Abstract

The implementation of the Village Fund Program in Bulungan Regency, North Kalimantan Province, faces challenges regarding low community involvement. Initial observations in Apung and Mara Hilir Villages revealed a contrast in leadership approaches, where one village tended toward a rigid instructional style while the other was more participatory, which is suspected to cause variations in program effectiveness.This study aims to analyze how the leadership style of the village head influences the effectiveness of the Village Fund Program, both directly and indirectly, through community participation as a mediating variable. The research utilized a quantitative approach with an associative design. The population consisted of community beneficiaries of the Village Fund Program from two villages, Apung and Mara Hilir in Bulungan Regency, totaling 212 respondents. Data were collected using a Likert-scale questionnaire and analyzed through Structural Equation Modeling (SEM) based on Partial Least Squares (PLS) with Jamovi software. The results indicate that the village head’s leadership style has a positive and significant effect on community participation, as well as both direct and indirect effects on program effectiveness through this participation. The coefficient of determination reveals that 67.8% of the variation in program effectiveness can be explained by leadership and community participation, while the remaining 32.2% is influenced by other factors. These findings suggest that a transformational and participatory leadership style encourages active community involvement, thereby enhancing the effectiveness and sustainability of rural development programs.

Abstract

The purpose is to identify the Implementation of the Mobile Library Program by the Soeman HS Library in Increasing the Reading Interest of School Children in Pekanbaru City. This research was conducted using a descriptive qualitative research approach. Research data collection was carried out through observation, interviews, and documentation. The study was conducted at the Riau Province Library and Archives Service, and the research period took place from January to March 2025. The research results indicate the existence of Standards and Targets, Resources, Inter-organizational Relations and Activity Strengthening, Characteristics of Implementing Agents, as well as Social, Economic, and Political Conditions. The organization and development of mobile libraries have the main objective of educating the nation and building character through library services that are accessible to the general public. Policy standards and recommendations, as well as the level of target achievement in increasing reading interest, can be measured using several indicators, such as: the number of readers, whether there is an increase in the number of people reading books, articles, or other reading materials. Resources to increase reading interest can include books, libraries, and literacy activities. Reading frequency refers to how often a person reads in a day, week, or month. Communication between organizations and the strengthening of activities can be carried out to create mutual understanding and maintain good relationships between organizations and their audiences.

Abstract

This study aims to analyze the strategies for restructuring the bureaucratic Business Process Map (Probis) within the Jakarta Provincial Government in response to the mandate of this new law. Through the lens of Hybrid Governance and Digital-Era Governance theories, this study examines how changes in the macro-level functions of the region are adapted into the microstructure of civil service operations. This study employs a qualitative approach using an explanatory case study strategy. Data were collected through in-depth interviews with the Probis drafting team of the DKI Jakarta Provincial Government, analysis of regulatory documents, and observation of drafts of the new institutional structure. The research findings indicate that the post-DKJ Law restructuring of Probis successfully broke through rigid hierarchical deadlocks and silo mentalities through the establishment of Semi-Autonomous Decentralization Units as hybrid collaborative nodes and the automation of cross-sectoral business process integration. This reform shifts the organizational focus from a functional-centric approach to an agile, value-centric one centered on service delivery. However, challenges such as cultural resistance, sectoral ego, and inconsistencies in secondary regulations remain major structural obstacles. This study makes a theoretical contribution by proposing a Semi-Autonomous Decentralization Model for the Megacity Region as a form of institutional adaptation and a blueprint for inclusive governance of local bureaucracy in megacities following the capital relocation.

Abstract

This study aims to analyze the local government’s strategy for poverty alleviation in Sidenreng Rappang Regency. The research employed a descriptive quantitative approach involving 100 respondents selected through random sampling. Data were collected through observation, questionnaires, and literature review, and were analyzed using simple linear regression with the assistance of IBM SPSS version 26. The findings indicate that the government’s strategy has a strong and significant influence on poverty alleviation, contributing 95.5% to the reduction of poverty levels. This result demonstrates that the policies and programs implemented by the local government have been effective and have produced tangible impacts in reducing poverty at the community level. In substantive terms, the rejection of the null hypothesis confirms that well-planned and properly implemented government strategies directly enhance community welfare and accelerate poverty reduction outcomes. Furthermore, several key factors were identified as supporting the effectiveness of these strategies, including environmental conditions (25%), human resource quality (21%), and leadership (24%), with an overall average achievement categorized as good (70%).

Abstract

This study aims to analyze the influence of transformational leadership style, work-life balance, and intrinsic motivation on employee performance at PT Hanil Indonesia. The research employed a quantitative approach using multiple linear regression analysis methods. Research data were collected through questionnaires distributed to employees as research respondents. The collected data were then analyzed to determine the influence of each independent variable on the dependent variable, both simultaneously and partially.The results of the study indicate that simultaneously transformational leadership style, work-life balance, and intrinsic motivation have an influence on employee performance with a contribution of 56.1%, while the remaining percentage is influenced by other factors outside this study. Partially, transformational leadership style has a positive and significant effect on employee performance. Intrinsic motivation also has a positive and significant effect on employee performance. Meanwhile, work-life balance does not have a significant effect on employee performance.This study concludes that inspirational leadership and intrinsic motivation are the main factors in improving and maintaining employee performance amid the pressures of the national textile industry.

Abstract

Employee performance1is an important aspect in the success of public sector organizations, particularly in improving1the quality of service to the community. This study discusses the role of work motivation and employee competence as internal factors that are1thought to influence employee performance at the Bandar Lampung City Food Agency. The research problem1focuses on the question of whether work1motivation and employee competence affect employee1performance, either partially or simultaneously. The novelty of this study1lies in the use of the Resource-Based View (RBV). This study uses a quantitative approach towards employees of the Bandar Lampung City Food Service. The results1show that1work motivation has a positive1and significant effect on employee performance, while employee competence has a positive but insignificant effect. Simultaneously, work motivation and competence have a significant effect on employee performance. This study concludes that improving employee performance is more determined by strengthening work motivation, while competence needs to be managed in an integrated manner in order to contribute to more optimal and sustainable performance.

Abstract

This article analyzes the learnings from the PAR IV CORRECT Program implemented by CIS Timor and CRS in Kupang Regency, East Nusa Tenggara. Using an analytical descriptive qualitative approach with a total sampling technique, this study comprehensively examines eight Most Significant Change (MSC) stories from beneficiaries at the village level to understand the dynamics of local resilience development. The thematic analysis shows five main pillars of learning: (1) transformation of mentality from passive to confident agent of change, (2) increasing the strategic role and voice of women in disaster management structures, (3) transition from knowledge to real local-based mitigation actions, (4) strengthening economic independence through the integration of savings and internal lending communities/SILC), and (5) social inclusion that embraces vulnerable groups such as the elderly and low-educated citizens. The study concludes that sustainable disaster resilience does not depend solely on physical infrastructure, but is firmly rooted in inclusive community empowerment, accountability of local agency representation, and integration between disaster preparedness and microeconomic resilience.

Abstract

This study aims to analyze the development of Public Private Partnership (PPP) research in infrastructure development across ASEAN countries during the 2005–2025 period using a bibliometric approach. The research employs a descriptive quantitative method with bibliometric analysis techniques. Data were collected from Google Scholar and SINTA using Publish or Perish and visualized through VOSviewer. The results indicate a significant increase in PPP related publications after 2015, with major research themes focusing on policy, financing, risk management, and sustainability. Furthermore, the study finds that the gap between PPP literature and its implementation in ASEAN is not solely driven by institutional capacity and regulatory stability, but also by the dominance of research themes that tend to be normative rather than implementation oriented. The study also reveals a fragmentation of research focus across countries, where those with more stable regulatory frameworks demonstrate a deeper emphasis on implementation-related studies.
