Abstract

This study aims to describe and analyze the implementation of the Pregnant Women Emergency Alert (SIGAR BUMI) program in Magelang City using a descriptive qualitative approach. Data were collected through interviews, observations, and documentation, and analyzed using George C. Edward III’s policy implementation model, which includes communication, resources, disposition, and bureaucratic structure. The findings show that communication has been effective through face-to-face socialization and the use of digital media, although limited digital literacy remains a challenge. In terms of resources, the number of medical staff, especially midwives and call center officers, is not proportional to the number of pregnant women in Magelang City (1,225 in 2023), indicating the need for additional personnel for each shift. The disposition of implementers demonstrated responsive and friendly attitudes, highly appreciated by patients due to the quick response in emergency cases. Bureaucratic structure supports the implementation through SOPs and inter-agency coordination, although authority remains limited to pre-hospital care. The study implies the importance of strengthening human resources, providing maternal-specialized ambulances, and adopting adaptive communication strategies to optimize the program. Policy recommendations are directed at increasing local government support in terms of budget and health personnel to ensure program sustainability.

Abstract

Inclusive access to higher education for persons with disabilities in Indonesia remains limited, as indicated by data from the National Disability Committee (2022) showing that only 2.8% of persons with disabilities continue to higher education. This study addresses the issue of weak inclusive governance in universities by examining two institutions in East Kalimantan-one public and one private-selected to compare managerial practices. Using a descriptive qualitative approach, data were collected through in-depth interviews with university leaders, lecturers, administrative staff, and students with disabilities, as well as through campus facility observations and policy document reviews. Thematic analysis was applied to identify key patterns. The findings reveal that inclusive practices remain partial and highly dependent on individual initiatives. For instance, Campus A has established a Disability Service Center, but its authority is limited, while Campus B lacks a formal structure and relies on ad-hoc solutions. Major challenges include the absence of standardized service guidelines, insufficient budget allocation, and weak monitoring systems. This study recommends the establishment of dedicated disability service units with clear authority, special budget allocation, and participatory monitoring mechanisms to ensure the sustainability of inclusive education in higher education institutions.

Abstract

This study aims to determine how the development of human resources for the apparatus in the Regional Personnel Agency of Banten Province through the Empowerment of Functional Positions of the HR Apparatus Analyst. In this study, the analysis used was the Human Resource Development Theory Approach with the dimension indicator of employee empowerment related to the title and used a descriptive qualitative approach Observations were made by conducting the interview method on 4 informants who knew the problem. From the results of observations made related to the existing dimension indicators, namely: Dimensions of Ability; Smoothness Dimension; Consulting Dimension; Cooperation Dimensions; Guiding Dimensions; The Supporting Dimensions all show that the Development of Apparatus Human Resources through the Empowerment of Functional Positions of Apparatus Human Resources Analysts at the Regional Personnel Agency (BKD) of Banten Province, has been carried out optimally and is expected to facilitate the main tasks and organizational functions.

Abstract

The application of the citizenship principle in disaster management emphasizes the active involvement of citizens in ensuring the safety and resilience of their regions through both direct participation and collaboration with the government. This study analyzes the implementation of citizenship in the mitigation of the Mount Marapi eruption in Agam, focusing on community participation and the responsiveness of the Regional Disaster Management Agency (BPBD). Using a descriptive qualitative method, data were collected through in-depth interviews with BPBD officials, village leaders, community figures, and affected residents, supported by policy documents and official reports. Findings indicate that communities actively participate in preparedness and response efforts, though challenges remain in terms of limited resources and weak inter-agency coordination. BPBD plays a key role in information dissemination and adaptive policy implementation. The study concludes that while citizenship-based mitigation is in progress, it requires further strengthening through capacity building, institutional coordination, and the integration of civic values in disaster policies.

Abstract

The increasingly competitive demands of the job market require university graduates to not only possess academic knowledge but also relevant practical experience aligned with industry needs. To address this challenge, the Ministry of Education, Culture, Research, and Technology launched the Certified Internship Program as part of the Merdeka Belajar Kampus Merdeka (MBKM) policy. This study aims to analyze the effectiveness of the Certified Internship Program in enhancing the job readiness of students in the Faculty of Social Sciences and Political Science at the University of Riau. The research method used is a qualitative approach with data collection techniques through interviews and documentation. Analysis was conducted using five program effectiveness indicators according to Sutrisno's theory, namely program understanding, target accuracy, timeliness, achievement of objectives, and tangible changes. The research results indicate that the Certified Internship Program is not yet effective, with several challenges still identified, such as delays in the selection and administrative processes, uneven program dissemination, and mismatches between internship positions and fields of study. These findings emphasize the need for adjustments to internship positions, improvements in administration, and broader program outreach. The contribution of this research provides strategic input for the development of internship policies on campus to be more adaptive to labor market needs.

Abstract

Surabaya Old Town has significant potential as a heritage tourism destination that can support local economic growth and cultural preservation. This study analyzes the application of Community-Based Tourism (CBT) in the area, focusing on five dimensions proposed by Suansri (2003) economic, social, cultural, environmental, and political. Using a descriptive qualitative approach, data was collected through interviews, observations, and document studies. The results show that despite revitalization efforts, community involvement in tourism development remains limited. Key challenges include insufficient training, inadequate infrastructure, and limited coordination among stakeholders. Nevertheless, more than 50 SMEs and informal job opportunities have emerged, although sustaining this economic growth remains a challenge. This study emphasizes the importance of community capacity building and the establishment of community forums as policy partners. Recommendations include cross-sector collaboration to make Surabaya Old Town an inclusive and sustainable heritage tourism destination.

Abstract

This study aims to analyze: (1) the influence of work engagement and transactional leadership on public service worker satisfaction, (2) the influence of work engagement on public service worker satisfaction moderated by organizational justice, and (3) the influence of transactional leadership on public service worker satisfaction moderated by organizational justice. The study was conducted at the Tirtanadi Medan Regional Drinking Water Company (PDAM Tirtanadi Medan), one of the Regional-Owned Enterprises in the North Sumatra Provincial Government that serves the drinking water needs of the community. The type of explanatory research with a quantitative approach. The population of this study was PDAM Tirtanadi Medan, totaling 266 people, and a sample of 144 people based on calculations using the Slovin formula. Proportional random sampling was used in determining the sample. Primary data collection was carried out by distributing questionnaires. Data were analyzed using multiple regression methods and Moderated Regression Analysis. The results of the study prove that: (1) work engagement and transactional leadership have a significant effect on public service worker satisfaction with a large effect of 27.4%, (2) work engagement does not have a significant effect on public service worker satisfaction moderated by organizational justice, (3) likewise transactional leadership does not have a significant effect on public service worker satisfaction moderated by organizational justice. The organizational justice variable does not act as a moderating variable in this study. The dimensions of organizational justice that contribute to low job satisfaction are procedural and interactional justice.

Abstract

This study aims to investigate the influence of brand image and brand awareness on consumer purchasing decisions at the "Persiapan Masuk Universitas Impian" (PMUI) tutoring center in Depok. In the face of increasing competition in the tutoring industry, a deep understanding of how brand image and brand awareness influence consumer purchasing decisions is crucial. The research employed a quantitative approach involving 95 respondents. The study population consisted of all consumers who registered at PMUI Depok between November and December 2023, totaling 125 individuals, with a sample selected using probability sampling, specifically simple random sampling. Data were collected via an online questionnaire distributed through Google Forms and analyzed using multiple regression analysis with SPSS version 25. The results indicated that brand image and brand awareness have a significant impact on consumer purchasing decisions at PMUI Depok. A positive brand image, particularly related to the quality of instructors, enhances consumer confidence. However, diversification of learning programs is necessary to meet the needs of a larger number of consumers. Brand awareness, especially in terms of brand recognition, plays an important role, while brand recall needs to be strengthened through active promotion on social media and collaboration with influencers. Price is also a key consideration in purchasing decisions, so PMUI should offer competitive pricing or discount programs. Loyalty programs and reward schemes can further enhance consumer purchasing decisions. By strengthening brand image, brand awareness, and considering price factors, PMUI can improve its competitiveness and position in the market.

Abstract

This study analyzes the effectiveness of using Regional School Operational Assistance Funds (BOSDA) at SMP Muhammadiyah 1 Berbah, Sleman, in 2023. This research was conducted through a descriptive qualitative approach, where data was collected through observation, interviews, and documentation. The results showed that BOSDA has effectively improved educational facilities and infrastructure. The BOSDA program is important in improving the quality of education, although it needs more planned management and continuous monitoring to optimize the benefits.

Abstract

West Sulawesi province recorded a stunting rate of 0.3% below East Nusa Tenggara, the highest nationally, far exceeding the national average of 21.6%. This study aims to analyze the implementation of collective action in efforts to reduce stunting in West Sulawesi using Carlsson's Collective Action theory (2000) with six dimensions: Contextual Factors, Problem Definition, Growth and Trust, Participation Factors, Actor Mobilization and Coordination and Control. Using a qualitative approach, data were collected through interviews, observations, and document reviews with informants selected by purposive sampling from among government officials, civil servants, and the community. The results showed three main obstacles to collective action: (1) limited socialization of stunting, especially in rural areas, (2) weak synergy between local government, health workers, and the community, and (3) lack of stakeholder support that causes the program to run sporadically. Factors such as early marriage, lack of health education, and low public awareness also exacerbate the situation. This study recommends inclusive communication strategies, strengthening cross-sector coordination, and increasing shared commitment in stunting interventions.
