Abstract

Abandoned Children are one of the most widely handled types of People with Social Welfare Problems in Riau Province. From year to year the population of abandoned children in Riau Province is increasing marked by the number of children who drop out of school, children who do not have parents, and children who are discarded by their parentS. Therefore, there is a collaboration from related agencies to deal with the high population of displaced children in Riau Province. In the collaboration process, there are still some obstacles that make the handling of abandoned children not run optimally. This research aims to find out collaborative governance by the Riau Provincial Social Service in dealing with the high population of displaced children. The concept of theory that researchers use is collaborative governance theory by Ansell and Gash with five indicators, namely face to face dialogue, trust building, commitment to process, share understanding, intermediate outcome. Research uses qualitative research methods with data collection techniques based on interviews, observations, and documentation. The results of the research found are collaborative governance has been implemented but not optimally, because on three indicators, namely the faSce to face dialogue indicator, trust building, and commitement to process that has not been fully implemented between the Riau Provincial Social Service and other stakeholders. Other obstacles faced in this collaboration process are the lack of quality and quantity of social workers, inadequate facilities and infrastructure, and the lack of budget allocation in dealing with displaced children

Abstract

Stunting is a condition of failure to thrive in toddlers, the government continues to campaign about the dangers of stunting, and stunting in Simeulue district is the 2nd highest in Aceh, so it is very necessary to handle this case. Based on the Simeulue Regent's Regulation Number 13 of 2019 concerning Integrated Stunting Prevention and Handling in the Village, it is based on the election of Simeulue Regency as the national stunting locus set by the Central Ministry. The determination was ratified through the decision of the head of the Netional Development Planning Agency of the Republic of Indonesia number 42 of 2020. The cause of the high stunting rate in Simeulue is the lack of nutrition in children under five, which stems form the lack of funds and posyandu facilities such as measuring instruments and weighing equi [ment (dacing) which are not fully available at every posyandu. The purpose of this study is to describe the Government's strategy in overcoming the prevalence of stunting in children under five in Simeulue Regency and how the government’s efforts in builing cooperation with the perties hendling stunting prevention in children under vive in Simeulue Regency. Using qualitative methods and data obtained from interviews with Mr. Andre as the head of the social welfare sub-sector and then analyzed. Abstract

The Regional Government Information System was built to facilitate the delivery of local government information to the public and was developed to produce interconnected and integrated electronic-based local government information services. This study aimed to determine the extent of the application of the Regional Government Information System application at the Library and Archives Service of West Aceh Regency. This study used qualitative methods. The data were collected with the data observation and interview, and were analyzed by using data reduction, data presentation, and drawing conclusions. The results of the study illustrated that the implementation of the Regional Development Information system application at the Library and Archives Service of West Aceh Regency was not optimal. This could be indicated that the behavior of Human Resources (HR) was not ready to face the application of the regional Government Information System application in every field due to the lack of socialization and training at the Regional Apparatus Work Unit level. Therefore, the entering regional development planning data could not be finished at the time given by Bappeda in West Aceh. The implication of this research was that the local government is obliged to provide information on regional development and regional financial information which is managed in the Regional Government Information System directly integrated with the Central Government in providing the information to the public regarding the administration of local government.

Abstract

Scavengers is one of the marginal communities in urban areas, including in Palembang City. The presence of scavengers in this city is illegal, because it is considered to interfere with the activities of the management, which is authorized to manage waste at the Sukawinatan Landfill, Palembang. This case study research is concerned to discern at the social life, threats and opportunities of the scavenger community in Sukawinatan Landfill. This study is conducted to determine strategic steps for improving the scavengers' life in the future. This study is carried out qualitatively. Therefore, in-depth interviews, observation and documentation are used as a way of collecting data. In-depth interviews were conducted to scavengers, informal leader and also the stakeholders. Data is analyzed through reduction, data presentation and making conclusion process. The results of the study indicate that the physical environment of the scavenger community is bad. Meanwhile, according to the in-depth interview and literatures review, some aspects of the social life of scavengers, actually worsen their quality of life, such as: drugs and low education. Nevertheless, there is hope that can be maximized to improve the quality of life of this community, such as: communality and kinship. The description of the scavenger social life can be used as a basis in formulating appropriate interventions for improving the quality of life in this scavenger community.

Abstract

The Aceh government has deployed several programs and policies in tackling the global disaster of COVID-19. Still, there is currently no sign that the community can fully breathe a sigh of relief and say goodbye to Corona. This study aims to look at people's perception of policies or programs from the government in handling COVID-19 in Aceh Province. The research method used to answer research questions here is a mixed-methods approach, i.e., quantitative through survey and qualitative through literature studies. The results showed that the 4M Health protocol (Wearing Masks, Maintaining Distance, Washing Hands, Avoiding Crowds) is considered the most effective policy in reducing the spread of the COVID-19 virus according to the people's perception of Aceh. Meanwhile, the implementation of curfews in the pandemic era is considered a very unpopular program in the eyes of the people of Aceh. Apart from the pros and cons of the Acehnese people against several policy packages in handling the pandemic since 2020, the government has tried to maximize their performance in tackling COVID-19. Therefore, to achieve the government's goal in solving the COVID-19 problem from the earth of Aceh, cooperation between the government and the community is needed to support each other in fighting the virus. It is expected that the government will continue to be consistent in protecting the community from the dangers of COVID-19, and it is also expected to publish several policies and programs that can end the pandemic appropriately and quickly.

Abstract

This research aims to analyze government policies on the effectiveness of government programs in overcoming congestion problems by building underpasses in Simpang Kentungan, Sleman Regency. Indicators of this research are program understanding, on target, on time, achievement of goals, real change before and after the underpass. The research is located in Simpang Kentungan, Depok District, Sleman Regency, using a qualitative approach, where the data is used in the form of primary and secondary data. Research data is obtained from interviews, observations, and documentation on similar studies. Based on the results of the study showed that the government's policy in overcoming congestion in Simpang Kentungan are effective, although at the time of operation of the underpass there were still some problems such as damage to the grill or drainage and water pumps that did not work when the rains were large, thus causing puddles on the underpass.

Abstract

Poverty is a complex problem experienced by various countries in the world, including Indonesia. The government has launched various poverty alleviation policies in Indonesia, one of which is through the Non-Cash Food Assistance (NCFA) policy with a program called e-Warong. The implementation of e-Warong in Padang City is known to be optimal, but needs to be improved in a few aspects in order to improve the quality of e-Warong to be perfect, so this study aims to evaluate the implementation of e-Warong as a poverty alleviation policy in Padang City. This study uses a qualitative approach with a descriptive method using secondary data sources. The results show that there have been no problems related to the integrity, reputation and credibility of e-Warong in Padang City. The conclusions of this research show that, to improve the quality of e-Warongs that operate in accordance with applicable regulations, close monitoring is required by third parties who are not related to structural positions from the city to the sub-district. monitoring by a private audit team can be a neutral and good addition to improving e-Warong in the city of Padang

Abstract

This paper seeks to find answers two big questions in village financial management, namely: first, what is the role of the sub-district head in carrying out the function of fostering and supervising village financial management? Second, how to understand the substance of the village financial management process? The district head carries out a functional role consisting of facilitation, coordination, and recommendations. One of the facilitation functions is coaching and supervising village financial management. The Real conditions illustrate that there are still many problems encountered due to the chaotic process of village financial management. This research is qualitative by using the descriptive method. The author collects data through interviews were conducted with related parties such as the sub-district head, head of the government section, the village head, village finance head, and village community members. The results of the study illustrate that the role of the sub-district head is still not optimal, because the space provided by the district is only administratively limited to conducting pre-evaluation activities on the 3 mandatory documents that must be owned by the village and controlling development activities that occur in the village. village in the survey and verification stage. For this reason, it is necessary to make significant changes to overcome it. Concrete steps that can be taken are by simplifying work procedures through an information technology approach and involving the sub-district head in the entire village financial management process starting from the planning and budgeting stages, implementation and administration as well as reporting and accountability.

Abstract

The holding of elections is a form the implementation of democratic values ​​in which the freedom of expression from citizens for the fulfillment of rights based on the principle for being free to choose and be elected. In its implementation, elections are related to legal aspects and will always experience legal dynamics in the context of each stage of its implementation. The dynamics of the law occur when the implementation of the election is in line with the changing of the legislation governing the implementation of the election which has been regulated periodically for its implementation. Then the enactment of Law Number 7 of 2017 on the Implementation of Elections by the House of Representative with the approval of the President. Stipulation of Law Number 7 of 2017 on the Implementation of Elections shows that there is a legal construction related to the handling of violations and disputes. The violations consist of election crimes, election administration violations, and violations of the code of ethics for election administrators. Then these problems have an impact on its implementation, one of which is in the spotlight is the application of the open proportional electoral system as regulated in Law Number 7 of 2017 on the Open Proportional Election System. The problems in the implementation of this electoral system have an impact on the political system, political parties, and government stability, which then leads to the vulnerability of money politics practices and then causes systematic chaos that disrupts the growth of democracy.

Abstract

This study examines the role of posyandu as a center for maternal and child health information in Suak Puntong Village, Kuala Pesisir District, Nagan Raya Regency. The purpose of this study was to determine the role of posyandu as a health information center and the active role of the community in utilizing posyandu program services as basic health. This study uses an approach approach with data collection techniques through observation, interviews, and documentation. The role of Posyandu in Suak Puntong Village, Kuala Pesisir Subdistrict, Nagan Raya Regency, which is the main target for mothers and children, still needs more innovative health information centers. The problems faced in Suak Puntong Village are due to the lack of awareness of mothers to take their children to the posyandu and a narrow understanding of posyandu activities that are limited to weighing toddlers and other reasons, namely mothers are busy working. Posyandu as a health information center in Suak Puntong Village works as a basic health service as well as a motivator for villagers to improve health quality through its program in the form of an integrated family program. The integrated program provides contributions, weighing children under five, exclusive breastfeeding and complementary feeding, examination of pregnant women, family planning programs, and marginal age couples.
