Abstract

This study aims to analyze the implementation of social welfare policy for older persons carried out by the Regional Technical Implementation Unit (UPTD) for Elderly Social Welfare in Kupang and to identify the factors that hinder its implementation. The study applies Grindle’s policy implementation framework, which emphasizes two key dimensions: policy content and policy context. A qualitative research approach was employed, with data collected through observation, in-depth interviews, and documentation. The data were obtained from nine purposively selected informants and relevant policy-related documents. The findings indicate that the implementation of the elderly social welfare policy has been carried out but has not yet been optimal. Based on Grindle’s analytical model, several issues were identified, including the relevance of service programs, the recruitment process of implementers, budget allocation and efficiency, and the capacity of human resources. These findings imply the need for policy evaluation and the strengthening of implementation governance through needs-based program adjustments, improved resource management, and capacity building of implementers to ensure that policy objectives are achieved more effectively and sustainably.

Abstract

This study examines the role of the Gresik District Education Office in improving the quality of educational services at UPT SD Negeri 81 Gresik. Using a descriptive qualitative approach, data were collected through observation, interviews, and document analysis. The analysis is based on Jones's theory of government roles, specifically the regulatory role, the enabling role, and the direct provision of goods and services. The findings show that in its regulatory role, the Education Office has implemented national policies, such as the Merdeka Curriculum and the Education Report, as instruments for quality evaluation. In the enabling role, the Education Office contributes through teacher capacity building, collaboration with higher education institutions, and cross-sector advocacy for school relocation. In the role of direct provision of goods and services, the Education Office facilitates the provision of learning technology devices. It is concluded that the role of the Gresik District Education Office in improving the quality of educational services at UPT SD Negeri 81 Gresik has been implemented but has not yet been fully effective, particularly in addressing the school's structural and geographical challenges.

Abstract

The study aims to analyze the implementation of collaborative governance in realizing the sustainability of the local MSME sector economy. The study used a descriptive qualitative method. Interview, observation, and documentation techniques were used to collect data. Data analysis is conducted interactively and continues until completion. To ensure data credibility, researchers used source triangulation techniques. The results of the study show that the implementation of collaborative governance has demonstrated its strategic role in supporting local economic sustainability. The collaboration that has been established reflects the existence of cross-actor synergies that are relatively effective, both vertically and horizontally, as well as in terms of partnership relations. With the local government as the main facilitator, the Ngawi MSME Association has strengthened coordination and empowerment at the grassroots level. Effective coordination, utilization of digital technology, and active involvement of MSME players are three interrelated key elements in determining the success of such collaboration. Cross-level and cross-sector coordination can improve the effectiveness of program implementation, technology utilization, expand market access, and increase the competitiveness of MSMEs.

Abstract

This study examines the relationship between Sustainable Development Goals (SDGs) achievement, government accountability, and responsiveness in Jeneponto Regency during the 2022-2024 period. Data were obtained from a public perception survey on service delivery (n = 120 respondents) using proportionate stratified random sampling, supported by secondary data from SDG achievement reports, the regional development plan (RPJMD), and SAKIP documents. The questionnaire was developed based on SAKIP accountability indicators and public service responsiveness frameworks, and was tested for validity and reliability. Pearson correlation analysis was conducted after meeting normality and linearity assumptions. The results reveal disparities in SDG progress, with notable improvements in education and health, while economic and environmental indicators lag behind. Government accountability remains at a moderate level, and responsiveness to citizen complaints is perceived as low. Significant positive correlations were found between SDG achievement and both accountability (r = 0.61) and responsiveness (r = 0.53), indicating that governance quality strongly shapes sustainable development outcomes. These findings highlight the need to strengthen SDG integration into local performance management systems and to enhance public service responsiveness as key prerequisites for accelerating sustainable development in Jeneponto.

Abstract

This study examines the implementation of Agile Governance in the Investment and One-Stop Service Offices (DPMPTSP) across Sulawesi provinces, addressing rapid regulatory shifts under the OSS-RBA system and the absence of an empirically validated implementation model. The study aims to analyze the effects of environmental factors, agile capabilities, and governance capabilities on business operations and value delivery, and to develop an evidence-based implementation model. A sequential explanatory mixed-methods design was applied. The quantitative phase surveyed 380 civil servants in South Sulawesi, Central Sulawesi, and West Sulawesi and was analyzed using SEM-PLS. The qualitative phase, conducted in West Sulawesi, involved in-depth interviews, performance document analysis (SKM, SAKIP, budget absorption, investment realization), and NVivo-based thematic coding. Results show that environmental factors do not directly affect business operations (E→B not significant), but their influence emerges through agile and governance capabilities. The strongest relationship is governance capability → value delivery (G→R; highest F²), followed by agile capability → governance capability (A→G). Qualitative findings confirm that high SKM scores (“Very Good”), SAKIP grades (“A”), and budget absorption above 90% reflect administrative compliance rather than adaptive agility. Key barriers include hierarchical bureaucracy, regulatory instability, and uneven human resources competencies. The study proposes an Agile Governance implementation model emphasizing the simultaneous strengthening of agile and governance capabilities, flexible cross-unit coordination, real-time data utilization, and stronger feedback loops with business actors. Policy implications include integrating adaptiveness indicators into performance management, enhancing data-driven service control units, and building adaptive capacities among civil servants in licensing and investment services.

Abstract

This research aims to analyze the role od the Jombang Regency Environmental Service in controlling river pollution in order to rebuild environmental cleanliness and stability, especially in the rivers of Jombang Regency. This research uses descriptive qualitative method with Government Role Theory by Sondang P. Siagian which divides 5 role namely; role as stabilizer, role as innovator, role as modernizer, role as pioneer and role as self-implementer. The result of the study found that the Jombang Regency Environmental Agency has performed is role quite well in controlling river pollution through its role as a stabilizer, role as innovator, role as modernizer, role as pioneer and role as self-implementer. However, there are still some shortcomings in maintaining socio-cultural stability in the form of community complaints regarding waste disposal by the Jombang Baru Sugar Factory which disturbs the comfort of the surrounding environment. Then, there are shortcomings in the applications of phytoremediation innovation in the form of inability to degrade waste in the tofu industry in the Rejoagung 2 river and there is failure of IPAL innovation due to lack of knowledge to operation of IPAL.

Abstract

This study is motivated by the unmet targets of village financial administration management in Parang District. It aims to analyze the effectiveness of coaching and supervision, as well as the factors influencing village government financial administration. The research employs a descriptive qualitative approach. Data were collected through interviews, observations, and documentation involving 11 informants, and analyzed using an interactive qualitative data analysis model with triangulation to ensure data validity. The findings show that coaching in village financial administration has clear objectives, actors, and materials; however, its implementation has not been optimal due to limited apparatus capacity, the absence of measurable performance targets, and the lack of standardized SOPs and technical guidelines. Supervision has been conducted systematically through monitoring, examination, guidance, and corrective actions, yet it requires further strengthening of sub-district apparatus capacity to ensure effectiveness and sustainability. Factors contributing to suboptimal financial administration include environmental changes, administrative complexity, technical errors, delegated authority, and leadership issues.The study concludes that village financial administration management still faces significant challenges related to implementation standards, apparatus capacity, and inter-agency coordination. Therefore, it is recommended to develop standardized SOPs and technical guidelines, enhance apparatus capacity through continuous technical training, and strengthen coordination among coaches, supervisors, and village officials to improve the accountability of village financial management.

Abstract

This study examines the problems of pharmaceutical services at the Ibnu Sina Simpang Empat Hospital Pharmacy, focusing on analyzing service quality in relation to patient satisfaction. The main problems identified include long waiting times for medication (2-3 hours), unavailability of medication, and inadequate waiting facilities, which have an impact on patient dissatisfaction. The purpose of this study was to evaluate service quality based on the five dimensions of SERVQUAL (tangibility, reliability, responsiveness, assurance, and empathy) in explaining patient satisfaction. The research method used a descriptive quantitative approach with a questionnaire as the main instrument, involving 370 patient respondents using simple random sampling. Based on the results of the study on the quality of pharmaceutical services at the Ibnu Sina Simpang Empat Hospital Pharmacy, it can be explained that in general, the quality of service is considered very good with an average score of 4.26. The best service dimensions were empathy (score of 4.30) and reliability (score of 4.29), indicating that pharmacy staff demonstrated a friendly attitude, effective communication, and adequate technical competence. However, this study also revealed several critical issues that need attention, particularly regarding drug availability, which only scored 3.93, and service waiting time, which scored the lowest at 3.71 in terms of assurance. This study recommends improvements in drug stock management, adding staff during peak hours, and upgrading waiting room facilities to increase patient satisfaction. These findings provide practical contributions for hospitals in optimizing patient-centered pharmacy services.

Abstract

Public dissatisfaction with public health services in regional hospitals remains a crucial issue, with one cause being the lack of clarity in medical information and slow response times from health workers. This study aims to analyze the effect of effective communication and responsiveness on public satisfaction at the South Solok District Hospital, both partially and simultaneously. Using an associative quantitative approach with the Proportionate Stratified Random Sampling technique, this study involved 398 respondents selected from a population of 70,571 patient visits in 2024. Data were collected through a validated questionnaire and analyzed using multiple linear regression. The results show that effective communication has a positive and significant effect on public satisfaction with a contribution of 24.5% (β = 0.242, p = 0.005), responsiveness has a positive and significant effect with a contribution of 23.7% (β = 0.168, p = 0.048), and simultaneously, both variables contributed 24.9% to public satisfaction (F = 66.826, p = 0.000). These findings have strategic implications for hospital management, including the development of therapeutic communication training programs and improvements to integrated service operational systems.

Abstract

This study aims to analyse the application of collaborative governance in improving the quality of education in the digital age through a comparative literature review of the cities of Yogyakarta, Surabaya and South Sulawesi. The method employed is a systematic literature review using a qualitative-descriptive approach and cross-case synthesis, drawing on the collaborative governance framework by Ansell and Gash, which encompasses starting conditions, institutional design, facilitative leadership, and collaborative process. The article search process was conducted via scientific databases such as Google Scholar, Scopus, and SINTA using the keywords “collaborative governance”, “digital education”, and “quality of education”. Inclusion criteria included articles relevant to the educational context, published between 2015 and 2025, and focusing on multi-stakeholder collaboration in educational governance. Based on a systematic selection process, approximately 30 articles were identified for in-depth analysis. The findings indicate that the success of collaborative governance in improving educational quality is significantly influenced by initial conditions such as educational and digital divides, adaptive institutional design, contextual facilitative leadership, and participatory and sustainable collaborative processes. Comparatively, the City of Yogyakarta tends to develop community- and digital-based collaboration models, Surabaya stands out in its institution-based approach and school practices, whilst South Sulawesi demonstrates a more structured collaboration model based on bureaucratic systems. These findings confirm that collaborative governance in education in the digital age is contextual and multidimensional, thus requiring an adaptive approach tailored to regional characteristics.
