<![CDATA[The territory of the Unitary State of the Republic of Indonesia with a dense population, uneven and unbalanced distribution causes development and development to become less stable, resulting in inequality between regions. Transmigration was first carried out after Indonesia's independence in 1950, while in West Aceh Regency the first time it received transmigrants was in 1982/1983. Transmigration is a constitutional mandate (UU No. 15 of 1997) that needs to be implemented. The government or executive institutions have a big responsibility in carrying out the mandate of the Act with the principles of good governance. One of the principles of good governance is to conduct transparent and accountable planning. The role of transmigration is very important for regional development, it can be seen in various aspects of the development of production factors. The development and development of transmigration areas aims to improve the quality and quantity as well as to build regional self-reliance. This study used a qualitative method through a descriptive approach so that in collecting data the researchers used observation, interviews, and documentation techniques. The results of the study explain that the current development and development in each transmigration area has not fully met the quality, because there are many shortcomings that are needed by transmigrants. The process of changing the development of transmigration areas has now been carried out in a comprehensive manner, but not yet fully distributed, such as providing guidance and counselling to the community and providing the best facilities from the provinces and districts.]]>

<![CDATA[Penelitian ini bertujuan untuk mengetahui sejauh mana penerapan aplikasi Sistem Informasi Pemerintahan Daerah (SIPD) serta hambatan-hambatan dalam penerapan Sistem Informasi Pemerintahan Daerah (SIPD) di Dinas Perpustakaan dan Kearsipan Kabupaten Aceh Barat. Metodelogi penelitian yang dipakai adalah metode deskriptif dengan menggunakan pendekatan kualitatif. Dalam teknik pengumpulan data dapat dilakukan dengan wawancara, dokumentasi, dan observasi. Untuk teknik analisis data dapat menggunakan teknik reduksi data, penyajian data, dan penarikan data atau penarikan kesimpulan. Hasil penelitian menunjukan bahwa implementasi penerapan Sistem Informasi Pemerintah Daerah belum terlaksana dengan baik dapat dilihat dari kurangnya sosialisasi terhadap pemangku kebijakan dengan pelaksanaan kebijakan di lingkup SKPK Aceh Barat, SDM belum memiliki potensi dan kemampuan terhadap aplikasi Sistem Informasi Pemerintahan Daerah, jaringan belum mencukupi, serta server di penatausahaan belum tersedia di aplikasi Sistem Informasi Pemerintah Daerah sehingga beralih kembali di aplikasi lama yaitu aplikasi Sistem Informasi Manajemen Daerah (SIMDA). Dapat dikatakan bahwa Sistem Informasi Daerah adalah sistem yang belum sempurna diterapkan pada tahun 2021. Keterbatasan penelitian ini dapat dilihat dari penerapan sistem informasi pemerintahan daerah yang menggunakan teori George Edward III yang terdiri dari empat variabel yaitu komunikasi, sumber daya, disposisi, dan penerapan Sistem Informasi Pemerintahan Daerah serta keterbatasan penelitian terhadap faktor-faktor penghambat dalam penerapan Sistem-Faktor Kearsipan Kabupaten Aceh Barat. Sistem Informasi Pemerintahan Daerah dapat memberikan kemudahan dalam penyediaan informasi untuk pimpinan dan masyarakat.]]>

<![CDATA[Aceh as one of the special autonomous regions which has a large enough budget compared to other regions makes the Aceh regional government have more useful programs to help alleviate poverty with a variety of superior programs, many regional potentials from various sectors that can be developed. The purpose of this study is to analyze the implementation of community empowerment programs through the Aceh Kreatif program so far and how the conditions of opportunities and challenges can be utilized by local governments in developing products and services from community empowerment through the Aceh Kreatif program. The research method used is a qualitative method. descriptive with the literature study technique The Aceh Creative Program is one of the 15 flagship programs of the Aceh government which indeed aims to improve the community's economy by emphasizing innovation creativity and utilizing local potential that is spread throughout the region from cities to villages in Aceh, contained in Aceh Qanun No.1 of 2019 concerning the Aceh Medium Term Development Plan (RPJM) for 2017-2022. The performance of the implementation of community empowerment through the Aceh program can be said to be good. 115 Bumdes are developing and getting turnover and obtaining PAG, several businesses were born in the village from community empowerment through the Aceh Kreatif program. Communication of the implementing agency is carried out through Focus Group discussions (FGD) then coordination meetings which are held regularly at the beginning of the year. In addition, the PMG Aceh Office conducts monitoring and evaluation of several gampongs in Aceh. Opportunities and challenges faced include central government support, competition, advances in science and technology, limited advice and infrastructure, as well as the quality and quantity of human resources.]]>

This research used desrciptive method with qualitative. The research result shown that Performanceof Agricultur and Farm Departement of West Aceh Region has well run and need improvement as consist in the vision and mission that implemented on programs and event at each division in Agriculture and Fam Departemen of West Aceh Region. So as to improve Agriculture and Fam Departemen of West Aceh Region performance continously need cooperation well between manager and staf. A good cooperation between program cast and farmer parties became the objective program in order to improve farmer productivity toward society welfare. <![CDATA[Penelitian ini mengenai pemberdayaan pendidikan perempuan pesisir melalui kebijakan pengembangan ekonomi kreatif eceng gondok di wilayah Kabupaten Nagan Raya, tepatnya di Gampong Kuala Tuha. Penelitian ini didasari dari kurangnya pemberdayaan pendidikan dan kebijakan untuk kelompok perempuan di daerah potensi ekonomi kreatif. Tujuan penelitian ini mendeskripsikan kendala dan upaya yang dilakukan pemerintah dalam melakukan pemberdayaan untuk mengembangkan ekonomi kreatif dengan memaksimalkan potensi desa yang dimiliki Gampong Kuala Tuha, Kecamatan Seunagan, Kabupaten Nagan Raya. Metode yang digunakan pada penelitian ini menggunakan kualitatif deskriptif dengan subjek penelitian Kelompok Perempuan “Mawar” sebagai pengrajin eceng gondok di Gampong Kuala Tuha. Hasil yang ditemukan dari penelitian ini adanya potensi besar pada Kelompok Perempuan Mawar terhadap ekonomi kreatif, hanya saja perlu pemberdayaan, komitmen dan tanggung jawab bersama para stakeholder dalam mewujudkan pengembangan ekonomi kreatif di Gampong Kuala Tuha. Oleh karena itu, disimpulkan pada penelitian ini bahwa peran perempuan dalam mengembangkan perekonomian bahkan suatu wilayah sangat memungkinkan, hanya saja perlu diberdayakan melalui pendampingan berkelanjutan, motivasi, dan difasilitasi.]]>

<![CDATA[The Regional Government Information System was built to facilitate the delivery of local government information to the public and was developed to produce interconnected and integrated electronic-based local government information services. This study aimed to determine the extent of the application of the Regional Government Information System application at the Library and Archives Service of West Aceh Regency. This study used qualitative methods. The data were collected with the data observation and interview, and were analyzed by using data reduction, data presentation, and drawing conclusions. The results of the study illustrated that the implementation of the Regional Development Information system application at the Library and Archives Service of West Aceh Regency was not optimal. This could be indicated that the behavior of Human Resources (HR) was not ready to face the application of the regional Government Information System application in every field due to the lack of socialization and training at the Regional Apparatus Work Unit level. Therefore, the entering regional development planning data could not be finished at the time given by Bappeda in West Aceh. The implication of this research was that the local government is obliged to provide information on regional development and regional financial information which is managed in the Regional Government Information System directly integrated with the Central Government in providing the information to the public regarding the administration of local government.]]>

<![CDATA[This article aims to determine the effectiveness of public services before and during the covid-19 pandemic at the South Aceh Regency Population and Civil Registration Office, where the effectiveness of services before the pandemic was much better than the effectiveness of services during the pandemic. This research uses a qualitative method with a case study approach, how to collect data through interviews and data collection from related agencies. The results of what the researchers obtained were that the effectiveness of public services at the Population and Civil Disability Service Office was still not fully effective due to the addition of new requirements during the COVID-19 pandemic.]]>

<![CDATA[The purpose of this study was to find out whether the INLISLITE application was effective or not in the system at the West Aceh District Library and Archives Agency. This study uses the theory of effectiveness prosed by Madiasmo. Data collection techniques in this study were carried out by means of observation, interview, and documention. The result of this research show that the application of the INLISLITE application system at the Library and Archives Service of West Aceh Regency has been effectively implemented. The obstacles faced by librarians in noerating the INLISLITE application and the lack of human resources who are expert in Information Techonoly (IT) knowledge as well as several constraints on the selver. The benefits or opportunities obtanited in using the INLISLITE application are very time efficient in inputting colection that appear in the OPAC and on the bookshelf.]]>

<![CDATA[This article aims to determine the extent to which the National Land Agency (BPN) of West Aceh in providing quality services in making land certificates, this study uses a qualitative research design with a descriptive approach. Researchers in this study found that the quality of service was still below standard in terms of making land certification documents at the Aceh Barat district government office. This can be seen through the five indicators of Lovelock's theory (2011): tangible evidence, reliability, responsiveness, assurance, and empathy. Data processing delays, insufficient number of staff, unclear instructions for obtaining land titling, and frequent complaints from the public about service delays are all problems that have emerged so far. The land office held socialization for the making of land certificates due to the lack of a special queue number collection tool for making counters and the lack of LARASITA cars for socialization. Because there are still many uncertified lands in West Aceh district. Communities are reluctant to register land because they believe the process will take a long time and is unclear if it is not completed on time, according to a schedule that is announced to the public.]]>
