Abstract

This study aims to examine the implementation of patient rights protection in hospitals based on Law No. 44 of 2009 concerning Hospitals through a literature review. The results of the study indicate that, normatively, this law has provided a strong legal basis for the fulfilment of patient rights, such as the right to information, privacy, quality service, and the right to file complaints. However, implementation in the field still faces various obstacles, including low patient awareness of their rights, lack of socialisation from hospitals, and suboptimal complaint mechanisms and law enforcement against violations of patient rights. Efforts made by hospitals include education, the provision of complaint facilities, and the application of service standards, but strengthening is still needed in the areas of socialisation, transparency, and supervision so that the protection of patient rights can be realised effectively and evenly. This study recommends the need for collaboration between various parties, increased human resource capacity, and reformulation of regulations to strengthen access to justice for patients.

Abstract

This study aims to analyse the integration of economic law and health law in policies addressing petty theft through a literature review. Petty theft is often triggered by economic factors such as poverty and unemployment, as well as health factors such as mental disorders, which are not fully accommodated in the conventional criminal justice system. Literature analysis shows that policies for handling petty theft that are solely oriented towards punishment tend to be ineffective and have the potential to cause social injustice. The integration of the two fields of law through a restorative justice approach and cross-sector collaboration can provide a more comprehensive, fair, and humane solution. Synergy between law enforcement agencies, social institutions, and health services is needed, as well as regulatory reforms, so that policies for handling petty theft can be more responsive to the economic and health conditions of the perpetrators.

Abstract

This study aims to analyse the interdisciplinary approach of law, economics, and health in the protection of children who commit petty theft through a literature review. The protection of children as perpetrators of minor crimes requires the application of the principles of restorative justice and diversion as stipulated in the Juvenile Criminal Justice System. However, economic factors such as poverty and social inequality are often the main drivers of children committing petty theft, so interventions in the form of economic empowerment and social assistance are urgently needed. In addition, health aspects, particularly the mental and psychological health of children, must also be a primary concern in protection and rehabilitation efforts. The results of the study show that synergy between a humanistic legal system, appropriate economic intervention, and comprehensive health services is very important to ensure optimal protection for children who commit petty theft and to prevent recidivism. Cross-sector collaboration and regulatory strengthening are key to the successful implementation of fair and sustainable child protection.

Abstract

This study discusses efforts to build effective digital infrastructure for taxation in Indonesia through a literature review. Digital transformation in the field of taxation, such as the implementation of e-Filing, e-Billing, and the Core Tax Administration System (Coretax), has brought significant changes in administrative efficiency and increased taxpayer compliance. However, the effectiveness of this digital infrastructure still faces various challenges, including the internet access gap, low digital and taxation literacy, and data security risks. In addition, regulations that are not yet fully adaptive to the development of the digital economy are also a separate obstacle. This study highlights the importance of equal access to technology, digital literacy education and training, strengthening cyber security, and updating responsive regulations as determining factors for the success of tax digitalisation. With the right strategies and cross-sector collaboration, Indonesia's digital tax infrastructure can become the foundation for a more equitable, efficient, and sustainable tax system.

Abstract

The suboptimal provision of medication services at the Pharmacy Unit of Nabire Regency General Hospital is a problem at the Public Service Agency of Nabire Regency General Hospital. This study aims to analyze the role of digital-based medication management in improving the effectiveness and efficiency of the reporting system and its implications for decision-making at the Pharmacy Unit of Nabire Regency General Hospital. This study used qualitative research methods, including interviews, observation, and documentation. The results of the study indicate that the role of digital-based drug management in improving the effectiveness and efficiency of the reporting system and the implications for decision-making at the Pharmacy Installation of the Public Service Agency of the Nabire Regency General Hospital is still not running well. This is seen in the following: The selection stage is routinely every year to compile drug needs by involving all managers with activities to adjust available drug items but still below the standards of the Indonesian Ministry of Health. The procurement stage by carrying out planning and procurement through the stages of providing available capital/funds with the entire required funds sourced from the Regional Budget and Special Autonomy Funds and the procurement of each drug item as of May 2025 as many as 278 types of drugs. The distribution stage by looking at the match between the drug and the stock card to avoid the condition of drug stock in the empty, insufficient, safe or excess category and to affect the requested drug demand and the level of drug availability for 12 months. The user stage by looking at the number of drug items per prescription sheet that have been listed in the system but there are some drug items that cannot be served and drugs that are correctly labeled have complied with the rules. Suggestions for the need to improve selection so that drug needs are in accordance with the standards of the Indonesian Ministry of Health, adding funds so that all drugs are available, monitoring drug distribution by matching drugs with stock cards and providing drug items for each prescription sheet in full.

Abstract

Work and work environment on employee performance with mental health as intervening variables. The research method uses a quantitative approach with path analysis based on SEM-PLS. The results showed that workload had a positive and significant effect on employee performance (β = 0.241; p = 0.034) and mental health (β = 0.425; p = 0.000). The work environment also had a positive and significant effect on mental health (β = 0.429; p = 0.000) and employee performance (β = 0.331; p = 0.041). In addition, mental health has been shown to have a significant positive effect on employee performance (β = 0.366; p = 0.001). Further analysis revealed that mental health mediated the relationship between workload and performance (β = 0.155; p = 0.007) as well as between the work environment and employee performance (β = 0.157; p = 0.037). These findings confirm that employee performance is not only determined by the physical aspects of work and work environment conditions, but also influenced by mental health stability. As such, companies need to manage workloads proportionately, create a conducive work environment, and provide support for employees' mental health to improve performance and reduce turnover

Abstract

Red ginger essential oil (Zingiber officinale var. Rubrum) has potential as a natural analgesic applied in liniment preparations. However, the physical and chemical stability of this preparation during storage needs to be evaluated to ensure its effectiveness and safety. Changes in pH, viscosity, homogeneity, and degradation of active compounds can affect the quality of the liniment over time. Therefore, this study aims to evaluate the physical and chemical stability of red ginger essential oil-based liniment under various storage conditions. The research methods include physical stability testing with organoleptic analysis (color, odor, clarity), pH, viscosity, and homogeneity. Chemical stability was analyzed using Gas Chromatography-Mass Spectrometry (GC-MS) to identify changes in the content of bioactive compounds. The liniment was stored under three conditions: room temperature (25°C), accelerated temperature (40°C), and cold temperature (4°C). The organoleptic test results showed a light yellow color with a characteristic red ginger odor. The pH test results for the liniment fell within the required pH range. The comfort test using the Visual Analogue Scale (VAS) yielded results interpreted as very comfortable. Physical stability tests at three different temperatures showed stable results. GCMS testing at 40°C showed degradation of zingiberene compounds by 30-35%, including βsesquiphellandrene, champene and alfa pinene. Therefore, proper storage is a critical factor in maintaining purity and pharmacological efficacy.

Abstract

This study aims to analyze the influence of the number of developing villages, the village development index, village expenditure, and village literacy on village fiscal transfers in North Maluku Province. Using a panel data regression approach and a random effects model in nine districts/cities during the 2017-2024 period, this study found that village expenditure and village literacy levels did not significantly influence the amount of fiscal transfers received by villages. In contrast, village fiscal transfers showed a significant impact in reducing disparities between regions, especially in areas such as Central Halmahera Regency, Morotai Island, Tidore Islands City, and Taliabu Regency. These findings indicate that a fiscal approach based on region and village performance is more effective in promoting inclusive development in the archipelago. The results of this study provide important implications for the formulation of affirmative fiscal policies and strengthening village development governance in disadvantaged, frontier, and outermost (3T) regions.
