Abstract

This study analyzes the implementation practices of Good Corporate Governance (GCG) principles at the Regional-Owned Enterprise (BUMD) PT Bank Nagari in West Sumatra and its implications for Regional Original Income (PAD) in 2023. This study uses a qualitative approach with a descriptive method. Primary data was obtained through in-depth interviews with key informants from PT Bank Nagari management and local government officials, while secondary data was collected from financial reports, policy documents, and official publications. Triangulation techniques were used to ensure data validity. The results of the study indicate that the implementation of GCG principles, including transparency, accountability, responsibility, independence, and fairness, has been running well at PT Bank Nagari. One of the main quantitative findings is a 25% increase in dividends in 2023 compared to the previous year, with a total contribution of IDR 113.87 billion to the PAD of West Sumatra Province. Transparency is realized through the publication of open and accurate financial reports, while accountability can be seen from the internal and external monitoring mechanisms that are carried out consistently. The implementation of GCG also encourages the company's operational efficiency and strengthens Bank Nagari's position as a major contributor to regional income. With the commitment of internal management and active supervision from the local government, GCG plays an important role in improving fiscal stability and regional economic development.

Abstract

Food security is a crucial issue at the village level, given its role in improving community welfare. Sidomoyo village has potential in agriculture and fisheries, but as time goes by and population growth increases, farmland in Sidomoyo village is decreasing. This is a challenge for the village government to realize food security in Sidomoyo village. The purpose of this study is to describe and analyze the village government's strategy in realizing food security in Sidomoyo Village. The method used is descriptive qualitative approach, with data collection through interviews, observations, and documentation studies. Based on the research conducted, the village government's strategy in realizing food security in Sidomoyo village is quite good, especially in the aspects of goals and actions. Meanwhile, in the learning indicator, the resulting innovation is still not optimal. Further monitoring, evaluation and mentoring of the training that has been carried out are needed so that the results can be applied effectively. Thus, improvements in the direction and learning indicators are needed to ensure the sustainability of the food security strategy in Sidomoyo Village.

Abstract

E-government is one of the government's strategies to implement good governance through the use of technology to improve public services. The realization of e-government is done through the provision of web-based and mobile services by the Sidoarjo Government by releasing the Sidoarjo People's Service System (Sipraja). Sipraja is an application that integrates administrative services in villages and sub-districts. Sipraja mobile has been downloaded by more than 100,000 users, received more than 2,000 reviews, and received a review rating of 4.2. However, user review ratings sometimes do not match the format of the review text provided. This study aims to get an overview of public perceptions / sentiments towards Sipraja mobile services to be used as evaluation material. Research was conducted to analyze user reviews of the Sipraja mobile application on Google Playstore using the Support Vector Machine (SVM) algorithm and linear kernel type. The research model used is able to produce an accuracy rate of 75.10%, precision of 80.36%, specificity 81,97%, recall of 68.70% and F1 score of 74.07%. From the research results, public sentiment towards Sipraja mobile services is more inclined to positive sentiment of 54.84% However, negative sentiment has a similar amount of 45.16%. The Sidoarjo local government's attention and follow-up is needed to continue to meet the objectives of e-government to improve services to the community.

Abstract

Penelitian dengan judul ICT Readiness pada Produsen Data dalam Penyelenggaraan Cirebon Satu Data ini dilakukan seiring dengan adanya permasalahan pada rendahnya awareness pada Produsen Data, yang dibuktikan dengan adanya data rendahanya capaian keterisian dan ketepatan waktu pengisian data. Cirebon Satu Data sendiri memiliki peranan strategis dalam mendukung perencanaan pembangunan dan smart city Kota Cirebon melalui peningkatan efisiensi birokrasi dan keterbukaan informasi publik. Namun demikian, pentingya Cirebon Satu Data masih belum diiringi dengan kesiapan TIK yang baik. Untuk itu, Penelitian ini bertujuan untuk mengkaji lebih lanjut kesiapan TIK pada Produsen Data dan dapat memberikan rekomendasi untuk penyelenggaraan Cirebon Satu Data yang lebih baik. Penelitian ini mengacu pada konsep ICT Readiness oleh Falahah, Kusumasari dan Santoso (2021) yang didalamnya menjelaskan tentang management awareness, content readiness, people and organization, policy and regulation, supported technology, dan data portal. Penelitian ini menggunakan metode kulitatif dengan informan yaitu Koordinator dan Sekretaris Forum, Walidata dan Produsen Data, untuk dapat memberikan gambaran lebih dalam mengenai kesiapan TIK pada Produsen Data. Hasil penelitian menunjukkan bahwa ICT Readiness dapat dikatakan cukup siap, namun demikian setiap aspek dalam ICT Readiness pada produsen dara masih terdapat kekurangan yang saling berpengaruh terhadap satu sama lainnya, sehingga setiap masih memerlukan perbaikan pada setiap aspeknya.

Abstract

The performance of the Civil Servant is the result of work achieved by an ASN, with varying levels of ability and skills in carrying out and completing their work. Performance measurement is an organizational process of determining the parameters for achieving work programs and activities that have been carried out. Generally, this applies for one budget year. The purpose of this study is to determine and analyze how much influence competence has on ASN performance in the West Coast Fisheries Service. From this study, it can be produced to determine the level of organizational progress in achieving targets and evaluations as well as input materials for preparing future programs so that performance measurement will be greatly influenced by individual competence and compensation provided by the organization. The influence of the independent variable, competence (X1) on the dependent variable, performance (Y), through the analysis of the coefficient of determination output, obtained an Adjusted R Square value of 0.435.

Abstract

Stunting is still a major health problem in Indonesia, including in Cirebon City, which can have an impact on the quality of human resources in the future. The government has adopted various policies to accelerate stunting reduction, one of which is through a collaborative governance approach, which emphasizes multi-actor involvement in program implementation. This research aims to analyze the dynamics of collaboration in implementing the Supplementary Feeding Program (PMT) as part of efforts to accelerate stunting reduction in Kalijaga Village, Harjamukti District, Cirebon City. By using a qualitative approach and case studies, this research refers to the collaborative governance dynamics theory of Emerson et al. (2011), which includes the dimensions of mobilizing shared principles, shared motivation, and capacity for joint action. Research results show that even though a collaborative forum has been formed with the roles of various stakeholders, there are still several obstacles in planning, the effectiveness of cadre roles, as well as monitoring and evaluating program implementation. Therefore, strengthening coordination and synergy between actors is a strategic step to increase the effectiveness of the stunting reduction acceleration program in Cirebon City.

Abstract

This study aims to analyze the role of the Bengkalis Regency Manpower and Transmigration Office in the placement of local workers in Duri, focusing on policy effectiveness, implementation of training programs, and efforts to increase local employment. The theory used in this research is the theory of employment policy according to Payaman Simanjuntak Priyono 2018, which includes three indicators: Labor Qualification Suitability, Local Labor Participation and Labor and Company Satisfaction. The research method used is a qualitative approach with data collection techniques through in-depth interviews, observation, and documentation. The research informants consisted of officials from the Bengkalis Regency Manpower and Transmigration Office, company staff in the Duri area, and local workers who had participated in the job placement program. The results showed that the Manpower and Transmigration Office has run various training programs and cooperation with local companies, but there are still obstacles such as limited employment opportunities, lack of local workforce skills, and not optimal implementation of the workforce placement policy. This research suggests that the Manpower and Transmigration Office should improve synergies with the private sector, expand training programs based on industry needs, and strengthen monitoring and evaluation of the implementation of local worker placement policies in order to improve the competitiveness and welfare of local communities.

Abstract

This study aims to analyze the performance-based budgeting implemented by the Cooperative, Small and Medium Enterprises, Trade, and Industry Office of Cirebon City. The theoretical framework for this research is the performance-based budgeting cycle proposed by Nurkholis and Khusaini (2019). A qualitative research method was employed, utilizing data collection techniques such as interviews, observations, and documentation. The results indicate that the Cooperative, Small and Medium Enterprises, Trade, and Industry Office of Cirebon City has implemented four stages of the performance-based budgeting cycle in accordance with the theory of Nurkholis and Khusaini, namely determining vision and mission, goals, and targets, determining performance indicators, evaluating and making decisions on program selection and priorities, and analyzing cost standards. However, challenges persist in the stage of determining performance indicator, evaluating and making decisions on program selection and priorities, and analyzing cost standards. This study suggests aligning output and outcome targets with available inputs, prioritizing programs based on the capacity of work units, and adjusting cost standards to reflect market prices.

Abstract

This study discusses SIDUMAS, a digital platform developed by the Indonesian House of Representatives (DPR-RI), to accommodate public aspirations and complaints. The goal is to strengthen communication and transparency between legislative institutions and citizens. Although this platform brings several advantages, such as faster processes and easier access, many people still have not utilized it. It shows a gap between the government’s enthusiasm in building a digital system and the public’s readiness to use it. The results revealed that low digital literacy, lack of information about SIDUMAS, and low trust in legislative institutions are the main factors that hinder public participation. Therefore, the success of this service is highly dependent on efforts to improve digital understanding, build trust, and socialize this platform comprehensively. Finally, this study contributes to how the application of technology, such as SIDUMAS, can be utilized in public services and various government institutions, more specifically, considering the community’s user preferences. This finding also underlines that digital innovation is not enough just to be available; it must be adapted to the community’s social conditions and be easily accessible to all groups.

Abstract

This study aims to analyze the implementation of the GKB in fulfilling children's rights in Brebes district. This analysis uses Merilee S. Grindle's theory with implementation content indicators including: Power, interest and strategy of actor involved, Institution an regime characteristic and Compliance and responsiveness. The data sources used in this research came from observations, interviews and documentation studies. The results of this study found that stakeholders have an important role in the GKB program, namely issuing regulations and monitoring the implementation of the regulation.
