Abstract

The purpose of this study is to analyze the effect of thin capitalization, capital intensity, and defined tax liabilities on tax avoidance. The research method uses a quantitative approach with multiple linear regression analysis. The research population consists of manufacturing companies in the goods and consumer goods industry for the period 2021-2023, wih a sample size of 20 companies and 60 data observations. According to the analysis results, thin capitalization does not affect tax avoidance, but capital intensity affects tax avoidance and defined tax liabilities affect tax avoidance. This study shows that there is a negative effect between thin capitalization and tax avoidance. The novelty of this study lies in the research object and the data period used.

Abstract

This study analyzes the application of the principle of Open Government Participation (OGP) in the management of village-specific financial assistance sourced from the Riau Provincial Budget for 2023-2024. Using a qualitative approach with a focus on secondary data, this study explores the implementation of the principles of transparency, participation, and accountability. The results of this study show that the implementation of OGP varies; Transparency and participation show early progress but face challenges of information accessibility and substantive participation, while horizontal accountability requires strengthening. Overall, OGP has the potential to significantly improve village fund governance, although its implementation requires continuous improvement. OGP optimization is needed by increasing multi-stakeholder cooperation, especially with Universities and Non-Government Organizations (NGOs) so that the planning, implementation and benefits of the special financial assistance fund disbursement are wider and cause a multiplier effect.

Abstract

This research aims to analyze the role and authority of the National Collective Management Institute (LMKN) in regulating and enforcing licensing and royalty distribution between singers and songwriters. In addition, this study also examines a futuristic interpretation that can be applied in the licensing system between singers and songwriters to strengthen the enforcement of royalty rights in the future in accordance with Article 34 of Law Number 28 of 2014 on Copyright, which states that in cases where a creation is designed by one person and realized and executed by another under the leadership and supervision of the designer, the designer is considered the creator. The problem is the legal uncertainty felt by performers regarding the use of copyrighted works in concerts or performances without direct permission from the song creators. The exception for direct permission is for those who request that the use of their works in commercial performances does not require direct permission from the song creators, as long as royalties are still paid. The obligation to pay royalties must contain legal certainty that the obligation to pay royalties becomes the responsibility of the event organizer, unless there is a different agreement between the parties involved, as royalty payments are a civil matter according to the content of Article 1320 of the Civil Code. In conclusion, the potential for abuse of power and arbitrariness due to the lack of a clear control mechanism over LMKN creates the potential for abuse of authority in the management of royalties, even arbitrariness. The duality of authority with Collective Management Institutions (LMK). Government Regulation no. 56 of 2021 concerning the Management of Copyright Royalties for Songs and/or Music based on Law No. 28 of 2014 concerning Copyright grants LMKN the authority to collect and distribute royalties. This authority is the same as that of LMK. This means that one authority is granted to two different institutions.

Abstract

The development of lifestyles and the complexity of human problems have led to changes in the concepts of sovereignty and national boundaries. One such complexity is environmental issues, the implications of which are not limited to one or a few countries but to the entire global community. Therefore, regulations aimed at environmental sustainability and preservation have become a primary objective of transnational activities. Deforestation is an international concern that requires serious attention. This spirit is manifested by the European Union in the European Union Deforestation-Free Regulation, which ensures that export products to the EU market are not made from materials derived from or through deforestation. This paper describes how the EUDR uses extraterritorial jurisdiction to strengthen a green economic climate, but at the same time, opens up weaknesses in sovereignty for developing countries that are exporters. This paper uses the theory of state sovereignty and the fundamental principles of international contract law as references. The research method used is a normative research method with a conceptual approach and a legislative approach.

Abstract

This study aims to analyze the optimization of work culture through the implementation of the Performance Monitoring System (SI PENA) performance monitoring application in the Fire and Rescue Department of Mahakam Ulu Regency. The background of the study is based on the need for public organizations to improve the effectiveness of apparatus performance through digital innovation that not only functions as a monitoring instrument, but also as a catalyst for work culture change. This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observations, and document reviews. Research informants include the Head of Division, Head of General and Personnel Sub-Division, Fire Department staff, and Regional Secretariat officials. The research results show that SI PENA has had a positive impact on the five dimensions of Electronic Performance Monitoring (EPM): purpose, invasiveness, constraints, target control, and synchronicity. This application effectively strengthens transparency, accountability, and real-time reporting synchronization, although it still faces challenges such as limited digital infrastructure and employee psychological resistance due to the feeling of being monitored. From a work culture perspective, SI PENA has been proven to encourage increased discipline, openness, mutual respect, and cooperation among employees. Thus, this application functions not only as a performance monitoring tool, but also as an instrument that strengthens the values of the organization's work culture. The study's conclusions confirm that optimizing work culture through SI PENA requires adaptive policy support, increased staff capacity, and strengthened information technology infrastructure. The practical implications of this research are the need to integrate technology, organizational culture, and leadership to strengthen public sector performance.

Abstract

This study reviews the literature to examine the impact of healthcare administration digitalization on hospital service efficiency, with particular attention to the mediating role of healthcare worker satisfaction. Findings reveal that digitalization enhances efficiency through improved data accuracy, reduced administrative burden, optimized resource allocation, and better interdepartmental coordination. However, these benefits are not automatic; they are strongly mediated by the satisfaction of healthcare workers, who determine the level of adoption, utilization, and sustainability of digital systems. When digitalization initiatives are accompanied by adequate training, managerial support, and user-friendly system design, healthcare worker satisfaction increases, which in turn reinforces engagement, reduces turnover, and strengthens organizational efficiency. Conversely, poorly implemented systems may create dissatisfaction, stress, and new inefficiencies. This highlights the need for hospitals to adopt a holistic approach to digital transformation that balances technological innovation with human resource development. The review concludes that healthcare worker satisfaction is a pivotal mechanism linking digitalization and efficiency, and its integration into hospital management strategies is critical for achieving sustainable improvements in healthcare delivery.

Abstract

Patient safety represents a key indicator of healthcare quality, reflecting the ethical and professional responsibility of hospitals to protect patients from harm during medical care. This study aims to analyze the interrelationship between facilities and infrastructure quality and human resource competence on patient safety, with safety culture serving as an intervening variable. A qualitative approach was employed using a case study design, focusing on hospitals that have actively implemented patient safety programs. Data were collected through in-depth interviews, participant observations, and document analysis, and were examined using thematic analysis to identify patterns and relationships among variables. The results show that adequate and well-maintained facilities form the structural foundation for patient safety, while competent healthcare personnel operationalize safety procedures through technical proficiency, clinical decision-making, and ethical responsibility. Safety culture emerges as a mediating force that unites these two components, fostering shared values of open communication, collective learning, and non-punitive responses to errors. The three factors interact synergistically, creating a sustainable safety ecosystem in which infrastructure quality, professional competence, and organizational culture reinforce one another.

Abstract

This study examines the influence of Good Hospital Governance (GHG) on the performance of Bhayangkara Hospital Pontianak, with positive organizational culture serving as a mediating variable. The research adopts a literature review approach, synthesizing findings from national and international studies that explore the interconnectedness between governance, organizational culture, and healthcare performance. The analysis reveals that effective implementation of GHG characterized by accountability, transparency, fairness, and ethical integrity plays a crucial role in improving hospital outcomes, including service quality, operational efficiency, and patient satisfaction. However, the effectiveness of governance depends largely on the presence of a positive organizational culture that encourages collaboration, open communication, and shared responsibility among healthcare professionals. Such a culture acts as a bridge that transforms governance structures from formal regulations into behavioral norms, fostering motivation and innovation across the organization. Within the context of Bhayangkara Hospital Pontianak, the findings highlight that the integration of disciplined administrative systems with a compassionate, patient-centered culture enhances overall institutional performance.

Abstract

Digital transformation has radically changed how organizations operate and challenged the validity of classical theoretical approaches that have long dominated organizational studies. This article aims to examine the evolution of organizational behavior paradigms by tracing the contributions of classical theories, behavioral dynamics in digital environments, and the conceptual transition toward hybrid organizational models. The study employs a Systematic Literature Review (SLR) approach guided by PRISMA, analyzing 21 scholarly articles from reputable journals published in the last five years. The synthesis results indicate that classical theories remain relevant as a foundation for structural stability but must be integrated with principles of flexibility and digital learning to meet the needs of contemporary organizations. The hybrid conceptual model developed in this study represents a significant theoretical contribution in bridging the dichotomy between classical and digital approaches. Furthermore, this article proposes a future research agenda through cross-sectoral approaches and capability-based integration. The main contribution of this study lies in formulating a conceptual framework that reconciles structural efficiency with digital innovation in modern organizational behavior

Abstract

The aim of this study is to systematically investigate the influence of transformational, transactional, and servant leadership styles on employee job satisfaction, with organizational culture serving as an intervening variable. A Systematic Literature Review (SLR) method was adopted, sourcing literature from Scopus-indexed journals (Q1–Q4) published between 2020 and 2025. The analysis employed descriptive, thematic, and content-based approaches. The results reveal that transformational and servant leadership styles significantly enhance affective and psychosocial dimensions of job satisfaction, while transactional leadership is more effective within structured organizational environments. Furthermore, organizational culture functions as a strategic mediator that strengthens these relationships. These findings highlight the critical importance of aligning leadership styles with organizational culture to foster inclusive, sustainable leadership practices and contribute to the realization of Sustainable Development Goals (SDGs), particularly those related to decent work and economic growth.
