Abstract

Abstract

As stated in the National Development Program (PROPENAS), in the Strategic Plan (RENSTRA) of West Java and in the Area Program Development (PROPEDA) of Ciamis, tourism should be developed professionally to gain tourist satisfaction. Recently Pangandaran frequently getting criticism from tourists. For example the parking system is not managed regulary, the security system is not well guaranted, the settlement of merchant is not managed well and the environtment looks very dirty. To give a suggest of improvement of Quality of Tourism Public Service, this research use a Quality Function Deployment (QFD) method which is based on the SERVQUAL Model  using quality variables, there are Tangibility, Realibility, Responsiveness, Assurances and Empathy. This research adopt 39 attributes of tourism service which is judged by tourist. The survey result 19 attributes have positive SERVQUAL score so it have satisfied the tourist yet. The value of Customer Satisfaction Indexs (CSI) obtained equal to 94,8%. It’s mean that level service of Pangandaran is not yet really satisfy the tourist. Attributes with negative SERVQUAL score is judged as voice of customer to quality of tourism public service. The improvement of quality of tourism public service are training program, operational activity program, repair or addition of tourism facility program and addition of human resources program. Keywords: SERVQUAL, QFD, Voice of Customer

Abstract

There are many argumentations that the government subsidy in electricity, for holding down the electricity fares, has encouraged extravagant use of electricity. Therefore, the Government Budget (APBN) Burden for this subsidy becomes higher than it necessary. Some experts have argued that this money can actually be used for other necessary and urgent spending such as infrastructure development. The purpose of this research is to build an agent-based model and simulation to explore the dinamic of electricity consumption in Indonesia, especially in Bandung City. Several interviews were conducted about households' behaviors in consuming electricity to build the model. Then, the parameter was set based on the data collected with questionaire and secondary data source. The model was tested for its validity and sensitivity to the change in the controlled parameter. The simulation is expected to provide the government with a combination of electricity fare to various households electricity market segments to ensure an economic use of electricity. Some scenarios were run and the emergent property, the whole system electricity consumption, were observed to find out the best policy to encourage efficient use of electricity in the system. Keywords: agent-based modeling, electricity consumption, electricity fare, households, simulation, electricity cost.

Abstract

Global warming issue becomes a main issue in sustainable development planning for every country in the world. Indonesia as developing country has commitment to contribute in CO2 abatement with proper development policies. Since May 2008 Indonesia has introduced new law of Solid Waste Management (UU No. 18/2008), the basis of waste management under this law is waste reduction to a landfill as the first priority. The highest waste material compositions in general are organic (50%) and plastic (15%) such as PET, PP, etc. In Indonesia, plastic is common to use as container/packaging. Plastic in Indonesia still using petroleum-based container/packaging and it contributes CO2 emission in the life cycle. Thus, the recycling system on the plastic is significant in order to mitigate CO2 emissions. That is, in this paper, we find the optimal system so as to reduce CO2 emission in the plastic recycling system. The new scenarios on the recycling plastic in transportation sector and manufacturing sector will introduce in this study. In transportation sector, higher truck capacity will introduce to see the effect on CO2 emissions abatement. In manufacturing sector, environmental friendly energy from new renewable energy will introduce to replace conventional energy sector. System Blue Tower (BT) technology through which the environmentally friendly electricity is supplied from municipal organic waste was argued. The proposal of a concrete system would be a CDM (Clean Development Mechanism) project in the near future. This study will model plastic recycling life cycle in Bandung City as a case study. Keywords: Plastic Recycling, LCA, CO abatement, Bandung Cit

Abstract

Indonesia historically has maintained very large consumption subsidies for domestic retail fuel consumers. The Government announced that current subsidiary levels could not longer to be sustained, so it will be reduced. Since fuel is usually, smuggled overseas not the other way around, it cause a serious case such as illegal fuel. The poor people only enjoy 20% distribution fuel subsidy rather than rich people. Beside that, an opportunist actor does a serious case for public demand to get a large profit. Poorly, there is no clearly sanction for them. Meanwhile, it needs law enforcement to give sanction for opportunist actor. Interaction in this fuel distribution for law enforcement is very complex. In this research, we use fuel distribution model for petroleum, gasoline, and diesel fuel to secure fuel distribution using agent based simulation. Keywords: law enforcement, fuel distribution, agend-based simulation

Abstract

At the beginning of 2008, the amount of cluster industry batik in Solo start to grew, with so many innovations, big market (co1nsumers), low cost and high progit margin. The condition is so much different compare to the late 1980. Thus, with agent-based simulation for industrial cluster, the aims of the research are to understand what mechanism can describe the formation of cluster industry batik in Solo, and propose strategies to stimulate formation of cluster industry. There are three agents modeled in the simulation; consumer, produce, and supplier. Each agent has their own attributes and decision role. As result, the simulation can describe that industrial cluster is formed as bottom-up interaction between agents with interdependency decision-making. In the long term, only producer agent that agglomerate with other industry can survive and the average wealth of each agent will increase along with the density cluster of certain industrial cluster. Several policies can be implemented to stimulate the industrial cluster formation are creating join-showroom, build waste-water treatment for several industries, renovate the facilities (access) to the cluster industries. Keywords:service science, cluster industry, agent-based simulation, cluster industry batik Solo

Abstract

The purposes of the current research are to identify, analyze and simulate the dynamics of interaction and conflicts among agents using drama theory in Citarum river basin problem. To accomplish these purposes, we crate a simulation model that combine drama theory and emotional state model (PAD model). Drama theory was adopted because it able to describe dilemmas and paradox arising from rational goal seeking behavior. It also provides us with rigorous analytical and computational tools for conflict analysis. Our previous model was able to recognize and solve confrontation dilemmas, i.e., persuasion and rejection dilemma among the agents. In this paper, we propose an enhanced simulation model that is able to recognize and solve collaboration dilemmas (trust dilemma) among the agents. In order to obtain some fruitful suggestions for encouraging agent’s collaboration, we product agent-based simulation using SOARS (Spot Oriented Agent Role Simulator). Keywords: Agent based Simulation, Negotiation, Dilemma, Drama Theory, Emotion
