Abstract

Abstract. The payment digitalisation in the era of globalization leads to financial integration with the cross-border payment implemented by ASEAN. This implementation is being conducted bilaterally among ASEAN member states, for instance between Indonesia, Malaysia and Thailand. The Memorandum of Understanding (MoU) signed by each central bank since 2022 aims to reduce the US dollar dependency which shows positive and progressive results. This issue is interesting to be studied further as the transaction of rupiah to ringgit is higher compared to baht, but Indonesia conducted the implementation of cross-border payment using QR Code for the first time with Thailand. Furthermore, there is a currency rate conversion between Indonesia and Thailand from each central bank. This article aims to analyze the implementation of Indonesia’s economic foreign policy toward Thailand in the area of cross-border payments, with particular focus on the use of QR codes through QRIS and PromptPay. This article uses qualitative research methods with qualitative and quantitative data usage. Using the foreign economic policy which refers to Hiscox (2014), this article found that Indonesia has been cooperating with Thailand in using QR Code due to the exchange rate agreement between IDR and THB to maintain the stability of the exchange rates of each currency, people movement to travel that showed an increment in QR Code transactions, to perceive the mutual gains and recovery for the tourism and SMEs sectors, and private sector and independent central back involvement within this implementation. Digitalisasi pembayaran pada era globalisasi mengarahkan pada integrasi keuangan dengan mekanisme cross-border payment yang diterapkan oleh ASEAN. Penerapan mekanisme ini masih dilakukan secara bilateral antarnegara anggota ASEAN yang salah satunya dilakukan oleh Indonesia, Malaysia, dan Thailand. Memorandum of Understanding (MoU) ditandatangani oleh masing-masing bank sentral sejak tahun 2022 ditujukan agar mengurangi ketergantungan dengan dolar AS yang menunjukkan hasil yang positif dan progresif dalam mekanisme ini. Hal ini menarik untuk diteliti karena transaksi rupiah terhadap ringgit lebih besar dibandingkan baht, tetapi Indonesia melakukan implementasi cross-border payment dengan penggunaan QR Code pertama kali dengan Thailand. Selain itu, terdapat implementasi konversi nilai tukar antara Indonesia dan Thailand yang ditentukan oleh Bank Indonesia dan Bank of Thailand selaku bank sentral masing-masing negara. Penulisan artikel ini bertujuan untuk menganalisis bagaimana implementasi kebijakan luar negeri ekonomi Indonesia terhadap Thailand dalam cross-border payment, khususnya pada penggunaan QR Code melalui QRIS dan Promptpay. Artikel ini menggunakan metode penelitian kualitatif dengan penggunaan data kualitatif dan kuantitatif. Dengan menggunakan konsep Kebijakan Ekonomi Luar Negeri yang merujuk pada Hiscox (2014), artikel ini menemukan bahwa Indonesia melakukan kerja sama dengan Thailand dalam penggunaan QR Code karena adanya kesepakatan nilai tukar antara IDR dan THB untuk menjaga stabilitas nilai tukar masing-masing mata uang, pergerakan masyarakat untuk berwisata yang menunjukkan peningkatan transaksi QR Code, mencapai keuntungan bersama dan memulihkan sektor pariwisata dan UMKM, serta keterlibatan sektor swasta dan bank sentral independen dalam pengimplementasian hal ini. Abstract

Abstract. Kedungrejo as a village located on the border of a city village, certainly has consequences for changes in the structure and local institutions of farmers. As a consequence, changes in land spatial planning and livelihoods will dominate, many industrializations, developer housing development, and land use change. The impact that occurs is the crisis of farmer youth, often crop failures due to the market, so that farmers will adapt according to the existing dynamics. This is what is of interest to researchers to analyze the value of the valuation of rural land spatial planning and farmers' survival strategies due to urban attractiveness. With ethno-ecological methods, this research will focus on land value, land benefits, and farmers' survival strategies. Based on the results of the study, it shows that the valuation value of agricultural commodities depends on the type of crops they grow. Namely spinach, kale, kenikir and basil. Each commodity has a different valuation value because it is in accordance with market opportunities, operational costs, and the area of farmers' land. Therefore, the form of active strategies for farmers is in the form of reducing seed operational costs and switching chemical fertilizers to natural fertilizers. Then consider the planting and harvesting time, as well as read market opportunities. The passive strategy of farmers tends to borrow money from middlemen and financial institutions, and reduces the role of workers in the planting phase. Meanwhile, another strategy is to take advantage of social ties between farmers, in the form of mutual cooperation, joint gathering, and maintaining farmer group activities in terms of assistance information, sharing, and water irrigation management.  Keywords: Valuation of Vegetable Farmers, Peripheral Areas, Active Strategies, Passive Strategies and Network Strategies.  Abstrak. Kedungrejo sebagai desa yang terletak di perbatasan desa-kota, tentu mempunyai konsekuensi terhadap perubahan struktur dan pranata lokal petani. Sebagai konsekuensinya perubahan tata ruang lahan dan mata pencaharian akan mendominasi, banyak industrialisasi, pembangunan perumahan developer, dan alih fungsi lahan. Dampak yang terjadi ialah krisis pemuda tani, sering terjadi gagal panen akibat pasar, sehingga dengan kondisi tersebut petani akan beradaptasi sesuai dengan dinamika yang ada. Inilah yang menjadi ketertarikan peneliti untuk menganalisis nilai valuasi tata ruang lahan pedesaan dan strategi bertahan hidup petani yang disebabkan daya tarik perkotaan. Dengan berbekal metode etno-ekologi penelitian ini akan berfokus pada nilai lahan, manfaat lahan, dan strategi bertahan hidup petani. Berdasarkan pada hasil penelitian menunjukkan bahwa nilai valuasi komoditas tani bergantung pada jenis tanaman yang mereka tekuni. Yakni bayam, kangkung, kenikir dan kemangi. Masing masing komoditas mempunyai nilai valuasi berbeda karena sesuai dengan peluang pasar, biaya operasional, serta luas lahan petani. Oleh karena itu, bentuk strategi aktif petani berupa pengurangan biaya operasional bibit dan peralihan pupuk kimia menjadi pupuk alami. Kemudian mempertimbangkan masa waktu tanam dan panen, serta membaca peluang pasar. Strategi pasif petani cenderung meminjam uang kepada tengkulak dan lembaga keuangan, dan mengurangi peran kerja buruh pada fase tanam. Sedangkan strategi lainnya adalah dengan memanfaatkan ikatan sosial antar petani, berupa gotong-royong, rembuk bersama, dan menjaga kegiatan kelompok tani dalam hal informasi bantuan, sharing, serta pengelolaan irigasi air.  Kata Kunci: Valuasi petani sayur, kawasan periferi, strategi aktif, strategi pasif dan strategi jaringan

Abstract

The United Nations Mission in South Sudan (UNMISS), established by the UN Security Council in 2013, had its mandate extended through UN Security Council Resolution 2677 from March 2023 to March 2024. This mandate extension also marks a change in UNMISS's role, which was previously focused on peacekeeping and protecting civilians, but now also actively provides humanitarian assistance and works to prevent violence against civilians as the civil war in South Sudan comes to an end. This study uses Mary J. Kaldor's Cosmopolitan Approach to analyze humanitarian interventions regarding UNMISS's role, the success of humanitarian aid distribution, and the reduction of domestic conflicts during the mandate extension. The analysis framework divides the role of UN humanitarian intervention into three stages: protecting civilians, providing humanitarian aid and assistance, and preventing future human rights violations. This study reveals that at least the extension of the UNMISS mandate is still needed at least until the elections are held at the end of the year.

Abstract

Abstract. This study investigates the implications of the ASEAN Free Trade Area (AFTA) on gender equality and women's empowerment in Southeast Asia, focusing on the effects of economic liberalization on women's access to economic opportunities and the persistence of structural inequalities. Utilizing a qualitative approach grounded in feminist economics and intersectionality, the research reveals that while AFTA has facilitated regional economic growth, it has not equitably benefited women, who continue to face systemic barriers in employment, wage equity, and access to resources. Women are often confined to precarious jobs in labor-intensive sectors, and their contributions, particularly in unpaid care work, remain undervalued. The findings highlight the intersectionality of gender with other social identities, complicating women's experiences under economic liberalization. The study underscores the need for gender-responsive policies that address the unique challenges faced by women in the labor market, emphasizing that integrating gender considerations into economic frameworks is essential for achieving equitable economic outcomes.  Keywords: AFTA, Gender Equality, Women's Empowerment, Economic Liberalization, Feminist Economics, Intersectionality.  Abstrak. Penelitian ini menyelidiki implikasi dari Kawasan Perdagangan Bebas ASEAN (AFTA) terhadap kesetaraan gender dan pemberdayaan perempuan di Asia Tenggara, dengan fokus pada dampak liberalisasi ekonomi terhadap akses perempuan pada peluang ekonomi dan ketimpangan struktural yang terus berlanjut. Menggunakan pendekatan kualitatif yang berlandaskan ekonomi feminis dan interseksionalitas, penelitian ini mengungkapkan bahwa meskipun AFTA telah memfasilitasi pertumbuhan ekonomi regional, hal ini belum memberikan manfaat yang setara bagi perempuan, yang terus menghadapi hambatan sistemik dalam pekerjaan, kesetaraan upah, dan akses terhadap sumber daya. Perempuan sering terjebak dalam pekerjaan yang tidak stabil di sektor-sektor yang padat karya, dan kontribusi mereka, terutama dalam pekerjaan perawatan yang tidak dibayar, tetap tidak dihargai dengan semestinya. Temuan-temuan ini menyoroti interseksionalitas gender dengan identitas sosial lainnya, yang memperumit pengalaman perempuan di bawah liberalisasi ekonomi. Penelitian ini menekankan pentingnya kebijakan yang responsif terhadap gender yang dapat mengatasi tantangan unik yang dihadapi perempuan di pasar tenaga kerja, dengan menegaskan bahwa mengintegrasikan pertimbangan gender ke dalam kerangka ekonomi sangat penting untuk mencapai hasil ekonomi yang adil.  Kata Kunci: AFTA, Kesetaraan Gender, Pemberdayaan Perempuan, Liberalisasi Ekonomi, Ekonomi Feminis, Interseksualitas.

Abstract

Abstract. This research examines the gap between theory and practice in Indonesia's foreign policy toward Myanmar's crisis. Using qualitative methodology through interviews with three informants from Indonesia's Ministry of Foreign Affairs, the study analyzes policymakers' perspectives on the Myanmar situation. Findings of this research showed that Indonesia adopted a pragmatic approach prioritizing operational needs over theoretical frameworks, employing quiet diplomacy and inclusive engagement with all conflict parties. The research identifies significant contrasts between practical and theoretical domains regarding ideological orientation, information access, implementation mechanisms, and success metrics for both quiet diplomacy and ASEAN's Five-Point Consensus. Limitations include reliance on policymakers' perspectives without equal representation from theoretical-domain viewpoints and information access restrictions under quiet diplomacy policy. The study illuminates how foreign policy practitioners translate theoretical concepts when navigating complex diplomatic situations, offering insights to strengthen foundations for more effective foreign policy by recognizing constraints and priorities between both theoretical and practical domains.  Keywords: Theory-practice gap, Indonesia foreign policy, quiet diplomacy, Five-Point Consensus, Myanmar, ASEAN.  Abstrak. Penelitian ini membahas kesenjangan antara teori dan praktik dalam kebijakan luar negeri Indonesia terhadap krisis Myanmar. Menggunakan metodologi kualitatif melalui wawancara dengan tiga informan dari Kementerian Luar Negeri Indonesia, penelitian ini menganalisis perspektif para pembuat kebijakan atas situasi di Myanmar. Temuan ini menunjukkan bahwa Indonesia mengadopsi pendekatan pragmatis yang memprioritaskan kebutuhan operasional di atas kerangka kerja teoritis, menggunakan diplomasi yang tenang dan keterlibatan inklusif dengan semua pihak yang berkonflik. Penelitian ini mengidentifikasi perbedaan yang signifikan antara ranah praktis dan teoretis mengenai orientasi ideologi, akses informasi, mekanisme implementasi, dan ukuran keberhasilan diplomasi damai dan Konsensus Lima Poin ASEAN. Keterbatasan yang ada termasuk ketergantungan pada perspektif pembuat kebijakan tanpa representasi yang setara dari sudut pandang domain teoritis dan pembatasan akses informasi dalam kebijakan diplomasi diam. Studi ini menjelaskan bagaimana praktisi kebijakan luar negeri menerjemahkan konsep-konsep teoretis ketika menghadapi situasi diplomatik yang kompleks, memberikan wawasan untuk memperkuat fondasi kebijakan luar negeri yang lebih efektif dengan mengenali kendala dan prioritas antara ranah teoretis dan praktis. Abstract

Abstract. This study focuses on examining how the Women's Refugee Commission (WRC) integrates a gender lens into humanitarian aid practices for Myanmar refugees. Conflict or war has different influences and impacts on men and women, so it is important to use a gender lens when conducting humanitarian actions. Gender makes women and men vulnerable to the effects of conflict or war, but in different ways. Refugee women, girls, and children as vulnerable groups face multiple risks, ranging from limited access to basic services, economic, health, environmental, personal, and political aspects, trauma, and even gender-based violence, both direct violence and structural violence. Using a qualitative case study approach, this research explores the strategies, challenges, and contributions of WRC in ensuring that humanitarian aid is more inclusive and responsive to the specific needs of women and children. The results of this study show that gender mainstreaming by WRC increases the effectiveness of humanitarian responses and strengthens the resilience of refugee communities. This study concludes that gender matters in humanitarian action or assistance because it provides a more accurate understanding of the situation by recognizing the differences between women and men, girls and boys, and ensuring that humanitarian assistance programs fully integrate the principle of non-discrimination.  Keywords: Humanitarian Aid, Gender, Refugees, Women’s Refugee Commission, Myanmar Crisis.  Abstrak. Penelitian ini fokus mengkaji bagaimana peran Women’s Refugee Commission (WRC) mengintegrasikan lensa gender ke dalam praktik humanitarian aid bagi pengungsi Myanmar. Konflik atau perang memiliki pengaruh dan dampak yang berbeda terhadap laki-laki dan perempuan, sehingga penting untuk menggunakan lensa gender ketika melakukan aksi kemanusiaan. Gender membuat perempuan dan laki-laki rentan terkena dampak konflik atau perang namun dalam hal yang berbeda. Pengungsi perempuan, gadis dan anak-anak sebagai kelompok rentan menghadapi risiko berlapis, mulai dari keterbatasan akses pada layanan dasar, segi ekonomi, kesehatan, lingkungan, personal, politik, rasa trauma, bahkan menerima kekerasan berbasis gender baik kekerasan secara langsung (direct violence) maupun kekerasan sturuktural (structural violence). Dengan pendekatan kualitatif studi kasus, penelitian ini mengeksplorasi strategi, tantangan, dan kontribusi WRC dalam memastikan bahwa bantuan kemanusiaan lebih inklusif dan responsif terhadap kebutuhan spesifik perempuan dan anak. Hasil penelitian ini menunjukkan bahwa pengarusutamaan gender oleh WRC meningkatkan efektivitas respons kemanusiaan dan memperkuat resiliensi komunitas pengungsi Penelitian ini menyimpulkan bahwa dalam melakukan tindakan atau bantuan kemanusiaan, gender itu penting (gender matters) karena memberikan pemahaman yang lebih akurat tentang situasi, dengan mengenali perbedaan antara perempuan dan laki-laki, anak perempuan dan anak laki-laki dengan memastikan program bantuan kemanusiaan mengintegrasikan sepenuhnya prinsip non-diskriminasi.  Kata Kunci: Bantuan Kemanusiaan, Gender, Pengungsi, Women’s Refugee Commission, Krisis Myanmar.
The Influence of Political Stability on Foreign Direct Investment in The Gambia. An ARDL Approach to Short-Run and Long-Run Dynamics Salim Minteh

Abstract

The political landscape in any country plays a significant role in attracting external investors. A stable and violence free polity is a panacea for sustain investment by and large economic development. Gambia, in the past decades have enjoy a stable political atmosphere required for any potential investors. Against this backdrop, this study empirically investigates the role of political stability in attracting foreign direct investment into Gambian’s economy using annual time series data spanning the period from 1999 to 2023 using the bound test approach to cointegration. The cointegration bound test establishes that there is a long-run equilibrium relationship between political stability, Inflation, GDP, Trade and FDI. The result of the Error Correction Model (ECM) is negative and statistically significant, which implies that there exists a long-run association between the independent variables and FDI. The long-run coefficient indicated that Political stability as determined by the Political Stability and Absence of Violence/Terrorism index has a positive and insignificant long-run impact on FDI. Additionally, trade openness as the ratio of total trade to GDP has a negative statistically significant impact on FDI at 10% level.  Both the inflation (measured by the change in consumer price index on an annual basis) and GDP (annual growth in real gross domestic product) growth are indicated to have a negative but statistically insignificant impact on FDI in the long run. The study suggests that the Government of The Gambia should reinforce its strategic plans of foreign direct investment (FDI) in an attempt to improve the economic stability of the country. The results have shown that a greater level of political stability will help in enhancing governance and reliability of regulation contributing to a better forecasted investment climate.
Educational and Employment Opportunities Through Literacy Programs: A Case Study of The Gambia’s Second Chance Education Program (SCEP) Abdou Barrow

Abstract

Abstract. The purpose of this study is to examined the Gambia’s SCEP to understand its contribution to the employability and educational advancement of its beneficiaries. Given that adult literacy have been broadly discussed within human capital framework, I adopt the framework as my analytical lens in this study. The theory presumes that education improves productivity and generates better economic returns. I adopted a qualitative case study design using semi-structured telephone interviews, document review, and beneficiaries’ testimony from website. Additionally, I used analysed secondary data (enrolment and examination result) from the Ministry of Basic and Secondary Education (MoBSE). The study found that SCEP offers some participants an opportunity to reintegrate in formal education and enhance their employment prospect. Most participants had the opportunity to enter into formal workforce, mainly in education as teachers and health (nurse). Additionally, some participants reported pursuing higher education (The Gambia College and The University of the Gambia). Notwithstanding, the study found some challenges potentially limits the program from reaching its full potential, including double-burden, social stigma, gender roles, and resource constraints. The study underscored the transformative potential of SCEP, improving human capital while showing the need for localized intervention strategies to be adopted to address systemic barriers and cultural issues. Moreover, expanding and institutionalizing SCEP may increase its impact on national development and lifelong learning goals.  Keywords: Second Chance Education, The Gambia, Economic Return, Adult Literacy, Human Capital.  Abstrak. Tujuan penelitian ini untuk mengkaji SCEP di Gambia guna memahami kontribusinya atas peningkatan keterkerjaan dan perkembangan pendidikan para penerimanya. Mengingat literasi orang dewasa telah banyak dibahas dalam kerangka modal manusia, saya mengadopsi kerangka tersebut sebagai lensa analitis dalam penelitian ini. Teori ini berasumsi bahwa pendidikan meningkatkan produktivitas dan menghasilkan keuntungan ekonomi yang lebih baik. Saya menggunakan desain studi kasus kualitatif dengan wawancara semi-terstruktur melalui telepon, telaah dokumen, dan testimoni penerima manfaat dari situs web. Selain itu, saya menganalisis data sekunder (data pendaftaran dan hasil ujian) dari Kementerian Pendidikan Dasar dan Menengah (MoBSE). Hasil penelitian menunjukkan bahwa SCEP memberikan sebagian peserta kesempatan untuk kembali ke pendidikan formal dan meningkatkan prospek kerja mereka. Sebagian besar peserta memperoleh peluang untuk memasuki dunia kerja formal, terutama di sektor pendidikan sebagai guru dan di sektor kesehatan sebagai perawat. Selain itu, beberapa peserta melaporkan melanjutkan pendidikan tinggi di Gambia College dan University of The Gambia. Kendati demikian, penelitian ini menemukan adanya sejumlah tantangan yang berpotensi membatasi program untuk mencapai potensi penuhnya, termasuk beban ganda, stigma sosial, peran gender, dan keterbatasan sumber daya. Studi ini menegaskan potensi transformatif SCEP dalam meningkatkan modal manusia, sekaligus menunjukkan perlunya strategi intervensi yang terlokalisasi untuk mengatasi hambatan sistemik dan persoalan budaya. Lebih jauh, perluasan dan institusionalisasi SCEP berpotensi meningkatkan dampaknya terhadap pembangunan nasional dan tujuan pembelajaran sepanjang hayat. Abstract

Abstract. Indonesia’s social welfare system is structured in a very technocratic manner, adhering to legalistic frameworks that emphasize efficiency at the cost of the nation’s moral and spiritual values. This form of imbalance exacerbates governance failures, including rampant corruption, nepotism, and a decline in public trust, resulting in an ethical vacuum in the welfare policymaking process. This article presents Sufistication: a spiritually informed, void-filling framework that draws from Sufi teachings. This study, through principles of ihsan (spiritual excellence), adab (ethical comportment), and tazkiyah (inner purification), proposes an alternative model of welfare governance incorporating moral consciousness. Through conceptual analysis and Critical Discourse Analysis, this article examines policy documents, public debates, and community initiatives rooted in Sufism to show how Sufistication reinterpret welfare governance. The analysis demonstrates the ability to transcend purely instrumental rationality, granting space for spiritual intentionality and moral reflexivity, thereby recalibrating policy intent to the higher purposes of Islamic law (maqāṣid al-sharī‘ah). Sufistication relocates welfare within the framework of an ethnically constructive paradigm, thus offering responsive policy-making that is effective and infused with compassion, humanitarian.  Keywords: Sufistication, Welfare Governance, Tasawuf Value, Ethical Paradigm, Social Walfare.  Abstrak. Sistem kesejahteraan sosial di Indonesia selama ini banyak dibentuk oleh model teknokratis dan prosedural yang menekankan efisiensi serta legalitas, namun kerap mengabaikan fondasi etis dan spiritual bangsa. Ketimpangan ini telah memicu kegagalan tata kelola, seperti korupsi, patronase birokratis, dan menurunnya kepercayaan publik, sehingga tercipta kekosongan etika dalam perumusan kebijakan kesejahteraan. Artikel ini memperkenalkan konsep Sufistikasi—sebuah kerangka spiritual yang terinspirasi dari ajaran tasawuf—untuk menjawab kekosongan tersebut. Dengan mengacu pada prinsip ihsan (kesempurnaan spiritual), adab (perilaku etis), dan tazkiyah (penyucian batin), studi ini mengajukan model alternatif yang mengintegrasikan kesadaran moral dalam tata kelola kesejahteraan. Melalui analisis konseptual dan Critical Discourse Analysis, artikel ini menelaah teks kebijakan, wacana publik, dan inisiatif sosial berbasis sufistik untuk menunjukkan bagaimana Sufistikasi dapat mengarahkan kembali tata kelola kesejahteraan. Temuan penelitian menegaskan potensi konsep ini dalam menggantikan rasionalitas instrumental dengan intensionalitas spiritual dan refleksivitas moral, sehingga kebijakan selaras dengan maqāṣid al-sharī‘ah (tujuan-tujuan luhur syariat Islam). Dengan menempatkan kesejahteraan dalam paradigma yang berakar pada budaya sekaligus transformatif secara etis, Sufistikasi menawarkan jalan menuju kebijakan yang tidak hanya efisien, tetapi juga manusiawi, inklusif, dan berkelanjutan.  Kata Kunci: Sufistikasi, Tata Kelola Kesejahteraan, Nilai-Nilai Tasawuf, Paradigma Etis, Kesejahteraan Sosial.

Abstract

This study aims to explain the implementation of child protection policies for child victims of domestic violence based on three of the six variables of policy implementation theory proposed by Van Meter and Van Horn (1975), within the context of child protection policies in Tegal Regency. Existing child protection policies, from the national to the regional level, have not yet succeeded in reducing the overall incidence of violence against children nationwide. Data from the SIMFONI PPA in 2024 indicate that cases of violence against children continue to increase. This study employs a descriptive qualitative method, with data collected through interviews, observations, and document analysis. In addition, the researcher examined government policy documents as well as relevant previous studies. The findings reveal that among the six variables—policy objectives, resources, and inter-organizational relationships—only certain variables have been optimally implemented to support the effective implementation of child protection policies in Tegal Regency. Significant improvements are still required to optimize the implementation of child protection policies.
