Abstract

This study aims to examine the implementation of the Program Indonesia Pintar (PIP) in Gringsing District, Batang Regency. Based on field findings, the implementation of the PIP program in this area shows several problems, including mistargeting of beneficiaries, suboptimal implementation processes, and low program effectiveness at the elementary, junior secondary, and senior secondary education levels. The study focuses on four main factors of policy implementation according to George C. Edwards III’s theory—communication, resources, disposition, and bureaucratic structure—as indicators of implementation success. The research employs a qualitative approach using data triangulation techniques, including observation, documentation, and in-depth interviews. The findings indicate disparities in the distribution of PIP assistance. From the perspective of George C. Edwards III, four factors contribute to these disparities: (1) communication, (2) resources, (3) disposition, and (4) bureaucratic structure. The study concludes that improving PIP implementation requires an integrated approach encompassing strengthened policy communication, enhanced capacity of implementers and beneficiaries, bureaucratic procedure reform, and integration of assistance programs with efforts to improve educational quality. With these improvements, the Program Indonesia Pintar is expected to have a more significant impact on educational equity and quality in Gringsing District.

Abstract

The increasing public mobility during the Christmas and New Year holidays requires well-planned SAR preparedness. This study aims to describe the organization and governance of search and rescue (SAR) operations during the Special Christmas and New Year Alert at the Yogyakarta Search and Rescue Office. A qualitative descriptive method was employed through in-depth interviews with the subsection head, radio operators, BPBD officers, police, and community members, complemented by field observations. The findings indicate that the alert operations were systematically arranged through inter-agency coordination, risk-based planning using historical accident data, and the strategic placement of posts and personnel according to hazard levels. Radio operators played a crucial role in bridging information between the field and the command center. Community involvement in reporting and volunteering also accelerated incident response. Theoretically, this study strengthens the application of Edward III’s management functions in disaster management, particularly planning, coordination, directing, and controlling. Practically, it recommends enhancing human resource capacity, updating communication technologies, and reinforcing public education to optimize SAR operations in the future.

Abstract

This research aims to understand the principles, challenges, and impacts of dynamic governance implementation on program sustainability. We used a descriptive qualitative method with a post-positivist paradigm. Data was collected through interviews, observation, and documentation from stakeholders, including the government, LPM, PKK, RT, and RW. Analyzed using the Miles and Huberman model and source triangulation. The results show Kampung Jimpitan's success in integrating visionary planning (Thinking Ahead) for long-term development, continuous evaluation and adaptation (Thinking Again) based on citizen input, and cross-sector collaboration (Thinking Across) with government, private entities, and inter-village comparative studies. Program implementation faces challenges including bureaucracy, fluctuations in community participation, and budget and time constraints. This implementation has an impact on improving community welfare through food security and economic empowerment, strengthening inclusive community leadership, and positioning Jimpitan Village as an inspiration for other thematic villages in realizing positive sustainable change.

Abstract

In recent years, Mlarangan Asri Beach has developed into a tourist destination that is fully managed by the community through the Tourism Awareness Group (Pokdarwis) without direct involvement from the local government in terms of funding. The experience of Pokdarwis Mlarangan Asri shows that tourism development does not always require structural intervention from outside, but can grow from the strength of the local community. This study aims to describe and analyze the forms of community participation in the independent management of the Mlarangan Asri Beach tourist attraction. This study uses a descriptive qualitative approach with data collection techniques in the form of in-depth interviews, participatory observation, and documentation. The sources consist of Pokdarwis administrators, village officials, MSME actors, and the local community. The results of the study show that community participation is reflected in four dimensions, namely decision-making through regular deliberation forums, operational implementation based on the division of tasks within the Pokdarwis structure, fair utilization of results through parking and MSME revenues, and periodic evaluations involving administrators and residents. This study concludes that management is carried out independently without dependence on government budgets, but is still able to create positive impacts in terms of social, economic, and community institutional aspects. This study contributes theoretically by proving that autonomous community empowerment, based on social capital and local institutional capacity, is an effective model for independent and sustainable tourism development.

Abstract

Indonesia is located at the confluence of three major tectonic plates, making it highly prone to disasters. Sleman Regency in the Special Province of Yogyakarta faces seven potential disasters, including Mount Merapi eruptions, which demand strong synergy between the Yogyakarta Search and Rescue Office and local volunteers. However, suboptimal coordination, limited resources, and procedural differences remain major obstacles to effective disaster response. This study aims to analyze the synergy between the Yogyakarta Search and Rescue Office and the volunteer network in Northern Sleman based on five key indicators: communication, rapid feedback, trust, coordination, and creativity. A descriptive qualitative method was employed using the Miles and Huberman analysis model. Results show that communication is effective through various media, despite network constraints in certain areas. Rapid feedback is reflected in the National Search and Rescue Agency's prompt response to verified volunteer reports. Trust is built through shared experiences, competency certification, and mutual recognition of technical capabilities. Coordination operates within a joint command post structure with a clear division of tasks, though not all volunteers are familiar with standard operating procedures (SOPs). Meanwhile, volunteers' creativity plays a crucial role in developing local solutions, such as utilizing simple tools and alternative routes. Key challenges include communication barriers, limited equipment and human resources, and gaps in SOP comprehension. Overall, synergy between the two parties has been reasonably strong, though it requires further reinforcement through joint training, integrated SOPs, and regular evaluation forums to ensure a faster, more adaptive, and more effective response to Merapi disasters.

Abstract

This research aims to analyze the implementation of the regulation using the policy implementation framework proposed by Jan Merse, which includes the variables of information, policy content, community support, and distribution of resources. This study employs a descriptive qualitative approach. Data were collected through interviews and document analysis. The main informants consisted of seven individuals from the Pariaman City Office of National Unity and Politics, the Pariaman Police Resort, and the Mandatory Reporting Institution (IPWL) at Naras Public Health Center. Triangulation informants included eight individuals from local government officials, village heads, and community leaders. The documents analyzed comprised the BNN Strategic Plan 2020–2024, drug crime suspect data from the national to the city level, the Regional Action Plan (RAD) for P4GN 2023–2028, and Regional Regulation of Pariaman City Number 2 of 2023. The findings indicate that the implementation of the P4GN-PN regulation has been carried out but remains suboptimal. The decline in drug abuse and trafficking cases in 2023 was not significant, and several mandated activities have not been fully implemented, particularly direct community-level socialization across most villages and the limited dissemination of rehabilitation information by the IPWL. Uneven socialization efforts were concentrated in certain areas, while effective coordination with communities was mainly observed in villages that had established Anti-Drug Resilient Villages. These findings highlight that equitable information dissemination, strengthened community support, and expanded coordination are critical to improving the effectiveness of P4GN-PN policy implementation in Pariaman City.

Abstract

This study aims to provide an overview of the implementation of the SIDASTER application in the stunting reduction program in Madiun Regency. This research employs a qualitative method with a case study design to gain an in-depth understanding of the application's role in accelerating stunting reduction. The analysis is grounded in Van Meter and Van Horn's (1975) policy implementation theory, which emphasizes that effectiveness is determined by resource availability, communication quality, socio-political conditions, and implementer attitudes. However, the implementation of SIDASTER also demonstrates new dynamics not fully accommodated by this theoretical framework. The findings reveal both supporting and inhibiting factors in the implementation process. Supporting factors include adequate human resources, technological devices, internet connectivity, cross-sectoral coordination through formal and informal channels, local government policy and budget support, as well as positive attitudes among implementers. Conversely, inhibiting factors include limited digital literacy among village cadres, uneven internet infrastructure, high workloads, and the absence of a dedicated budget for digital system development. These constraints have resulted in slow and uneven data entry processes and hindered real-time data synchronization. The study highlights the need to strengthen human resource capacity, improve digital infrastructure, enhance cross-sectoral coordination, and allocate sufficient technological funding to ensure more effective and sustainable implementation of SIDASTER. This research contributes to a broader understanding of factors influencing the success of digital-based policy implementation at the local government level.

Abstract

The changing paradigm of global public administration, from classical and managerial approaches to collaborative governance, indicates that the development of this discipline does not occur linearly, but is shaped by the relationships between actors, structures, and discourses. In the Indonesian context, the adoption of global paradigms is often carried out normatively, without adequate contextualization, leading to a lack of alignment with local socio-political characteristics and values. This study employed an interpretive, conceptual literature review of journal articles, academic books, and policy documents. These sources were examined through thematic categorization and conceptual synthesis to navigate how the interaction of actors, structures, and discourses shapes bureaucratic modernization, strengthening planning institutions and development administration in Indonesia. The essay reveals three primary findings. First, bureaucratic modernization is dominated by discourses of efficiency and performance that strengthen formal structures but limit innovation by local actors. Second, planning institutions develop within a technocratic regulatory scheme, thus limiting substantive participation. Third, development administration adopts global governance discourses without systematically integrating collective values such as cooperation and deliberation. Based on these findings, this essay proposes a “positive public administration” scheme that emphasizes contextuality, inclusiveness, and cultural sensitivity as the direction for developing public administration in Indonesia.

Abstract

Quality public service is a manifestation of the government’s responsibility to fulfill community needs, particularly at the village level as the frontline of public service delivery. This study aims to examine the implementation of bureaucratic integrity and ethics in improving the quality of public services at the 27 Ilir Subdistrict Office, Ilir Barat II District, Palembang City. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, observation, documentation study, and literature analysis. The informants consisted of subdistrict officials and community members as service users. The findings indicate that the implementation of integrity and bureaucratic ethics at the 27 Ilir Subdistrict Office has been carried out effectively, as reflected in honest, disciplined, fair, and non-discriminatory service practices. Policies emphasizing clean, transparent, and levy-free services, along with the application of digital-based services, have contributed to improving service quality and public satisfaction. However, technical constraints such as internet network disruptions remain a challenge in online service delivery. Overall, this study concludes that bureaucratic integrity and ethics play a crucial role in enhancing public service quality and strengthening public trust in subdistrict officials, and therefore should be continuously reinforced and developed in a sustainable manner.
