Abstract

Taxpayer compliance remains a structural challenge in Indonesia, as reflected in the national tax-to-GDP ratio, which reached only 10.07% in 2024. At the local level, Nagari Tanjung Barulak recorded that 650 out of 3,048 registered taxpayers had not paid their Rural and Urban Land and Building Tax (PBB-P2) in the same year, thus necessitating an in-depth empirical study of its determinants. This study aims to analyze the influence of tax administration service quality and taxpayer awareness both individually and simultaneously on taxpayer compliance in paying PBB-P2 in Nagari Tanjung Barulak. The study employed an associative quantitative approach with 100 respondents drawn from a population of 3,048 taxpayers using Slovin sampling. A validated instrument was used to measure five dimensions of service quality, three indicators of awareness, and three indicators of compliance, which were analyzed using multiple linear regression with SPSS 27. The results indicate that the quality of tax officials’ service (t = 14.049) and taxpayer awareness (t = 11.559) have a positive and statistically significant partial effect (p < 0.01), as well as a statistically significant simultaneous effect (F = 106.182; p < 0.01) with an adjusted R² of 0.681. These findings highlight the importance of a two-pronged strategy for the Nagari Government and the Tanah Datar Regency Bappenda: strengthening the responsiveness of tax collectors and conducting ongoing outreach on the function of taxes, in order to effectively improve compliance with the PBB-P2.

Abstract

Public service is a key indicator of the quality of government governance. Practices at the subdistrict level still face challenges, such as low responsiveness, unpredictable service times, and unmet community needs. The results of the Community Satisfaction Survey (SKM) indicate high service performance, but do not fully reflect the community’s experience. This study aims to analyze the quality of public services at the Pati Subdistrict Office from the perspective of the community’s experience using a phenomenological approach within the SERVQUAL framework. The study employs qualitative methods, including observation, interviews, and documentation. The results reveal a gap between the theoretical framework of service quality and the reality observed in the field. The SERVQUAL service quality theory identifies responsiveness and reliability as key dimensions; however, in the public’s lived experience, these two are not perceived as dominant. Public satisfaction places greater emphasis on a sense of security (assurance) and staff empathy, while reliability and responsiveness tend to be overlooked. Limitations in facilities and infrastructure (tangibles) result in ineffective service, characterized by the absence of a queueing system and services that are not completed in a single visit. This study indicates that the public’s perception of public service quality prioritizes the final outcome over the service process. Efforts to improve service quality should focus not only on procedural aspects but also on comprehensively addressing the public’s needs and experiences.

Abstract

The persistent mismatch between university graduates' competencies and labor market demands highlights the critical need to develop both soft skills and practical work experience in shaping professional workplace behavior. This study aims to analyze the direct effect of soft skill students’ work behavior, assess the contribution of internship experience, and examine the mediating role of internships in the relationship between soft skills and work behavior. A quantitative approach was employed using Structural Equation Modeling (SEM). The study involved 140 people consisting of alumni and final-year students who had completed internship programs. Standardized questionnaires were used to measure soft skills, internship experience, and work behavior. The findings revealed that soft skills significantly influence both work behavior (β = 0,285; p =0,000) and internship experience (β = 0,531; p =0,000). Internship experience was also found to have a direct, significant impact on work behavior (β = 0,533; p = 0,000). Furthermore, internship experience significantly mediates the relationship between soft skills and work behavior (β = 0,283; p = 0,000). These results underscore the importance of integrating soft skill development with experiential learning opportunities such as internships within higher education curricula. The study offers practical implications for academic institutions, industries, and policymakers in designing experiential learning frameworks that enhance graduates’ readiness for the workforce.

Abstract

The public space planning issues in Pekanbaru are not merely technical in nature, but reflect weak policies in controlling land use, which is influenced by economic interests. This study aims to analyze the implementation of policies regulating billboard poles and the factors causing their ineffectiveness using a qualitative approach through interviews, observations, and documentation, and analyzed using Merilee S. Grindle’s policy implementation perspective. The results of the study indicate that although regulations are in place, their implementation has not been effective; enforcement on the ground tends to be administrative and ad hoc, and has not yet become part of a structured control system. The policies have also failed to curb the growth of illegal billboards because they do not address the root of the problem namely, the strong economic interests of business operators that undermine the enforceability of the rules resulting in compliance that is temporary and situational. In additional, weak oversight, limited resources, and a lack of coordination among agencies indicate institutional capacity deficiencies. These conditions have led to policies becoming trapped in a cycle of repeated enforcement without yielding significant changes in public space planning; therefore, institutional capacity building, consistent regulatory enforcement, and the management of economic interests are necessary to ensure that policies can be implemented more effectively and sustainably.

Abstract

This study was motivated by the need for a more efficient, fast, and adaptive financial administrative archiving system in government institutions. The Regional Financial Management Agency (BPKK) Aceh Jaya faced challenges in managing financial administrative documents, particularly in document distribution processes that were previously conducted manually, thereby reducing the effectiveness of internal coordination. As an innovative effort, BPKK Aceh Jaya implemented the WhatsApp-based Financial Administrative Archiving Service (LAPAK-Peng). This study aims to analyze the implementation of LAPAK-Peng using George C. Edward III’s policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. This study employed a descriptive qualitative approach, with data collected through in-depth interviews with five informants, observation, and documentation. Data were analyzed using the Miles and Huberman interactive model, with validity tested through source and technique triangulation. The findings indicate that LAPAK-Peng supports the effectiveness of financial administration at BPKK Aceh Jaya, with communication emerging as the most dominant factor due to its role in accelerating coordination and information exchange. In addition, successful implementation was supported by adequate resources, positive implementer disposition, and a clear bureaucratic structure. This study concludes that WhatsApp can serve as an alternative digital administrative innovation to support document management in government institutions.

Abstract

This study aims to analyze the implementation of regional government work system policies following bureaucratic simplification in Buleleng Regency. The case study was conducted at the Investment and One-Stop Integrated Service Office (DPMPTSP), as it is the regional work unit directly affected by organizational restructuring. The background of this research includes employee resistance, inconsistencies between documents and regulations, and the suboptimal use of technology. This study employs a descriptive qualitative approach using a case study method and is analyzed based on Edward III’s policy implementation theory, which includes communication, resources, disposition, and bureaucratic structure. The results indicate that although regulations and technological support are already in place, the implementation of the new work system still faces several challenges. These include the persistence of traditional work culture, the underutilization of applications for cross-unit collaboration, limited understanding among employees regarding the squad team system, and suboptimal standard operating procedures. In addition, limited budgets and human resources also pose major obstacles. The increase in the Public Satisfaction Index (PSI) from 82.41 in 2022 to 84.26 in 2024 demonstrates the positive impact of implementing work system policies on the quality of public services at the DPMPTSP of Buleleng Regency. Therefore, continuous innovation and improvement are necessary to achieve a more efficient, collaborative bureaucracy that is oriented toward high-quality public service.

Abstract

Child-Friendly Districts (KLA) are a strategic effort by the local government to ensure the fulfillment and protection of children's rights on an ongoing basis. This study analyzes the implementation of Seluma Regent Regulation Number 48 of 2017 concerning KLA using a qualitative descriptive approach through interviews, observation, and documentation. The analysis uses the Van Meter and Van Horn model with six main variables. The results indicate that implementation is suboptimal due to weak coordination, limited resources, and the failure to meet all KLA indicators. However, support from regional government agencies (OPD) and the role of the Children's Forum are positive supporting factors in the implementation of this policy.

Abstract

This study aims to analyze the effectiveness of the COVID-19 Task Force in Malang City in delivering vaccination services by employing the theoretical frameworks of hybrid organization and organizational effectiveness. A descriptive qualitative approach was utilized, involving interviews with elements of the task force such as the Health Office, community health centers (Puskesmas), the military (TNI), Malang City Government, and the community. Organizational effectiveness was examined using Daft’s framework, which includes goal, resource, process, and integrated approaches, while the influencing factors were analyzed based on Richard M. Steers’ theory. The results indicate that the Malang COVID-19 Task Force operates effectively through cross-sector collaboration, coordinated actions, provision of incentives, adequate facilities, and professional and empathetic behavior by staff. Determinant factors of effectiveness include an adaptive organizational structure, dynamic work environment, skilled and engaged personnel, and strong managerial support. The study concludes that the hybridization of public organizations, as exemplified by the COVID-19 Task Force in Malang City, serves as a successful collaborative model in delivering vaccination services.

Abstract

Improving the quality of public services is a top priority in bureaucratic reform. Although Indonesia's Public Service Index (IPP) shows an upward trend, many problems remain, such as the high number of public complaints against local government agencies, allegations of maladministration, and the suboptimal use of technology and digital competence of civil servants. The background of this research is based on the demands of bureaucratic reform that emphasize improving service quality through the use of technology and strengthening human resource capacity. The purpose of this research is to determine the influence of information technology and competence on service quality. The research was conducted using a quantitative approach with a purposive sampling technique, involving 80 respondents from the civil servant population using personnel services. Data processing was obtained through observation, questionnaire distribution using a Likert scale, and literature study, then analyzed using SmartPLS software version 4. These findings indicate that information technology has a positive and significant effect (t-statistic value of 3.045) on service quality, especially in improving service accessibility, accuracy, and speed. Meanwhile, employee competency (t-statistic value 4.120) has a positive and significant effect on service quality, including aspects of professionalism, responsiveness, and reliability. This finding underscores the importance of integrating digital transformation and ASN competency development as a key strategy for improving effective, efficient, and customer-satisfaction-oriented public services.

Abstract

The policy transforming State Universities (PTN) into Legal Entity State Universities (PTNBH), which grants autonomy and flexibility, requires PTNBH to diversify their funding sources. In reality, many PTNBHs remain highly dependent on a single funding stream. Grounded on Grindle's Implementation Theory, which holistically examines policy content and the context of implementation, this study analyzes how the policy framework is designed to encourage funding diversification and its subsequent implementation. This research employs a qualitative method, with data gathered through in-depth interviews and secondary data analysis of PTNBHs that have held the status for at least three years. The results indicate that while the policy was designed as an administrative reform instrument to drive diversification, it still faces inconsistent technical regulations and a lack of focus on fostering an entrepreneurial mindset among PTNBH human resources. The implementation shows that PTNBHs have shifted their governance and attempted to diversify funding; but the effectiveness of these efforts depends on the characteristics of each university.
