Abstract

Digitalization in health care is the process of converting analog data or information into digital format which aims to create a connected, efficient, and patient-centered health system, where information flows smoothly, decisions are made based on data and services can be accessed more easily. This study aims to determine the level of satisfaction of outpatients at UPT Arifin Nu'mang Rappang Regional General Hospital. The population of this study was the number of outpatients who sought treatment in November-December 2024 as many as 6,232 people. The research sample was 98 people using incidental sampling technique. The data collection techniques used were observation, questionnaires, and literature studies using quantitative descriptive methods, namely data analysis techniques using descriptive statistical analysis, validity and reliability tests, and simple linear regression analysis using SPSS 21 software. The results of this study indicate that outpatient patient satisfaction has a significant effect on the digitization of health services with a satisfaction level of 73% and 70%, respectively. This is evidenced by the results of the ANOVA test or f test which shows fcount 70.451 with a significance of 0.000 while the t test shows tcount (8.394) > ttable (1.660). The R square value is 42.3%, which means that 42.3% is influenced by patient satisfaction and the remaining 57.7% is influenced by other unknown factors. With this, hospital management needs to formulate strategic steps that can increase the digitalization of health services.

Abstract

The Smart Indonesia College Card (KIP-Kuliah) is real evidence that the government is working hard to ensure access to education for everyone, especially the underprivileged. The government's seriousness in realizing equal opportunities for education is also demonstrated through the Smart Indonesia College Card (KIP-Kuliah). Government support for higher education is an important step in improving the quality of human resources and encouraging social and economic progress. This study aims to determine the effect of the KIP-Kuliah scholarship on the learning motivation of public administration students in the 2020 and 2021 intakes at Muhammadiyah University of Sidenreng Rappang. The method used is a quantitative method with a sample size of 62 public administration students receiving the KIP-Kuliah. The sampling technique used is simple random sampling. Data were collected through observation, questionnaires and literature studies. Furthermore, it was analyzed using IBM SPSS Statistics 21.0. The results of the study showed that the KIP-Kuliah scholarship had a significant effect on the learning motivation of public administration students in the 2020 and 2021 intakes at Muhammadiyah University of Sidenreng Rappang with a value of 3.535. This finding provides theoretical contribution in the development of study of learning motivation, especially by emphasizing that financial support through KIP-Kuliah scholarship. From a practical perspective, the results of this study provide strategic input for policy makers of Muhammadiyah University of Sidenreng Rappang to continue to maintain and expand the scope of the KIP-Kuliah scholarship program.

Abstract

This study aims to analyse the effectiveness of human resource training and development in improving competencies in the digital era. The research method used is descriptive through a literature study approach by reviewing several books, journal articles, and website sources relevant to the research topic. The results of this study show that training and development programmes are strategic steps in facing digital disruption. Along with the advancement of digital technology such as Artificial Intelligence (AI), Internet of Things (IoT), big data, data analytics, and business process automation, it is very helpful for companies in managing and developing human resources. HR training and development models in the digital era can be done through various methods such as e-learning, blended learing, and other platforms that make it easy for employees to improve their competence without being limited by time and place. The study results show that adaptive integration of digital technology in HR competency training can improve the efficiency and effectiveness of competency development in various organisational sectors.

Abstract

This study aims to analyze the implementation of e-Office usage at the Regional Development Planning, Research, and Development Agency (Bappedalitbang) of Riau Province and to identify its supporting and inhibiting factors using Charles O. Jones' implementation theory, which includes organization, interpretation, and application. The research uses a descriptive qualitative approach with data collection techniques including observation, interviews, and documentation. The results show that although the implementation of e-Office has been in place for some time at Bappedalitbang Riau Province, it has not been carried out consistently. This inconsistency is mainly due to uneven training provided by the agency, resulting in a lack of employee knowledge about the use of the e-Office system, as well as the absence of evaluation efforts by Bappedalitbang regarding the system. However, there are supporting factors, such as the availability of hardware and upgraded internet networks, which were intentionally improved to optimize the use of the e-Office system at Bappedalitbang. The specific contribution to policy implementation theory lies in emphasizing the importance of key factors in the implementation process and how these factors play a role in the context of digital policy implementation in government institutions. Practically, the findings of this study can serve as a reference for Bappedalitbang in implementing the e-Office system, particularly in addressing the current inhibiting factors. Theoretically, these findings reinforce Charles O. Jones’ policy model by highlighting the complex interactions between organization, interpretation, and application within the context of digital policy.

Abstract

Post-1998 reform decentralization in Indonesia has become a major strategy in strengthening regional autonomy and accelerating development through the delegation of authority from the central government to the regions. Although it aims to increase public participation and service quality, its implementation faces various structural, cultural, and policy challenges. This study aims to fill the gap in studies that have not integrated these three dimensions comprehensively, especially in the context of authority conflicts and capacity disparities between regions. This study uses a qualitative approach with the systematic literature review (SLR) method, analyzing various scientific literature, regulations, and policy reports from 1998 to 2024. The results of the study show that decentralization has not been fully effective due to the high fiscal inequality, weak institutional capacity, and minimal harmonization of central-regional policies. On the other hand, several regions have succeeded in presenting public service innovations thanks to progressive local leadership. The conclusion of this study emphasizes the need for further reforms in the form of increasing the capacity of regional institutions, harmonizing regulations, and strengthening participatory oversight mechanisms. These findings not only enrich theoretical understanding of decentralization, but also provide applicable and contextual policy recommendations for more effective and sustainable regional governance.

Abstract

The Indonesian International Student Mobility Awards (IISMA) program, an initiative by Indonesia's Ministry of Education, Culture, Research, and Technology, aims to enhance students' academic and global competencies through international mobility. This study, the first to specifically connect the IISMA program with a constructivist approach within a policy framework, also proposes a conceptual framework: the Adaptive Constructivist Mobility Cycle (ACMC). A Systematic Literature Review (SLR) reveals that while IISMA positively impacts students' global perspectives, soft skills development, and cultural adaptation, significant challenges remain. These include academic credit transfer, post-program institutional support, and cultural and social barriers. Consequently, this study underscores the critical role of implementing constructivist principles in IISMA to ensure more meaningful and applicable learning experiences. Key policy recommendations include strengthening credit transfer mechanisms, enhancing academic and psychosocial support, and optimizing experience-based learning approaches in international mobility programs.

Abstract

This study aims to explore the impact of gender equality on organizational performance, both in the public and private sectors, through a Systematic Literature Review (SLR) approach. Despite the increasing participation of women in the workforce, structural barriers such as the glass ceiling phenomenon and gender disparities in access to resources remain significant challenges. This study identifies 20 relevant articles from 120 articles analyzed, showing that gender equality has a positive impact on service quality, employee well-being, organizational innovation, and sustainability. However, the representation of women in leadership positions remains limited, especially in countries with strong patriarchal cultures. Additionally, gender quota policies in the academic and political sectors have been shown to improve female representation, though structural barriers and gender stereotypes persist. The findings of this study provide valuable insights for decision-making at both organizational and public policy levels in designing more inclusive and sustainable measures. Therefore, gender equality is not only ethically important but also a strategy for enhancing organizational performance in the long run.

Abstract

This research discusses the political participation of students of the State Administration Department of Padang State University (UNP) in the West Sumatra Governor Election in 2024. This research is motivated by the importance of the role of students as agents of change in the democratic process, but in reality their level of participation in regional head elections is still low. The research used qualitative methods with data collection techniques through interviews, observations, and online surveys to active students of the 2019-2024 batch. The results showed that only 37.3% of students exercised their voting rights, while 62.7% chose to abstain. This low participation is caused by several main factors, namely administrative and domicile issues for overseas students, low trust in politics due to rampant cases of corruption and money politics, and the lack of socialization and political education both from the campus and related parties. Many students experience difficulties in arranging a letter of transfer to vote, making them reluctant to participate. In addition, negative perceptions of politicians and unfulfilled promises further strengthen apathy and skepticism among students.

Abstract

The low level of Universal Coverage Jamsostek (UCJ) in Padang City reflects the limited access to social security protection, particularly for informal and vulnerable workers. This study aims to analyze the collaborative process among stakeholders in expanding BPJS Ketenagakerjaan participation and to identify the supporting and inhibiting factors. A descriptive qualitative method was employed through interviews, documentation, and observations, with data validated using source triangulation. Informants were selected through purposive sampling to ensure the representation of key actors. The findings reveal that the collaboration has not yet produced a significant increase in the number of participants from the informal sector. Nevertheless, the process has fostered equality of roles, stronger commitment, and more open communication among institutions. Theoretically, this research contributes to the development of Collaborative Governance studies by emphasizing the importance of process dynamics rather than solely focusing on outcomes. In terms of policy implications, the results highlight the need to strengthen regulations, provide sufficient budgetary support, and encourage active involvement of local governments to ensure the sustainability of cross-sector collaboration. Thus, efforts to expand social security coverage can become more structured, inclusive, and oriented toward the protection of informal workers who remain highly vulnerable.

Abstract

This study aims to determine a new location for the Kelurahan X Office in North Jakarta using the Analytical Hierarchy Process (AHP) as a decision-making tool for multi-criteria analysis. The need for relocation arises due to the expiration of the land-use agreement between the Provincial Government of DKI Jakarta and the Indonesian Navy (TNI AL). The research adopts a mixed-method approach-both qualitative and quantitative-through literature review, field observation, and interviews with stakeholders. AHP was employed to evaluate three main criteria-environment, accessibility, and cost-which were further broken down into nine sub-criteria. Three alternative locations were analyzed: Model 1 (Jl. JA 1), Model 2 (Jl. BGR), and Model 3 (Jl. GK). The analysis results indicate that Model 1 received the highest score of 63.49%, making it the most optimal location. This study demonstrates that AHP is effective in supporting data-driven, objective, and participatory decision-making processes in the context of public service planning. Despite limitations such as a restricted number of alternatives and potential subjectivity in assessments, this research makes a significant contribution to urban spatial planning and can serve as a model for similar projects in other urban area.
