Abstract

This study aimed to examine the social aspects of a disaster, in particular related to disaster risk reduction and social response, and to seek the references in adopting or adapting the best practices from a number of countries that have been able to control the Covid-19 spread. To get a comprehensive result, this study used a qualitative method with the data collected through desk studies sourced from the digitally accessed secondary data in the span of January to May 2020. The results of the study showed that unity of command in preparing a strategy of disaster risk reduction from the central government to local governments has become an absolute necessity to achieve a more coordinated and sustainable management effort. This pandemic at the same time becomes an alarming alert and wakeup call for the government to place subscriptions for disease outbreak as a priority agenda. In addition, strengthening the people-centered approach as the spearhead of disaster management must also be done to create a resilient and disciplined social behaviour and responsibility of the community. In the end, the government policy in improving the pandemic situation must be able to bridge public awareness to conform the health protocol as a joint commitment to prevent the new normal scheme not turning into a new disaster in future.

Abstract

The direction of bureaucratic reform currently rests on the application of professional state civil apparatus (ASN) management, one of which is through competency based ASN structuring. Appropriate ASN structuring based on competence (the right man in the right place) will bring a positive impact on organizational performance. However, the mismatch between employee competencies and position and placement is still a major problem for ASN. The policies related to existing employee structuring are less effective, so it is necessary to formulate a more adaptive ASN structuring policy that animates Law Number 5 of 2014 concerning ASN, and a competency based ASN structuring model is needed that is more comprehensive. This research was conducted at DLH East Java Province using qualitative methods through a descriptive approach. Data were obtained from observations, interviews and documentation studies which are then processed with an interactive data analysis model. The results showed that the implementation of ASN structuring in DLH East Java Province was still not optimal due to internal and external inhibiting factors. The recommended new model is a model that integrates instruments in structuring existing employees with new instruments such as competency testing and competency enhancement in accordance with the merit system and by involving the role of several stakeholders directly related to the implementation of the ASN structuring.

Abstract

This research is intended to discuss the new framework of taxing a highly digitalized economy, known as Base Erosion and Profit Shifting (BEPS) Inclusive Framework. This research discusses challenges that will be faced by Indonesia while adopting that new framework into domestic jurisdiction despite its potential benefit for state revenue. Taxing a highly digitalized economy under the physical-presence concept has been considered obsolete and tends to encourage Multinational Enterprises to shift their profit into low tax jurisdiction. This research applies a qualitative approach and research method. The data collection was done through a literature review and expert interviews. Organization for Economic Cooperation and Development (OECD), with the support of G20 members, proposes the solution based on global consensus. The solution is to establish a nexus to allocate taxing rights and profit allocation to the market jurisdiction. Indonesia has formulated a domestic legal basis despite myriad challenges. The challenges include coverage of the establishment of technical legal implementing guidelines and the improvement of the tax authority to optimize its performance. Essentially, this study highlights the legislation and organizational capacity of the Indonesian context. The study finds the ability to establish the technical regulation is seems questionable and similarly to the organization's capability to implement the project.

Abstract

Social reality that is always dynamic in practice often causes the "public" and "private" spheres to become increasingly difficult to separate. Several studies state that public value creation is no longer the exclusive domain of the government, the private sector can even carry out innovative ideas for community needs that are widely applied by the start-up industry. This research is a case study of the Gojek Wirausaha Program that intentions to help MSMEs 'upgrade' by providing business training and technology access through digital platforms. This article aims to determine how the private sector creates public value at the practical level in the context of a developing country. This study's contribution is the availability of new data in a different context from the majority of previous studies. It is expected to provide a better understanding of public value creation, mainly through cross-sector collaboration. The study uses five primary data collected through semi-structured interviews and a few secondary data by conducting literature reviews from documents, newspapers, mass media, and journal articles. The finding shows that the creation of public value in practice has its dynamics influenced by the interests of actors who, despite being private corporations, would like to create public value.

Abstract

This study aims to identify factors influencing purchase intention in affecting purchase decision of e-commerce customers in Greater Jakarta. This research employs survey by distributing questionnaires to 300 respondents in Greater Jakarta aged between 19 – 39 years old, who were selected by purposive snowball sampling technique. The data collected were analyzed by Structural Equation Model (SEM). This research reveals that perceived risk has a negative impact on purchase intention, while perceived benefit, trust, and brand image have a positive impact on purchase intention. Meanwhile, purchase intention has a positive impact on purchase decision for e-commerce customers. It is important to note that perceived benefit, trust, and brand image are strong drivers of purchase intention, which affect purchase decision. E-commerce companies may develop strategies to increase customer purchase decision by managing those variables

Abstract

The Covid-19 Pandemic has shifted the behaviour of decision-makers in all business processes. This situation has accelerated the process of digitizing all information, information technology, and business processes. As a subsidiary of an Oil and Gas State-Owned Enterprise in Indonesia, The SHU also has a similar SOE's bureaucracy for the approval process in business development. What factors were considered, and how did the interaction and interrelation within those factors influence the decision-making is the main question in this research. This research aims at developing the decision-making system by accommodating the decision-maker's needs and preferences. Action research based on soft systems methodology (SSM) is used to model the new decision-making system and compare results. The long decision-making stages of business development investment have delayed several important business development projects, leading to missed early production opportunities and increased capital investment. Financial decision documents have to be wet-signed by all stakeholders involved in the decision -making process. It is practically difficult to follow existing business processes for business development approval during the Pandemic. The Covid-19 Pandemic is an entry point for redefining existing decision-making systems. The results showed that the principle of prudence and compliance are the main factors influencing decision-making. The development of digital review and approval based on a decision-making system conceptual model accommodated the interests of all stakeholders, and business processes continued during the Pandemic

Abstract

Through a quantitative approach to data analysis using SEM-PLS, this research aims to identify factors that can improve the performance and growth of the food sector BUMD of DKI Jakarta Province. This research was motivated based on the fact that most BUMDs in Indonesia underperform with various causes. Total respondents were 98 employees from middle to top level management positions in three food BUMDs in DKI Jakarta. The main findings of this research are 12 indicators (inner model) which are divided into five variables in the measurement model (outer model): management, organization, human resources, finance and technology that have a significant relationship and positive effect on all variables. While of the five variables used in the structural model, only financial variable has a significant effect on the performance of BUMD businesses. While the variables of performance improvement of management, organization, human resources and technology do not significantly improve the performance of BUMD businesses. Going forward, companies and the DKI Jakarta Provincial Government can focus on evaluating and improving the growth capital structure and business volume. The company's increased profitability will provide a multiplier effect on increasing the performance and growth of BUMD businesses.

Abstract

Innovation is a social and economic success due to the discovery of new solutions that significantly improve value offered to customers and benefits perceived by customers with cost exchanges as profits. Therefore, innovation becomes a competitive advantage for MSME to have the ability to compete and survive in dynamic markets. The purpose of this research is to examine innovations in the green products of MSME Fashion. The research uses qualitative methods with semi-structured interviews and observations. Data is obtained through in-depth interviews with three informants namely the owner and two employees of Fashion SME and triangulation to two consumers of the Fashion SME. The results of this research shows that innovations of green products conducted by Fashion SME have achieved innovation successes. The successes of such innovations include business success, technical success, and financial success. In addition, entrepreneurial proactiveness plays a very important role in developing sustainable innovation so that consumers are not saturated, and still developing innovations to be a competitive advantage of the company, both in terms of service and product quality.

Abstract

This paper aims to analyze the perception of involved actors toward collaboration and investigate conditions that motivate actors to collaborate in delivering public services. This study uses pragmatic philosophy that utilizes qualitative data collection. Despite the government as the leading service provider, non-state actors' involved in planning, organizing, and evaluating service delivery. By conducting a focus group discussion, providing an open question survey, and analyzing relevant news, this research emphasizes that public service providers and communities involved in public service delivery perceived collaboration as working with others or cooperating and achieving common goals. The actors’ belief that achieving common goals is the driver to collaboration. The result also found that developing policies and legal framework to strengthen collaboration is essential to sustain the collaboration.

Abstract

In reducing the number of COVID-19 transmissions, the Government of Indonesia implemented a three-month social restriction policy. The social restriction caused shocks in the economic sector. This article analyzes the motivational factors that enable business people in Indonesia who are members of business organizations to use political party access and congruence to accelerate the "new normal" policy. The access capacity is related to business people's ability to reach political parties, while congruence can be seen from the level of their acceptance of policy outputs. This study develops a variable of access capacity consisting of political party membership, company scales, and the type of business organization. Data was gathered through an online survey using Google Forms to 147 business actors who are members of the national business group. By using logistic regression analysis at the individual level, we find that the scale of the company owned by a businessperson significantly influences her/his ability to access political party rather than passively following organizational policies. The company scale variable also considerably affects the acceptance of the "new normal" policy. Businessman membership in political parties only affects access capacity, but not policy congruence. In the context of COVID-19 in Indonesia, the increasing losses have an impact on accepting the "new normal" policy. This finding indicates that in general: only large companies owners can directly lobby their political representatives; pandemic, as a crisis situation, is an exception to produce congruent policies; capital is still the most powerful modality in the policy; and COVID-19 has had a significant impact on business people's incongruence with the "new normal" policy
