City. This program is a form of sharia-based public policy that provides access to financing without interest and collateral to MSME actors, with funding support from the APBD. The research method used is descriptive qualitative with data collection techniques in the form of interviews, observation, and documentation from informants from the City Government, PT BPRS Jam Gadang, and MSME players. In this study, researchers used a qualitative approach with descriptive methods in Bukittinggi City. The results showed that the implementation of the program was quite effective, but still faced several obstacles such as limited human resources, limited budget, and uncooperative customer behavior. The Bukittinggi City Government and PT BPRS Jam Gadang have made a number of solutions such as improving the quality of human resources and improving the supervision system. This program is considered to have a positive impact on increasing access to capital and economic stability of MSME actors, although it still requires strengthening in terms of socialization and supervision.

Abstract

This study examines the influence of political education on political participation, which is mediated by political efficacy. This study focuses on the forms of political participation according to the theory of Samuel P. Huntington and Joan M. Nelson. The approach used is quantitative with a survey method. The research sample of 400 respondents was selected by simple random sampling. Data were analyzed using path analysis techniques with the help of the SPSS program version 24. The results of the study show: First, political education and political efficacy simultaneously contribute 47% to political participation, while the remaining 53% is influenced by other variables not studied. The average level of political participation after the political education facilitation activities is classified as high, with a mean value of 3.74 (equivalent to 74.80%). Second, the results of this study recommend ongoing political education efforts to strengthen democratic involvement in society. Third, it is important for the West Sumatra Provincial Kesbangpol Agency to pay attention to the subject of political education implemented from the aspects of age, education level,monthly income, and other social characteristics.

Abstract

This research is motivated by the decrease in community participation in the election of village heads (Pilkades) by e-Voting in Magetan Regency in 2023 compared to 2019. The purpose of this study is to analyze the effectiveness, identify challenges and supports for the implementation of e-Voting in the Regional Elections in Magetan Regency. The research method used is a qualitative approach with data collection techniques through interviews using the snowball sampling method on informants from the Community and Village Empowerment Office, Communication and Information Service, Village Government, Pilkades committee, and the elderly. Data is also obtained from archives, reports, regulations, and technical instructions related to the implementation of e-Voting. Data analysis techniques include data condensation, data presentation, and conclusion drawn. The results of the study show that the implementation of e-Voting in Magetan Regency in general has been effective by being marked by the achievement of the objectives of the activity. Challenges faced include: limited technological infrastructure, low digital literacy, system reliability and technical failures. The challenges of implementing e-Voting can be overcome with collaboration and synergy across agencies and election committees. Collaboration and synergy in the implementation of e-Voting is supported by strong organizational characteristics, a supportive environment, competent human resources, and progressive policies and management. The research recommendations include increasing socialization through online and offline media in a balanced manner, developing e-Voting applications independently, and appointing special staff to support the sustainability of e-Voting innovation.

Abstract

This study aims to obtain an overview of how the Leadership of the Principal of Madrasah Aliyah Nurul Bahri in Increasing the Interest of Prospective Students in Kabila Bone, Bone Bolango Regency. This study used a qualitative approach. Data collection techniques are carried out by means of observation and interviews with several informants and documentation related to the research problem. Based on the results, it can be concluded that the Principal had quite good communication skills, especially in terms of accepting new students. He actively communicates with teachers, staffs, and parents of students. However, some teachers and students considered the communication to be less open in other matters and tends to be authoritarian. It is able to motivate teachers and students by highlighting achievements and other positive activities such as olympiads, tahfiz, OSIS, and scouts. They feel motivated, although some informants consider the motivation given is not evenly distributed and not always consistent. In general, the motivational ability is quite good, but needs to be improved and to be more comprehensive. Supervisory ability The principal is directly involved in the new student admission program and routinely monitors and evaluates the progress. They felt the supervision, but there is another perspective that shows that he is too strict and does not provide enough space for discussion. This means, that supervision has been effective but needs to be accompanied by transparant. It should be more open in communicating also in internal matters. Motivation needs to be given evenly and continuously.

Abstract

Digitalizing village financial management has become a national priority to enhance transparency and accountability. The government, through the Ministry of Home Affairs and BPKP, promotes the use of integrated applications to ensure more orderly processes of planning, budgeting, and financial reporting, although implementation at the village level still faces technical and human resource limitations. This study analyzes the implementation of digital financial management through Siskeudes, Siskeudes Link, and CMS in Bergolo Village, Ngawen District, Blora Regency. These initiatives align with Ministry of Home Affairs Regulation No. 20/2018 and BPKP’s technical policies emphasizing transparency. However, their utilization remains suboptimal due to challenges such as limited staff competencies, uneven internet access, and incomplete system integration. Using a qualitative case study approach with interviews, observations, and documentation, the study finds that the digital applications have not fully met good governance principles and have affected the effectiveness of financial reporting and management. The findings offer insights for improving digitalization efforts at the village level.

Abstract

This study explores dynamic archive management at the Tawangrejo Village Office, Tunjungan District, Blora Regency, to improve public service efficiency. Using a qualitative descriptive method, data were collected through observation, interviews, and documentation. Findings show that archive workflows follow procedures but are limited by manual recording, lack of duplication, and no electronic tracking. Storage is disorganized due to the absence of a dedicated archive room, SOPs, and trained staff documents are often stacked randomly or left in corners. Maintenance is minimal, with no scheduled checks, leading to damage from pests. Moreover, the village lacks an official Records Retention Schedule, weakening proper archive retention. Major challenges include insufficient human resources, infrastructure, and training. It is recommended that the village establish SOPs, create a retention schedule, train staff regularly, appoint archive personnel, and provide appropriate storage. These steps can strengthen transparency, accountability, and service effectiveness in the village administration.

Abstract

This study aims to evaluate the management of mangrove forest tourism through a 4A analysis (Attraction, Accessibility, Amenities, and Ancillary Services) as well as the role of social media as a tool for promotion and education. A qualitative method was employed using interviews, observations, and document review involving key informants, namely the hamlet head and local community members.The results show that the main attractions include natural beauty, biodiversity, and attractive trekking paths. However, accessibility and supporting facilities still require improvement, particularly in terms of transportation and complementary services such as tour guides. The use of social media has not been optimal and remains sporadic, thus failing to fully maximize promotional potential. Supporting factors in tourism management include the extensive mangrove area, the presence of hills suitable for camping areas, and increasing public awareness of biodiversity through social media. Meanwhile, inhibiting factors include low community responsiveness, limited road access, and inadequate accessibility and supporting facilities from the village government. Although some community members have promoted the destination on social media, these efforts are inconsistent, and there is no dedicated management account such as on TikTok or Instagram. An important recommendation is that the village government should establish a digital management team and allocate a promotional budget, while local communities should be actively involved in content creation and tourism services. Collaboration between the two can enhance promotion through social media, improve basic infrastructure, and strengthen tourism attractions, thereby making the destination more prepared and attractive to visitors.
