Abstract

Republic Act No. 11589, known as the Bureau of Fire Protection Modernization Act of 2021, aims to enhance the Bureau of Fire Protection (BFP) in the Philippines by improving firefighters' ca-pabilities in fire prevention, suppression, investigation, and emer-gency medical services. The law also authorizes the issuance of firearms to certain firefighters to ensure their safety and that of their colleagues while performing their duties. This study used a descriptive-correlational research design and quantitative meth-ods to assess BFP fire officers' awareness and readiness regarding firearm possession, bearing, and carrying. Data were collected from 120 respondents at the Caloocan City Fire Station between November 15 and 28, 2023. The findings indicate that fire officers generally understand firearm laws and procedures well, including licensing requirements such as age limits and background checks, though they encounter challenges with paperwork and license re-newals. They are also familiar with the rules for carrying firearms, including permit requirements and concealment during duty. The results highlight the need for enhanced training and clearer regula-tions to ensure safe firearm use and minimize incidents, in line with broader research on firearm policies and education. The study concludes that, despite a solid understanding of firearm reg-ulations, there is a need for improved licensing processes and training. Recommendations include developing comprehensive and practical training programs, conducting regular refresher courses, creating accessible reference materials, and improving licensing procedures through flexible scheduling and simplified paperwork, as well as addressing training challenges through bet-ter recruitment, funding, and facilities.

Abstract

This study aimed to study job security, social stimulation, and oppor-tunity to use one’s abilities as factors that influenced Gen X (ages 36-54) and Millennial (ages 21 to 35) employees’ organizational loyalty as part of a particular organization. Understanding organizational culture is cru-cial when examining loyalty among Gen X and Millennial seafarers in maritime companies. It has been recognized as a vital factor contributing to the success of business operations. Recently, many initiatives have been implemented to promote workforce development. Employers rec-ognize that their workforce directly affects financial performance, and understanding organizational loyalty across generations is crucial for ensuring this. Sixty seafarers from three Philippine Manning agencies were asked to answer surveys and participate in follow-up interviews as needed to investigate the variables. Partial least squares structural equation modeling (PLS-SEM) and multigroup analysis (PLS-MGA) were used to analyze the gathered respondent data. The findings indicated that social stimulation and the opportunity to use one’s abilities were both groups' most significant predictors of loyalty. The subsequent PLS-MGA showed that job security was particularly a significant predictor for Gen X employees, while it was not a significant predictor for Millennials. The implications show that predictors of loyalty can change depending on the age of the seafarers. Therefore, it is recommended that leaders of the different Philippine manning agencies develop customized strategies for cultivating loyalty from Gen X and millennial employees. must ensure that employees understand a clear path for growth and development, and they should actively pursue these plans. Moreover, management can enhance social connections by forming partnerships and collaborating with maritime stakeholders. This approach can foster positive interac-tions among the various marine stakeholders.

Abstract

The purpose of this study was to determine the effectiveness and im-pact of a digital office data tracking system in the performance and deci-sion-making of the selected employees. While manual tracking systems remain functional, their drawbacks, including inefficiency and potential for errors, make them less desirable compared to the modern and con-venient digital office tracking system. These reasons prompted the re-searcher to delve into the advantages and benefits this digital tracking system will provide the Department of Agrarian Reform. A survey research design was utilized to carry out this study. Find-ings indicate the majority of the fourteen (14) respondents were either satisfied or extremely satisfied with the current office data tracking sys-tem in place.

Abstract

This study investigates the challenges and potential solutions associated with modernizing inventory systems in primary healthcare facilities in the National Capital Region (NCR) of the Philippines, emphasizing operational efficiency, resource management and staff training. A descriptive research design was applied, using both quantitative and qualitative approaches. Data was collected from 67 trained staff members through purposive sam-pling, ensuring diverse perspectives across various organizational roles. The questionnaire was evaluated in relation to users' perceptions of satis-faction, operational efficiency, and the perceived difficulties with digital inventory systems. Reliability is established with the help of Chronbach's Alpha, and ANOVA, used in establishing the relationship between user sat-isfaction and operational effectiveness. From the thematic analysis of the questionnaire, lack of infrastructure, lack of training, and fractured supply chains were pointed out as being the obvious challenges that reduce the smooth digital transition. The study found that while digital transfor-mation has the potential to enhance inventory management and healthcare delivery, significant barriers must be addressed to achieve full adoption. Overall, findings help highlight the need for focussed training with strong digital solutions in optimizing resource management and service delivery in public health settings, providing valuable insights for policymakers and healthcare administrators.

Abstract

The Department of Social Welfare and Development (DSWD) launched the Walang Gutom (No Hunger) Program to address involuntary hunger among vulnerable populations in the Philippines. This study evaluates the pilot implementation of the program in Tondo, Manila, focusing on its impact on hunger and the lives of beneficiaries. The program com-bines direct financial assistance through an Electronic Benefit Transfer (EBT) system with social interventions like job training, nutritional workshops, and community engagement. While the program shows promise in addressing hunger and empowering beneficiaries, challenges such as eligibility criteria, limited funding, and digital literacy barriers need to be addressed. The study recommends strategies to enhance the program's effectiveness and sustainability, including strengthening out-reach efforts, improving digital literacy, and expanding the program's reach to more vulnerable communities. Evaluations of effectiveness have yielded favorable results, with notable improvements in food security observed among beneficiaries. The progress in food security for house-hold beneficiaries is encouraging, and focused interventions can further enhance these positive outcomes. Ongoing assessments allow the pro-gram to adjust to the evolving needs of participants, ensuring sustained effectiveness. Beneficiary feedback emphasizes the program’s respon-siveness and the high quality of services, indicating overall success in achieving its goals.

Abstract

This study provides a detailed meta-analysis of salaries for engineers, BIM modelers, and BIM managers in the Philippines, emphasizing how geographical location, experience level, industry sector, qualifications, and market trends influence compensation. The analysis incorporates data from a variety of sources, including academic publications, industry reports, and government statistics, to provide a detailed understanding of salary variations within different professions. Findings show significant salary differences based on their geographical location. Professionals in Metro Manila have considerably larger wages than those in provincial re-gions. Experience level is also important when it comes to salary increas-es which can be observed when professionals advance from entry-level to senior roles. Salary levels are also influenced by the industry, with tech-nology, building, and infrastructure development sectors offering highest compensation. Additional qualifications and certificates enhance salary opportunities, reflecting the value of particular skills and expertise. The purpose of this study is to write a meta-analysis of salary benchmarks for BIM modelers, engineers, and BIM managers in the Philippines emphasiz-ing how factors such as geographical location, experience level, industry sector, qualifications, and market trends influence compensation. The analysis includes seven studies that were published between 2019 and 2024 to capture recent salary patterns in these professions. The study shows the importance of understanding these important variables in de-veloping successful compensation methods, optimizing talent acquisition, and promoting retention in the engineering and construction sectors in the Philippines. The insights provided are expected to allow stakeholders to make informed decisions to build a competitive and thriving workforce in these critical industries.

Abstract

This study assesses the impact of ISO 9001:2015 implementation on service delivery and operational efficiency at the National Irriga-tion Administration (NIA) Regional Office VIII. A descriptive research design was employed, utilizing both quantitative and qualitative methods. Data were collected from 312 internal and external stakeholders through stratified sampling. Descriptive Statistics, and Analysis of Variance (ANOVA) evaluated operational efficiency and stakeholder satisfaction. Key findings show that 65% of respondents reported improvements in operational efficiency, particularly through standardized processes that streamlined workflows. However, 48% indicated that additional documentation requirements slowed down operations. In terms of service delivery, 35% of respondents observed greater consistency and reliability, while 31% experi-enced delays due to the time-consuming nature of compliance procedures. Despite these gains, challenges such as resource con-straints and resistance to change limited full adoption, particularly among senior management. The study highlights that while ISO 9001:2015 enhanced both op-erational efficiency and service delivery, the increased documentation burden and procedural complexity introduced operational slow-downs. These findings offer valuable insights into the dual impact of ISO 9001:2015 in public sector organizations, illustrating its potential for improving service delivery while underscoring the challenges of maintaining efficiency amid compliance demands.

Abstract

This research delves into the intricate dynamics of Filipino family types, DepEd core values, and Filipino family practices. In the Philip-pines, family structures have undergone significant transformations over the years. Traditional Filipino family structures, deeply rooted in cultural heritage and communal ties, have coexisted alongside the emergence of modern family structures influenced by urbanization, globalization, and shifting societal norms. Understanding the impact of these family structures on individuals, particularly students, is an area ripe for exploration.The found a positive correlation between nuclear families and ad-herence to DepEd values and practices. Extended families show a posi-tive correlation with pro-environmental attitudes, while single-parent families exhibit mixed results, including a negative correlation with cultural preservation. Abstract

The role of research in an academic institution is significant for its sustainability and development, and it is imperative to have knowledge-driven growth based on innovation. The main objec-tive of this dissertation was to find out the factors associated with research and productivity among faculty of higher education insti-tutions in the LSPU System as input to enhancing research culture. Descriptive correlational research method was used to determine the factors associated with research and productivity among high-er education faculty institutions consisting of 232 regular faculty members among four campuses of Laguna State Polytechnic Uni-versity- San Pablo City Campus, Sta. Cruz Campus, Siniloan Campus and Los Banos Campus. The perceived level of self-motivation of the respondents on knowledge and skills, ability and interest, mo-tivation and drive is “very high”; the perceived level of institution-al support system for research among faculty of Laguna State Poly-technic University System on policies and guidelines, promotion and incentives, research program, budgeting, and external sourc-ing/funding is “highly evident”; perceived level of research- work-ing environment, is “very highly evident”; perceived level of re-search productivity for research reveals that the research produc-tivity is “very high”. Faculty’s research productivity is significantly predicted by self-motivation, an institutional support system for research; and the research working environment; teacher’s per-ceived self-motivation mediated with the institutional support system and the faculty’s research productivity; teacher’s perceived self-motivation mediated with the research working environment and to the faculty’s research productivity. ANOVA result revealed that there is no significant difference in the perceptions of the LSPU respondents on self-motivation, an institutional support sys-tem for research, research working environment, and research productivity when grouped according to their University Campus. In terms of the above findings, this study concluded the hypothe-ses stating that the research productivity of the faculty is not sig-nificantly predicted by self-motivation, an institutional support system for research, and the research working environment is not sustained. The faculty self-motivation does not mediate the effect of the institutional support system and research working envi-ronment on their research productivity is not sustained. There is no significant difference in the perceptions of the LSPU respond-ents on self-motivation, an institutional support system for re-search, research working environment, and research productivity.

Abstract

Sustaining school effectiveness for accreditation is a big job. There is no better way however for the stakeholders than to accept the challenge because for them, passion to education is priceless. This paper therefore, is presented to evaluate the results of the formal visit conducted by Phil-ippine Association of Colleges and Universities Commission on Accredi-tation (PACUCOA) to the Master of Arts in Education (MAEd) Program of Osias Colleges, Inc. (OCI) Tarlac City. The descriptive research design was utilized involving documentary analysis, questionnaires and check-list. There were three (3) workplace forces: Commitment, Focus and Synergy that were described among the School Accreditation Team (SAT) which revealed that the SAT’s Commitment is positive, Focus is very often and Synergy is good. The compliance to the recommendations of PACUCOA is a self-assessment described as Very Likely which means that OCI has a high degree of compliance. An Action Plan is proposed to enhance quality assurance and level of accreditation, address the weak-nesses and grab opportunities for continuous quality improvement.
